the group tries to gain public support for this labor action, also denouncing criminal activity following a protest that happened last night. now, our coverage of the occupy movement begins tonight in oakland. ken, what are organizers saying tonight? >> reporter: this is the plaza behind me, and there is a large crowd behind me, but it has on this sunday been an uneventful day. last night, we several people march on police headquarters. there were acts of vandalism, but that was a martha some in the occupy movement here say was not endorsed by their group. it is day 19 of the occupy oakland protest, but there is a different look to the second coming of the city hall encampment. >> way more organized. they learned from their mistakes. >> reporter: darryl harris says the tents are more organized and the area more sanitary, food service-- >> vegetables in the diet. >> reporter: -- has been moved off the grass.

the substandard public health issue led to the police clearing the park on wednesday. >> i wonder what the city council and the mayor and the police chief, what's their argument now? >> reporter: last night, hundreds of people marched from the plaza to police headquarters to demonstrate against what they call excessive police violence, but a spokesman for the occupy group said it was not behind the march. >> the march was more of a police, antipolice march. their whole purpose was to march against the police. >> reporter: occupy oakland is planning a march for wednesday as it calls for a general strike in the city and for workers to join their cause. but will they? >> yeah, i think so. i mean, people are getting fired up about this. >> we're absolutely a part of the 99% in the force. >> reporter: in a statement released a few hours ago, the city of oakland said it will maintain essential services on wednesday and allow its

employees to join the general strike, if they desire to do so, on those employees' own time. for now, the city says it is maintaining a minimum police presence around occupy oakland. in our time out here, we have not seen any officers on scene. in oakland, ktvu channel 2news. a west side offering endorsement of occupy oakland by the mayor is being called a fake. the website claims to be the mayor's official site. however, her office says it is not. one posting on the website oaklandmayor.com, is a bogus letter reportedly from kwan apologizing for tuesday's police raid on the occupy oakland encampment n her official letter released thursday, kwan said she was deeply saddened by what happened. at justin herman plaza, the camp can stay for now.

there isn't that been much of a police presence. the city is working with protest leaders to try to keep the site clean and safe. >> they will meet with the board, come up with some sort of resolution to make this camp workable. i don't know how long it's going to last. >> a march and rally will be held thursday in conjunction with the g 20 day of action planned around the world. in san jose, 50 people gathered in front of city hall this afternoon, where occupy protesters have been staked out for the past few weeks. that man who climbed a 36-foot wall outside city hall is still there, camping on top of that wall since monday. he says he would come down if the mayor and city administrator agree to talk to him. police in oregon early this morning arrested dozens of occupy portland protesters. the arrests came around 1:00 a.m. after the protesters refused to leave a downtown park.

they marched to that site yesterday, but were told they would not be allowed to stay at the camp, in the park after midnight. 27 people were arrested without incident. for continuing coverage on the occupy movement, be sure to go to our website, ktvu.com, and click on the occupy protest tab. we are now getting a look at the cache of guns confiscated from a venetia home last week. here are some of the 46 rifles and shotguns police found on east o street thursday. these are mostly handguns. the man who lives there, 49-year-old ronald sandy, was arrested on several felony gun charges. police searched the home after getting reports sandy had been harassing a woman. he told police the guns belonged to his late father and stepmother. san francisco police have identified a man who was shot and killed in the mission district friday afternoon, as 26-year-old reynaldo core dough va. they say he got into an argument with another man who then fired four or five shots at cordova. they were near the intersection

of 23rd and harrison. cordova was shot in the back, pronounced dead at the scene. the suspect is between 16 and 18 years old. he was last seen speeding off in a green late model subaru outback. people in the northeast tonight are digging out of a surprise october snowstorm that left at least three people dead and millions without power. julie banderes tells us about the areas hardest hit. >> reporter: millions of people across the northeast are in the dark, after a powerful nor'easter pounds the region over the weekend. the unseasonably early storm dumping heavy wet snow on states from maine to maryland. the record-breaking storm is blamed for three deaths, including a man in connecticut and in pennsylvania, as well as a 20-year-old man in massachusetts, who was electrocuted. the storm's impact, combined with still-leafy trees topped with heavy snow put immense pressure on branches, causing trees to fall, contributing to about 3 million outages.

communities in western massachusetts are among the hardest hit, with up to 27 inches reported in some places. >> there's no power right now. and we're just using candles and flashlights and off to work we go. >> reporter: the 750,000 without power in connecticut broke a record for the state, pummeled by hurricane irene just months before. >> this is the largest number of power outages that we have ever experienced. >> reporter: in new jersey, where more than 600,000 lost power, including governor chris christie, utility officials warned of lengthy outages. crews are working in up to 19 inches of snow, where downed trees and messy roads are hampering efforts. meantime, some occupy wall street protesters in new york have weathered the storm. commuter trains in connecticut and new york also experiencing delays. as for the power outages, there will be added danger to halloween night, as millions of trick-or-treaters will head out into the night without street

lights. in west milford, new jersey, julie banderes, fox news. as mentioned, this rare october storm has occupy protesters in new york huddled in their tents. on friday, the fire department removed all those with generators and propane tanks from the site, after new york mayor michael bloomberg said they were fire hazards. federal officials are launching an investigation after jetblue airlines left a plane full of passengers on a tarmac for 8 hours. the flight was heading to newark, new jersey yesterday from fort lauderdale, florida, but the weather forced the pilot to divert to hartford, connecticut. once on the ground, 100 passengers sat for hours with spotty electricity and no access to the bathrooms. when they finally did get off the plane, passengers who could find a hotel found out there wasn't any power. >> it's all dark, all black. >> just give me food! >> i had my cell light for the facilities. >> jetblue apologized and said it will give refunds to stranded

passengers. the early snowstorm back east is causing problems here at san francisco airport. airport duty manager says at least five arriving and departing flights were canceled this morning. there have also been flight delays. so far, oakland and san jose airports are not experiencing any problems, but that may change later tonight, when east coast flights are due to arrive here. well, nothing but blue skies over the bay area on this halloween eve. we have our first check of the weather, mark? >> we are wrapping up the last weekend of october with beautiful weather. nice temperatures out there. you can see the 70s around santa rosa, livermore. downtown san francisco, cooling off into the upper 60s. san jose in the mid-70s, reporting mostly sunny skies. on the satellite, the one change for today, the fog is regrouping offshore, bumping up near parts of the coastline earlier this afternoon and the clouds will gradually spill back into the bay, at least departing from the bay as we head into the overnight hours. that will be part of our forecast for tomorrow morning.

partly cloudy skies, areas of fog and temperatures back down. coolest locations, back down into the mid to upper 40s. napa, around 45. san francisco, 53. san jose, 52 degrees. you can see on the satellite and radar, not a lot happening, but there's a weather system up to our north that will influence our weather pattern over the next couple of days. today, we had very warm numbers in santa rosa, 81. san francisco, 73. tomorrow, definitely heading in one direction, all cooling off. san francisco, back down to the 60s, right around 66. san jose at 73. just the beginning of our cooling trend. coming up, the coolest day of the week, also highlight the two days we could be talking about an increase in fire danger. a physicist hoping to prove that global warming does not exist now says it does. richard moller's two-year study found the earth is 1.6 degrees warmer than it was back in the 1950s and that temperatures are indeed rising. his findings confirm what many main stream climate scientists

crews temporarily suspended their search today for three people missing since an explosion yesterday at a kansas grain elevator. the explosion killed at least three workers and left two others with severe burns. the search was suspended after officials said it was unsafe for anyone to be inside the plant. it will resume after some heavy equipment arrives to assist in the search. the cause of the explosion is not yet known, though officials

say grain elevator accidents can occur after grain dust in the air. a group of teenagers today released a thousand fish into san francisco bay. the united anglers from casa grand high school in petaluma finally got to see the fruits of their labor. christian? >> reporter: three and a half weeks ago, saboteurs cut the nets on the pens beneath me, prematurely releasing 60,000 fish. but today, the high school students who had raised those fish got a second chance. the pens should have been full of tuna and salmon, but instead they are empty, all because of saboteurs who released the fish earlier this month. >> they cut all the zip ties on that side, obviously they didn't have time for that or thought that was sufficient, which obviously it was. basically the nets dropped down to where the fish could swim out

easily, into the water. >> reporter: about 50 students from casa grande high school in petaluma are in the anglers program. students say saboteurs may have thought they were freeing the fish, but releasing by cutting one zip tie at a time put the fish in danger. >> it was not the best way because they are supposed to stay in a school. that's how we release them. >> reporter: students aren't really learning about fishing. they are learning about its conservation and how to see a long-term project through to its end. >> seeing this process, there's a sense of pride associated with it. time and energy that they put into it, and that was taken away from them. >> reporter: today, the california department of fish and game stepped forward, donating a thousand steel head trout so the high school students could see their project through to its completion. each angler showing their fish exactly how they feel before letting them go. >> it's nice that we got to, but, yeah, it would have been nice to release the other ones.

>> reporter: despite the disappointment, every student i spoke with told me they are not deterred by saboteurs. they will be spawning more chinook salmon, bringing them back here to release next year. ktvu, channel 2news. officials at yosemite national park are working on a new master plan to try to protect the mer said river, to allow public access while enforcing strict restrictions on the federally protected river. the new plan could set a limit on the number of visitors allowed in the park and could also affect parking in other facilities. partial officials want the public input on the plan. they are holding a series of meetings ahead of an environmental report due in 2013. pg&e is offering the city of san jose funding that would help keep parks cleaner. utility is providing a $5500 grant for a program that will make free bags for dog waste available at city parks. the grant is being given to the park's foundation, which also sponsors several volunteer activities to help maintain parks. a key report from the state's high speed rail

authority is set to be released this week. as ktvu reports, it's a business plan critical to starting construction, one that will also be closely looked at by a growing list of critics. >> reporter: for caltrain riders, high speed rail isn't too tough of a sell. >> i like it. it would be nice to travel back to l.a. on high speed rail and not get to the airport hours in advance. >> reporter: it's a huge project, 800 miles of track, up to 24 stations, all with a promise of getting passengers from san francisco to l.a. in under 2 hours and 40 minutes, but the plan will cost more than $40 million and the devil, as they say, is in the details. so anticipation is high for the business plan expected to be released by the rail authority on tuesday. >> i've heard a lot of things about, like, having like the wrong stops or lot of bureaucracy issues with so many stops, so i can see why. >> reporter: while we found

supporters of the project here at the caltrain station in san francisco, this project has it's fair share of critics. and now it looks like the nation's largest railroad may be joining that list. according to the l.a. times, union pacific says the proposed central valley route raises serious safety issues, calls into question property rights, and has the potential to disrupt operations. add that to concerns over logistics, and the price tag, and you have a full plate. >> it's tougher now with the economy thinking about investing in something like that with that big of a price tag, but again, infrastructure projects like this take big investment and it's for the long-term. it will make a difference. >> reporter: the report is expected to be hundreds of pages long, but everyone will be weighing in, including the public. the 60-day comment session will begin when the plan is published. in san francisco, claudine waugh, channel 2news. more details on the high speed rail project. the california high speed rail authority says crews are scheduled to begin laying track

in 2012, with the hope of trains running by 2020. so far, the project has received about $3 billion from the u.s. government, with little more likely to come. as the 2012 presidential election edges closer, herman cain and mitt romney continue to run neck and neck. an iowa poll shows cain leading romney 22 to 23%. cain took time out today to talk about his campaign performance so far. >> i've actually been connecting with people in iowa, new hampshire, south carolina, florida, for over a year, even before i made the decision to run. and so my message is connected, and people are connected with me. >> that iowa poll shows the other republican contenders far back and has ron paul at 12%, michele bachmann at 8%, and newt gingrich and texas governor rick perry at 7%. michele bachmann is dismissing a tea party activist call for her to drop out of the race, because of her flailing campaign.

mitt ryan says bachmann should quit rather than risk further hurting the movement. bachmann says she's focused on doing well in the iowa caucus in january. she has fallen to the middle of the pack in the polls since the iowa straw poll. this is the first weekend san francisco voters can cast ballots early in the upcoming city elections. early voting began a few weeks ago on weekdays, but the polls are only open the last two weekends prior to the november 8 election day. voters say weekend voting is more convenient and a lot of information to sort through this year, particularly in the mayor's race where there are 16 candidates on the ballot. they are also allowed to choose three candidates in a ranked choice system. >> it's very important and more convenient. sometimes it's very hard to come in after work on tuesday. you feel a little overwhelmed. >> the polls are open in city hall from 10:00 a.m. to 4:00 p.m. on weekends, and between 8:00 a.m. and 5:00 p.m.

weekdays. california farmers fear they will be hit hard by a new farm bill up for vote in washington. the house and senate agriculture committees are proposing $23 billion in cuts to farm support programs. some in california's agricultural community say the new bill is likely to favor other states with commodity crops, such as corn, soybeans, wheat, cotton, peanuts, leaven california's fruit, vegetable and nut farmers out in the cold. the farm bill is expected to be voted on this week. a local city is voting on a smoking ban. some said last year's ban on certain public places should not apply to medical marijuana. the city council will discuss the issue on tuesday, november 1 at 6:00 p.m. at the pool youth annex. getting ready to fly again? what happened today that ended

strike. this all comes after a bitter labor dispute that australian officials say is hurting the country's economy. >> after 24 hours of turmoil, common sense will be restored to the aviation/tourism sectors of australia. >> officials say grounding flights cost qantas about $20 million a day. crews in turkey are ending their search for survivors of last week's earthquake. this comes as a 5.3 magnitude aftershock hit earlier today in even ban province, where thousands spent the night in emergency tents. the death toll from last sunday's 7.2 quake is near 600 now. thousands more were injured. u.s. officials say there are plans for a troop buildup in the gulf after troops are withdrawn from iraq. they are worried the withdrawal set for december will create instability. the new standby american combat force would be based out of kuwait.

the size of that force, though, is still under debate and should be decided in the coming days. the u.s. may also send more naval warships to international waters in that region. western diplomats say nine americans, including four u.s. troops, were among those killed in yesterday's suicide bombing in afghanistan. a car packed with explosives struck an armored bus and nato convoy in kabul, killing 17 yesterday. the taliban has said it is responsible for the attack, but american and afghan officials suspect it was the work of the acany network. the pakistani-based group has ties to al-qaeda and taliban. it's been the target of military operations this month. in china, an explosion in a coal mine killed at least 29 people in a state-owned mine. six miners survived the blast. mining safety officials say a gas leak 800 feet underground was ignited by sparks. state television says the mine's operating license had been

revoked earlier this year because of safety concerns. in the middle east, a fire fight this weekend between the israeli military and palestinian fighters left 11 people dead, some of the heaviest fighting there in 10 months. israeli airstrikes on the gaza strip left 10 palestinians dead. one israeli died in a rocket attack. the violence came less than three weeks after israel released hundreds of palestinian prisoners in exchange for an israeli soldier held by gazan militants. a pregnant woman was pulled from a boat and into an ambulance to take her to a local hospital. the woman's home was surrounded by 3 feet of water. the death toll in thailand has climbed to at least 380 after several days of massive flooding. the world's 7 billionth person is expected to be born

tomorrow. the united nations says the population is not only growing, but aging. fertility rate is down in developed countries, but there's no shortage of babies overall and people are living longer. when social security was established in 1935, u.s. life expectancy was 62. now, it is 78 and going higher. the world population is expected to hit 8 billion in another 14 years. a florida police officer is on the other side of the law tonight, after leading the highway patrol on a high speed chase. authorities say fhp officers tried to pull over a marked police cruiser earlier this month, driven by miami police officer fausto lopez. he was driving speeds up to 120 miles per hour. he was finally pulled over and taken into custody at gunpoint. lopez claims he was rushing to a part-time job. he now faces reckless driving charges. seems california leads the way when it comes to screening new hires through a government-based imbriggs records check system.

according to the san jose mercury news, in the last year, about 26,000 employers in california used e verify to check a worker's immigration status. that is up 37% from last year. currently, a house bill proposes making the system mandatory for all employers. but california's governor recently signed into law legislation that prohibits states, cities and counties from mandating that private employers use e verify. the cost of pumpkins, costumes and candy, it all adds up. but you may be surprised to hear how the economy is impacting halloween spending habits. also, the next step in space research takes shape right here in the bay area. we'll take a closer look at nasa's newest telescope. and a new way to earn your undergraduate degree from csu. the expanded program the university system is preparing to roll out, next fall.

americans are expected to spend almost $7 billion this year on halloween costumes, decorations and a lot of candy. despite the sluggish economy, halloween spending is up. >> reporter: whether a walk through a haunted house, or a trip to the pumpkin patch, according to a national survey, 7 out of 10 americans celebrate halloween. >> it's a chance for people to, to just let loose a little bit. >> reporter: and pretend to be someone else for a night. >> spider-man! >> reporter: but the sluggish economy hasn't frightened consumers.

treats. in oakland, ktvu channel 2news. two new apps are helping parents keep track of their kids this halloween. the free live 360 family locater smartphone app allows parents to see where their kids are, also offers a panic button for kids if they get lost. meanwhile, the $5 trick or tracker android track helps parents track their trick-or-treaters, but allows them to set up a perimeter and alert them if their child goes beyond a designated area. homeless sex offenders in california will spend halloween night under strict supervision. the state department of corrections is ordering offenders without permanent addresses to report to parole centers tomorrow night to make sure they don't have contact with children out trick-or-treating. this is the first time authorities are targeting offenders living on the streets. operation boo enforces a curfew for offenders with homes. if you live in napa county, you can get your seasonal flu shot for free this week. the napa county health department will open a vaccination clinic from 11:30 to

5:00 on wednesday. it will be held at the campus at mcpherson elementary school in napa, located at 2670 yohomish street in napa. it could soon get harder for chain restaurants to set up shop in mill valley. mill valley is considering more extensive permitting process. the proposal is aimed at preserving the city's smalltown charm. mill valley regulates other businesses this way based on size and type. adopting a cat just got cheaper in mirren county. the humane society is cutting cat adoption fees in half for the next month because of the lack of adoptions this year. adopting a cat now costs $50 for adult cats, $62 for kittens. those prices will last until november 30. nasa has unveiled its airborne observatory, which includes a telescope with a view like no other. claudia cowen reports about what

the telescope means for space research. >> reporter: nasa's newest and most powerful telescope is truly a jet setter. the stratosphere observatory for infrared astronomy, sofia, oversized window, 17-ton telescope and cabin full of instruments taking in the view. >> scientists on board are actually able to analyze the data in realtime as the data comes in through computers. >> reporter: flying at an altitude of 45,000 feet, sofia shows the core of galaxy m 82 and heat from jupiter's warm interior. infrared wave lengths told valuable clues about the births of stars and planets, even our own. >> we know almost nothing about how the earth was formed and with this instrument, we can find regions, so-called stellar nursery, where we can begin to see planets coming together and we can see the formation. >> reporter: scientists say

sofia can see things telescopes on the ground can't. unlike those fixed in space like hubble, it can easily be repaired after the plane lands. touted as the world's largest observatory, sofia is a half billion dollar partnership between nasa and germany's space program. it will not only advance the study of astronomy, but also get more kids engaged in science, too. >> the most exciting part was looking at the center of our galaxy. >> reporter: teachers like marina beard are flying on sofia, then sharing the experience with students. >> she can relate to something we're learning to something this big and exciting. >> reporter: 82 flights have been held already, each one lasting about 10 hours. eventually, nasa hopes to fly a thousand research hours every year as a new dimension of space exploration takes flight. in mountain view, california, cloud yeah cowen, fox news. >> california state university is making plans to expand its

online degree program. the university already offers 63 online degrees, but most of them are master's degrees. csu plans to expand master level programs and system-wide access to undergraduate courses next fall. the university also plans to hire a new director to manage csu online next month. newts are on the move again in berkeley's till deny park. this means south park road will shut down to make sure they don't get run over. every november when the rain starts, the sal man dares migrate across the street to where they breed. closures start on tuesday and will last until april. more good news tonight for the red tail hawk found with a nail in his head in san francisco. officials say the bird is now ready for release. the wild rescue organization announced today the hawk will be released on wednesday at the san francisco botanical gardens. the bird was captured last weekend after being found with a framing nail in his head. officials believe it was shot intentionally. surf's up in san francisco.

pacifica, cleared off near the immediate coastline. still warm numbers, lower 80s towards santa rosa, antioch and livermore. forecast headlines tonight, mostly clear skies, more coastal fog. cooler monday. extended forecast, major cooling. even the possibility of a few showers showing up in our extended forecast. for tomorrow, though, a little bit more of an onshore breeze. as a result, we turn back temperatures once again into your monday. temperatures on average coming down about 3 to 6 degrees from today's highs. then we'll slide this into tuesday. you'll see what happens. cooler weather system moves into nevada. this will not bring us any rainfall, but will increase winds out of the north. those offshore winds, and as a result, fire danger will be on the increase. in fact, the fire weather watch already issued by the national weather service, not posted just yet, but this goes into effect tuesday morning through wednesday morning to the north and east bay hills. gusts could be approaching 35 miles an hour. pretty dry air mass. humidity levels coming down around 15%.

fire danger on the increase once again for tuesday and wednesday. here's our forecast model for tomorrow. monday, halloween morning, fog out there showing up coastside and around the bay. we'll take this into the afternoon hours and clearing skies, maybe a few partly cloudy skies, partly cloudy conditions for the beaches. plenty of sunshine inland and temperatures back down, still on the warm side, though, mid to upper 70s. looking at the numbers, santa rosa at 77. richmond around 70. oakland, lower 70s. temperatures check in around 3:00 or 4:00 tomorrow afternoon. san jose, lower 70s from san francisco downtown, about 66 degrees. and if you're still getting the costume together, factor in the forecast for tomorrow for halloween. it will be dry, sunset at 6:12. throughout the evening hours, 7:00, partly cloudy. then temperatures on the cool side by 8:00, back down to the mid-50s, right around 60. looking ahead, extended forecast, notice gusty winds. scale back on the clouds for tuesday, also into wednesday. there is the chance of a few light showers on thursday, but the big headline will be much
