it's already been a rough year for students dealing with tuition hikes in the uc system, but more bad news may be coming. good afternoon. i'm tori campbell. the university of california regents are meeting today and talking about more big tuition increases. the regents are meeting at ucsf's mission bay campus in san francisco. the fee hikes could run between 8-16% through the year 2016. the president of the university lays the blame squarely on state budget cuts. >> as long as they're disinvesting as they have over 20 years, we have a problem. how do we maintain quality when they're investing less and less? >> we're already at the breaking point. we've had more than 300% increases on students in the last ten years. we've paid more than our fair share. >> right now tuition is just over $12,000 a year. it could reach $22,000 in five

years. we'll continue to monitor the meeting and the tuition hike proposals. you can get updates on ktvu.com. a big change at the top for the world champion san francisco giants. we're live from the city with the official explanation for the departure of the c.e.o. >> reporter: after a frustrating season, so far a shakeup at the top for the giants organization. the general managing partner and c.e.o. bill new come just went in front of the cameras here and made it official that he is in fact stepping down. reports suggest he was forced out by the team's committee of investors but that is something he denies. >> i don't think that's the right characterization at all. as you might imagine, sometime after i came back to earth, still not back to earth after

last year, i asked myself, is there a success plan? how much longer can you, should you, do you want to do this job? in the course of thinking about that and talking with folks about it including other investors, i came to the conclusion that this was the right time to turn the reigns over to larry. >> at a news conference this morning, newcome said he accomplished what he set out to accomplish, specifically winning the world series. there were communication issues between newcome and some of the giants investors over the past three years that he has been the c.e.o. part of the falling out had to do with how to spend all the extra money coming into the giants organization after they won the championship. the man taking over will be the current chief operating officer, larry bear. he was also at the news conference and he talked to us about the team's future. >> this is business as usual.

this, to put it simply, this is not a turn around in any sense, stretch of the imagination. as bill said, this franchise really is stroarng than ever. the perspective of winning is foremost, taint mount, always will be. >> reporter: newcome will step down officially at the end of the year, december 31. that's when the changeover will happen. he will stay on as an advisor for the team for some period of time. back to you. >> thank you. governor jerry brown is promising lawmakers that he will veto many of the 600 bills that are now sitting on his desk. he is not saying which ones he plans to reject, but he says he is focused on common sense laws that will not add to the state's budget problems. norwegian police say they suspect an explosion in the

engine room started the cruise ship fire that killed two crew members and injured nine other people. the fire erupted as the ship sailed a popular route along norway's western coast. 207 passengers a and 55 crew members evacuated. they do have the fire under control. a fire at the upscale bouchon bakery could affect several wine country restaurants today. bakery workers called 9-1-1 about 5:30 this morning to report a kiffin fire. it a apparently began near the commercial oven. the bakery is owned by renowned chef thomas keller. when firefighters arrived the fire had spread into the attic. they had to cut a hole in the roof. >> the intheer your of the building was fairly clear. there is only a small bank of smoke coming down inside. only a small amount of flames showing from the exterior. once we started opening up the

holes, that flame production increased. we started getting a lot more smoke down into the building itself. >> the fire damaged the bakery's stove and caused smoke and water damage. employees got out safely. the bakery is closed for now. damage is estimated at $100,000. a new report shows more homeowners who are behind on their mortgage are now getting default notices. this is a sign possibly that banks may finally be pushing through foreclosures that had been delayed because of the so- called robo signing scandal last year. another report called the wall street wrecking ballists oakland as the hardest hit bay area city with a loss of $12 billion in home value by the end of next year. it also says by then, the city will suffer 28,000 foreclosures. the hardest hit zip code is

party is growing. michele bachmann arrived at the home of sally and alex zelikowski for a fundraiser. more than 100 supporters paid $a 100 to have breakfast with her today. >> what a thrill to be in marin county where the tea party is alive and active >> reporter: michele bachmann had a lot to say about repealing obama care and lowering the tax code, pushing the shrinkage of government and growing the private sector. she also had to answer for recently calling the hpv vaccine very dangerous. her whole point, she said, was the state government should mandate the vaccine nor receive kickbacks if it does. while addressing her supporters, she also jabbed president barack obama on several fronts, but began the attack with a bay area company, solyndra, based in fremont. >> $535 million of tax money has gone to solyndra.

now that company has filed bankruptcy. we learned today that not only is the f.b.i. investigating but the treasury department is also. if this is any indication of how stimulus money is used, we need to reject the further stimulus that the president is proposing now. >> reporter: these are just a few of the tea party souvenirs offered outside the home where the breakfast was held. slogans such as, change, hope you like it and obama drove my karma into a ditch are on everything from bumper stickers to t-shirts. the woman who put together this event organized the first local bay area patriots. she says she has 1800 members so far. michele bachmann is to a private meeting in hillsborough later today, then off to orange county tonight. back to you. >> thank you. a new poll shows california's republican voters are bucking the national trend of the presidential race. 28% of republicans surveyed in

california prefer mitt romney, 20% like governor rick perry. nationally governor rick perry is the front-runner. sarah palin comes in third. she is not officially in the race. the poll also shows president barack obama has a double digit lead over both romney and perry in california. president barack obama has 5 is% to mitt romney's 38%. the president holds a bigger lead over governor rick perry 54% to 35%. house speaker john boehner is responding to the jobs strategy of president barack obama with his own call to liberate the economy. he says the nation's debt is just one of three main threats to an economic cure for unemployment. >> speak to any fortune 500 c.e.o. or small business person, it's clear that our debt hangs like a sword over their hiring decisions. it should be obvious that deficit reduction and a path to

fiscal sustainability are themselves a jobs program. >> he spoke at the economic club of washington, d.c., saying the other two threats are over regulation of businesses and a tax code that prevents growth. he says tax increases are off the table. the treasury department confirmed in the past couple of hours that its inspector general has opened an investigation into the $500 million federal loan guarantee to the now bankrupt solar company solyndra. it's the latest in a series of probes into the fremont based company that president barack obama touted last year as a model of grown investment by government. the f.b.i., energy department, and the house energy and commerce committee are also looking into the loan to solyndra and what political influence if any came into play. dog owners at a local dog

a broken water pipe created quite a mess in an oakland neighborhood early this morning. the pipe on east 19th street burst around 12:30. a tower of water went several feet in the air. crews fixed the pipe in about two hours. uc berkeley is the list of schools that have a military friendly environment. gi jobs magazine ranks schools for their efforts to offer financial aid and other support to veterans. the magazine says there are about 7,000 colleges and universities offering programs designed for veterans. this is the second consecutive year that uc berkeley made the list. stanford is also on the list this year. the annual san francisco fleet week celebration gets underway in two weeks on october 6. one ship that's sure to attract a lot of attention is this one, the uss karl vincent. that's the aircraft carrier

used for the ocean burial of osama bin laden in the indian ocean. the ship was also once based in alameda. the ship will be on display for photos but closed to tours. efforts to win the release of two americans held in iran are intensifying with a delegation of iraqi lawmakers now in the iranian capital to join the talks. the iranian attorney for shane bauer and josh fattal says he has filed all the necessary paperwork for them to be released on bail of $500,000 each. but he says he does not expect a decision before saturday. the gulf state of oman still has a plane in teheran to carry away the pair if a deal is reached. police in oakland are looking for suspects in two shootings that investigators say may be connected. the first shooting happened just after midnight at osceon and holly in east oakland. the victim staggered into a home after being hit by gunfire. there is no word on his

condition. just 90 minutes later police discovered another shooting victim on 58th avenue. investigators believe he was shot elsewhere and left at this location. the young man suffered a leg wound. police are not saying why the two shootings may be related. changes could be coming to millbrae's police department. the city is looking for ways to increase its staff. 29 officers make up millbrae's entire police force. out sourcing serves to the sheriff's office is one option city leaders are considering. another option is to hire more officers. some say the real top priority should be hiring a permanent police chief. millbrae's interim police chief also works part time as san bruno's police chief. overnight there was a large grass fire in contra costa county. it started just after 8:00 in briones valley. it burned 50 acres. no one was hurt. several roads in the area were

closed while crews battled the flames. fire officials in sacramento say a serial arsonist is at work there. firefighters fought six different fires yesterday morning along river parkway near river bend park. witnesses say they saw a man riding a bike on the parkway setting fires along the way. on saturday there were nine different fires in the same area. nearby residents are frightened and concerned for their safety. >> very concerned. i wonder, should i go to sleep at night or should i sit out there and watch to see what might happen? >> police believe the arsonist is a white male with short hair. he was wearing gray pants and a gray shirt when he was seen on the area on a ten speed bike at the time of the fires. aloni dog park in northwest berkeley has become concerning for some dog owners. they say sometimes big dogs attack small dogs or play with them too aggressively. they want the city to put a

fence up separating big dogs from small dogs. not everyone agrees. >> it's nice to be able to have the dogs be able to play with little dogs, too. i don't see it being the most necessary way to solve the problem. >> some dog owners have approached the city's parks and recreation board but no official action has been taken to look at partitioning the dog park. a mysterious light that could be seen from los angeles to arizona was most likely a fireball or a meteor. nasa scientists say the lie was a fragment of an asteroid about the size of a volleyball that entered the earth's atmosphere. many people saw the light move quickly through the sky around 7:45 last night. some people captured the event on camera. this is home video from phoenix. the advertised cooling trend is pretty much right on

track pushing back into the bay area. i have been watching the cameras and noticed the cloud deck clearing. san francisco still on the cool side, around 59 degrees. you can still see the fog hugging a a good portion of the bay area shoreline. the key difference today, we have more of a northerly breeze. even this cloud deck will gradually break up this afternoon. current numbers concord 70, oakland 60, san jose 70. skies clearing, temperatures will be cooling off. tomorrow not much change. morning cloud cover clearing to near the shore. temperatures will warm up into the weekend especially sunday. there is a weather system moving in from the north. it's generating a few high clouds. it's an a area of low pressure. we'll continue to cool off. patchy fog for the coast

en, especially by sunday thacialtion be the warmest day of the weekend and the warming trend will continue into next week. by monday inland could approach 90 degrees. >> fall starts next week. >> that's right. >> thank you. a new report says pg&e's met for testing pipelines is not as strict as some other agencies. the san francisco examiner reports the california fire marshal's office has tougher guidelines. inspectors test pipelines carrying liquid petroleum products. the inspectors handle 5,000 miles of pipeline each compared to 1,000 miles for each fire marshal inspector. we'll tell you if the predictions came true about a customer backlash after the bay area company netflix raised prices. more financial pain for items that are very close to the average person. we'll tell you the specifics just ahead.

investors pushing stocks higher for a fourth day as cooed senatorred central bank action encouraging optimism about the euro zone debt crisis and the threat to the global recovery. the dow is up 157 points. nasdaq is up 31. s & p is up 17. the consumer price index rose .4% in august, more than

expected. the labor department report says food and fuel prices helped push the index higher. today's number follows a .5% increase in july when food and fuel are excluded because they're so volatile, core inflation rose .2% last month. today netted flix cut a million users from its sub scroiber forecast from 25 million to 24 million saying it no longer expects its customer base in the u.s. to grow during the current quarter. that's after a price hike that angered many members. stock for the company fell as much as 19% on the news and is trading close to its low right now. federal health officials are warning pam not to eat cantaloupes from a farm in southeastern colorado. the fda is issuing the nation's first cantaloupe recall due to the lysteria virus. they say a rocky ford melon at
