a rising tide of women in an economy raises the for fortunes of a nation and families. we'll have more on that in a moment but, first, we start this noon time with breaking news from the south bay. a man just stopping at a gas station to fill up has been shot. rob erred handa got to the scene minutes after this happened. robert, what's goes on there now? >> it is a very confused situation as you can imagine. we are here in the willow glen neighborhood of san jose. there are still a lot of police action going on behind me. kind of understandable since, as tori mentioned, this occurred about an hour ago. giving the view from news chopper 2, police here tell me that the incident took place near the gas pumps closest to curtner avenue.

this happened around 11:00. a man went up to a man who was still in his vehicle. his mazda vehicle at the pumps. the person came up and shot the man inside the car at basically point blank range and fled. the person who was shot was rushed to the hospital and, at this point, police tell me that they are still waiting for the condition of the person who was shot. the investigation continues here as well as the search for the person, and, again, the person's condition could mean the difference between whether this turns into a homicide case or not. police say, at this point, of course, they are still talking to witnesses. they have not determined a motive but, at this point, a search is continuing and the investigation continues here in willow glen in san jose. we'll get you updates as soon as we get them. robert handa, ktvu channel 2 news. the secretary of state made another visit to the bay area. she spoke on a summit on women

and the economy. tara moriarty joins us live. the speech was titled, some leaders are born women >> reporter: there were some men among the crowd. and a lot of women. they all seemed energized by the address. >> the audience greeted her arrival here with a standing owe vision. the goal is to help women to gain access to capital,markets and positions, something that she says many are confronted with. >> they are confronted with a glass ceiling that keeps them from the most senior position. only 121 of the ceos of the global 500 companies are women, that's less than 3%. >> reporter: unlocking the potential of women by narrowing the gender gap, clinton says, could lead to a 14% rise in per cap at that income in russia,

the address by secretary of state hillary clinton. birth control pills have been recalled due to packaging error that could lead to serious consequences. the weekly tablet orientation is reversed and the lot number and expiration dates are obscured. the brands impacted and on your screen. the problem could lead toin correct dosing and possibly -- to incorrect dosing and possibly unintended pregnancy. women using these pills should use another birth control method and contact their doctor or pharmacy. in the case of a football star killed in solano county, police do have a suspect. the young man was specifically targeted and robbedbefore the murder. >> police won't tell us how they know that ennis johnson now his killer but for whatever

reason, police were able to warn his neighbors right away they were not in danger. >> it was not random. i guess he had known the person. >> reporter: johnson's mother and cousin would not speak to us on camera but his mom returned home at work around 112:00, finding her son lying on the floor of his own bedroom bleedingand called police. police had a lead almost as soon as they arrived and it came from the computer. >> police were able to go through the network. police has to suspects, hassan mccaulie. they believe he is dangerous. police arrested another man from fairfield on monday. police say that johnson invited them to the apartment that night. >> there was some transaction that was taking place and in the process, it led to mr. johnson's death >> reporter: johnson was usually asleep at that time,

about to wake up and work all night long. following his graveyard shift at wal-mart and before taking a break, ennis johnson came here to solano community college to weight train for the football team. the falcons won the season opener last week. they play tomorrow. >> his number was 9 so i have some 9s ordered that i hope will come in today and they are he going to wear 9 on their helmet this year to honor him. >> reporter: the man arrestd in fair willfield will be arraigned tomorrow. investigators are trying to figure out what led to an officer-involved shooting. officers from the region at yo theft task force were trying to pull over a mustang. the mustang did not stop and that led to some sort of confrontation. the officers opened fire

hitting one man. >> we have to make sure that we do some investigation to make sure that the officers were incompliance with policy >> the victim is now in the hospital with nonlife threatening injuries. the officers belonged to the san jose police department. it's not clear which officer opened fire. a teenager who snuck away from a youth rehabilitation facility in byron has turned himself in. the 15-year-old boy walked away from the oran alan facility monday night a probation officer told us this morning that the boy's family helped facilitate his capture in alameda county and she says he won't be returning to the facility in byron. a contra costa judge will determine where he will stay next. law enforcement officials just toured a school for

troubled children. >> this is the life academy on treasure island, an alternative school for at-risk kids. some of the students here wrapped up a tour of campus. they worked state senator mark leno, the police chief through their science class and writing classes many. >> i'm trying to do something per with my life. that's why i came here. that's why i try to do my best. >> and that was one of the students in those classes. altogether, there are 72 students enrolled here. before they were referred here by those principles, counsel lowers and in some cases the court system, many dealt with problems like chronic tunesy and were at risk of dropping out of school. at this school, however, 90% of students graduate, many going on to internships, jobs and others. >> something like 90% of homicide victims under 25 years of age in san francisco are

high school dropouts. and high school dropouts, 75% of those who are colonally truant will become high school dropouts. >> there are 72 kids who are not a problem in san francisco because they are here and they are having a good time being in school. that's a great model. >> reporter: now, the school is fund by the state scruff nile justice crime prevention act and school administrators tell me that the budget this year has not been cut but they say every year is a new budget battle at the state capitol so it's important to highlight the school's achievement in order to keep this program going in the future. live in treasure island, allie rasmus. >> thank you, allie. emeryville school has emerged from a state takeover. school officials celebrated the event. they handed a check as the last

payment. emeryville mayor praised voters who approved a new tax for school congress is more unpopular than ever. the new york times and cbs news poll shows just 12% of americans now approve of the way congress is handling its job down from 14% just onemonth ago. partisanship and bickering are the major reason. >> president obama signed into law the first significant change in patent law since 1952. the law is supposed to help the patent office eliminate a huge back log of applications. >> right now, there are about 700,000 applications that have not even been opened yet. these are jobs and businesses in the future just waiting to be created. >> reporter: mr. obama signed the bill during a vision detroit a school in alexandria, virginia that specializes in science and technology. he also had a chance to see what the students were

one day after a deadly fire on a norwegian cruise ship, efforts are underway to keep it from cap sizing. salvage crews are busy pumping water from the ship. the ship is only tilting at 17 degrees. earlier today, it was at 21 degrees. the ship is still taking on water and it's not clear yet what started the original fire that killed two crew members and forced everyone on board to evacuate. mcdonald's' happy meals are getting a little bit healthier. this morning in oakland, our ktvu camera got a look at the new happy meals rolling across the bay area. they feature a smaller portion

burping car. forever grateful. i can't thank them enough. >> he says he plans on riding a motorcycle again as soon as he can. there is good news report about a concord father and son fighting against deportation. an attorney for arturo reiffo and his son called ktvu news this morning to say that immigration officials have put that order on hold. that's because his wife has an asylum case that's still pending and to prevent the separation of the family, the deportation will not go through. the family has been fighting for political asylum since they ran from death threats from peru 18 years ago. they were hours from deportation last month when they received a 30 day extension. a seem of san francisco police officers is now off on a 24-hour relay race. they arrived at the marina before dawn to be in the marina

relay race. one person that we talked to traveled from southern california. >> it's a large relay race. it is -- each race is done for a different charitable cause and it's all about children. >> this year, the race raises money for the san francisco police activity league. participants will run almost 200 miles, finishing in calistoga. parking may be a little harder than usual in certain bay area cities because some parking spaces are being converted into parks, park of the annual park-ing day. anyone can set up their own mini parks but they still have to pay the parking meters. good afternoon to you and happy friday, giverring you a look at pretty blue sky out there. mostly sunny and mild at this hour with temperatures warming into the weekend, just a little

into the lower 70s in some cases for sunday and monday and that will continue into next week as well a 46 million-dollar project is beginning right now to replace an aging dam in east bay. ground was broken during the past hour in the calaveras dam replacement project. the ceremony is still underway. chopper 2 sent this video a short time ago. the 1920 dam has major problems and lies near a major earthquake fault. it is parts of a $4.6 million overhaul at the water system which serves millions of people in the bay area the nfl wants all of its teams to conduct full patdowns before games. right now, fans are only checked from the waist up but the nfl now wants security to search ticket holders from their ankles to their knees. the league is responding to

violence in several parks. including the shooting in san francisco and someone got tazered inside jets stadium. raiders and a's were among the most in dropping fans. the raiders attendance dropped 21% and a's dropped 40%. both teams have struggled on the field and there is a threat both teams could move to another city. san francisco can now move forward with its massive redevelopment plan for the hunter's point naval shipyard. a judge ruled in favor of the city in a long legal battle with environmentalists. the hunters' point redevelopment plan has been in the works for the past seven years which calls for hundreds of new homes, dozens of stores and several new parks. there is also talk of a possible stadium for the 49ers. still ahead, pets and
