city hall. and there's concern about how to deal with tomorrow's strike. kraig debro has more. >> reporter: well, tori, thecy debt -- the sit zins feel like the 9 -- citizens feel like the 99% down here at frank ogawa plaza, at the same time, they were asked to clear out. they want to know whether they should be left alone or sleep overnight. >> we're given an order now where we'll be failing. this is a failure. i mean, this is -- we're set to fail on this. >> reporter: in an open letter to the police officers association, the mayor challenges mayor quan to stick to -- to decide on a policy and stick to it.

one day three are told to leave frank ogawa plaza. the next day they are told they can stay. the police are accused of causing injury to one. protesters, an iraqi war vet. the city of oakland is taking every other parker they can take part in the general strike for tomorrow but tell police work is mandatory. >> be everyone is scrutinizing us -- everyone is scrutinizing us. it's in the fair to the police or anyone. >> we're forced to. we just try to work and to survive a -- to survive in here. so i think it's not fair. >> reporter: the opoa also says businesses are hurting. that woman you just saw owns a business here. she says her business is down since "occupy oakland" began. she says she feels victimized by the same people who profess

supervisors will vote today on whether it should officially support the city's occupy movement. a board committee approved a resolution yesterday calling on mayor ed lee and police to avoid the use of force to shut down the occupy encampment at justin herman plaza. the full board will consider that resolution at its 2:00 p.m. meeting. the supervisor and candidate for mayor john avilos is behind the measure. and in santa rosa, the city council could decide at its meeting tonight whether occupy protesters should be allowed to continue camping out on the lawn in front of city hall. santa rosa told the protesters over the weekend they could camp out until at least today. previously the city told the protesters they could not camp out. santa rosa's mayor tells" the press democrat." it does not make sense to use police force over the pitching

of a tent. ktvu channel 2 news will continue to cover developments of the protests all around the area and you can always go to ktvu.com and click on the protests tab. a shark sighting at san francisco's ocean beach briefly interrupted a professional surfing contest. you can see the surfers are still in the water and catching waves but earlier this morning, dusty payne of hawaii, left the water say he had spotted a large shark. payne said he saw the biggest pin i've ever seen in my life coming straight at me. the sighting comes after a shark attack over the attacked -- over the weekend. a red flag warning is in effect for the north bay hills atent -- and the east bay hills. an offshore flow is bringing warm and dry winds to these areas, creating a fire danger.

the national fire weather service says the extreme danger is at the golden gate recreation area and muir woods. and the point reyes national she shore. rosemary will have more in a few minutes. three san francisco police officers were hospitalized early this morning. one in critical condition after their unmarked car crashed into a pole as they responded to a call. the crash happened just after 1:30 at 19th street and potrero avenue. the three uniformed officers were on their way to a call with a man with a knife at 24th street. major accident investigation team will try to determine why they crashed. >> the team uses lasers and other devices to draw a sketch of the intersection and the vehicle, any evidence will be noted and so forth. and they will come up with a cause for the accident.

moriarty, ktvu channel 2 news. it's been a tough day on wall street with stocks taking a big drop. taking a live look at the big board. you can see the dow is currently down 272. the nasdaq is down 72 that is down about 2 2/3. and the s&p is down 31. that's down 2 1/2%. the main reason for the selloff concern -- selloff, concern that solving the european debt crisis could fall apart. the people's's approval is needed on the -- people's approval is needed on the package. if the european rescue falls through and greece defaults on its debt, the ripple effect will be global, europe could fall into recession and banks could severely restrict

lending. bank of america is dropping its plan to add new debit card tees -- fees following an angry response from customers. the move falls announcements from jm morgan and wells fargo that they will not charge their own fees for their own debit card use. bank of america threat bed to move their money to other bank -- threatened to move their money to other banks and credit union. the debit card fee which was announced just last month was supposed to have gone into effect in january. we'll tell you why a jetliner had to do a belly flop. and rosemary is up soon to tell you if you need to break out your jacket or umbrella. how are you feeling right

a boeing 747 made an emergency landing on its belly when the landing gear failed. the plane left newark, new jersey with 230 people on board. the plane reportedly dropped fuel and reportedly circled warsaw before making the landing. warsaw airport closed itself to all other flights in preparation. everyone on board is said to be okay. the high-speed rail project will cost twiss -- will cost twice as much as previously thought. the system will cost nearly $100 billion over a 20-year construction year period. the report estimates the actual costs at 98 billion if the route between san francisco and anaheim is completed by 2033. it assumes private investment will pick up roughly 20% of the final costs. investigators are still on the scene of a powerful early- morning explosion in richmond. it rocked a house on ohio

avenue almost knocking it off its foundation. fire, police, pg&e crews responded to the scene. after a neighbor called 911 saying they heard an explosion. investigators ruled out a leaking gas line as the cause and no one reported smelling gas before the explosion. four people were inside the home at the time. only one was injured. >> it was pretty miraculous. the cause is still under investigation. we're not exactly sure what happened yet. but just the fact that you had two people in the back of the house and two people in the front of the house that made it out alive, it's pretty remarkable. no other homes or nearby building were damaged by the explosion. pg&e's recordkeeping will be under scrutiny during a hearing today. the public utilities commission is asking a judge to order pg&e to release documents about whether the company used salvaged pipes for its

transition lines. police in oakland are investigating two shootings. two people were shot several times. both are listed in serious condition. it's still not clear what led up to the gunfire. a few hours later, oakland police rushed a shooting scene on el paseo in east oakland. investigators say a young man was shot several times. he's listed in critical condition. police are still searching for suspects. investigators say the two shootings are not connected. big news out of the trial of michael jackson's doctor. conrad murray will not testify in his own defense. murray told the judge yesterday he had not decided. but this morning, the doctor told the judge no.

testimony may conclude in the case this afternoon with jurors hearing from medical experts. murray has pleaded not guilty in connection with jackson's 2009 death. he could face up to four years behind bars and the loss of his medical license if convicted. the mother of secretary of state hillary clinton died early this morning. the statement from the family says 92-year-old dorie rodham died just after midnight surrounded by her family at a hospital in washington, d.c. this week, secretary clinton cancelled a planned trip to london an istanbul to be at her mother's side. dorothy rodham made occasional appearances with her daughter during her 2008 campaign run. concerned residents from benicia went to -- from benicia went to a march and rally to save two state parks. they are on the list of 70

parks that could be closed next year. before leaving this morring, the benicia group caulked about why this is so important. >> this is really gonna hurt us economically within our visitor draw or residents that you -- that use the state park. so it's really important that the state understands how this impact is gonna affect business. protesters will deliver petitions to the governor's office and attend an assembly hearing on the proposed park closures. >> the san francisco board of supervisors is scheduled to decide whether to regulate nudity. the supervisor introduced legislation and it would ban naked people from restaurants and require towels be placed on public benches. the law would impose a $100 for

thumbing -- from coming to their town. that move comes at the same time local leaders are pressuring lawmakers to put more curves on the businesses. 17 states and the u.s. military have effectively banned cash advances against paychecks. in contrast, california is considering an increase in the amount that can be borrowed as well as fee and interest rates that borrowers can be charged. opponents of the oakland zoo's expansion plans are pressing forward with the lawsuit. the oakland tribune reports two environment groups have abandoned mediation with the city and the zoo, saying talks were disappointing. the groups allege the city approved the project without a full environment impact report. the zoo wants to build a vet hospital, among other things. opponents say it would endanger other things. thank you for trusting ktvu
