scene. the driver is shaken but not physically hurt. the first car is locally registered and police are now looking for the driver. dangerous attacks by dogs raising tensions in a park at berkeley, kraig debro here to tell us about the recent attacks and why some are saying they don't feel safe right now, craig? >> reporter: a man just came with his dog and i asked him if there were problems with not just or only big dogs attacking smaller dogs but he said it is the breed. he says he no longer comes here for that reason. now it's on hoist between sacramento and dr. martin luther king, jr. and apparently there is a published report that another neighbor was quoted as saying, his dog has been attacked over the past six months. if you look at the sign there are a number of rules and they even have quiet hours so it

seems fairly well organized. when i talked to the man you saw a second ago. i said where are owners aren't they supposed to intervene he said yes but it does not always happen. one person no longer comes here and a man who complained went to the city council and he is recommending splitting the park in two or in thirds so that dangerous dogs or bigger dogs can be separated from smaller dogs. he lives here and i am still waiting for his comment. kraig debro ktvu channel 2 news. it is hitting oakland particularly hard and it is not just homeowners who are losing big in this, tara moriarty has more. tara? >> reporter: i want you to take a look at something down here. look at all of the trash that is lining this house. we don't know if this house has been foreclosed on but it sure looks that way. you can see how it has been board up and that costs money

as well as putting on locks, getting rid of squatters and putting police patrols in the area. next year it reports oakland lost $30 million not only in cleaning up trashed homes but it is the first time they have isolated -- isolated individuals. it estimates it has cost property values overall to drop by $12 billion and that's a staggering number. a total of 28,000 homes will have slipped into foreclosure over that timeframe. now the areas hardest hit first on the list east oakland neighborhood is expected to lose mormon $700 million in property value. close behind 601993 and 21, those that cover the fruit dale

national pal liz in -- palace in port au prince. they are angry about the sexual assault of a hashian man. the protest comes just before they are about to ask them to extend their stay. police in santa rosa want to know who left two plastic containers filled with explosive under the third street bridge. police immediately closed the street and called in the bomb squad. one was red the other was black had a two-inch wick coming out the top. x-rays showed they both contained a mysterious white powder which could have caused a big explosion if they were set on fire. luckily nobody was hurt. they will learn more about a surprising change at the

. good morning, right now traffic is moving along to the toll plaza until you get to the pay gates and then there is a little bit of a backup and traffic looks good. take a look, a car unexpectedly, look at this, crashed through this orange count tip bike store bailed all the way to the back of the store, look at the customers diving out of the way, narrowly missed those two people, an 85- year-old woman was parked outside the store she apparently hit the gas instead of the break and that accident caused tens of thousands in damage. the commute could be a long one following a collapse at the california mexican border.

dave clark. >> and i am pam cook, it is now 6:30. police in oakland are looking for suspects in two overnight shootings that may be connected. the first one happened just after midnight in east oakland. the victim in this staggered into a house after being hit by gunfire. we don't know anything about his condition right now. but 90 minutes later police found another shooting victim on 98th avenue. police believe he was shot somewhere else and taken to this location. the young man is expected to survive after being shot in the leg but police are not saying why these two shootings may be related. a water line break caused a big mess in one oakland neighborhood. look at this shortly after midnight this water line on east 19th street burst and water shot high into the air. a woman who lives nearby didn't

seem to mind it in fact you will see her walk right into the gushing water. she said it was refreshing. it took repair crews two hours to fix that water line. still no word on what caused that large problem. it happened in the valley and the fire burned over 50 acres. no structures were burned and nobody was hurt. several areas were closed as crews worked on the fire. kraig debro is in berkeley this morning and tells us that the aggressive dogs are making a lot of people nervous, craig? >> reporter: we have spoken to two people this morning at the park this section of the park is called the dog park which i just spoke with shawn gray with her dog and she said she only comes here this time of day because of the problem.$♪ it is not necessarily the larger dogs versus the smaller dogs or

even the breed, it is the owner of the dog that makes all the difference. we spoke to another gentleman and he said it is becoming a problem as well. he says he no longer comes to this park. you can see the size of his dog is a fairly good sized dog but for him it's not the dog size, it is the breeds. miss gray told me dogs will get into packs and they will pick on smaller dogs sometimes so what one man wants to do is separate the park. but you see that right there, you see how far down that dog is going, he said the dog would not be able to do that and one reason she wants to do that is to run the energy out of the dog. reporting live in berkeley

kraig debro ktvu channel 2 news. time now 633, republican presidential candidate michele bachmann comes here to the bay area today campaigning and she will be at private home having breakfast with voters. tomorrow she will be in southern california for two appearances. she will be at the hastings school of law and she will have quite a story to tell about her journey from washington to the bay area and coming up in ten minutes, the emergency that forced the supreme court justice and a cabinet secretary to slide down that emergency shoot. top level u.s. cabinet members and business leaders are in san francisco for apex's first women and economy summit. secretary of state hillary rodham clinton delivered and will deliver the key note speech on friday. the goal is to help women gain access to capital markets and

leadership positions. >> as for the apex, it comes on a grander scale. you get to share experiences and listen to what other people have gone through. >> some 3,000 delegates are attending the summit and secretary of state hillary rodham clinton's key note speech will start tomorrow morning. the crime rate has dropped to a 15 year low. he credits neighborhood watch groups for the decline but one says the reason is because it is under reported. they are on track with a statewide trend and violent crime is at its lowest level since 1968. some residents in south napa have no water following a water-main break. that one broke in two spots. the crews fixed one of the breaks but they are still working on the other.

just four months ago that same water line failed. they are providing water to residents but homeowners says it has been a frustrating couple of days. >> we had no water and we had to feed the cows chicken and we had to bring the water up and put them in the house to rinse plates and put them in the bathrooms. >> now just last week napa city council will have to vote on water rate hikes to pay for all this maintenance. sal? right now traffic is much busier and we keep looking at the toll plaza because it changes from relatively no delays to relatively big delays and it is backed up for 15 minutes before you make it onto the bridge and another ten minutes so it is a total of 25 minutes really trying to get into the city if you count the time on the actual bridge.

breaks in the coast. there is a break and it is moving inland and a westerly wind has developed. it will continue into tomorrow and we will start to bump those temperatures up a little built on saturday. thunderstorm activity was impressive and also for the sierra, things are starting to wind down and for us all the eyes are on the west and the pacific northwest. lots of 50s in santa rosa any time you get a southwest gust at travis that is a howling sea breeze. if it is clear, some 50s and a little bit of a breeze, the system moving in that time of year keeping an eye on things in the gulf of alaska. it will usher in cooler temperatures aloft. as you get up around 2 5,000 feet temperatures are cooler and with the delta breeze

things are getting cooler. it should be sunny on most of the coast and later the fog will get chewed up. only 75 fairfield, 73 in the creek, 64 oakland, 74 pleasantton, berkeley 64, low 70s san jose, santa clara valley 70s. san mateo 50s and 60s on the coast. not much change on the coast but saturday things start to turn around and it will be warmer sunday and we will carry that into monday. firefighters are trying to stop a raging wildfire. rain gave some relief but residents in the community are

still worried. some voluntarily evacuated. lightning sparked the fire a month ago and fires are bracing for this coming weekend when it is drier and they are worried about what can happen. some of the firefighters fighting the devastating fires are now homeless themselves. the texas fire is the biggest one destroying 34,000 acres and more than 1,500 homes. that fire is now 75% contained but there is some concern gusty winds may cause more flare-ups. a warning for travelers a scam targeting passengers who own pets. new foreclosure statistics are out and they keep getting worse. we will take you to the zip code hardest hit in the area.

caused money to the tune of $300 million. now that is according to a new report that says from 2008 to next year, oakland lost nearly $300 million not only cleaning up trashed homes but in property taxes as well. it is the first time researchers have isolated neighborhoods. now it estimates it cost property values to drop overall to $123 billion -- $12 billion. we are nearly 5,000 -- nearly 5,000 houses have slipped into foreclosure and this covers sections of the fruit dale district. if they could readjust people's mortgages to current value it
