two worlds that fit in one kitchen. come in today and save up to 20% on a kitchen from ikea. crews have been working through the morning to reopen a portion of highway 101 in san francisco, damaged by a semen truck crash. good afternoon. i'm torre campbell. a busy part of 101 in san francisco is in the process of reopening after that fiery crash early this morning. a cement truck jackknifed, blocking the southbound direction for hours. these are live pictures now of the scene, and we have live team coverage this noontime.

sal is here to tell us about the impact the crash is having on traffic. first, tom is live on the scene to let us know the situation. tom. >> reporter: the road began opening about 22 minutes ago, after these repairs were made that needed to be made. and the situation was that at a time when there's very little traffic on the road a bizarre accident took place. this is what we know. it began just after 5 this morning when a big rig hauling a double trailer load of concrete powter tangled with three other vehicles. the result, an overturned and burning truck blocking all southbound lanes and a lot of debris including a section of steel guardrail on the streets below. two people were injured. the truck driver was pulled away from the fire by a good samaritan. but the chp says another good samaritan ten in on rescuing more people when there were no more to be rescued refused orders not to approach the wreck.

>> be had to take him into -- detain the subject. >> street traffic was snarled for hours. besides fines and damages for injuries and vehicles, there's a big bill coming for someone. >> overturned tanker, the company will be responsible for that. as far as damage to property, the bridge railing and other things, once -- is completed, caltrans will go after the -- responsible for that damage. >> it took about an extra hour so 90 minutes to actually open up the freeway because the crews had to go and check not only the integrity of the freeway but of the guardrails and especially the concrete supporting the guardrails. that was damaged, and temporary guardrails were put into literally shore up the concrete supports on the freeway. and that caused the additional delay. but bottom line to all of this is these things make it more difficult all the time because we're so depend end on these freeways, and of course whenever they get blocked, they

can get blocked for many hours at a time, as we saw here. we have more on this and we'll be reporting more if anything else happens on the freeway. but for now, back to you. >> tom, we'll take it from here and look at what newschopper 2 is showing us. some of the lanes, all of the lanes are open and there's the spot where the truck was. you can still see there's symptom dark patch there. southbound 101 has recovered and one of the odd things we saw today with the traffic was that people heard about it and they avoided the bridge. they avoided come into san francisco via the 80 freeway, and right now as newschopper 2 is showing us this live picture, things are a little better than they would be. i want to show you some traffic on city streets earlier. this is new video we've received of people directing traffic near the hall of justice, and lot of areas people bailed on the freeway when they heard this was going on. automobile caused more than it's slower than usual traffic.

police officers were at the parking -- entrance ramps controlling traffic. as you just heard, the ramps have been reopened, the freeway is now open again. and traffic is flowing smoothly. now let's go back to the desk. >> all right. thank you, sal. many bay area bridges and overpasses are in bad shape. that's according to a new transportation report out today. the study found roughly 21% of bay area bridges and overpasses are in need of work or increased inspections. and that's the highest percentage of any major metropolitan area in the country. two major bridges are on the list, the richmond-san rafael and the car keenas. we should point out the group is pushing for more federal transportation spending. apple stores around the country closed for 90 minutes this morning so employees could take part in a memorial service for a company founder, steve jobs. most watched the service on a

closed webcast. some trekked to the company headquarters in cupertino, where the service was held. the closures caught some people by surprise. >> hotel room this morning i did hear that something briefly that they were going to be closing but i wasn't aware it would be this morning. >> jobs died two weeks ago today, of pancreatic cancer. this is the third memorial service for him, the first but a small private gathering. the second was held at stanford, and included business leaders. the bloody brawl that broke out inside richmond city hall was the focus of a heated debate at last night's city council meeting. the brawl happened friday, and the office of neighborhood safety on the floor above the council chambers. police say at least seven suspected gang members were involved in the fight. but violence prevention workers say they cannot cooperate with police because that would violate the trust of the people they're trying to help. police are clearly frustrated. >> it was concerning as we got

into the investigation that people were not really talking to us about what happened, and then eventually just said they were not going to tell us. why is nobody talking to police? >> first of all, we in the business of saving lives. it's not our job to arrest people. >> police have identified the people involved in the fight, but it's still not clear if interest there have been any arrests. within the last couple hours, the occupy oakland campsite that continues to grow outside of oakland city hall got a few new visitors. for the first time the county health department came to the site to take a look. claudine wong is there to explain what prompted the visit. good afternoon be claudine. >> reporter: good afternoon, tori. county health officials say the city asked hem to take a closer look at this occupy oakland campsite and gotten a few calls from concerned residents. the main issue, it's been a problem, rats. there are concerns this protest will make it worse. >> we're here to get rid of this rat problem. >> this morning for the first

time the county health department took a look at the growing occupy oakland campsite. the protests didn't create the rat problem, but the county says it just wants to make sure it doesn't make it worse. >> they got a lot of work, and we've been talking -- people around here, the kitchen here and they're going to try to do a little more clean-up. >> health officials say part of challenge, getting a formalized plan in place for the long- term, keep in mind there's no formal leadership here. and as we discovered early this morning, people are very sensitive about who within this group makes their voices heard. >> i'm not the official spokesman but -- >> moments after protestor russ hillman tried to do an incompetent view with us, he was cut off by this man wearing a mask. >> you created this interview so you can -- >> don't even who these people are. >> many we talked to believe cameras and the mainstream media isn't helpful to their cause. and unlike other occupy protests we've seen, there's also the feeling among some

mayor ed lee were among those attending the announcement at the salvation army harbor lights center in san francisco. as part of the new effort, the department of veterans affairs announced it's expanding the veterans quarters at the harbor lights center. >> people who have served in our armed forces, thank you very much. thank you for everything you've done. you're been there for us. it's our turn to be here for you. thank you for your service to our country. >> this was the only event on the west coast connected to the expanded push to help homeless veterans. oakland is settling a wrongful death suit by a man allegedly beaten by police over 10 years ago. oakland police arrested jerry amaro on march 2000 on drug charges. he died about a month later from pneumonia brought on by fractured ribs. his family says oakland police covered up a beating he received while in custody. last night oakland city council agreed to pay $1.7 million to

president obama is touting his job plan at this hour in virginia. the half trillion dollar package includes money for local fire agencies. ktvu's scott mcfarland reports on how one bay area fire department already benefitted from a similar grant. >> reporter: a white house contact tells ktvu the president will call for $1 billion to be poured into the nation's fire departments. cities will get the money if they agree to hire, firefighters. the money could come in the form of safer grants. the same grant program the san jose fire department won $14 million from this year. san jose used the money to rehire about 20 firefighters who were laid off.

grants are expensive, big ticket item for a nation already deep in debt, but they're wildly popular with local fire chiefs and federal fire officials. >> americans who have been trapped in burning buildings have been rescued a lot more efficiently. firefighters providing the services have been less apt to injuries and line of duty deaths. and just the overall efficiencies associated with stopping property loss. >> but the president's jobs plan triggering political fire here in washington. a spokesman for speaker john boehner says we've already tried this plan, not once but twice. and where are the jobs? scott mcfarland, ktvu channel 2 news. first lady michelle obama joined the president at a jobs rally for veterans and their families this morning at a virginia military base. she announced a coalition of big and small businesses that have pledged to hire 25,000 vets and their spouses.

a historic courthouse around 1:30 this morning. two others were caught outside near a rented rv with maps, cell phones and computers. police shut down the courthouse and blocked off downtown streets since u.s. intelligence officials are holding a conference nearby. the county judge this morning said the young men were seen wearing sombreros and waving a gavel on surveillance video. right now only two animals remain on the loose from an exotic animal preserve in ohio. authorities are now looking for a wolf and a monkey. sheriff's deputies have shot and killed dozens of other animals, most of them at close range, before the animals could roam into populated areas. the preserve owner terry thompson released about 50 animals before committing suicide yesterday. famed animal expert jack hannah will take the five to 10 surviving animals to the columbus zoo. >> no one loves animals more than jack hannah or my folks, but you have to make sure

humans are not affected here. they don't know what they're doing. can you jeopardizing a lot of human lives here. >> investigators speculate the preserve's owner may have been depress and could not afford to keep the animals. the preserve housed tigers, cheetahs, bears, lions and wolves. wildlife rescuers in san francisco are desperately searching for an injured hawk in golden gate park shot with a nail gun. here's the wounded hawk. and you can see the nail through the hawk's mouth and head. it was first spotted last week. the group wild rescue set up traps in the park, offering a $5,000 reward to catch whoever did it. and wildlife rescue seized the bird to report the location on the website. find the site under the web links at ktvu.com. san francisco's gladstone institute announced this morning it's received a $5

million gift to establish a new stem cell research center. this is video of congresswoman nancy pelosi turning gladstone in 2000 the 9. gift comes from the foundation established in memory of "star trek" creator gene roddenberry. gladstone hopes the center will help turn its raw stem cell treatment into treatment for disease. >> an oakland hills home caught fire hasan night and firefighters blame what they're calling a legal marijuana operation. fire crews rushed to the street around 8:30 last night. four people including two children escaped unharmed. they took about an hour to control the fire. firefighters say flames started in the basement, then spread through the walls. firefighters say the home's electrical system was overloaded. according to city officials, anyone who has a legal marijuana business must go through the proper chances to

make sure their homes can handle the extra electricity demands. organizers in the east bay are preparing to commemorate the 20th anniversary of the oakland hills firestorm. 20 years ago today, there was a small grass fire in the hills. fire crews put it out, but it reignited the following day. and it burned for almost a week, killing 25 people and destroying more than 3800 homes. one firefighter we caught up this morning says it was an experience he'll never forget. >> seeing the panic on the peep's face when i got to park woods plaza, apartments, it just really drove home how frightened everybody was, including myself. >> it remains the worst urban wildfire in u.s. history. the fire change the way fire crews work together in major emergencies. later today oakland police and the red cross will hold a blood drive to honor the victims and prepare for the next disaster. tonight we will present a ktvu news special on the east

bay hills firestorm. it starts at 9 p.m. and will be followed by the 10:00 news. a los angeles judge this morning finds lindsay lohan in violation of her probation. the judge revoked her probation because of problems with her community service assignment. lohan reportedly failed to show up at a los angeles women's center numerous times to fulfill the requirement. wail was set at $100,000. her legal problems stem from a drunk driving case in 2007. finally getting sunshine. we had a big fog bank this morning and temperatures really cooled down today. even some 60s holding on today in areas in the mid to upper 70s yesterday. and with the sunshine we also get a little breeze, about 20 degrees cooler for some. had a lot of drizzle this morning and breezy conditions, but the wind starting to pick

up. already gusts 25 at sfo. this will be the coolest day on the high side. it looks like still about the same tomorrow but we will see a little warm-up towards friday and the weekend. but fog, sun, breezy to windy. and the reason being a system went by to the north. a lot of lot cloudiness and watch it breaks up in the last few. but there's still a little -- just holding on. but still 58 temperatures 59, 62 for san francisco. so a cool, cool day. and it continues, the high today 67 livermore. at this time yesterday they were 79. 65 santa a. 60s for everybody or upper 50s some there's not much of a difference coast bay or inland. you combine low clouds still holding on in parts of north by on the peninsula, little bit on san pablo bay and that all systems a cooler pattern. one system goes through, there's another one that is coming in behind that. not much to it but keep us from warming up over the next 24 to 36 hours. however, the overnight lows will be really cool tonight and

wind-protected areas. not critical or anything, but they'll be back in the 40s. fog or low clouds, lots of sun now, little breezy to blustery but cooler for everybody today. some low 70s, mid-70s inland. a lot of 60s in areas that were in the 80s just two days ago. so 60s and 70s all the way up into mendocino county, lake county. same out towards much of the east bay. had a brisk breeze even blowing out to parts of antioch and brentwood this morning. 70s to the south bay as well. and on the coast, 50s and 60s. if you're stuck in the grid, it's not a very warm day and temperatures are held in check. our extended outlook has the same on thursday. friday we see more sun and tori with the weekend shaping up to be a little bit warmer. looks like warmer into sunday, cooler monday tuesday, then warmer by middle of next week. >> thank you. just ahead a check on stocks and a report on student loan debt which has hit a new record. also what is happening in the streets as "glee"'s parliament votes for more austerity measures. @

the dow down seem to nasdaq down 48. s&p down 13. in just the last hour, greek lawmakers granted initial approval to a new austerity bill, a second vote is due tomorrow. earlier today hundreds of youth smashed and looted stores in athens during a massive anti- government rally against the painful new austerity measures. and these include the suspension of tens of thousands of civil servants in a country where many people work for the government. international credit or demanded the re force before they give greece its next infusion of much-needed cash. student loan debt has hit a new record. for the first time the total amount borrowed by college students hit $100 billion in a single year. the total for all outstanding student loans now tops $1 trillion. so most young people will start their adult lives deeply in debt, which means they will have little money to spend on other things. game one of the world series begins tonight in st.
