workers are removing over head illuminated signs and installing new ones. the job is set to begin at 10:00 and last until 6:00 tomorrow morning. drivers will need to use 580 or find some other alternate route. we have some developing news to tell you about tonight. strong winds are fueling grass fires in the north bay and east bay and all of this with a red flag warning in effect. crews with the san ramon fire department were on the scene right now of a grass fire near black hawk. we have been told the location is lawrence road near camino. the fire started about 8:00 tonight, no structures are threatened. in napa a larger fire is burning. the napa sheriff is evacuating people in the immediate vicinity and calfire tells us that structures are threatened. right now there's only grass that is burning. ktvu chief meteorologist bill martin join us now in the weather center to tell us what the conditions are, bill. >> reporter: certainly the napa

fire is what we're most concerned about. gusts to 40-miles-an-hour. sustained winds to 25 miles per hour. it's blown to almost 70 miles per hour on top of mount diablo. the red flag warning in effect right now through tomorrow morning. and the wind gusts are going to stick around. the napa valley is where the fires are right now. it is just to the west of the silv era do gusts. we're going to be following the story because the winds are the real story. not just up in the napa fire but in the east bay hills. winds gusts up towards of 75 miles per hour. the winds are really ramping up. i checked the pressure grade gradients they are increasing. we'll talk more about that, i'm back here in 10 minutes, we'll look directly at tomorrow's forecast. how would you like to see this when you return to your

car after lunch? this was the scene around noon today at broadway plaza. that's where a 100-foot tree came crashing down on that bmw. fortunately there was no one inside and no was one hurt. a ktvu viewer took this photo on his cell phone and sent it to us. contra costa county cleared the debris. you can send us photos of news or events to ktvu.com. crews are cleaning up an ammonia spill tonight. the leak occurred at about 3:00 this afternoon in northern san diego county. it was stopped about two hours later, workers were evacuated as a precaution. plant operators say there's no danger to the public and no one was hurt. investigators are still looking into the cause. for a second consecutive day stocks sold off sharply on wall street because of renewed financial turmoil in greece. the dow fell 300 points today.

the index is down almost 600 from just monday and tuesday. ktvu's heather holmes tells us a decision to allow the people of greece to vote on a proposed bail out is rocking the markets worldwide. >> it certainly is. it is now wednesday in greece, just hours ago cabinet members emerged from a grueling emergency session. they are supporting the prime minister's plan. investors around the world are holding their breath the greek people will approve it. the shocking news that greece will bail out shook wall street. with investors worried for all of europe and the u.s. recovery. >> european markets dropped about 10% because of widespread panic and uncertainty that the greek bail out has fallen through or will fall through.

36 of the world's top surfers gathered in san francisco to brave the waves at ocean beach. it was something other than the waves that scared one prosurfer back to shore. >> reporter: today's world class waves brought surfers: one of those surfers said he got an raw welcome in the waters. it caused him to get out of the water during a heat with an african surfers. >> we see dolphins in the water and it's pretty easy to confuse

victory. slater is hoping to win his 11th world title he needs to take a ninth place finish at this event to secure the crown and that could happen as soon as tomorrow. two bay area teens reporteds missing yesterday are back home safe tonight. it's a story we first brought you last night. the brother and sister vanished from the campus of sh state while their mother was attending classes. they were safe this morning, no word yet on how the 13 and 15- year-olds ended up in antioch. a difficult day for the family of a man in san diego that went missing on a business trip. it seems police told cameron remmer's family he had been found. unfortunately that wasn't true. police say it was only a person pretending to be remmer. tonight the 29-year-old is still missing, he was last seen on october 9th. limits on public nudity are about to become law. the board of supervisors unanimously approved the initial reading of a law

prohibiting nudity in restaurants it would also require naked people to place a cover on public seats and benches before sitting down. the debate has made headlines around the world. new at 10:00, a former san leandro police the chief says the department has spent millions on lawsuits filed by their own force. he thinks the department will continue to face complaints if nothing changes, amber lee has the story. >> reporter: tonight the former police officer told us the money was a waste of taxpayer money. >> i've missed what i did. it puts me back in the mind set of being an officer at the same time it makes me angry. >> reporter: dwayne stinsell says he spent 11 years rising through the ranks of the san leandro police department from police officer to s.w.a.t. member. >> just me standing over on the

corner. >> reporter: finally he was promoted to being the only african american sergeant in the force only to be fired last year. several female officers accused him of sexual harassment and filed a lawsuit against the city. he acknowledged he made inappropriate jokes but he says he was also -- stensell says he contacted us because he wants others who have faced discrimination to come forward.

>> we have hired an outside consultant that's independent from the city to run both the recruitment and the testing process. >> somebody had to step up and you know if i had to do it all over again absolutely i would. one city leader told us there needs to be a change in culture to prevent future harassments and discrimination claims. reporting live here in san leandro, amber lee, ktvu channel 2 news. a contra costa county judge today found there is enough evidence for the grandmother of a young girl to stand trial for allegedly kidnapping the girl. erica gallego faces kidnapping and burglary charges. it was on may 21st that authorities say gallego took the granddaughter from her son's house. she then brought the child to southern california where she had told friend she was pregnant. the child was found the next

day with gallego. authority officials are apologizing for an e-mail mistake. a viewer alerted us to the issue on our facebook page. mtc officials say a clipper card employee accidentally shared the e-mail addresses of more than 1,700 customers by forgetting to use the blind copy when sending a mass e- mail. the e-mail alerted customers that their credit cards were about to expire. no credit card or account information was leaked. right now i'm tracking the conditions up in the napa valley. we've got a fire up there just northeast of the town of napa up in the hills by the silv era do golf course. the winds are sustained, we have gusts near 40 miles per hour. one of the buoy readings have 32-mile an hour winds. the humidity is 11% and winds

should be -- bank of america has decided not to start charging customers for using their can debit card. >> reporter: we heard you no debit card fees. that was the simple message posted across bank of america's web page today. >> i think they felt the pressure, people saying that's ridiculous and i can go some where else. >> reporter: after announcing they would charge $5 to use debit cards they posted a message saying our customers voices are most important to us. we will not be moving forward with any additional plans to do so. >> if you have people take their debit cards out of their wallet, you lose it all. >> reporter: the decision was less about the occupy movement and more about competition. >> all they have to do is move above some price threshold and competition will flood in and

come up when the camp must disband. an investigation is under way in marin county this evening after a woman reported she was sexually assaulted this past sunday night. the 60-year-old woman said she was grabbed while walking in the area of terrace drive in marin city. the woman described her attacker as an african american man between 18 and 25 years old. and about 6'tall. new information tonight about that parolee who crashed a truck after speeding away from police in pittsburgh yesterday. today, he died from his injuries. police identified him as 26- year-old johnson of concord. a woman who was also killed in the truck was identified 47- year-old rita martinez of pittsburgh. two people injured in an suv that was hit are expected to survive. police say johnson had a long history of arrests and parol violations. the fate of the doctor accused of causing michael jackson's death will be decided by the jury very soon.

it now appears those jurors will not hear from dr. conrad murray. reporter craig bosrow has been following the trial. >> reporter: it was one of those moments when court reconvened, the judge asked what is your decision. conrad murray paused then answered the job, my decision is i won't take the stand. they've wrapped up and they have now questioned all of their witnesses. prosecutors and state's attorneys have questioned all witnesses and have rested. testimony drew to a close after murray decided not to take the stand. the 22 day trial boiled down to dualing propofol experts. white believes it was not

the defense both sides have now rested. the judge instructed the jury to come back here thursday morning at 9:00 and closing arguments are set to begin shortly after that. live in los angeles, craig bozwel. there is word today that hillary clinton's mother dorothy rodham has died at the age of 82. dorothy rodham avoided the spotlight but appeared with her daughter when she was running for president in 2008. rodham died in a hospital in washington. also in washington, d.c. the house passed a resolution reaffirming in god we trust as the national motto. the vote was 396 to nine with several extensions. house republicans said they wanted to renew support of the principal. one democrat called it a meaningless distraction from the country's real problems.

structures are involved and that others are threatened. the fire has now covered about 50 acres. it's burning along the silv era do trail at soda canyon road. the napa sheriff is evacuating residents. at this point they say the fire is about 50% contained it started at about 8:30 tonight. in news of the world tonight in poland -- >> a boeing 767 made a belly landing after the landing gear failed to deploy. officials at the polish airline said it was a perfect emergency landing. the pilots are being hailed as heros. the plane was on a flight from newark new jersey. vice president joe biden addressed a conference on international cyber security. biden warned about imposing

repressive rules saying government should not regulate what people do online. there is a new effort to help the hundreds of thousands of people who lost their homes in last year's earthquake find new ones. it's not clear how many people would qualify for loans. 70% are unemployed and most people rent. so far only 75% have applied for home loans and just 10 received them. people using the new iphone 4s are reporting problems with the batteries. users say the batteries are losing power at a fast pace even when the phone is not in use. the phone is supposed to have a longer battery life. one user says the problem is in the battery and they should be

salmon to be caught. >> reporter: the sight of chanook salmon brought laughter and delight to children watching and they were not the only ones. >> we're excited about it because today is the first day of hatching grows and releasing 12 million salmon. >> reporter: the hatchery is located at the american river near fulsome. this morning the fish latter opened for the first time this year, 600 fish entered in the opening hour. >> they are here because they don't want to get caught and eaten. >> reporter: but for these 3- year-old chanook salmon it is the end of the line. 1,500 will be spawned today. they have yet to reach the hatchery, they are close and once they enter the river they move fast from the golden gate bridge to our location in about three weeks. in 2008 and 2009, the number of

returning chanook salmon was so low commercial and recreational fishing was banned. it's expected next year will be better. >> why? we don't know. that's the mystery of salmon again. >> reporter: in fulsome, ken pritchett, ktvu news. more details numbers from the department of fish and game showed the dramatic changes in the salmon population. in 2004 there were nearly 89,000 salmon in the american river. four years later, they were down to 5,700. last year they were back up this time to nearly 24,000. a red tailed hawk found in golden gate park with a nail through it head will be released tomorrow. the hawk was captured on october 24th and taken to the wildlife center of silican valley where it's been nursed back to health. it'll be released into the wild at the golden gate park botanical garden tomorrow morning. wild rescue is offering a $10,000 reward for information on who shot the hawk.

two san francisco police officers remain hospitalized tonight after an early morning car crash in the mission district. the officers car hit a light pole on potrero avenue on the way to a call this morning. a third officer in an unmarked car was treated for his injuries and released. investigators say it is still a mystery as to what caused a blast in richmond this morning. officials have ruled out a natural gas leak as the source of the explosion. the back wall of that home on ohio avenue blew out at 2:20 this morning. authorities say three people who were inside the home received nonlife threatening injuries. fire officials say they are looking into chemicals and propane as possible causes. monitoring conditions with that red flag warning tonight and the very powerful winds that have been in the last hour begun gusting to near 80 miles per hour. the winds are picking up. the red flag warning wind event

is occurring right now. i've got reports in the oakland hills with some tree limbs down from callers in the weather center. and the winds have really ramped up. i have 50-mile an hour winds just above the berkeley area. let's go check out the next graphic. we're in napa now in the napa valley. winds are blowing steady out of the north at 30. here's downtown napa. here's silv era do here. so far we've recorded up to 40 acres burned maybe more. the real significant thing is we have really strong wind gusts in this area. and sustained winds. gusts above 30 miles per hour to 40 but the sustained winds to 30. humidity is not that low but the wind is constant. the pressure gradient is way up there. way beyond where it was last night. so the wind will be getting stronger over the next few
