"mornings on 2" begins right now. well, good morning to you. welcome to "mornings on 2." i'm dave clark. >> good morning. i'm tori campbell. it's monday, september 26th. we begin with developing news. a police standoff forced the complete shutdown of interstate 880 in oakland for two hours this morning. the freeway is now open but the situation is not over. we have team coverage. sal castanedo is monitoring the

traffic. but first, let's go to kraig debro where the suspect has given police the slip. good morning, kraig. >> reporter: good morning. if you take 880 or know someone who does, you can actually look. you may not want to. it's a parking lot. originally, it was just the northbound selection. that's where the vehicle and the police stopped the suspect. this all -- this all started around 3:45 this morning, for you, anyway. we got here. for police it started at 3:30. police spotted a van at hayward and 880. they determined it was stolen. they tried to pull the driver over. the driver did not stop. eventually he made his way up to the 880 and crashed in the rail, in the middle of the highway. and then it was a waiting game. the chp was out with their guns drawn. they eventually called the

s.w.a.t. team, and a negotiator came out here as well. soon they found out no one was inside of the van. but first they did try to see if there was someone inside. >> originally, chp tried to make contact with an individual in the van. >> reporter: police cannot say if it was a male or female. that person escaped. the police did not tell us if they thought that person would be dangerous. all they said was call chp if you know the person who may have -- something to do with this van. now let's go to sal castanedo for a look at the traffic. >> all right. her leaking at that area --

alta baits summit hired 520 nurses during last thursday's one-day strike. staff members who meant back to work on friday were locked out. >> i felt like i could have prevented this from occurring. >> we're opening to look at every -- we're open to look at every part of this. >> the lockout is due to end tomorrow. the family of a santa rosa man who was found dead in a hospital parking lot wants access to his medical records and the hospital surveillance video. last monday an ambulance took 49-year-old michael torrez to santa rosa memorial hospital. he was seen by doctors and release. a couple of hours later he was found dead on hospital

good morning. patchy fog out there. it will be breezy, highs, 70s, a few 80s. a new government program may be the key in preventing cyber attacks against u.s. defense contractors. the pentagon's pilot program could serve as a model for other government agencies, including homeland security.

analysts with the pentagon cybercrime center dissect intrusions, malware and other networks. security experts have noticed a growing number of cases involving the mishandling of data. congress has called off their recess. they are scrambling again to avoid a government shutdown. alison burns is live in our washington, d.c. bureau to explain. what's going on, alison? >> reporter: dave, the whole hope is this is all going to be resolved -- the resolved by this evening. if not, they will start to run out of money immediately. the senate is voting on its version of the bill to keep the government program, it includes fema, outoffsetting that with big spending cuts that are in the republican house bill that passed last week. republicans say they are not

carry a -- a beacon. police say a 67-year-old man in a wheel chair was crossing east homestead road near quince avenue around 1:00 yesterday morning when a vehicle hit him. the man was dragged 300 feet and later pronounced dead at the hospital. police don't have a description of the vehicle but say it should have significant front- end damage and possibly a broken windshield. in richmond, police are looking for the driver of a vehicle similar to that, an older-model, dark-colored lexus, two-door sedan with tinted windows and a spoiler. police say this vehicle hit a man in a wheelchair on friday. a new study shows that

americans see much value in their newspaper. according to this report, almost three quarters say they get local news and information from local tv stations and their websites. more than half of -- half of them say they rely on newspapers for information. desperate times call for desperate measures. whatever it takes i'm gonna do it to get a job. >> now, that's sherrell elongae and she's putting her resumes into helium-filled balloons and releasing them in the sky. she's been looking for a job for a year. she sends out resumes weekly, the regular bay. but among all of those resumes she has not seen -- has not

seen a single interview. a church in new jersey is hoping to stimulate the economy by giving away $30,000 directly to its members. people were asked to take from the collection basket this past sunday instead of donate to it. buckets filled with envelopes of $10 $20 $50 bills around and the home is the $30,000 will make its way out to the community. >> we tend to give to churches. >> it's not throwaway. it's not a waste. we believe the money will be used in a way that benefits the neighborhood. a new study found that young people worldwide are having more unprotected sex. 6,000 people from 26 countries took part in the survey which was commissioned by bay area

if you are going to the bay bridge. right now, i would say the -- if that's your commute, i would say to stay there. we have had some slow traffic approaching the richmond san rafael bridge and getting to the san mateo bridge which is an alternate for some. this morning we've had slow traffic on 880 getting there. moving along and taking a look at 880 in front of the coliseum, it's a little bit farther south as you approach 238, the scene of a minor accident on the shoulder. 580 is a pretty good route. a lot of people have asked me about that. 24 from wall knit creek from la fayette and through the tunnel is clear. here's steve. sunshine and warm weather,

police continue to look for a man in a van that shut down the highway. kraig debro has been following the story near the oakland coliseum all morning and joins us with an upday. good morning, kraig. >> reporter: good morning, tori. right now from police's own indication, the person they are looking for is dangerous or armed. they say if you see anybody fitting a description or somebody that looks like they might be apart of this, please call them. this is 880 and you could look at it without wincing if you tuned in a couple of hours ago. police spotted a stolen vehicle. it was a van. it was spotted at 880 and

hacienda around 3:30 this morning. chp attempted to call the -- pull the driver over. the driver did not pull over and sped up northbound on 880. the police finally caught up with the van. it crashed into a -- the van crashed -- crashed into the center guardrail. police did not draw their weapons. they used the s.w.a.t. team. they used less than lethal weapons, a shot gun, to break a window to talk to the driver. when they got inside the van, they found the driver was not even there. >> our officers attempted to arrest and determine who was driving that vehicle. at some point unbeknownst to the officer, the person got out of the vehicle but because the vehicle was reported stolen, we followed standard proto follow which is a very standard approach to find out who was in

the inside the vehicle -- who was inside the vehicle. >> reporter: if somebody had been inside the van, and the police would not have been prepared for that, the s.w.a.t. team would have. in fact, there was a negotiator out here to see if they could talk to somebody. again, the freeway is shut down for two and a half hours. it's reopen. so the commute on 880 is pretty much back to normal. reporting live in oakland, kraig debro, ktvu channel 2 news. 7:32. the 880 closure caused a big backup for the early-morning commute. here's another look at 880 just a few hours ago. you could see drivers stuck on both sides unable to move, basically a parking lot out there. this was from about 4:15 to 6:15 this morning. most people we talked to seemed to take the closure in stride. >> we have no idea how much longer it's gonna take. but hopefully they -- hopefully they will take care of things. >> i'm headed down to do some

click on the bay area news tab. 7:35. an investigation is underway into a deadly officer-involved shooting in oakland. it happened yesterday after officers stopped a car near 99th avenue and cherry street. police say a mass jer -- passenger in a car ran away and officers ran after him. ter was -- there was a struggle. police say the driver left the scene and they continued to look for him. in a separate incident oakland police have identified a man killed during a shooting in broad daylight. police say 20-year-old roberto gudman was working on his car saturday morning when a man got him point blank. no arrests have been made. the six suspects in the fatal shooting after german tourist who was visiting san francisco are due in court

today. 50-year-old maktel schroer was visiting san francisco with her husband when she got caught in the gunfire. police say the six suspects are from gangs based in san francisco. today's court hearing was originally scheduled for august 16th. but has been postponed twice. overnight three small earthquakes shook napa county. the biggest quake happened just after 2:00 a.m. it was a magnitude 3.0. two minutes later, a 2.0 quick. a magnitude 1.0 nomed at 2:21 -- followed at 2:21 a.m. no report of injuries or damage. another one struck near lake cha boat. the usbs mesh ured -- measured it as a 3.5. callers said they felt the

shaking but they didn't see any damage. the second quake hit three miles off san francisco ocean's beach. the usgs recorded that one at 2.3. well, so far, the city of oakland has spent almost a million dollars defending itself from lawsuits from two different employees. debra edgerly and her top assistant were let go in 2008 by then mayor ron dellums. edgerly was accused of tipping off her nephew of a police gang sweep. at $400 an hour, the city has paid $990,000 on legal fees. last week, the city voted to settle thom 7 son's lawsuit -- thompson's lawsuit and pay her some money. in san jose, an anti-litter

strategy to solve the region's debt crisis. sales of new homes fell to a six-month low in august. and that's indicating recovering in the housing market is still years ago. now, sales of new homes fell to a six-month low in august, the fourth straight monthly decline. the commerce department says new home sales fell 2.3% to an annual rate of $295,000. that's less than roughly half of what economists say must be sold to maintain a healthy housing market. and some workers will have a little more money this holiday season. nationwide, retamers say they plan to offer overtime instead of hiring extra workers. business owners say that way they -- they add most workers

are glad to have extra work. police in sparks, nevada still on alert following the fatal shooting of a bay area hel's angel leader. san jose chapter president jethro pettigrew was killed inside the nugget casino fry night. police say the dead -- friday night. police say the deadly fight became between two rivals. police made one arrest. they expect to make more. a state of emergency was actually declared to make it icy for assistance in the case of any more violence.

six men are due to appear in a london court today on terrorism charges. three of them are charged with plotting suicide bombings in britain. the women were arrested last week. investigators two of the men traveled in pakistan for terrorism training. a seventh man arrested last week is still being questioned. people in one county in kentucky are on alert after a series of pipe bombs were discovered in mailboxes. six devices were found in mailboxes in campbell county since friday. police say one of the bombs exploded inside of the mailbox. another bomb was found by a family who had not checked their mail in a few days. investigators believe the incidents are random acts of vandalism. they are copper pipingened a 12 inches -- piping, 12 inches along with a wick. we don't know what's in there,

some problems on 280? >> he have. >> we do have slow traffic now. you are going to see it here. 280 is going to be a little bit slow getting up to the 880 interchange with no major problems here. if you are driving on 85, you will see some -- you will see slow traffic on 17. this is 880 and that traffic has recovered completely. we had an earlier closure here. but that's been cleared up. this morning if you are driving in antioch, some slow traffic. but most of the traffic has shifted now. it is slow on 680 from concord, pleasant hill, through walnut creek. 80, still a lot of slow traffic heading to el cerrito. most of it is below the speed

the search goes on for the driver of a stolen van in the east bay. the standdown shut down 880 right at the height of the morning commute. kraig debro is in oakland now with that manhunt continuing. kraig? >> reporter: good morning, dave. this is the traffic backup on 880 that most people are used to. northbound 880 anyway, at this time of the moving. but earlier this morning, both directions were shut down probably for about two and a half hours, although not the southbound direction all that time t was all because the chp in heyedward spotted a stolen vehicle. this van was spot san lorenzo around 3:30 this morning. soon, the officers determined the vehicle had been stolen. they tried to pull it over the driver didn't stop. there'sped you here and when they got to the coliseum, the

for details, ahead. new this morning, a gas exs plex inr injuries -- gas explosion injures two people. the explosion happened around 6:00 this morning when firefighters arrived and they found the house engulfed in frames and a man and a woman in their 50s suffering from burns. the woman's injuries are life- threatening. the man is listed in serious condition. a natural gas leak was reported in the same neighborhood just yesterday. 8:33. federal regulators and pipeline manufacturers they are accused of keeping quiet about potential gas line failures. "the chronicle" is reporting the pipeline industry has been secretly compiling information about possible problems with the type of type pipe. it's the same model blamed for a explosion and fire at a

firefighters in palm springs hope to have a sub dorn -- stubborn wildfire contained. the fire started on saturday and has burned more than 500 acres. it's burning in the eastern foothills of the san jacinto mountains and is 50% contained. more than 50 firefighters are working to put it out. no building are threatened and no one was han hurt. more supermarkets are getting rid of self-checkout lanes. they say it's part of an effort to improve customer service. albertson's has already cut back on lanes and new england is the latest to join this movement. the food marketing institute says only 16% of supermarket transactions were done at self- checkout lanes. that's down from a high of 22% in 2007. i've been asking what you think
