crews worked through the morning to get debris clear from the scene of a train accident that sent more than a dozen people to the hospital. at this hour, train service is finally getting back to hour. good afternoon. i'm claudine wong in today for tori campbell. we have more this afternoon on a train accident that injured more than a dozen people. the two amtrak trains with more than 150 passengers on board crashed right near the oakland station. it happened just before 10:00

last night near webster and embarcadero in jack london square. paul chambers is live in oakland with that story. paul? >> reporter: good afternoon, claudine. there's actually a train coming right now that you can hear. they were working to get surveillance video -- i got an opportunity to look at it myself. this is track one. there was a train resting here on track one when another train came southbound and hit it from behind. taketake a look. you can see signals. there's a red one and a green one on top of that. there's supposed to give the conductors some type of whether to go or stop. we're still trying to figure that out. around 10:00 last night, amstar's coast starlight was stopped. >> the other train was traveling from san joaquin to bakersfield, traveling 15 to 25 miles an hour. the train that was moving ran a red signal, according to amtrak

representatives. >> reporter: in all, 154 passengers were on board both trains. we talked to somebody on board. he said it was scary and it was like a jolt. >> she was standing and it knocked her back, knocked her back to me. i picked her up and i got her on her feet and her hip was hurting. >> there were reports of 17 injuries to passengers that were taken to area hospitals with minor injuries. >> reporter: eight hours after the accident, crews use locomotives to place the trains on the tracks. as you can see, there are people getting on and off the train here. the train service is back up and running. we'll stay on p to of a -- on top of this and bring you the latest. we're still working to get that

he's two years into a three- year contract. he cited a lack of control for decision making in his own department. and there are problems, the staffing is low. the police union president says he doesn't weary -- really know why batts is leaving but whoever they are choosing to replace him should come from the rank and file. >> you know how important it is to have somebody internally, somebody that will be loyal to the citizens and to the police officers they serve. >> reporter: there are a few changes that have to be made before a permanent replacement can be made. bruce nye wants to see the measure 9 mandated. the department must comply with a court-appointed monitor, which is costing the city, according to nye, $2 million a year, money that could be used in making up the officer deficit. finally making oakland bat -- oakland better. recently the union blocked, at

least for now, one of chief batts' choices for deputy chief. >> there is a way to go hire someone from the outside. you have to follow the process -- process. we never really fought it. we gist said that process had to be -- we just said that process had to be obeyed in that situation. >> reporter: again, the announcement will be made here at city hall in about an hour. reporting live in oakland, kraig debro, ktvu channel 2 news. oakland police are investigating a shooting early this morning but say the victim is not cooperating. police say someone shot and wounded a woman around 4:15 a.m. near 69th avenue and 14th street. now, according to investigators she was hit in the shoulder and the ankle and those wounds are

not life-threatening. officers say she would not give them any information about that shooting. new information is emerging on the man suspected in a mass shooting in a southern california hair salon. police say scott dakkraie opened fire and killed eight people. his ex-wife worked in that salon. she said he was unable during the marriage. it's unclear whether his ex- wife is among the dead. a fire sent one man to the hospital. the flames shot 30 feet in the air as firefighters were called to west street. this is all around 6:30. a neighbor shot cell phone video of this fire and investigators say it does appear he was living in the building. >> we assume that it's gonna be a garage.

but sometimes there are people making residents out of -- residence out of buildings. they shouldn't. it's not coded that way. we're gonna do our job regardless. >> there was a mountain of flames from that building out there. rushed outside to see what was going on. >> oakland firefighters say the building housed a food business and a cabinet-making business. they will still looking for the cause of the fire. arson investigators are looking into an early-morning fire in oakland. it started at a vacant home near 73rd avenue. that's near spencer street. firefighters say that home is up for sale and they say the fire was set on purpose because they found a suspicious liquid. the fire was quickly put out and damage to that home is minor. today, fire station seven brought us back in time to the day of a fire in the hills.

tara moriarty joins us live with the lessons learns and the challenges fill facing residents. >> reporter: less than an hour ago, a firefighter showed us what it would be like to go up on a run on these hills. and there are so many challenges to deal with, like this terrain. >> people have to leave their cars here and walk. >> i've never seen anything like this! >> reporter: it was erratic, extreme and deadly. [ sirens ] >> reporter: hot temperatures and dry brush whipped flames across two freeways. burning thousands of homes, charring 1500 acres and killing 25 people. >> sometimes, to the best effort of man, we cannot stop mother nature in what she is attempting to do to us. >> reporter: but there are things firefighters have done to prepare better, including undergoing more training in

fires. nearly 20 years later, there are still windy, narrow roads, making it difficult to prove to navigate and dry vegetation from empty lots and foreclosed homes. not only should homeowners have an evacuation plan in place but financially officials say you should update your insurance policy. >> let's say you made a big purchase, like a home entertainment system and if those are not put in your policy, you may not have that covered if your home burns down. >> it's not if we have another fire up there, it's when. >> reporter: firefighters remind homeowners to clear dry brush at least 100 feet from their homes. if you spot a foreclosed home, call out a fire marshal to inspect it to make sure everything is safe. like from the oakland hills,

i'm tara moriarty, ktvu channel 2 news. president obama welcomes the president from south korea as the two countries reach a long-delayed trade agreement. in a joint press conference this morning, the two leaders said they will open up trading to goods. it's the biggest u.s. free trade agreement since nafta was signed in 1994. president obama said it will help level the playing field for american industries such as auto manufacturing. >> for farmers and ranchers here in the united states, it will increase exforts. from -- exports. it will increase manufacturing imports in aeroaryiary -- in aerospace products. today, the labor department says applications were down by 1,000, putting them at 404,000.

now, that number needs to drop below 375,000 and stay there to indicate a healthy economy. experts say the number of layoffs has declined in recent works. but there are no signs that hiring has picked up. bay area executives are feeling pessimistic about the regional economy. and that could mean a shrinking work force here. a new survey by the bay area council shows 21% of businesses plan to hire new workers in the next six months but that's down since last spring when 33% of those asked had hiring plans. also 17% of companies say he -- say they will lay off workers by next april. last spring only 13% of the businesses surveyed had layoffs planned. bay area transit planners are in for a new commute. yesterday, the bay area toll authority the board okayed the purchase of this -- authorities board okayed the purchase of this -- this and the metro commission would move from the

kidnapped a 1-month-old baby. the ktvu camera was the only one there last night as family members returned. we watched as the suv pulled up with the little girl secured inside. police say around 7:30 last night, neighbors reported a domestic disturbance. they say a man who police say does have ties to that infant fired a shot before grabbing a baby and fleeing the scene. the baby was returned about an hour later. police are now searching for the man involved. serious charges are being leveled against a principal in san francisco. a group of parents held a protest outside paul revere school. they accuse the principal seen here -- there she is, in a brown outfit, forcing children to eat lunch silently in the

basement. >> as soon as somebody complains, she starts to pick on their kids. she has threatened a latino family with calling immigration. >> the group collected parents' signatures seeking to dismiss her. the san francisco unified school district is defending the second-year principal, saying it's a time of adjustment for students and parents. the district says salmon and her staff have installed measures for a safe environment. >> she's very focused. she's very firm in what she knows she wants to do for the children. we have an update on fund- raising efforts. el cerrito's windrush school tells ktvu, it will be able to stay open through next june after parents raised nearly

$9,000. the school says its financial problems are due in part due to increased enrollment because of the recession in a $13 million bond for new construction. efforts to repeal a law to teach gay and lesbian history has failed. there were not enough signatures gathered to put that issue on the 2012 ballot. the law mandates that the students learn about the lesbian, gay, bisexual, transgender and people with color. it's set to take effect in january. even though summer is over, we're still likely to have spare the air alerts here. there is a big difference about what causes them. during the hot summer months, ground level ozone is the problem. and we're asked not to drove. but particulate matter. that's the problem during cooler weather and that's why we're asked to not use our fireplaces on some days. well, it's a gorgeous day

the dow is down over -- over 40 points. j.p. morgan chase reported disappointing earnings. they are the first to report. we're expecting numbers next week from wells fargo and citigroup and morgan stanley. this does not bode well from what we were expecting from them. federal food safety inspectors found e. coli contamination is ground beef from -- ground beef from commercial meat company. the meat was sent to restaurants in nevada and california, including here in the bay area. so far, no one has become ill but e. coli is potentially deadly and most dangerous for the very young and seniors with
