>> good morning. i am pam cook. carolyn on our facebook page says that steve paulson is one sharp dresser. >> carolyn, thank you. the full moon will be tomorrow. higher clouds starting to move in towards the north bay. mostly sunny today. a little warmer. now we're looking at mid 60s. here is sal. >> now traffic looks good here at the mcarthur maze getting out to the bay bridge toll plaza should be light. also this morning we're looking at traffic that moves well in san francisco getting to the downtown exits. now at 6:01, let's go back to the desk. well, the votes are still being counted but it appears the three top races in san francisco from yesterday's election will all be decided by ranked choice voting. now, first we have the preliminary results from the san francisco mayors' race. ed lee is in first place with 31% of the vote followed by john avalos with 19% and dennis herrera with 11%.

now, ktvu channel 2 reporter tara moriarty is in san francisco this morning with reaction from the candidates. >> reporter: election officials have left city hall here. they have stopped the counting process for now, but they are due back in an hour or so. they still have thousands of ballots to count. it appears from the preliminary numbers that mayor lee has that lead. now, if we could talk about for a moment the first -- the rank choice voting because this is the first ever mayoral race it's come into place. the election department will continue to count votes through the week and that's because no candidate has received more than 50% of votes yet. now, this continues round after round until someone hits that 51%. reporters think that lee has a great chance. >> the first numbers is

exciting, you know. but i'm sure the numbers will narrow a little bit. but it looks good for us. >> reporter: lee attended a post-campaign celebration last night and thanked his supporters. his win is not a done deal, and lee himself has some questions about the current system. >> we will have to wait for the final count. the rank choice, i think we will have to improve it some ways if we are going to keep that system because it causes a lot of people confusion. >> reporter: willie brown and m.c. hammer attended last night's event. unless something dramatic happens, it looks like ed lee will become the first asian american san francisco mayor. >> time now 6:03. now, state senator leland y. he is hoping to become the

first elect the mayor. he hopes the rank choice system will somehow take him to the top. >> my understanding is that it's still going to take a couple of days before they kind of ferret out, you know, all of the other what second and third choices are. so we'll have to wait and see. >> he received 7.5% of the vote. last night he and his wife thanked supporters at their campaign party that was held at a jazz club on fill more street. san francisco mayor ed lee won two races last night. his pension plan won 46% of the vote. proposition c increases employee contributions to their pensions, raises the retirement age for some workers and 70s the city an estimated $1.3 billion. now, stay with us here throughout the morning for continuing coverage of the election results. you are also going to find that

information my time of day on our website ktvu.com. the time now 6:04. overnight news. federal agents teamed up with local law enforcement for a major raid in the oakland hills. a swarm of officers moved in on this home on kathy lane last night. can kraig debro is out there to tell us what happened. >> reporter: last night we got goth a comment from a neighbor. she said she didn't know what was going on. the home is located just south of where we are, south of the skyline redwood road intersection. it's close to skyline high school. law enforcement officials telling us that it was a major raid going on last night connected with others. they say they have more information which they would release tomorrow. backed up by snipers, helicopters and k-9 units, u.s. marshals raided that home on kathy lane last night. we got here about 9:30, 10:00.

law enforcement officials said that the raid was a part of a larger investigation. the marshal we talked to did not say what the raid was all about but did say during other raids they confiscated money, stolen cars and even some guns. now, the people that lived in the neighborhood very surprised by what was going on there last night. we don't know if anybody was arrested last night or during the other raids. there is a listing of people living at the address there, but we don't know if the same people are still living in the home or they are targets of any investigation. i am going to be calling some of the sources of information that i normally use on something like this to see if i can have some more details for you coming up at 6:45. reporting live from oakland. well, there was a fire at "star wars" director george lucas' skywalker ranch in marin county, but it only caused minor damage. the fire started about 5:30 last night in the chimney of

the main house there. the three-story building is an office for the production companies of george lucas. the private fire crews at the ranch, they responded first. they were then followed by marin county fire officials. luckily, no injuries are reported and it's still not clear if george lucas himself was on the property when that fire started. we're now hearing that 60 minutes is preparing to air -- a "60 minutes" add pelosi several questions in washington, d.c. about why ledge legislation reflecting credit card swipe fees was not brought to the floor for a vote in 2008. earlier that year her husband purchased between 1 and $5 million in visa stock. well, time is running out for the super committee in washington, d.c. to come up with a bipartisan plan to cut

the deficit. coming up at 6:15 we will have a live rap from the washington, d.c. bureau on the progress made so far and whether or not the committee is expected to reach a deal by the thanksgiving break deadline. time now 6:07. let's get you out the door, sal. what's happening out there? >> it's getting busier at the toll plaza, dave and pam. we have some slow traffic in some of these lanes. we are just a few moments away from having those metering lights turned on. sometimes i get the question why do they have metering lights to begin with? if you didn't wait here, you would be waiting on the bridge itself and that would really be unworkable, says cal tran. that's why you have to wait here before they let you on the bridge. the morning commute is going to be a little bit slow as you drive in some areas in the east. here in oakland on 880, it does look good. this is one of the first areas that begins to get slow. southbound 880 looks okay. it looks decent on the way to heyward. if we look at the south bay, we

keep track of that. highway 17 north and southbound near the sup mitt, they have that roadwork going on. traffic is moving along pretty well. it is 608. let's go to steve. >> for those of you who are weather fish in addition owes, you do a search on the bering sea, alaska, because one of the most powerful stores ever is heading towards western alaska. last time one of this ilk was in 1974 and 913 and it may surpass that. i mean, there is a huge system up there and it bears watching. it's going to be a real powerhouse. for those you have into weather, take a look at it. for us high clouds and a little warmer. increasing clouds. south wind tomorrow means we will be a little bit warmer. we will also get a lot more clouds. it looks like along the coast early friday, maybe into late friday, early saturday we are in line for a lot of clouds. it will be a mild system f it makes it we will get some

pretty good rain on the coast. high clouds already coming in. it will be a little warmer under mostly sunny skies. the key is going to be where this low sets up. if it sets up right along the coast and we will all get in on some rain. if it stays a little offshore, maybe santa cruise mountains towards month a ray and south could get some hefty totals. so it's a real difficult challenging forecast. as we get closer to it, we will ease into it. today we have some higher clouds starting to paint themselves on the north bay. so a little pattern change here. still it will be an all right day. 32 though. high clouds not stopping santa rosa from dropping. lot of 30s here. san rafael, concord. a little easterly breeze as well. that's still in play. so that helps. we will get some mid-to-upper 60s. 67 in oakland and mountain view. our system inching closer. as it does it will give us a

mayor. he won 58% of the vote, defeating city council woman carol rally. in livermore genre shawn has a 225 vote lead. sweeney wrapping up the cleanup phase of the gulf coast oil spill. the british company has finished it's part in cleaning up oil. 10% of the gulf remains polluted. bp will now focus on restoring areas damaged by last year's spill. a billion dollars has been set aside for the projects. now, while the federal government approves the timeline, louisiana officials say bp has not done enough. well, that big stink near the old concord weapon station won't be going away any time soon. a crude oil pipeline burst on monday creating that foul odor. and moving the contaminated soil could make the bad smell even worse. county health officials say that while the smell is

annoying, it does not pose a significant health risk. a washington, d.c. republicans on the super committee, they are changing their strategy to try to break an impasse over how to cut the federal deficit. democrats are very keptcal about it. alison. >> reporter: dave, until now republicans on the deficit cutting super committee have rejected any notion of reducing the deficit by raising taxes. now they're offering some concessions and floating some new ideas. they're suggesting reducing individual tax deductions and tax breaks like for charitable donations and mortgage there. in exchange, they want to lower the maximum individual income tax rate from 35% to 28%. they are also proposing an increase in the medicare eligibility age from 65 to 67. the super committee has two weeks to reach a deal or big federal budget cuts automatically kick in. republicans say the proposal

would cut more than a trillion dollar from the deficit over den years. democrats on the committee say it's just not fair and balanced. reporting live from washington, d.c., alison burns, ktvu, channel 2news. time now 6:16. some of the remains of american service members killed in afghanistan have been lost. an 18-month investigation accuses the base mortuary at dover airforce base of gross mismanagement. the report claims three senior officials knew they lost body parts of the two dead service members but did nothing to correct the "sloppy practices." those officers were disciplined but not fired. an arraignment hearing is scheduled today for the suspects in the drive-by shooting that killed a 14-year- old girl in morgan hill. police arrested these four men and a 17-year-old boy. police say all five are gang members. the victims are not though. the 14-year-old girl died at

the scene friday night. three other teenagers were also wounded. they are recovering. some much needed help is on the way for anitoch neighborhoods that are dealing with blight. last night the city council agreed to set aside money in the code enforcement division. that person will be in charge of helping deal with the problems of trash, weeds and run down properties. yes, that familiar sound. it will be heard across the country at 11:00 this morning our time. it is the first nationwide test of the emergency alert testimony. it will take place on every tv and radio station. the folks running it hope that everything runs smoothly. they expect to find some minor glimpse they say they want to fix before any real emergency happens. turn down the tv because it's annoying.

the toll plaza is getting busy, right? >> it is because the metering lights have gone on and all of a sudden we have a bigger crowd at the toll plaza. nothing unusual. it happens every day. just in case you want to know what the status is right now, we have a bigger crowd. it's about a five minute wait before you make it on. and it keeps growing. by 7:00 it should be a 15 to 20 minute wait. it keeps growing as we get more and more people showing up here. no problems on the bridge itself getting into san francisco. also the morning commute looks pretty good on the san mateo bridge. right now still a good time to use it as an alternative. later in the morning it doesn't become a good alternative because you have to deal with heavy traffic on the nimitz freeway getting there. right now a decent drive on 880 and the san mateo bridge. it you are driving in the south bay so far so good with just a little bit of slow traffic here if you are driving through the area. 6:19. let's go to steve. >> thank you, sir. some high clouds out there but still mostly sunny today.

the almost full moon was resplendid in the sky this morning. some of these higher clouds seeing a little change thursday and friday. today mostly sunny. you can see the higher clouds off to the north. we will get a few. still 30s for lows and 40s. another cold morning. and temperatures will continue to just warm up. now, we'll start to get a south wind in advance of that low right there, which looks like it wants to pay a visit late thursday into friday. today mostly sunny. high clouds to the north. little warmer. temperatures mid 60s. so temperatures continue to warm up about two to three degrees each day. the extended outlook shows a nice day today. a little warmer. we will bring rain in on friday, especially to the coast. so far maybe some morning rain saturday and then clearing it out and then sunday looks cooler and breezy. >> thank you, steve. foreclosure sales are moving so slowly it could hurt real estate prices for years to come. the average takes about eight

years, but the worst cases are in new york and new jersey where courts imposed new foreclosure sales rules last year and they say it could take 50 years for the process to get back to normal there. in california and other states where foreclosures don't have to go through the courts, the average is just three years. today walmart will announce its latest help for holiday shoppers. it's a new app that allows shoppers to add items to their shopping list. it is also add the price and availability making it easier to comparison shop. the national retail foundationase 71% of tablet computer owners and half of all smartphone users will use those devices to tackle their holiday shopping this year. time now 6:21. get ready. the latest deadline in the nba lockout is just a couple of hours away. why there is not a lot of hope for pro basketball fans. and take a look at this

good morning. traffic is moving along pretty well if you are driving to the bay bridge. once you get to the toll plaza. we'll tell you about some other trouble spots coming up. >> well, one of the five workers rescued from a class building -- collapsed building in new york has died. workers were pouring concrete when the building gave way yesterday afternoon. dozens of firefighters you can see scrambled to get rid of the debris. they managed to pull out four people alive. the building department says the workers made a critical mistake. they were pouring from the top down which is considered to be unsafe. a drug raid in southern santa clara county may have uncoughed a cockfighting ring. on monday drug agents came it a trailer near morgan hill to serve a search warrant at 38- year-old henry annabelle.

was suspected of selling speed and running a pot farm. drug agents then found more than 50 roosters and fighting clear at the home. they are now investigating his possible link to a cockfighting ring. the san francisco sbca this eight week old dog was stolen yesterday afternoon just hours before he was supposed to be adopted. the suspects are described as a latino couple in their mid 30s. they also had a 4 to 6-year-old child with them sny. this is another day of protests for california state university faculty members. now, they rallied at ten campuses yesterday and they plan to pick theit more campuses today. their union represents some

23,000 professors, lecturers, librarians, coaches and counselors. they say csu administrators reneged on $20 million in pay raises agreed to by both sides two years ago. now, the big event is set for a week from tomorrow. faculty members will strike two csu campuses, including the campus in heyward. their goal is to shut down those campuses for a day. the latest deadline in pro basketball's labor dispute is now just hours away. nba owners have given the players until 2:00 p.m. pacific time to accept their latest offer on revenue sharing. now, that deadline comes with a warning. the owners say their next offer will be much worse. however, the players union says it won't be bullied and they call the owners' offer unacceptable. tonight there will be a ceremony honoring the latest inductees to san jose's sports hall of fame. they include santa clara university and nfl quarterback

department is getting ready. it appears they are trying to make an arrest. we get a look at the scene from the ground and three other cameras. one camera shows an officer standing on the perimeter as red paint hits him in the neck. another camera shows him in a vehicle. at least two of the officers in this incident are wearing cameras. you can see the green camera in this shot on the officers' uniform. from one camera we can see him covered in paint as that officer jabs through the crowd to try to push them back. you can hear the crowd chanting. as things get dicey there is more activity and a protesters

holds others back. this man was also wearing a camera. when a protester pushes forward, you can see what it looks like from the officer's camera. so the big question this morning, when could they move in again? well, that question remains to be answered. life in oakland, claudine wong. time now 6:33. five miles away on the ucberkley campus protesters will take part in occupy calculator today. at noontime students, professors and campus workers will rally against tuition hikes, program cuts and privatizing cal's public education system. they also plan to camp out on school grounds for two days. occupy protesters in different cities are actually helping each other out. demonstrators in walnut creek will hold a collection drive.

contra county protesters will gather at 4:00 p.m. on north main street to collect supplies. the wall nut creek movement has been moving. demonstrators picketed in front of banks last saturday as part of a nationwide bank transfer day. in election news this morning, it appears the three races will be decided by rank choice voting. we have the preliminary results from the san francisco mayor's race. ed lee is in first place followed by john avalos with 19% and dennis herrera with 11%. ktvu's channel 2 reporter joins us now. you said they were kind of taking a break from the vote counting for a little bit. what are they doing right now? >> well, they still haven't come back. they are due back within the hour. right now ed lee has the clear cut lead, but he has not passed that 50% mark. so there is some room here. there is some wiggle room for

john avalos or dennis herrera to sneak in there, you know. this election is not over yet. but around 7, 7:30 this morning we're going to see these election officials come back. they are going to resume counting, they are going to be continuing to count the second and third place votes throughout the week. the candidate with the fewest votes will be dropped from the race and his or her second choice votes will be added to the totals of the remaining candidates. this continues round after round until someone hits that 51%. political analysts think that person will be ed lee. >> and i want you to know that i'm going to work tomorrow, tired or not, because this city is worth every sacrifice. thanks for being here tonight. >> that was lee in a post campaign celebration last night, playing off the words of m.c. hammer who shot a video for him. the new mayor will have his work cut out for him over the

next five years. there are also underperforming transit systems with problem. so we'll stay on top of the counting system this morning and let you know when those numbers begin to change. we are live at city hall in san francisco. >> gasgoe received 40% of the vote. with 38% of the vote, ross america remy leads the vote. chris cunny and paul me moto round out the top three heading into the second round there. now, stay with us throughout the morning for continuing coverage of the election results. you are also going to find that information by going to our website. a police search is happening now for a man who sexually assaulted a 16-year- old girl in oakland.

it happened on 59th street near market street friday night. the suspect grabbed the young lady and pulled her into a van where he sexually assaulted her for hours. she was eventually released. she is describing her attacker as an african-american man in his 20s with a light complex and thin beard. she said he had a black van with no windows or license plates. a charter school proposal denied last night the mount diablo school board shot down a plan to convert clayton valley hi school to a charter school. coming up at 6:45 what's next. the university of california president wants more funding from the state. next week he will ask regents to approve a $2.8 billion request for california for the upcoming school year. most of the extra funding will supposedly be used to hire more

instructors. time now 6:37. sal is back. how is the toll plaza and the bridges? >> you know, it's actually -- the toll plaza is slow. but we are getting word of some breaking news here in san francisco at mariposa and indiana. there is a rollover vehicle with someone trapped. apparently it came off the freeway here on highway 280. it ended up down mariposa and indiana. i want to tell the guys in the control room or joe johnson if you are listening to move that camera on 101 and try to get it on 280 and see if we can see anything there. we will see if we can get it up for you. i know joe is sitting back there just waiting for me to tell him something to do. let's take a look at highway 4 westbound. highway 4 traffic is moving along relatively well. i would say we have the slowest traffic in ant yak as you drive on highway 4. here in bay point you can see it's already kind of slow coming up to the willow pass grade. this morning's commute westbound bay bridge we have a

backup for a 15 to 20 minute delay. no major problems if you are driving into the city. this accident i told you about at mariposa near the 280 exit is -- it's going to be not affecting traffic on the bridge. let's go to the south bay now. we will find out more on that crash on 280 in mariposa. it's a car that went off the embankment. two people are apparently trapped in this rollover vehicle. if the guys from control can bring up 555 cal for me -- pan a little left, joe. pan a little left. you can see the lights flashing down there right on top of that building there at ucsf. you can kind of see the active

there at the bottom. see on the bottom left of your screen? that's where it is right there. they may have to close the mariposa street off-ramp to deal with this problem in san francisco. thank you, joe. great work from the crew. let's go back to steve. >> sal, thank you, sir. we have a few high clouds. they will drape themselves over the north bay. it will be mostly sunny and warmer. we get an easterly breeze and that helps around richland and berkley. emeryville, oakland, san leandro, san lorenzo, they get a nice breed on those hills. >> i say fair. that's why -- fair is a few high clouds. starting to warm up and then it will be mostly warmer. 60 to 67. starting to get near average we are down to 32 now. starting to come up with a

little bit. there is a lot of 30s and 40s. 39 san rafael and livermore. there is your easterly breeze. at sfo now southwest. some of those higher clouds toward the north. but our system will continue to inch closer. it's a challenging forecast to say the least because a little zig or zag in the atmosphere means a huge difference in the forecast. that wouldn't be until late thursday more likely friday. sure looks like the coast will get some rain. inland areas will not get that much. today higher clouds. it will be a little warmer and wayne develops. that low looks like it wants to visit santa cruz mountains towards big surrounded-- big sur. a little warmer. highs 60s. 60s. low mid. 67 downtown oakland. 65 san leandro.

welcome back to the ktvu channel 2 morning news at 6:45. we want to give you a quick look at two other local mayoral races. gary phillips defeated greg brock bank with 56% of the vote. elizabeth patterson defeated alan schwartzman by 129 votes. time now 6:45. here is a quick look at some of the other top stories we are following for you right now. all three of the top races in san francisco will be decided by rank choice voting.

none of the candidates for mayor, district attorney or sheriff received more than 50% of the vote in yesterday's election. the results were the first round of rank choice voting. that will be released at 4:00 this afternoon. also, there are signs this morning that the city of oakland has had enough with the occupy protesters. mayor kwan says the protest is hurting local businesses. ktvu has obtained this police video from october 25th when police tried to move out protesters . the clash resulted in many injuries caught on camera. federal agents joined bay area law enforcement for a huge raid in the oakland hills. an army of officers moved in on a home on kathy lane last night. craig just talked to someone who lives that that house.

>> reporter: the son of the homeowner who was raided overnight topped us and wanted to clear this up. we're down here because we met this person to talk to him. let's take a look at the video from last night because it's some pretty serious stuff. u.s. marshals were backed up by snipers, police dogs and at least one helicopter as they raided the home at 26 kathy lane. when i talked to the homeowner just a few moments ago he told me they were shocked that they were looking at this on tv. they couldn't believe that their house was involved in it. i did speak to his father over the phone. he is in mexico. he is an attorney. he says the house is in foreclosure and they haven't been living there. but what they did do is they rented the house out to people who were fixing the house up. some contractors. that was the only theory that they could come up with as to why police, federal agents were at the home. federal agent on the scene last night did tell us that this raid was part of a larger investigation. and so far in other raids they

denied a plan to convert clayton high school to a charter school. the school board president gary eber heart says the plan put forward by charter supporters is not financially sound. charter supporters disagree and they plan to appeal to the county board of education. time now 6:49. happening right now, we have live pictures. this is a live picture from palo alto. pgand e crews and our photographer is out there pushing in. crews are right there along page mill road in palo alto. they are continuing their work. they are preparing a pin hole size leak in a gas pipeline. now, this is a little over a mile away from where water rushed down on to interstate 280 on sunday during high pressure water testing. traffic is being detoured. now, pgand. he is conducting these tests in an area as part of the post san bruno safety checks. again, we're live out there.

also right now, sal is checking in on some kind of activity along 280 south. >> yeah, pam and dave, what's going on is there was a crash that ended up below the freeway on interstate 280 of mariposa and indiana. if you look closely just to the left of 280 you see 280 is a freeway coming towards us there on the left. that's 280 northbound coming up to king street and 6th street. at the bottom of the mariposa avenue exit, which i have covered a couple of several -- or i have covered several bad accidents there. this time a car rolled down the embankment. two people are trapped inside and the police just said that they are going to be there for a while. they have closed the mariposa off-ramp from 280. they called for an extra box of flares, which means they will only be there for a bit. let's look at the bay bridge. it's backed up for about a 15- minute delay.

scam artists are trying to trick seniors into giving them their medicare numbers? -i had heard that! this happened to my friend. a man came to her door wanting to sign her up for a new medicare program. when she got her medicare summary notice, it was full of charges for services she hadn't received! so, i did something about it... i joined the senior medicare patrol where i teach others to protect their medicare numbers, review statements to spot false charges, and report suspected fraud.
