of richmond. it rocked a house -- that house right there on ohio avenue, almost knocked it off its foundation. kraig debro is out there now talking to investigators. kraig? >> reporter: dave, when i spoke to the fire investigator about 40 minutes ago, told me he was taking a gas indicater in the house. we're in front of the house on ohio. you can actually see all the way through the house. that's because not only was the side wall blown off, also the back of the house basically blown off. now, basically looking at this house, you can see that this was a powerful explosion. now, this is video of the back of the house. you can see through the front of it. in fact, you can't see this. but i can see a b.a.r.t. train through the house from where i'm standing. the whole back of the house blown away from the foundation. i talked to the man in the house. he said it felt like loma prieta all over again. there were four people inside the house. just one of those people had to be transported to the hospital.

he's already back. the fire captain said it's amazing no one has died. >> in an explosion, you kind of think gas leak. so one of the things we look for is a pg&e meter. normally like any house when your house is running, the dial on the meter spins. we didn't see the dial spinning. >> reporter: the captain says the nature of the explosion independent cade the -- indicated a gas leak. pg&e said the gas was off when they got here. they are looking for a possible gas source. power to the block is still on. there is a house next door, the siding of the house is actually resting against the next door neighbor's house but if you can see through the house, you can see all the way to the backyard. it's obviously not light out there. you can see it's dark out there that's the backyard.

house. i can want to show you this. fire investigators, there is a man in a purple hat talking to investigators. that's one of the people in the house. we're gone continue to talk to investigators at the scene. all righting -- reporting live in richmond, kraig debro, kut cut -- kraig debro ktvu channel 2 news. a busy intersection is back open after a police car crash sent three people to the hospital. the crash happened just after 1:30 on 19th and potrero. as lorraine blanco tell us live from the scene, the patrol car ended up sandwichthed between a -- sandwiched between the light pole. >> reporter: good morning. the okay pants are expected to sur -- occupants are expected

to survive. investigators are trying to figure out how the car ended up wrapped around the light pole. the officers were on their way to a man with a knife call a few blocks away at 24th and york when the crash happened but after that, there are still a lot of questions. >> the team uses lasers and other devices to draw stretches -- to draw sketches. and they will be given to a hit- and-run detail. they will come up with a cause of the accident. but it's not been determined. >> reporter: no other cars were involved. the original scene officers were headed to was blocked off.

a board committee approved a resolution yesterday calling on mayor ed lee and police to avoid the use of force to shut down the occupy encampment at justin herman plaza. the board will consider the meeting at the 2:00 meeting. supervisor and candidate for mayor, john avilos, is behind the measure. and in santa rosa, the city council could decide at its meeting tonight whether occupy protesters should be allowed to camp out. the city told the protesters over the weekend, they could camp out until at least today. previously, the city told the protesters they could not camp out. santa rosa's mayor tells "the press democrat." it doesn't make sense to use police force over the pitching of a tent. "occupy oakland" continues to plan for tomorrow's general strike. "occupy members" held this briefing on the strike.

jared loughner has pleaded not guilty stemming from that january 8th 2008 shooting. six people were killed. 13 others were wounded including congresswoman gabriel giffords -- gab. lshsh -- gabrielle giffords. a judge is asking pg&e to release documents about whether the company used salvaged pipes in for its -- in its national transition lines. in a filing, it's working with the commission to find the documents but says the request for the documents is too vague. there are about 90,000 documents to go through. a report is raising concerns about scenes from pg&e's natural gas pipelines. the chronicle is reporting that the utility knew that the section of hi pipeline that ruptured nearly 40 years ago

had flawed. it failed a high pressure water test last week. a similar problem contributed to the san bruno explosion. thousands of jobs in california could be on the line as a popular government grant foreign the solar industry runs out by the end of the year. alison burns is live with more. >> reporter: tori, the solar industry has gotten more money from uncle sam than any other renewable energy program and hundreds of companies have benefited. california ranks number one nationwide for solar jobs. right now, the industry employs more than 25,575 people in the state and that's projected to nearly double in the next five years. 467 of the california companies are getting a grant from the treasury department that helps them get cash and write off their assets. the problem is the program runs out of money at the end of the

exprocedurer" -- explorer." they will now be able to live independently for the first time. this is pictures of them with the mom and team of nurses that will separate the twins. last year, they moved from san jose to the phillippines. their aunt says they start -- she started searching the internet for help. it landed them at lucile packard's children's hospital at packard. >> very thankful for dr. hartman. i can't explain how i feel. very thankful. >> reporter: the girls were born attached to the chest, stomach and liver. it's a nine-hour surgery. the riskiest part will be when doctors operate on their shared liveer. >> once you get below the surface, there's no guidelines for separating them. we're physically -- we have to keep our orientation correct so that we are staying in the

correct plain. so that we're not deviating onto one girl versus the other. >> reporter: the girls' mother says after the surgery she hopes the girls will be able to live normally. when they argue, they can be alone. when they play, they can play together or apart. the lead surgeon says they expect everything to go smoothly. this surgery is not as complicated as the surgery he did on those twins back in 2007 from costa rica. those girls shared a heart. these girls share a heart only at the tip. tara moriarty, ktvu channel 2 news. this morning, oakland police are investigating two overnight shootings. the first one happened at midnight at a gas station on golf links road and 580. police say two people were shot several times. both are in serious conditions. it's still not clear what led up to the gunfire. also, a couple of hours later, oakland police rushed a shooting scene on el paseo in

east oakland. investigators say a young man was shot several times. now he's listed in critical condition. police are still out there looking for suspects. investigators do say the two shootings are not connected. 7:31. new this morning, just hours ago, we learned police found two missing bay area teenagers. the brother and sister vanished late yesterday while their mother was attending classes at san francisco state university from 10:00 p.m. to 4:00 p.m. the two teens were found safe in antioch earlier this morning and they are back with family members. it's still not clear how the 13- year-old and 15-year-old ended up in antioch. this woman's 31-year-old april joy schwartz is behind bars accused of kidnapping her neighbor's children in shasta county. the 5-year-old girl and 7-year- old boy were found safe last night after an amber alert was issued. police say swartz was watching

the children but they never returned from a fishing trip. the children are okay, police say, and they believe swartz may have been under the influence of controlled staubens -- tub stances. there -- controlled substances. there is a backup at the port. longshoremen are refusing to unload containers that they say are dangerous. reportedly some of those containers have exploded. >> the issues caused explosions. one person died. one person was burned very badly. we learned that somebody had -- [ inaudible ] >> the dock workers want to know which containers were serviced in vietnam so they can take action. negotiations continue between the union, the coast guard

around the port in trying to solve this issue. 7:33. the san francisco sheriff's department very concerned about the safety of one of their deputies. that deputy took part in the raid on the "occupy oakland" camp a week ago. several websites are blaming him for injuring scott olsen, the iraq war veteran, who suffered a fractured skull. the websites include the deputy's name and his picture. some even include the deputy's home address and phone number. the sheriff's department says there's no proof the deputy had anything to do with the war veteran's injury. well, there's a growing number of people who are tired of the people occupying local cities, particularly business owners. several tell us that they are losing customers because people are afraid to come to downtown oakland. business at taylor sausage stand is now down 40% since the protest started. other businesses such as the washington inn and nightclub say they are also losing

customers. the oakland chamber of commerce says the efforts to target big corporations is actually hurting a lot of hard-working families. >> this 1% we keep hearing about is located on wall street in new york city. why penalize local businesses who are working to eek out a living for their families and employees? why intimidate them? >> it's been tough. we've had parties and private events cancel on us. they don't want to come in because they are afraid of what could possibly happen. >> the old town merchants association also tells us that some businesses have cut back hours and have had to lay back -- lay off some of interest workers -- some of their workers. the chamber of commerce is calling on the city to step up and key fend businesses --

defend businesses. jean quan says more jobs show her efforts. residents are in town for a march and rally aimed to save two state parks. the california state park foundation has organized a march to the state capitol it will begin shortly at 8:00. before they left this morning, the benicia group talked about why this is so important. >> this is really gonna hurst us economically within our visitor bureau or residents that use the state park.

it's really important that the state understands how this impact is gonna i earth -- gonna affect business. >> the protesters will deliver petitions to the governor's office. they will attend an assembly hearing on the proposed park closures. well, a red flag warning is in effect as an offshore flow is bringing warm winds and that's causing a fire danger. the most extreme danger exists at the point reyes seashore, the muir woodses and the national recreation.

home construction while manufacturing growth slowed in october. taking a look at the big board, the dow is down. economists predict the federal reserve will take a wait-and-see attitude when their two-day policy ends tomorrow. that's because the fed wants to gauge the action they've taken so far. analysts say at this point, economy and stock markets have strengthened enough to ease fears of another recession. the main focus of the g-20 summit will be the debt crisis and the danger it poses to the world economy. the meeting of the largest 20 industrial and developing nations comes just a week after european leaders devised a plan to cut greece's debt in half.

greece now is planning to hold a public vote on that plan which is leading to big questions about whether it will pass. this is president obama's fifth group of 20 summit. 7:46. overnight, a house fire in san francisco injured at least one person. the fire -- the firefighters rushed to the scene at 19th and diamond about 3:30 this morning. they were able to put out the flames in about 15 minutes. one person was taken to the o we have no details about injuries. the fire may well have started in a closet but an investigation continues. a trial will start this morning for one of two fairfield sisters. they are charged in connection with a fire that killed their four children. prosecutors say latara and leticia james left their small children alone in an apartment with candles building. latara will go on trial today

for murder. her sister will be tried separately. police in san francisco are looking for suspects in a shooting in the bayview district. it happened last night on revere avenue. police say a 24-year-old man was shot several times while standing on the street. but he is expected to survive. investigators say the shooting appears to be gang-related. a woman is dead and a wanted parolee is under arrest after a deadly high speed chase in contra costa county. the chase ended in a crash yesterday morning at buchanan and railroad avenue in pittsburg. police say officers tried to stop the silver truck for speeding but the driver drove away. the truck hit a maroon suv and then drove into a wall. a female passenger in the truck was killed and the driver seriously injured. the two people in the suv were also hurt police arrested the truck driver and say he has an extensive criminal history. police in the east contra costa city of oakley arrested

two suspected bank robbers after a short chase. police say at 3:40 yesterday afternoon, one man walked inside the bank at the -- bank of the west on main street and claimed to have a gun. he demanded crash and ran outside to a waiting truck. police chased the truck a short distance until it ended on a dead-end road. the men tried to run away. police arrested them. "anonymous" appears to have a new target. they just released this new youtube video. they are threatening the sahas group. the hackers say they will release the names, photographs and addresses of those who support the drug cartel if necessary. "anonymous" has targeted several groups before including b.a.r.t. after b.a.r.t. shut down cell phone service to try to stop a protest. and in arizona, a task force says it's busted a crime

ring ect asked --th connected to the sinaloa cartel. more than 5 million americans suffer from alzheimer's and a new shoe is helping keep track of them. two companies partnered to design this shoe that has gps tracking technology hidden in the heel. the company has already presold 3,000 pairs and they cost about $300 for a pair of those shoes. care givers can monitor the patient's location from the internet or smartphone and will

good morning. welcome back to "mornings on 2." i'm tori cam b. >> i'm dave clark. it's tuesday -- i'm tori campbell. >> i'm dave clark. it's tuesday, november 1st. there was a powerful explosion this morning in the city of richmond. investigators are still there at the scene. it really rocked that house, almost knocked it off the foundation. kraig debro is there and has the latest from the investigators. >> reporter: good morning, dave. in the light of day you can really see what this explosion did. this is just one side of the house here. you can see the wall is basically blown off. there's actually a piece of the house that they have used to drop -- to prop up the side of the house. the explosion was first called in around 2:30 this morning by a neighbor.

when the fire department got here, they found not only this wall blown off on the side but the back almost completely blown off from the roof and the foundation. there was one person who was injured. there were four people in the house. one person was taken to the hospital. he's already pack here at the scene. one -- back here at the scene. one of the others, he relented and said he would talk to the media. he says he's in shock. >> not sure. it looks like somebody threw a bomb inside the window to me, i don't know. >> one of the things we looked for was a pg&e meter because normally just like any house when your gas is running, the dial on a meter spins. so if there was some type of leak that would be spinning excessively and we didn't see that at all when we got here. >> reporter: if you take a look at the live picture, there's something from pg&e with a gas detect. unfortunately, she went -- with a gas detector. unfortunately, she went behind

the gas truck now. all in the who us are okay. the captain says it's remarkable that nobody was -- all in the house are okay. the captain says it's remarkable that nobody was hurt. they are trying to eliminate different possibilities. so far they are not centered in on a cause for this. kraig debro, ktvu channel 2 news. 8:02. we're learning more about the three san francisco police officers injured during an overnight car crash. it happened just after 1:30 this morning at 19th and potrero. lorraine blanco is there. we understand you just received an update on the condition of the officers. >> reporter: good morning. yes, we did. a public information officer with the san francisco police department told us earlier in morning that those three officers were transported with non-life-threatening injuries. we were just told one of those officers is listed in critical condition. we don't have the names of

those officers just yet but you can see some dramatic video we got early this morning, showing firefighters pulling in an officer from the wrecked car. we saw another officer in a neck brace being treated on the scene. those three officers were originally headed -- headed with a home with a man that had a knife at 24th. they never made it there. one officer is listed in critical condition. another officer is listed in fair condition and a third officer is expected to be released later today. reporting live in san francisco, lorraine blanco, ktvu channel 2 news. >> thank you. 8:03. san francisco board of supervisors will vote today on whether it should officially support the occupy movement. yesterday, a -- yesterday, a board committee supported a measure to avoid using force to shut down the occupy movement at justin herman plaza. they will debate this at the 2:00 meeting this afternoon.

supervisor and candidate for mayor, john avilos, is behind the measure. in santa rosa, the city county could decide tonight whether occupy protesters will be able to continue camping on the lawn in city hall. they were told they could camp out until at least today. 8:03. occupy oakland is continuing to prepare for tomorrow's general strike. occupy members held a briefing on the strike yesterday at telegraph and broadway. they are calling for people across oakland to join planned marches and rallies. it's all meant to protest police attacks, the closures of schools and libraries and a so- called unfair, economic system. tomorrow's strike will include a march on the port of oakland with the goal of shutting down the port before the 7:00 p.m. shift. we have continuing coverage of the occupy movement coming

california may lose millions of dollars in unspent federal money. a state audit found that california could lose more than $280 million in federal stimulus money. for example, two state agencies received $411 million that was supposed to be spent on increasing energy efficiency. at a hearing it was reported -- reported that 64% of the fund have been spent. money not spent by march 31st has to be returned. well, a popular federal grant for the solar energy runs out at the end of the year. alison burns is live in our washington, d.c. newsroom. alison? >> reporter: that's right. congress create -- created the grant two years ago as part of the big economic stimulus plan. it's been a benefit for hundreds of local companies.

california ranks number 1 nationwide for solar jobs. the industry employs more than 25,575 people in the state. that's projected to nearly double in the next five years. now, 467 local companies have received hundreds of millions of dollars through that treasury department grant program. but the grant is running out at the end of this year. the solar energy association -- association says layoffs will be prevented and as many as 37,000 jobs created nationwide if the program is renewed but many in congress are no no mood to help the solar industry. the solyndra scandal could cost taxpayers $500 million has prompted careful scrutiny. reporting live from alison burns, ktvu channel 2 news. >> all right.

welcome back. we're gonna check traffic with sal. >> getting to the bridge in oakland is pretty slow if you are driving into san francisco. a lot of people are also going to downtown oakland. so all right take a look at the entire east bay, starting with oakland. 880 northbound. you will see slow traffic all the way up to the toll plaza. once you get to the toll plaza, there is a pretty big delay. it's improving a little bit as we get into this later 8:00 hour. no problems on the bridge. highway 4 antioch, stop and go. it's imprommed a little bit in -- improved a little bit in pittsburg but slow traffic after a minor crash on treat boulevard. if you are driving on southbound 880, that traffic is slow. and then in the south bay, slow on 85 and 280 in cupertino. sunshine today, mild and warm. there's some very cold lows

here this morning especially up in marin county. a little patch of fog down towards santa cruz/monterey. that's all i could find. i don't think that will amount to much. sunny, mild, warm temperatures. 50s 60s -- 50s, 60s rio vista, bethel island. marshall, 38. increde cool for some. very mild for others. starting to bounce off some of those lows. one system moves out. high pressure is our fair- weather friend. red flag warning out in the north and east bay hills. 60s 70s, a few mid- to upper 70s. it looks good. it will be sunny. then we cloud it up, rain moves in. mainly cold and windy into friday. another system drops in sunday.

as we're talking to you now, doctors in palo alto are in surgery. they are operating on 2-year- old conjoined twins. at stanford's lucile packard hospital. tara moriarty is there with an update and you have photos from the operating room. >> reporter: good morning. we just spoke to hospital staff. we asked them how the surgery is going. they say it's still too early to tell but the surgery started two hours ago. this is a nine-hour operating procedure. if everything goes off without a hitch, angelina and an jely cau will be able to -- anjelica will be able to live independently for the first

time in their lives. >> i think god has a plan. >> reporter: we met the family yesterday. they are all here right now in support last year, they moved to san jose from the phillippines. their aunt says she started searching the internet for help and it landed them at lucile packard hospital at stanford. >> >> like i said i was heapless before i found -- hopeless before i found dr. hartman and i cannot thank enough, dr. hartman and the team. >> now, ika and ina, as their mother calls them, are like many girls. and she says after the surgery, she hopes can live normal lives. it's a nine-hour surgery.

the rinkkiest part is the operation on the surgery -- riskiest part is the operation on the liver. we'll be here throughout the morning. we were told they hope to have the twins separated sometime before noon and they will begin the reconstruction phase of the surgery. so we'll keep you posted. live from palo alto, tara moriarty, ktvu channel 2 news. >> thank you. here's a question -- will he or won't he? today we're expected to find out if michael jackson's doctor, dr. conrad mur murray, will testify. adam housley is live outside the courthouse in los angeles. good morning, adam. >> reporter: good morning, dave. the judge has asked -- has asked the doctor, conrad murray, a couple of times whether he would testify including yesterday at the end of court yesterday, the judge asked dr. murray do you want to

testify? dr. murray said he had not made a decision yet. the judge said i will give you one more day and i will ask you one more time if you want to testify. at that time you have to give me a final decision. that will happen this morning. meantime, the last couple of days it's been dr. paul white. he's been the star witness for the defense at least on thursday and friday. yesterday the prosecution took his testimony apart. the young even telling the witness he had to answer questions directly. several times calling the jury out of the room so he could talk to council as well as dr. white. but at one point, the prosecutor got the star witness for the defense to admit even he wouldn't have given propofol to michael jackson. >> other than time concerns are you saying you would do it? >> i'm saying i wouldn't even consider it. >> is that because of concerns

of time? >> it's -- it's something that no amount of money could convince me to accept or take on as a responsibility. >> reporter: again, that was dr. paul white, the star witness for the defense, being cross-examined by the prosecution yesterday. there were a number of times that the prosecutor made strong points with this star witness for the defense. there's still a little more questioning that will go on and then the defense is expected to call one more been -- one more witness. there's a chance by the end of the day, this could be all ready to go for closing arguments. the judge could give the day tomorrow for the defense team and the prosecutor -- could give the day tomorrow to prepare for that. if everything goes as planned, the chances are we could hear closing arguments on thursday. if dr. murray is found guilty he could face four years behind

bars. adam housley, ktvu channel 2 news. it is 8:31. the san francisco sheriff's department is concerned about the safety of the -- of a deputy. that deputy took part on the raid on the "occupy oakland" camp one week ago. several witnesses are blaming him for injuring scott olsen, the iraq war veteran who suffered a fractured skull. some sites include the name and phone number of the deputy and some even include his address. the sheriffive said there's no proof -- the sheriff said there's no proof that the deputy had anything to do with that injury. there's support for the growing occupant but there is also the business owners who are getting tired. many businesses say they support the movement but that the efforts to target big corporations is actually hurting small mom and pops. taylor sausage stand is in the

swans office building. the manager says while the protests have gotten loud, business is quiet. >> asas far as business being hurt we're down about 40% easily. >> they say this is all to get after the 1%. what about the mother who has to cash a check to go to the doctors or to pay a bill that she needs to pay and the banks are not open? >> now, the manager of the washington inn says customers are checking out early to avoid any potential problems during the planned general strike tomorrow and the oakland chamber of commerce is now calling on the city to step up and defend their businesses. >> time now is 8:33. oakland mayor jean quan is gee -- jean quan is defending herself in a recall effort and says what she's accomplished in less than a year does not -- does not warrant a recall. yesterday, they pointed out the rehiring of 36 police officers after negotiating pension reform. she also noted how her grant

will provide for 25 more police officers and $22 million in grants should create about 3,000 jobs at the port of oakland. the illness of a court rearer may delay -- of a court reporter may delay the trial of a german tourist killed in 2010 in san francisco. according to "the examiner" the court reporter transcribing grand jury testimony has become ill and has not completed the report. the documents were due in early october. because of budget cuts, court router work is being outsourced. san francisco police say a taxi driver who hit a bicyclist had just run a red light. it happened in the mission district at caesar chavez and guerrero street shortly before 2:00 sunday morning.

paramedics took the 22-year-old bicyclist to san francisco general hospital with head trauma. he was not wearing a helmet. police cited the 5-year-old taxi driver at the scene but did not arrest him. police say the investigation is still open. in san francisco's doe row less park, a debate is heating up between neighbors and food trucks. a group recently protoasted the application of a hot dog cart that wanted to set up shop near the park. neighbors say the park is already overduesed -- other overused. there's currently one food truck in the middle of the park but some neighbors are against that because they say it privatizes the park. supervisor scoot wiener has introduced legislation that would hey lou the recreation of parks department to move that truck to the outskirts of the park. 8:35. sal, what's happening out there now. >> right now, things are evening out, dave and tori. good morning to you.

from j.p. morgan chase and wells fargo that they would not charge their own fees for bank of america use. bank of america said it usually needed -- it needed the fee because of new debit card regulations but there was so muchback lash that they will be dropping the fee, according to the wall street journal. the full board of supervisors will vote on whether it should officially support the occupy movement. look at this. a long line of trucks still parked outside the portland of oakland this morning. dock workers are refusing to unload the containers at two terminals containing some of the refrigerated containers will explode. according they were -- apartly they were improperly serviced

house to take with them for the investigation. >> reporting live in richmond, ktvu channel 2 news. a state hearing today will focus on the record-keeping of pg&e. the public utilities commission wants an administrative judge to order pg&e to release documents about whether the company used salvaged pipes for its national gas transmission lines. pg&e says it's working with the commission to find those documents but says the request is too vague. it says there are about 90,000 documents to correct. there are also some new concerns about how pg&e has been inspecting its natural gas pipelines. the chronicle reports the section of pipeline near bakersfield that failed last week had been tested before. the paper reports those tests were testing for corrosion, not weak wells. a problematic weld is blamed for that san bruno explosion.
