several laws that governor jerry brown has signed or vetoed. live to tell us about one new law. >> reporter: this is landmark legislation. it basically bans minors from using tanning beds. it will be a welcome news for the american cancer society. starting january 1 anyone under the age of 18 will have to resort to a spray tan to get the sun kissed glow. it allowed those between 14 and 18 to use the beds with parental consent. the bill's sponsor says the ultraviolent emitting rays are lethally dangerous. "skin cancer is a rising epikemmic and the leading cause of cancer for women between 25-

29. ." there is one other state that has banned the use of them for children under 16 but california is the first state to ban at a higher age limit. we've learned that governor jerry brown signed a law banning the open carry of handguns. offenders could face up to one year in jail and a potential $1,000 fine. another bill will require alcohol sales to be banned. the governor vetoed a bill to place new requirements on developers of large retail outlets. lawmakers will continue to receive tax breaks through june of 2013. the legacy of al davis will be discussed this afternoon. davis was certainly on the

balloons. instead of just win baby one fan brought a sign that said just rest in peace. he was the owner of the raiders. we do have a slide show of al davis over the years. you can find it by going to our website, ktvu.com and clicking on the al davis tab. san jose police plan to release the names of a double homicide over the weekend. police say a 19 year old man and a toyear old woman were robbed and shot saturday. the man died at the scene the woman died last night at the hospital. a bay area teacher is facing charges after being accused of performing a sex act. police arrested 46 year old scott saarheim on saturday. investigators say saarheim had a party last week at his home and that is where an unidentified male student says saarheim led him to a different part of the home.

>> at that point he realized that the professor was orally copulating him. the victim was tromsatized and decided to wait a few days and decided to come forward to report that to the police. >> the academy is treating this as a case of a person innocent until proven guilty. an army ranger has been killed in afghanistan. specialist was killed saturday. insurgents attacked his unit using small arms fire. the series of protests against wall street and corporate greed is coming to another bay area city. occupy oakland is set to take place today at 4:00 p.m. organizers have been planning the protest for the last week and gathered yesterday to make signs and discuss strategy.

least 53%. a moratorium has been in place since 2009. tonight the city council is going to vote on a planning commission recommendation to keep pot collectives and dispensaries out of the city. they say the zoning ordinance would avoid potential legal problems with the state. in libya troops loyal to the country's new leaders are closing in on gadhafi's new hometown. the weeks long battle has resulted in numerous casualties on both sides. hurricane is now a major storm in the pacific. it is more than 200 miles off of mexico's coast. that storm is expected to strengthen. a hurricane warning is in

is light enough so we are not seeing a lot of slow traffic. we want to ease into the monday. no major problems this morning if you are driving on westbound 580. that traffic looks nice. and at the toll plaza westbound you can see a small delay coming into san francisco. no major problems on to the upper deck of the bay bridge. this morning if you are driving on northbound 280 the traffic is looking good here. let's talk about the commute here. going to move it to walnut creek here and get up to antiac. highway 160 in both directions one way traffic until about 5 for road construction. also we have traffic moving along pretty well on 680 heading south. to the east shore freeway, westbound interstate 80 traffic looks good to richmond. we have partly cloudy skies

to the south. mostly cloudy to the north. it looks like the clouds will thicken up for the north bay. it is really challenging forecast because most of the energy is to the north. you can see everything north of shelter cove. i'm sure there is heavy rain. if you are getting rain you can tweet me or e-mail me. you know that old e-mail thing. very mild temps. upper 50s. low 60s. i think south it will be one of the tropical-like days. a little bit of al south wind in advance of that system right there which is spilling over a lot of clouds and some rain. there are protections that rain will make it over. we'll go with it even though i really don't want to. i can't argue with the forecast models. north will be the heaviest rain. south of that lesser amounts. after that high pressure will

build in after today. your forecast does call for the system to slide in rain northward. mild temperatures. sun and clouds. rain to the north. a light breeze but still a tropical feel with 70s and mid to upper. only 60s towards the north bay. 60s and 70s today. clouds. rain to the north spreading south by this evening. we start to clear it out tuesday. wednesday and thursday sunny and warmer. thursday warmest day of the week. a little cooler friday. rain returns on sunday. time now 4:41. people in san antonio, texas are cleaning up damage caused by a small tornado. cell phone video captured the moment the twister touched down. no one was hurt. the tornado ripped up roofs and knocked out power for thousands. >> we came outside and we are

like wow. >> i thought that was it. i walked outside and i found half my house sitting in the middle of the street. >> the twister tossed around postal trucks at one post office. the red cross is helping those people whose homes were damaged. people near orlando are dealing with poor weather. some homes ended up under water. people are also being warned about alligators and water moccasins. the faa is investigating the deaths of two sky divers sunday. the instructor had a 71 year old woman student strapped to his back. the backup parachute only partially opened after the first one failed. police say the pair hit the concrete run way at 40 miles per hour. >> the instructor has over 30 years and 11,000 plus jumps.

>> the instructor died at the scene. the student survived the initial impact but later died at the hospital. the sky diving business owner says he is unsure when he is going to reopen. an autopsy is scheduled to be performed today on a firefighter who died while running the chicago marathon. he was 500 yards from the finish line when he collapsed yesterday. he was a father of two and a life long athlete from north carolina. he signed up for the marathon to try to raise money for help to burn victims. this is the first death of the chicago marathon since 2007. it happened saturday afternoon and this is a photo of one of the survivors after being rescued by the coast guard. four people treaded water for 20 hours before being rescued.

some of them were not wearing life jackets and it is still not clear what caused the bolt to sink. the search continues for a 10 month old baby from kansas city, missouri missing for more than a week. her parents claim she was taken from their home sometime overnight last tuesday. officers are working to re- create the alleged kidnapping taking a close look at the inside and outside of the home. yesterday family members passed out flyers to thousands of people. >> asking me if we have heard anything new. >> investigators say they are sorting through hundreds of leads but none has amounted to anything significant. lisa urban's parents have set up an award fund. for more information about the atf's fast and furious operation. during the 2009 operation the atf tried to track the flow of

weapons into mexico by allowing intermediaries to buy guns. investigators lost track of many of the weapons and one was used last week to kill border patrol agent. >> no one is above the law. we don't have a king here. we need these people held accountable. >> a group of arizona sheriffs is asking for attorney general eric holder to step down. oversight committee wants to know how early holder knew about problems with that operation. today egypt's prime minister is calling for a meeting between the head of the security forces among christian and muslim leaders. that is after violent protests left 24 dead and at least 24 wounded. christians clashed with muslims. at one point armored security vehicles sped for to the crowd.

there are reports the armored vehicles ran over some of the protesters. >> the most serious threat of security is tampering unity and the support. the atmosphere provides the opportunity for the country's enemies to tamper with its security and to fuel divisions. >> the christians are protesting the recent burning of the church in southern egypt. the christians say egypt's council has been too lenient on those responsible for antichristian attacks. drivers may be relieved to watch the gas prices drop. they are down 25 cents. the national average is $3.36 a gallon. san francisco still has one of the highest prices in the country at $3.90. prices in oakland and san jose are a dime cheaper. we are still paying 70 cents a gallon more than this time last year. another bay area city is

dealing with a rash of catalytic converter thefts. they say there have been more than a dozen thefts recently. thieves sell the metals. there has been a string of catalytic conversion thefts. federal offices along with state, city and county offices will be closed for columbus day today. it is part of a move to help close oakland's budget gap. police, fire and emergency services will not be impacted. public works are suspended and libraries are closed. park nothing forcement still in effect. fleet week is coming to a close. several military ships will be open for a tour today. that does mark the end of san francisco's naval celebration that drew tens of thousands of people to the water front.

there is the big draw, the blue angels flying through the sky for us. people lined up and climbed on to roof tops to get a glimpse of navy jets. within the last hour two americans were awarded the 2011 nobel prize in economics. thomas is a professor at new york university and christopher simms a professor at princeton university. for example, they have developed methods for determining how economic growth and inflation are effected by a temporary increase in the interest rate or tax cut. time now is 42:48. tiger woods comes to the bay area getting a bazaar reception from one local man. the food the man allegedly threw at woods. and another big win for the san francisco 49ers.

mostly cloudy to the north. looks like rain. the north bay in line for rain later on. ize 60s and 70ss. in new zealand oil from a stranded container ship is starting to wash up on beaches. the ship hit a reef last week. fist sized clumps of oil were found at a popular beach in the area. work was called off because of bad weather. the work is expected to last at least two more days. today is the grand opening of the new head quarters of a

solar company in bell mont. sun edison is going to open storewise a ceremony later this morning. the company is moving from maryland to what had been an empty office space. the company is going to transfer 100 workers from maryland and san francisco and there are plans to hire 400 more workers during the next three years. governor brown is going to attend the opening ceremony this morning. the san francisco 49ers are off to their best start in 9 years. the 9ers when alex smith through in three defenders for a 26-yard touchdown. freedman threw 2 interceptions. picked off by rogers in return for the td. the 9ers led and did not look back. their largest margin of victory since 2003. let's head back out. we are expecting maybe light

traffic? >> i hope so. i think people do have to go to work and should have a nice day. let's take a look at the commute on the golden gate bridge. the traffic look good heading down to the toll plaza. there is a lit built of fog you have to deal with. also the morning commute is looking good in oakland. the fog has not moved into the oakland area. the traffic looks good heading up to downtown oakland. and the morning commute looks pretty good here. we don't have a big delay and we are hoping that since it is a holiday for some that tit will stay light. 48 points. your dream seemed pretty realistic. >> we do have a system to the north. i kid you not. one of our forecast models painted about a half inch. to the north i buy into it. there is already a lot of

moisture up there. to the south i don't see this happening. to the north bay you are in line for warm rain. this will be a tropical feel to the south. starting to thicken up a little bit. so far everything is to the north. 50s and 60s to the mild side. farther south i don't think you will make it. the system coming in what we call overrunning. it is just going to drape across a lot of clouds and moisture up the atmosphere. san francisco, oakland, concord north. this system will continue to give us a lot of clouds. if you are south because of that a south breeze. the system more to the north. as long as it is there we will mention a lot of cloud cover and a possibility, this is rain cloud forecast right here. watch the north bay yes. by noon things starting to

are reward for information on people who stole a statue. it was apparently stolen over the weekend. it is a 9-foot tall statue. nevada police say the statue may have been stolen for its metal. time now 4:56. dozens of new laws took effect in california. the law meant to protect teens from cancer. a weekendt shooting is now a double homicide. the details san jose police hope to release about the victims later today.
