>> reporter: it is accrued oil -- a crude oil smell and we are where the pipe ruptured and we have been trying to speak to some neighbors to see how it has been overnight and everybody has been staying inside and that's what they are advising even even though the pipe burst, 16-inch underground pipe is owned by the refinery. according to a state hazardous reporting system, the leak caused a 25 by 25-foot spill. they started cleanup at 930 last night and they were still trying to depressurize that line. we put a call in to see how

tomorrow. faculty members at cal state east bay in hayward, they are set to go on strike. they voted to walk out one week from this thursday. professors and lecturers are holding decisions to hold wages. doming gas hill will also if on strike. bay area voters will decide dozens of important political contests but the race for san francisco mayor seems to be getting the most attention. allie rasmus spoke with the san francisco election director. >> they are getting ready for what they are hoping lab busy day. >> reporter: dozens of election workers are making their way into city hall. the election director said i hopes there is a lot of turn

out pause so far, estimated 2 5% of san francisco voters casted a mail in ballot but he revised that number down and he said it is closer to 16%, not 25. he said he is not sure why turnout is so low but he said maybe voters are waiting for the last minute. there is a crowded field of candidates and 16 people are running for san francisco mayor. they have had various campaign events, all of way up until the polls close. voters are here to choose a mayor and sheriff but they say this is the first time city leaders have raised doubts.

president barack obama runs fib points ahead of herman cane, 5 % to 38%. a very disturbing video has surfaced after the riot in downtown oakland. it is raising a question of whether police used excessive force. scott campbell shot this video you are looking at showing a line of police in riot gear. at one point he asked if it was okay to be where he is standing. there is no reply, one officer raises a weapon and fires what appears to be a rubber bullet. there is campbell crying in pain there. so far there is no response from police. in santa rosa, they are in negotiations about the future of an encampmentment but they

can't reach an agreement. he wants people to be calmed out in tents. they are adopting conduct rules for the camp. and in san diego, some small business owners from occupied protesters forced them to shut down businesses. they say their hot dog cart has been closed since october 28th. they say they were constantly harassed by occupied protesters. meanwhile, they are destroying small businesses down there. everybody around there is taking a big blow. >> a coffee cart owner who also operates, said protesters damaged her cart and forced her to shut down. the time is now 618, california supreme court will hear lawsuits over essentially the redevelopment agencies.

. the cause of this big fire in the area strip mall is still under investigation started yesterday afternoon in citrus heights, smoke and flames poured out of a store, firefighters had to power 6

. topping our news this morning, people living near the concord weapon station are being advised this morning, stay indoors. a pipeline burst yesterday evening causing a strong odor and still causing a stink this morning. tara moriarty is out there back live from concord, how is it now, tara? >> reporter: it is still pretty bad and crews did cap that leak but i have to be honest, the smell is very strong, closer to where the pipe rupture happened, the odor is extremely pungent. they are asking people to stay inside even though it does not pose any health risks.

a pipeline burst near the pavilion and the 16-inch underground pipe is owned by a refinery. the company first reported the incident before 5:00 last night and according to a hazardous spill, the leak caused a 25 by 25-foot spill. they capped the line and at 930 they were still trying to depressurize the line. we put in a call to see what caused the leak and how much actually leaked out, but crude oil does contain sulfur, but the smell we are smelling is more of a sweeter smell which is an additive they put in gasoline. live in concord tara moriarty, ktvu channel 2 news. live with polls, bay area voters will be deciding the

next mayor of san francisco and that's getting the most attention. live in san francisco right now, good morning. good morning, we spoke with the elections director as he was heading into work and he is hoping it will be a busy day at the polls especially since early voter turnout is lower than what he expected. estimated 2 5% have cast an early vote ballot and he says he is now refusing that turn out number. there is still one more day for voters to cast their ballot for san francisco mayor and a new sheriff. >> i am hoping for more activity at this point. the last ten elections, average turnout has been 50%, around 50% and right now we are not

. the latest idea is trying to attract the a's to the south bay and they are offering an option to buy five acres of land for a stadium, it is their latest effort to convince them it is serious about coming the new home of the a's. major league baseball still has not decided whether to move them to san jose. today's bay area elections
