the prize money. good morning, everyone. welcome to "mornings on 2." i'm mike me back. >> i'm claudine wong -- >> mike mibach. tori and dave have the day off. the new law that makes it a misdemeanor to carry an exposed gun goes into effect january 1st. this morning, law enforcement officials are cheering the governor's decision. another law bans teenagers from tanning beds. tara moriarty is live from san francisco. >> reporter: well, kids in texas have to be at least 16 years old to use a tanning bed. we talked to one owner who said

his business has been impacted because it's in an urban area. although all in all, he says that most teenagers he knows tend to tan the old fashioned way outside. we'll be checking in with this salon called brownie's to see if they are worried about the new california law. it bans minors from using tanning beds. 30 other states do have restrictions. but california being the first state to get such a high age limit. nearly 28 million people use tanning beds in the year. >> i grew up in washington state where we didn't see much sun. so definitely at times we would go to the tanning salon. if i could go back, i wouldn't do it. it's not good for you and it needs to have more control. >> reporter: researchers say

those who use the tanning beds before they are 20 have a high chance of developing me law know ma. now, the -- melanoma. this new law goes into effect january 21st. coming up we'll check in with bay area high school students about what they think about this law. back to you. another bill signed by the governor will require insurance companies to cover certain autism therapies. alcohol sales at automated checkout centers will be banned. the governor vetoed a bill that would have required this and coming up later in our newscast, we'll have more on other bills including one that was at the center of a controversial bake sale at uc berkeley. we'll have that store you at 7:18. the series of protests

"occupy oakland" is set to start outside of frank galala plaza at 4:00. hundred of people are expected to take part in the demonstration. >> there's a lot of very-well experienced -- very well- experienced advocates out there. i think that will bring us a force, too. we can learn from each other. >> "occupy oakland" follow those in san francisco. "okay wall street" is now entering its 24th day. demonstrations were mostly calm after arrests last week. some republicans are criticizing the protests. newt gingrich is calling this "teaching dumb ideas." the first vote on president

operators. operators are allowed to have the phones on them. but the phones musten turned off and turned -- turned off and put away. bay area pumpkin growers are gathering at half moon bay hoping to break a world record. allie rasmus is live at the weighoff with how big that winning pumpkin has to be. >> reporter: good morning. it's not just bay area pumpkin growers here in the bay area. it's those from all over the word. this pumpkin, they just finished weighing it. the world's record is 1,1810 pounds. this one came in just 15, 20 pounds short of that. this pumpkin -- is it the third heaviest ever weighed? >> yes. >> reporter: it's not eligible for any prize money.

between december 2007 to june 2009, household income fell by 3.2% to roughly 53 -- $53,000. but between june of 2009 and june of this year, the median annual household income fell by 6.7%, to $49,900. president obama's jobs bill faces a major test in congress this week. ktvu's alison burns is live this morning in our washington, d.c. newsroom were whether the new millionaire's surcharge helps the chances of passing. >> reporter: the united states senate will vote tomorrow on whether to advance this bill that president obama says will boost the economy and create more jobs. president obama a plan will be paid for with a 5.6% surcharge on people who earn more than a million dollars. we learned over the weekend, that tax would raise about $453 billion over ten years. president obama wants to use the money to cut payroll taxes,

extend unemployment benefits and rebuild roads and schools but republicans are not budgeting in their opposition. >> we don't think doubling down on a failed stimulus policy is the right way to go. >> reporter: republicans say they will support changes to corporate tax rates and tax incentives for hiring veterans. as for the whole bill passing, it's looking unlikely. >> go brown has vetoed legislation that would have allowed race and gender to be considered in admission. berkeley college republicans organized a bake sale where they planned to use race and gender to determine pricing. governor brown says even though he agrees with the goals to propose law, he feeling the court should decide the -- he feels the court should decide

the issue. last year, 115,000 fewer students enrolled at berkeley compared to 2009. "the daily californian" reports that the decline comes as more people are reporting to the program. the u.s. government is using a controversial type of secret court orders to force google and a small internet provider based in santa rosa to turn over e-mails from a wikileaks volunteer. the government used the electron tick communication -- electronic communications privacy act. sonic.net said it fought an expensive battle from the government and lost.

police plan to re-- to release the names of the homicide victims over the weekend. police say a 19-year-old man and 20-year-old woman were shot and robbed. the man died at the scene. the woman died at the hospital last night. police have not made any arrests. a bay area teacher is out on bail after being accused of performing a sex act on an intoxicated student. vallejo police arrested this man on saturday. he's an instructor at the maritime academy. investigators say he had a party at his home last week and that's where an unidentified male in his students -- unidentified male student in his 20s reported this. >> at that point, he was intoxicated and know -- noticed that the teacher was performing a sex act on him. the teacher will be in court on wednesday.

an army ranger from salinas has been killed in afghanistan. he was killed saturday in the province. insurgents attacked his unit and he was 24. 7:28. you can get the legacy of al davis will be the focal point this afternoon of hue jackson's weekly news conference. carter evans at the nasdaq site. good morning. what led to the big jump at the opening bell here? >> well, it's off --well, it's positive that a lot of people are concerned about the debt crisis and whether or not the leaders can come one a solution. dexia approved a resolution and european leaders are also pledging to recap talize banks if necessary and they say they are going to present a comprehensive plan to contain the -- contain the debt crisis. you can see stocks are well above 200 points. you know, we were approaching 300 points of an increase for the dow a little while el yell. so some significant news today. but again -- and i want to caution this, the markets are

we are following breaking news in the south bay. there was an officer- vancouvered shooting about two -- officer-involved shooting about two hours ago. kraig debro is live at the scene with why officers opened fire. kraig? >> reporter: good morning, claudine. you see the police officers out on the street conducting their investigation. what they told us in a press ke -- release this morning. sometime around 6:05 this morning, people in this neighborhood called police because there was a pedestrian armed with a handgun on the scene. officers made contact, they made contact with the person and -- officers made contact, and they fired. we don't know why that person was in the street in the first place. the identity of the person will come later during the investigation. but traffic, as you might

imagine, is backed up somewhat. their is right next to 87. if you take any of these streets in this area, you have to be aware that they are gonna have this crime scene here for at least a few hours. we'll try to contact police and get more details about what happened. early voting begins today for those cities holding elections november 8th. most cities have shifted their elections in even years. 200,000 mail-in ballots are being sent to san francisco voters this week. that's about half of the votes expected to be cast in the november 8th election there. with the ballots and the mail, the mayors' race is starting to

developing news in the south bay right now -- police are at the scene of an officer- involved shooting in san jose. ktvu's kraig debro is live on the scene with a time line of events leading up to this shooting. kraig, what can you tell us? >> reporter: yeah, good morning, mike. we're at navares and hillsdale. there are actually two scenes.

this is the second scene, partway down the block near the essential county occupational center, which will be closed today, but officers say they got a call around 5:30 around the corner from here that there were shots fired. an officer came down here, looked around and saw nothing. he went back. so -- so later, around 6:05, they got another call from residents in this area, this time the officer came down here and spotted somebody and he confronted this man. now, according to jason dwyer, the officer fired because he felt threaten. >> he was armed with a pistol and that pistol was obvious -- that pistol was basically visible to the officer at the time of the shooting. >> reporter: now, police are gonna be down here most of the day, they say, they've been diverting traffic around this intersection for -- since this happened to the crime scene area, about 300 yards west of
