this is channel 2 morning news. thank you for joining us, i am pam cook. let's check your weather and traffic, here is steve. we have clear skies, so far not much of a breeze, it is picking up towards fs o and now that sea breeze does kick in coast and bay, it looks like another toasty day in the mid- 90s, here is sal. interstate you can see traffic is moving well which is a commute direction. and on 880 westbound all lanes are open as we head down to the mcarthur maze. time now remains were found in alameda county and have now been identified as 26-year-old michelle le. as allie rasmus tells us and is joining us live from oakland we still don't know how she died,

allie? >> reporter: that is right and that is what pathologist will try to figure it out. they brought in a dentist and confirmed those remains belonged to missing student michelle le. they are still trying to fine the cause and manner of her death. she was taking classes in hayward where she was a nursing student. she never came back. her family organized one of eight searches and it was during one of those searches that a volunteer discovered her body. that road was located between 680 and foot hill road in an unincorporated part of pleasantton. the mother who found those remains is the mother of a murdered teenager.

her daughter was killed by a register sex offender two years ago and she was in the bay area to help with the search for michelle le. she was the first to discover the remains there. it belonged to missing nursing student michelle le. they also changed support offers and volunteers for all of their help. the family says they are working on organizing some sort of of public vent to honor her -- public vigil to honor. it throat a police chief and then a car crash. a man was shot outside the housing project. the victim then jumped into a car and drove away from the scene. police chased him until he crashed into another car at 20th and folsom street. he was taken to the hospital

and his condition is not known. more questions for the failed giant and alex will explain how the state helped them. >> reporter: they gave them a major tax break as part of a subsidy law signed by former governor arnold schwarzenegger and this morning that is why the former governor is facing criticism. >> those workers will produce solar panels that will allow us toee void 200 million tons of greenhouse gases. >> that was arnold schwarzenegger at the groundbreaking for the company. >> reporter: the funding authority gave them a $3.5 million tax break, the largest in the state. according to them they did not look into the financial health

beforehand. he plans on holding hearings on the subsidies. he still believes in giving tax breaks and in addition they received roughly a half billion dollars in federal guarantees which the fbi is now looking into as well. when trouble was started, the company filed for bankruptcy, there was the fbi raid and of course more than 1,000 workers were laid off from the company. the city will begin fill in the crate terrible. -- filling in the crater. it will be marked with a ceremonial shovel of leaders. eight people were killed on september 9th 2010. 38 homes were destroyed.

getting busier at the bridge and now getting word of a new crash on highway 24 in lafayette, we will let you know more about that coming up. the apps that you download are giving a big boost to the economy. they have added 182,000 jobs alone in the bay area and added $122,000 in worker benefits and that includes, app sellers and the businesses it supplies app developers but it does not include iphones. the city council provided an evict of -- an effect which will pay for the rising costs of the water to the city and will pay for upgrades to the

water system. speaking of water anybody going to the beach may notice the ocean looks darker than usually it is called red tide which is caused by plankton in the water and it can make some swimmers sick. people are being drawn out into the waves. it makes shrimp and shellfish clear because they are serving it from outside the state. the independent journal, the marin bicycle coalition will hire an advocacy director. they will work to open more trails across the county. they are raising red flags with the conservation group and they are afraid of an aggressive approach that is being used to open up more trails. we may find out in the next

continues. >> reporter: live outside the alameda county coroner's bureau and they determined the remains did in fact belong to missing nursing student michelle le. the next step is to determine the manner and cause of her death as the investigation into her murder tips. they issued a statement in it quote, thank you for your prayers and support and we would be at a loss without volunteers. please continue praying for michelle as our family begins the journey to ensure justice in her honor. michelle le disappeared nearly four months ago. she was taking a nursing class and left during a break and never came back. cell phone records traced her cell phone to the area where she was found and that's where

crews were conducting a search looking for her whereabouts. on that afternoon, one of the volunteers discovered her remains. coming up, we will have more on the volunteer who made that discovery. allie rasmus ktvu channel 2 news. police in antioch is investigating the mysterious death of a pedestrian. a man in his 60s walked on to lone tree way. witnesses are trying to figure out what led up to this but one woman said he walked right into the middle of a dark street as a car approached. >> this guy out of nowhere ran across the street, he just ran across the street and he just got smacked. >> police say that driver is cooperating and that driver is

devastated. another setback for the two uc berkeley graduates jailed in iran. what happened when shane bauer and josh fattal went to court when the lawyer tried to secure their release, we will have more on that later. and rebel fighters in libya moving into the town, the town had been regarded as one of the last remaining strongholds of muammar gaddafi. the video also shows rebel fighters encountering little resistance. and a video from muammar gaddafi, he said his rule is what the libyan people want and can not be overthrown. san francisco parents say it's time to give them a free ride on muny. tara moriarty tells us what is

hype that controversial idea. his kids used it to get to school each morning and they want their kids to get a free ride. this is similar to rallying where parents along with lawmakers pushed for a free service. the supervisor will meet at city hall that will make muny free for kids between the ages of five and 17. the plan will cost more than 70,000 a year. muny is staring at a 2 million dollars budget -- $23 million budget shortfall. right now students and parents are selling out at $20 a month for one child. some parents may be forced to mover out of the city or walk far to school which could be dangerous. we will let you know what they

had to say later in our broadcast, tara moriarty ktvu channel 2 news. san francisco police chief is defending the decision of police officers that resulted in two innocent by standers being shot. it happened here in the north beach neighborhood. he told a packed crowd his department could not feel worse about hurting those innocent bystanders but he said they had no choice but to open fire. >> the officer was not intended to hit anybody who would threaten his life and to that end i am just thankful the bystanders were not hurt anymore seriously than they were. >> police say jesus is now facing weapons assault and narcotics charges. fire danger is heating up in the bay area and crews are still watching for hot spots at the regional park in east bay

hills. it started late yesterday afternoon on the northeastern end of the lake and shut down a popular park for several hours. douses of campers were told to get out of the area and they are hoping winds remain calm. investigators are trying to figure out what started yesterday's fire and the brush is very dry so it doesn't take much. a crash yesterday afternoon sparkle a brush fire on the base near the community of fall brook. now military officials say the marines have died at the scene and the cause of the crash is still under investigation. in the meantime that brush fire is still 80 percent contained and it has burned about 120 acres. you can monitor fire conditions on our website as always www.ktvu.com just look for the weather menu on the

five and 17 will have access to san francisco's bus system. and this morning at the united nations, president barack obama is meeting with leaders of libya and will also be meeting with leaders of afghanistan and brazil. solar giant solyndra, they will explain how the state helped out the company, alex? >> reporter: as it turns out solyndra got a major tax break which was all part of an alternative energy subsidy law signed by governor arnold schwarzenegger and that's why the former governor is facing criticism now that solyndra has folded. here is arnold schwarzenegger taking part in the groundbreaking and they gave the fremont company a $34.5

million tax break, the largest given in the state. they did not look into solyndra's financial health and more should be done before incentives like this should be given out. >> absolutely should be looked into without any doubt in my mind with people who have at authority to do that. >> reporter: one california lawmaker is doing just that. alex plans on holding hearings in the next couple of weeks on the subsidies solyndra received but a spokesperson in the meantime for the governor says he still believes grand being tax breaks for solar companies is a good idea. in addition they received roughly half a billion dollars in federal loan guarantees from the federal government which the fbi is now looking into. the company folded earlier this

now on saturday a lawyer was told the judge will be back from his vacation today. however the judge was not in court this morning and it is not clear when he will be back. shane bauer and josh fattal have been in jail in iran and have been charged with spying and crossing into iran illegally. it will allow bart the authority to arrest anybody who vandalizes or protests and disrupts train service. bart officials say before they bar anybody any repeat offenders, the board would have to adopt rules and create an advisory committee to monitor passenger bands. sal, are things flowing good around the toll plaza? >> well, we are trying we do have some slow traffic, we had an earlier crash which did not
