it's going to move inmates from state prisons to county jails. on the phone this morning is sergeant j.d. nelson. >> good morning. >> so how many people are you expecting? is this going to be a flood of inmates headed to the county jails? >> we expect this to be a slow process by attrition. when people get sentenced to state prison out of alameda county, instead of going to state prison, they will remain in the county jail as long as they fall under the three non's the state is talking about. >> that's nonviolent, nonsex crimes. the sheriff of san francisco was saying he was worried. he was talking about opening new jails to compensate for what this is going to do. >> well, for us, we kind of have a bit of an advantage because our jail is not to capacity. for some of the counties that is going to be a big issue because they're at capacity or

overcapacity. so the additional inmates will definitely cause some trouble. maybe have to release inmates prior to their sentence in the county level. but here in alameda county, that's not the case. we will continue to hold people to serve out their full sentence. >> is there a chance other counties may actually shift inmates to alameda county because you do have some extra space there? >> well, that hasn't been brought up at this point. but you never know how these things go. it's hard to say. >> i know you talk about funding and money. there's some talk that in about nine months the state won't actually have money to pay what they're supposed to be paying the counties to do this. concerns about that? >> very concerned about that. this whole process has been a difficult in regards to how much they're going to pay to us do their jobs. the state is going to give us a lump sum at this point, but there's no guarantee of funding going forward.
