the program that is ending. and the resignation came the same day that president obama defended the program. there are going to be some companies that just don't work out. state regulators are warning pg&e to keep up its end of the bargains when pressure testing, gas pipeline. following the san bruno explosion, the utility agrees to use the high pressure water tests here to check the safety of its pipeline network. and the chronical reports that pg&e tested their pipes over the summer using the less rigorous. and that they will plan on doing that on the line that exploded in san bruno, saying that they changed the message due to the safety concerns. time now is 8:33, happening right now, that the protesters, they are still camped downtown san francisco and they are a part of the occupied movement here. now, this is new video that we just got this in, shooting it at about two and a half hours ago, just last night, police moved in, breaking up the
8:34 am
encampment outside the federal reserve bank. and officials say that they were becoming a public nuance and the hazard. now, they may give you the boot to occupy the protesters down there, that they may start arresting the demonstrators as early as tonight. and about 15 demonstrators have seen the tents right near the corner of east santa clara and 4th streets. the city attorney said that the demonstrators are free to exercise first amendment rights. however, that it is against the law to camp out in city hall overnight. and there is some more new video. we just got this one in from sacramento. campus police arrested about 19 occupied protesters. they camped out at cesar javis plaza right across from city hall. police ordered them to disburse. they camped themselves for the night, and the protesters say they are planning an even bigger demonstration today. in overnight news, the fire

francisco trains that left passengers injured. the state will require all transit agencies overseen by the state to install cameras to enforce the banned. time is now 8:35, the tributes keep pouring in for steve jobs. his fans, from all over the world, they set up the makeshift memorials like this one at the apple stores and the the iphone life magazine, they declare today dress like steve jobs day. you know him. known for wearing the jeans, the black turtle necks, the white tennis shoes no matter what the occasion. we did check the facebook page for you this morning at about 3,000 people that said yes, they will dress like steve jobs today. and the pre-orders for the authorized biography of steve jobs, well, they pushed the books publisher to release it earlier than what was planned. now the book is titled simply steve jobs, and it will be in bookstores on october 24. and not surprisingly, the number one seller on apple's own itunes book seller's list, topping the best seller's list

for both amazon and barnes and noble. 8:36, free passes for children and teenagers that mite be one step closer to reality -- that might be one step closer to reality. they have voted to make them free and for passengers under the age of 18. the full board will now consider the the proposal, even if they get the approval. free passes that would not be automatic. and they would need to decide how to fund the program. but the total cost would be, you know, $5.8 million a year. >> yeah. time now is 8:37. sal, i won't be asking you to take me to the bridge, can you just take care of things here? >> yeah, i will for you. let's go out there and take a look at this, dave, traffic on interstate 880, it is, well, not all that bad here as you can see it, driving past the coliseum. of course, there's a little bit of the slowing approach out here on high street. that's about it for now as we continue to check in with them. we are looking at a pretty decent commute in this area.
8:38 am
580 is also slow approaching lake shore. not quite as bad as it normally is. now, let's move along and take a look at the bay bridge toll plaza. the traffic there is moving, well, slowly now and it is backed up for about a 10-minute delay. and eastbound highway 4 at beverage road. you'll see the indicator there. that is an injury crash involving three cars, blocking two lanes now. this is eastbound, but you know they ared holding traffic back temporarily to clear it. westbound traffic is, going to be a little slow past the scene right now. let's go to steve. >> thank you. on this friday, mostly clear skies you know when you think of october, usually that you'll see the the high temperatures. so far, it's been just the opposite as you know. unbelievable system that came in on wednesday and thursday and while that has moved out, you know, it is the cold air that has left behind it. we are going to warm up slowly, but they will not be that warm, some low 80s is all i'm seeing here next week and for those of you that need to know is looking wet. next weekend, but not this weekend.
8:39 am
it will be sunny and also some patchy fog and some very cool overnight lows. 30s and 40s. warming trend though, they will take us back into the the upper 60s, 70s by sunday. but we will start off with some 30s and 40s. the coolest i could find was pope valley and at napa county. at 36 degrees. they are now at 44. they were 41 at the airport. santa rosa made it to 43. upper 40s and the 50s. we'll start to warm up here slowly, but at least we will lose the cloud cover, producing a few high clouds with some of the patchy inland fog. we are not talking about the coast anymore, but with the rain if you don't get any rain, you'll have some of the fog, mainly towards the santa clara valley this morning down to morgan hill with some more popping up over the weekend unless you could get more of a breeze. the high pressure is inching in that will be giving you lots of sunshine this weekend and you can only think that there is a lot of energy coming across the pacific. we will still be warming up, it
8:40 am
will be dry and sunny and nice, no huge warm ups. the the patchy fog, lots of sunshine, a little warmer, they should pick up a little bit today and collapsed at night. and giving us another chilly morning, and the upper 60s, the 70s for everybody. and they will continue to warm it on up with your weekend in view. and i think that the the transition day will be coming up by this time next week. >> all right, thank you, steve. 20 minutes now and the sunshine, at the forecast, for this weekend. that it is good news for the bay area pumpkin growers, delaying the pumpkin harvesting along the coast, and they also meant the fewer visitors. they are now waiting for the ground to dry on out before resuming the harvest. >> all right, our time is now 8:40, the september job's report came out just hours ago. coming up, we'll take you live to new york to see how the investors are reacting.

8:43, taking a live look at the big boards. they are mixed tonight after they released the september jobs report that was out just about three hours ago. the dow is currently up about 47, nasdaq is down 16. s&p is down just 1. for more on what today's report means to investors, let's go live to carter evans in new york city at the nasdaq. good morning, carter. >> hi, tori. yes, you know the focus on the job's report faded just a bit. i think the european debt fears are creeping back into the market right now. but let's talk about that job's report for just a second because it was much better than expected. now, 103,000 jobs, they were added to this economy in the month of september. and now, 103,000, that's a lot more than expected, analysts were thinking that it would be somewhere around 6,000. that's relatively good news. it gets better. the august and the july numbers were also revived upwards,
8:45 am
adding 0 out there -- adding about 0 out there. it looks like the numbers went up even higher as well. so now it looks like the economic picture, at least for the jobs who might not be quite as bad as, you know, that some have thought. however, i do want to put it into context for you, that 103 jobs is a very weak number compared to a healthy economy for you. now, we need to be adding 135,000 jobs for them every single month just to keep up with the adult population growth in this country, so we need to be adding about 200,000 or more to make a dent in the unemployment rate. that's one reason why they held steady at this time. and i want to show you on the ball here that we will give you an idea of where they are headed. and nasdaq, they have been negative most of the day, taking a hit for you today. you can see down around .7. the dow is still in positive territory, but currently up about 40 points. and they are down about a point and a half. so now better than expected
8:46 am
news for you, relatively speaking. it's good news, but compared to the healthy economy. now, we still have a long ways to go, tori? >> yes, carter evans live for us in new york. time now is 8:45, we'll bring you up to date on some of the other top stories. oakland police have arrested the person in connection to yesterday's shooting and robbery, a woman was the victim in a parking lot. yesterday, police searched for the gunman, shutting down the interstate for hours. police have not told us yet if the person arrested is the suspected shooter. today is the 10th anniversary of the beginning of the war in afghanistan. and united states and britain launched attacks inside afghanistan october 7, 2001, in an effort to find osama bin laden. in coupe pow tee know, employees -- cupertino, employees are gathering at the deadly scene there. a meeting in had cupertino city

8:48 am
injuring six others. authorities say that he escaped to sunnyvale where he ditched his car. now, allman was apparently disgruntled at work, upset about being suspended. the co-worker says that he had safety violations and they were asked to keep an eye on him. as you can can see they are all mingling out here, talking. we have been asked to keep ourty tans, give them -- keep our distance, give them some space. and really, you know, when they will be going back to work and exactly, you know, where things will be going from here. we are live in cupertino, ktvu channel 2 news. >> all right, thank you. for more information on this shooting rampage, including the unedited video of the quarry employee that is describing the shooting, go to our channel 2 website. ktvu.com, just click on the quarry shooting tab. it is 8:48, the death of the missing san jose mother that is pushing the city's homicide rate to a new high. and police, they confirmed that the 28-year-old was killed although that they still don't

8:50 am
to go. and can you really find a way to put people in those houses? >> well, you know, it says we got off, and things were all possible. >> and they are also warning that the banks that own these properties if they don'ted hold out the helping hand that the homeless may be taking matters into their own hands. now, the apartment rents went up faster this fall than, you know, any place else in america. and the ivory department rental jumped about 5.5% between july and september. they are now paying more than $1,500 a month. san francisco saw a 4.5% increase. that's the second highest in the u.s. and the average rent in the city is more than $1,800 a month. it is ten minutes now between 9:00. they are looking to snap a losing streak for them after the big loss to the 9th ranked oregon ducks. saving them on the open field and he is gone. >> and that is the leading

rusher for them and to the 53- yard touchdown, putting them ahead for the first quarter, regaining the lead in a second on the zach maynard touchdown pass to keenan allen. that's the bad news after dislocating his elbow and had to be carded off the field. the ducks won about 43 to 15. and i have to say that he has been handling this quite well. it is very disappointing. >> yeah. >> wow, time now is 8:51. and with the child scared, how police said that the alleged psychic to do advantage of the 12-year-old. the important project that is teaming up with the singer shakira and president obama.
