seeing a crowd at the toll plaza. 6:00. we learned that guv jerry brown signed a law banning the open carrying of hand guns in public in california. it is one of more than 140 bills he acted on. the new law takes effect january 1 and makes it a misdemeanor to carry an exposed and unloaded gun. open carry advocates say they are not giving up. >> it will be a legal fight that will end up costing taxpayers money in terms of legal costs. >> if a sober driver is caught without a license police have to release their car to a qualified driver representing the car's owner. another bill signed will require insurance companies to cover certain autism therapies. alcohol sales at auto mated

checkout counters will be banned. the governor vetoes requirements on developers of retail outlets and film makers will continue to receive tax breaks through june of 2015. ktvu's tara is in san francisco. >> reporter: we are here at brownie's tanning salon. they have remodeled. will they be able to use them because this new law makes california the first step to ban minors from using tanning beds. nearly 28 million people use tanning beds in the us each year. researchers say those who used tanning beds before the age of 20 double their risk of developing melanoma, melanoma being the number one cancer killer of young women between

21 and 30. >> i'm all about preserving your skin and being healthy from the start. so i'm actually, i support the law definitely. >> reporter: the golden state had previously banned minors under the age of 14 but allowed those between 14 and 18 to use the beds if the parents said it was okay. we are going to talk to tanning bed salon owners and see what they think of the new law. would you believe that avid tanning is more popular in affluent areas particularly in southern california where there are more tanning salons than starbucks coffee shops. the first vote on president obama's job bill can come in the senate tomorrow. at 6:15 we'll have a live report with why president obama says millionaires should pay a surcharge. san jose law enforcement planned to release the names of

the victims in a double homicide. >> reporter: good morning. we have a call into police to try to find out more details on what happened. whatever happened happened saturday morning. police say a 19 year old man and 20 year old woman were both shot at their cottage. the 19 year old man died at the scene and the 20 year old woman died at the hospital. police said they had several witnesses to what happened here but still need to piece together the motive for the crime. some neighbors said they thought it might have involved money or perhaps marijuana. we are looking into that, too. reporting live in san jose, kraig debro, ktvu channel 2 news. the 20 year old was gunned down over the weekend while

walking along dog wood way. he leaves behind two boys and has a third child due next spring. family and friends held a candle light vigil last night. the series of protests against wall street and corporate greed is coming to another bay area city. occupy oakland is set to take place today starting at 4:00 p.m. organizers have been planning the protests for the last week. they gathered yesterday to discuss strategy. >> by springing up in so many different cityatize is showing the width of the movement. all of america is in solid arity against the economic system in place. >> organizers expect hundreds of people to take part. the protest that started it all is still going strong. occupy wall street is entering its 24th day. demonstrations were calm

yesterday. some republicans are criticizing the protesters. presidential candidate is calling the demonstrations the outcome of a bad educational system. video cameras will be recording operators as part of an effort to deter cell phone use. as part of the rules video cameras must be installed to monitor the activity of operators. operators are allowed to have phones on them but the phones must be turned off and put away. one man who uses his cell phone legally is sal. >> i actually put it out of my reach so i'm not tempted to grab it now when i'm driving. that is good a idea for you if you are driving. traffic is doing well in most areas. as we look at highway 4 traffic looks pretty good coming up to

the willow pass. there are no reported accidents or stalled vehicles along the stretch on highway 4 or on interstate 680. this morning's commute is okay at the toll plaza. we are seeing a little bit of a backup now. it is not completely light. the fast track lanes are moving through. getting word of slight delays. five minutes late out of pleasanten. and this morning's commute in the south bay still looks pretty good. no problems on the peninsula on 101 or 280. there is a police escort vehicle heading sight on 280. across the bay looks like we may have a new crash southbound 880. i'm going to have to investigate that and get back to you this next time around. 6:07. a very good morning.

egypt's church is calling on followers to fast and pray for three days to mourn christians killed in overnight clashwise muslims and security forces. vial. protests left 26 people dead and at least 200 wounded. christians clashed with muslims and egyptian security forces. at one point armored security vehicles sped into the crowd and some reports that those vehicles ran over some of the protesters. >> the most serious threat to the country's security is tampering with national unity and the steering of the score between muslim and christian sons of egypt. provides the opportunity for the country's enemies to tamper with security and to fuel divisions. >> the christians are protesting the recent burning of a church in southern egypt. the christians say the military council has been too lenient on

those responsible for antichristian attacks. and in libya troops loyal to the country's new leaders are closing in on moammar gadhafi's hometown. the national traditional council has closed in on one of gadhafi's former residences. the week long battle has resulted in numerous casualties on both sides. it is a make or break week for president obama's jobs bill. the president has been promoting it for weeks. as alison burns reports the bill faces the first major test. >> the senate will be voting tomorrow on whether to advance president obama's jobs bill. democrats need 60 votes and so far not a single republican has expressed any support for it. president obama wants to spend about $450 billion to try to boost the economy and pay for it with a new 5.6% tax on

millionaires. it is a back lash against the rich that is prompting the occupy wall street protests across the country. president obama ceased on the theme and took on the republican opposition during his weekly address. >> some see this as class warfare. i see it as a simple choice. we can either keep taxes exactly as they are for millionaires or billionaires or ask them to pay at least the same rateases a plumber or bus driver. >> reporter: still the president's jobs bill appears doomed. we'll take a closer look at whether there are potential areas of compromise. for now we are live in washington dc. house hold inm cans dropped more after the recession ended. that is according to a study by two former us census bureau officials. they say between december 2007 to june 2009 house hold incomes

preserve saturday morning. the mountain lion was about three miles from the razorback ridge trail head t. department advises people not to run away but make commotion, wave your arms and throw rocks at it. strong antiterrorism measures following the 9/11 attacks are being blamed for an increase in insects and pests. a new investigation has found hundreds of agriculture scientists responsible for stopping invasive speccies at the border were reassigned to antiterrorism duties. scientists say that move has cost billions of dollars in crop damage from california to florida. time is running out for owners and players to reach a deal in the nba lockout. the two sides have agreed to meet again this afternoon. they met for more than five hours yesterday. commissioner david stern says if no progress is made he will cancel the first two weeks of the season.

who use spray tanning. a bay area teacher is facing charges after being accused of performing a sex act on an intoxicated student. police arrested scott saarheim on saturday. he is an instructor at the california mare time academy. investigators say saarheim had a party at his home when a student said he led him away from the party. >> at that point he realized that the professor was orally copulating him. the victim was traumatized and decided to wait a few days and i guess that is when he decided to report that to the police. >> the academy says it is treating this as a case as someone who is innocent until proven guilty. saarheim will be in court on wednesday. an army ranger has been killed in afghanistan. the department of defense says

pumpkin ever weighed. he is a pumpkin grower from santa rosa. take a look at this thing. how big do you think this is? >> the world record currently is 1810 pounds. and it is going to weigh a little bit more than that. it is damaged. it had a soft spot on the bottom of it when we lift tornado to get it on the pallet yesterday. the soft spot is a hole now that goes into the cavity so it won't be an official world record but still it is most likely going to be the heaviest pumpkin. >> reporter: it is not eligible for the prize but you are still going to document in the book. >> we are going to weigh it here. you would have to rub it in that it is not eligible for the $25,000 or whatever it is going to be. >> reporter: it is still an impressive feat. what does it take to grow a

pumpkin like this? >> it is the culmination of about eight years of work of learning how to do it and improving your soil and your growing techniques and just years and years of hard work to get to this point. >> reporter: you guys are getting ready to lift it out of here. you need a fork lift to do it. >> they are going to fork lift the pallet out and then we are going to lift it with this ring and it will be hanging there. and then we will take it to the scale and set it on the scale. it will just be the pumpkin on the scale. we'll get a true weight for what we have in pumpkin meat. >> reporter: and hopefully get a lot of pumpkin seeds out of it. getting ready to move this giant pumpkin to get it weighed. this is taking place because this is the safeway world championship pumpkin weighoff. >> that is a very big pumpkin.

>> a lot of pumpkin pies there. want to check in with sal. did you used to grow pumpkins? >> yes. huge ones. i'm just kidding. i used to go down to half moon bay quite a bit. let's take a look at what we have. speaking of the coast so far highway 1 is doing well. we are also looking at highway 4 bay point. you can see traffic is going to be pretty busy here as you drive out towards the willy pass grate and get to concord and walnut creek. the bay bridge toll plaza traffic is lighter than usual because of the columbus day holiday. it is not nearly as backed up as it normally would be. the same on 80 coming in on 80 it looks very nice. there is a brief slow down on 580 westbound. that is about all. we are also looking at the

peninsula. the traffic looks good as well as the bridge. 6:37. thank you, sir. a little bit of drizzle, light rain. a lot of foggy conditions. i think the rain will pick up later. lot of cloud cover continues to work its way down. this is an overrunning. the moistening up the atmosphere. very warm air in the atmosphere squeezes out low clouds and fog but also light rain and that is what is starting to develop here. over us the radar is not picking up it it up really yet. now starting to rain. looks like lake county. drizzle here but real rain, not the drizzle stuff looks like it will make it to north bay. 50s and 60s. very mild air mass over us. this continues to slide south. there is really not a lot of support for it but it is

the man died on the scene. just yesterday after being in intensive care the woman died at the hospital. police have not released their names. police said the two attended san jose state university. trying to contact police. trying to get further details about what happened. police have no motive just yet but do have witnesses so they are hoping they can make a break in this case. kraig debro, ktvu channel 2 news. attorney general eric holder is becoming the focus of a congressional inquiry into the atf's fast and furious gun running investigation. republican, chairman of the house oversight committee says he wants to know whether holder knew about the troubled investigation before what he has previously admitted to. a group of arizona sheriffs are calling for holder's resignation. >> nobody is above the law. eric holder is not above the

law. president obama is not above the law. we don't have a king here. we need these people held accountable. >> the atf says it was trying to track guns by allowing intermediaries to buy thousands of weapons from arizona gun dealers. one of the guns was used to kill a border patrol agent. federal offices are closed today for columbus day. oakpland city services are being suspended. the partial closure is intended to save money. public works are suspend second libraries are closed. parking enforcements are still in effect. police, fire and emergency services will also not be impacted. today is the grand opening of the new head quarters of a solar company. sun edison will open doors. the company is moving from

maryland to what had been an empty office space. the company will transfer 100 current workers from maryland and san francisco. there are plans to hire 400 more workers throughout the next three years. governor jerry brown will attend the opening ceremony at 11:30 a.m. urmy voting begins in a hand full of east bay cities. the cities of newark, livermore and san rumoan are in the minority for holding the odd year elections. fleet week is coming to a close. several military ships will be open for tours today. san francisco's naval celebration drew tens of thousands of people to the water front. of course, the big draw was the blue angels. people lined and climbed on to roof tops to get a glimpse of

the navy jets. yesterday's show was cancelled because of fog. the 7:00 hour is slowly knocking on the door. let's check in with sal. you have been keeping an eye on the east shore. >> traffic is getting busier on interstate 80 coming in through berkeley. you can see that certainly all the lanes are crowded. it is not completely light. because it is columbus day some people do have the day off. we are going to see better than usual of a delay. at the toll plaza the same thing goes. you are going to see some waiting here. here at the toll plaza on a normal day you would see a sea of cars backed up well. today as you can tell it is just not that way. if you are on the peninsula this morning on 101 or 280 the traffic has been good. there is a little fog along the area. use caution. it is not effecting traffic

is up and running normally today despite a fire at the data center late yesterday. exchange officials say the damage was limited to information links. the stock trading system was not affectued and no one was hurt. up 200 points in the first hour. we understand that stocks are rising after the leaders of france and germany promised to strengthen european banks that were faltering. a comprehensive response to the debt crisis would be finalized by the end of the month causing good ripple effects on the stock exchange this morning t. dow at 11320 at this hour. keep an eye on yahoo stock after several reports cofounder says they might take the company private. according to routers he has been trying to work out a deal with private equity groups. it could sell off all

on this first hour of trading the stock market shot up. netflix has been up more than 8 and a half percent this morning. that follows the news that netflix is dumping the plan to split the dvd and online streaming services. ceo announced the change in a blog post less than two hours ago. it was just a few weeks ago when netflix said it would split on a new site. subscribers didn't like that

move especially after netflix announced they were raising prices. new this morning apple now says 1 million preorder requests for the iphone 4s have been made ahead of the phone's release on friday. those one million requests top the previous one day record of 600,000 that make the iphone 4s the best product launch ever for apple. customers can still preorder the phone online baseballu -- but won't ship for 1 to 2 weeks. this morning two americans were awarded the 2011 nobel prize in economics. thomas is a professor at new york university and christopher simmsu, a professor at princeton university. he received his ba at uc berkeley in 1964. the prize committee says the winners were selected for their research on cause and effect in

the economy. for example, they have developed methods for companying how economic growth and inflation are effected by a temporary increase in the interest rate or a tax cut. red wood city could decide to permanently ban medical marijuana facilities. the moratorium is set to extire in december. tonight the city council will vote on a planning commission recommendation to keep dispensaries out of the city through a zoning ordinance. not everyone who attended the pga golf tournament was a tiger woods fan. woods was on the 7th green when he says he heard a commotion. he says he saw something flying in his direction. >> when i looked up the hot dog was already in the air, the bun disintegrating there.
