mariposa street. we'll get a better picture coming up. let's go back to the desk. >> thank you, sal. it appears the three top races in san francisco from yesterday will all be decided from rank-choice voting. first we have the preliminary results, where ed lee is in first place. tara moriarty is live in san francisco with reaction from the candidates. good morning, tara. >> reporter: good morning. election officials ended the ballots early this morning. they are due back to finish. for the first time, san francisco has taken part in rank-choice voting. ed lee has the current clear- cut lead. but he has not passed that 50% mark and if he doesn't then dennis herrera or john avi lows

can -- avilos did clinch the win. this continues until someone has the 50%. willie brown says he doesn't appear of the rank-choice system. >> rank-choice voting would allow all 16. >> we have some -- why don't we just limit it to three? >> well, that's crazy.. >> i think it's a good thing to have rank-choice voting separate from the runoff which always sees a huge drop off in people turning off to vote. rank-choice voting is a way to do that and show the rally of votes. >> reporter: now, at a post- campaign celebration at the palace hotel, ed lee thanked

scandal. the most successful college in college history has just announced his retirement. 85-year-old joe paterno says he will leave penn state at the end of the season. this follows a child sex scandal that's rocked the entire sports world. the fear over the indictments of injuriry sandusky had mean -- the fury over the indictments of jerry sandusky had many demanding this. joe paterno, once again, says he will leave penn state at the end of the season. 7:05. there's signs this morning there may soon be another attempt to clear out the "occupy oakland" protesters. claudine wong is in downtown oakland right now with those

details. also with what the tent city looks like right now. >> reporter: well, it's it's growing. you take a look -- well, it's growing. you take a look at 14th street. you haven't been here, you can see wall-to-wall tents. toward the end of the encampment, they are serving breakfast and people are getting up. one of the things that we noticed when the tents first popped up, one of the areas they wanted the folks to stay away from are these areas here. they said, look, we can't have you putting things on signs and staying here. in the beginning they did clear up the sections. they are not making that effort here. i want to walk you up to the front. and this is, again, city hall. the number of tent, it's estimated there are probably close to 200 tents down here, wall-to-wall tents and when we talk about clearing this out, that's what the city wants to do. but the question is, what will

it take? there is a report this morning that says training exercises have been cancelled for oakland police next week. that report talking to the source that it talked to "the chronicle." if that's the case and some people are believing they are marshaling their resources for a possible police action to get this cleared out. criticisms have been for sanitation, violence and also from neighborhoods because the city council says neighbors are complaining that police aren't going to their neighborhoods because they are all down here. >> we're also hearing from residents out in the neighborhood -- out in the neighborhoods that are saying, hey, i need some police presence in my neighborhood. >> reporter: again, taking a live look back downtown at frank ogawa plaza. take a look at the tents and side by side, they sit along this grassy area. they put down the hay on the ground as to -- as to deal with some of the impact of these

leak in a major pipeline. you can see several people out there. this is on page mill road near hanover. that's a couple of miles away from where a pipe burst with water on sunday. pg&e says these crews are gonna be working on that section today. they are conducting high pressure water tests throughout the st. louis. they are looking for size of weaknesses, similar to what happened in the -- the -- throughout the system. they are looking for signs of weaknesses, similar to what happened in san bruno. back to you. >> thank you. weigh -- we want to check in with sal castanedo. >> live pictures here. let's go right to it in san francisco. there's one really damaged car there on the left of your

screen. two people were tranned inside here. everyone has been removed from the car. as we pull out -- i would like to have our photographer from newschopper2 pull out and give us more of a wide shot here so we can show you where this is. this is on the -- on mariposa street near indiana, right at the bottom of the 280 extension offramp at mariposa and that offramp has been shut down. this whole area is one area to avoid. i think a lot of people use mariposa street. this is not a good area to be in. considering the serious nature of this crash, we're not sure how seriously people were injured. it must have been a high-speed collision. the metering lights are on.

there's about a 20-minute delay at the toll plaza. if you are driving in ma rip county, southbound -- marin county, southbound traffic, want to move the maps down to the -- we're getting traffic at northbound 280, on 85 northbound, pockets of slow from 87, pockets of here and there all the way up to cupertino. let's go to steve. okay. thank you, sal. a little change today. it will still be on the mild side. we'll have mostly sunny skies. these higher clouds continue to work their way in. but high clouds, a little warmer, though. winds are still easterly heading toward the bay but a little south wind should start to pick up. increasing clouds tomorrow. it will be mild to warm. friday, it looks like right around the coast. i don't think this system is gonna do much inland. we'll see. i'm not -- the confidence level is very low. i've seen these before.

good morning. traffic is affected by a crash caused by a high-speed collision. one of them -- one of them ended up upside down. the injured have been taken away. now it's just a matter of cleaning these badly damaged cars off this -- off this ravine and getting them out of the way. let's go back to the desk. fairfax voters had no problem approving a sales tax increase. voters overwhelmingly approved measure d which raises the sales tax to 8.5% to the -- for the next five years.

it will be a week before we know about the raise on taxes for properties between el cerrito and crockett. the vote is being conducted by a mail-in ballot. all ballots have to be received next tuesday, november 15th. 7:17. voters in mississippi rejected a ballot measure that would have effectively made abortion illegal in this state. the so-called personhood initiative asked voters to change the state constitution to define life as beginning of conception. that would have removed abortion as an option even for victims of rape and incest. it could also restrict -- could have restricted in vitro

fertilization. this morning, democrats are rejecting a new republican plan that would raise some taxes. as alison burns report, time is -- reports, time is running out to cut a deal. >> reporter: tori, they have two weeks to reach a deal or big federal budget cuts automatically kick in. now, it looks like democrats on the committee have reejected one of the first significant concessions from republicans. until now, republicans have rejected tax increases. they are suggesting to lower the maximum income tax rate from 35% to 28%. they are also proposing an increase in the medicare eligibility age from 65 to 67. republicans say they -- that proposal would cut a trillion dollars from the federal

deficit over ten years. the democrats say it's not a fair and balanced plan. reporting live from washington, d.c., alison burns, ktvu channel 2 news. >> okay. thank you. time's now, 7:19. well, bp is concluding the cleanup phase of the gulf coast oil spill. they finished their part in cleaning up oil and the coast guard says 10% of the gulf is still polluted. bp will focus on restoring areas that were damaged by last year's oil spill. about a billion dollars has been set aside for those projects. the federal government, by the way, approved the cleanup time line. but louisiana officials say bp has not done enough yet. that big stink that's south near the old concord weapons station won't go away any time soon. a crude oil pipeline burst monday causing a very bad odor out there. cleanup operations are expected to take a few more days and moving the contaminated soil out of there may make the smell

worse. county officials say the smell is bad but it does not pose a significant health risk. 7:20. california has had a -- has hit a solar energy milestone. the state has enough solar to power 750 homes. the advocacy group, environmental california, is expected to discuss the milestone later today. time now, 7:21. we already told you the major races in san francisco, they still haven't been decided yet but what about all of those propositions that you voters weighed in on. it's another day of protest on california college campuses. it's a warmup, though, to the main event. good morning. newschopper two showing us a look at the bay bridge here at the metering lights. there is a backup and a backup at the toll plaza. you will be waiting for at least 15 or 20 minutes.

it's another day of protests for california state faculty members. [ chanting ] >> they rallied at ten csu campuses yesterday an they plan to picket a dozen more today, including cal state east bay and san jose state. their union represents some 23,000 professors, lecturers, librarian, coaches and counselors. they say csu administrators reneged on $20 million in pay raises agreed to by both sides two years ago. >> we did the work for which we were expecting to get those wages and those wages were withheld. in other words, that's known as wage theft. >> the big event is set for two

weeks from tomorrow, including the campus in hayward. here's the latest on four san francisco ballot measures. now voters backed ed lee's pension plan change, with 69%. proposition c requires city employees to contribute more of their salaries to retirement and health fund. voters rejected a similar proposition by jeff adachi. they said no to change or appeal ordinances approved by voters. and prop figures f, the campaign consultant measure -- proposition f, the campaign consultant measure, it also failed. that would have made them file monthly reports and change the city fee structure. let's go to sal. you have major things happening in the commute this morning.

night. kraig debro just talked to someone who lives in the house and kraig joins us now live. good morning, kraig. >> reporter: good morning, tori. it's actually a bit of a complicated situation. the family is living there. the house is in foreclosure. we just got new video of a home raided by federal law enforcement officials overnight last night. the home is located a few hundred yards south of skyline high school. we talked to the son of the owner of the home just a few moments ago and he said he can't believe what's happened. >> shocking. obviously, to see a home that you have lived in for ten years of your life be involved in something like this is unexplain able. it's shocking. -- unexplainable. it's shocking. >> reporter: u.s. marshals supported by alameda county sheriff's deputies, the chp and oakland police broke down the door last night.

looking at this video, it doesn't look as though anybody lived here regularly recently. now, last night there was plenty of activity. the marshal did tell us guns, money and stolen vehicles have been confiscated in other raid. >> i have no idea as to who would be involved with this. we -- all we know is it might have been the people that were doing the repairs. we have no idea. >> reporter: i spoke with the owner. he said he's an attorney for a local charity. the man also said he's in mexico and actually, somebody from the u.s. attorney's office reached him in mexico. he said the official asked him for information about the floor plan, the home presumably, to get an idea of what they were going to be facing with once they got inside the home.

i got that u.s. attorney's name. i'm gonna try to call him and o.p.d. to see what else they can tell us about last night's raid and the extent of this investigation. kraig debro, ktvu channel 2 news. >> thank you, kraig. 7:32. well, this morning, we have preliminary results from the san francisco mayor's race. ed lee is in first place with 31% of the vote followed by john avilos with 19%. dennis herrera has 11%. since ed lee did not get more than 50%, the rank-choice voting system will be used. that will determine the ultimate winner of the race. under the system, the last- place candidate is eliminated and those voters' second choices will be counted. it will continue until one candidate gets more than 50% of the vote. the results of the first-rank voting will be released at 4:00 this afternoon. we're sensitive to the fact that people want to -- >> we're sensitive to the fact

that people want to know the results. we're trying to -- as much as we can, within our bucket, provide the service, what the voters want. >> one thing that's surprised election officials is the low voter turnout. san francisco may still not yet know who their next mayor will be. but there are clear winners in other mayoral races around the bay area. in vallejo, it looks like incumbent osby davis will remain in office with a 600- vote difference. he claimed -- he claimed victory over his opponent. and in newark, al nagy won the race and he will replace david smith, who is leaving office after 15 terms. stay with us throughout the moving for continuing coverage of the election results. you will find that information on our website at ktvu.com.

7:34. yet, another bay area city may be ready to move. we're watching santa rosa. the tents started popping up at city hall last month. the council had been considering a camping permit. several are saying their patience has run out. now they want campers out as well. more than two dozen demonstrators have been rested -- arrested in recent weeks. in sebastopol the council plans to meet this afternoon and they will be talking about the encampment at the city plaza. the city has allowed the protesters to remain there. but guy wilson is looking for a long-term solution, the "press democrat" reports. >> the movement remains resolved. contra costa county demonstrators will gather at

4:00 this afternoon on north main street like they have for the last several wednesday afternoons and they will collect supplies for okay oakland. demonstrators picketed last friday. and happening now. >> thousands of students are marching in central london. they are rallying against corporate greed as well as against tuition increases. 4,000 officers are on the scene to maintain order. some protesters broke away from the march and set up tents. security quickly moved in and removed the tents. students say millionaires are telling them to pay triple tuition fee hikes. 7:36. back here at home. an arraignment hearing is set for today for the suspects where a 14-year-old girl was killed in morgue be hill. police arrested four men and a -- morgan hill.

traffic is light. there's only a brief slowdown at the scene. if you heard about this crash, it won't affect you too much. 280 downtown will be slow. as you can see, it's backed up to 101. 101 is backed up from tilley all the way up to trimble. 85 to 87 in cupertino. and then it's slow at "a" street. highway 4 is not doing well. 680 is backed up from 242 down to walnut creek. it gets better at rutger. before i get to our weather, some real powerhouse systems have hit across the globe. one is in the bering sea. one of the strongest in about 35 years. maybe one of the strongest ever. also, a tropical storm-like system hit the south of france which is amazing since the

stocks are plummeting this morning. the yield on the benchmark of the i tanyon government bond spiked above 7% -- italian government bond spiked above 7% and that's -- and that's a sign they are having trouble repaying their debt. the dow, currently down 294, at 11,875. the nasdaq is down 75. s&p is dune -- is down 4. today adobe is holding

child sex abuse scandal, involving a formal assistant coach. last night a group of supporters gathered outside of the home. the coach spoke to the crowd he was off camera but one microphone picked up his comments. >> i -- you guys -- i've lived for this lace place. i've lived for people like you guys and girls. i'm just so happy to see that the -- that the -- that you feel so strongly about us and about the school. he decided to retire at age 84 in his 46th season. he has been besieged by criticism since injuriry sandusky was charred with molesting -- jerry sandusky was charged with molesting eight youngs boys.

in about four hours, medical marijuana supporters will stable a large rally in san francisco. the marijuana policy project expects people from across the state to attend the noon protest outside the federal building there. organizers are trying to pressure federal prosecutors -- prosecutors to stop legal action against landlords of medical marijuana dispenries in the state. toyota has a new recall. this time it involves 550 thousands suvs and cars around the world. but most of the affected vehicles are right here in the u.s. the vehicles are all interest the 2004-2006 model years. they include the camrys, highlanders, sienas, sola raws and avalons. three models of lexus are also being recalled. the problem? a belt on the power steering pump could make it hard to steer the car. a benefit concert will be held tonight to help pay for

videos. >> nice man. met him on several location -- occasions. let's check back with sal. we're looking at a couple of problems this morning. there is a bright spot here. earlier this was a lot lower -- slower. i've been watching it. as you make that curve right out of downtown getting up to highway 17. we're also looking at the commute on interstate -- or 80 here at the bay bridge toll plaza. that may be showing some signs of improvement. it's backed up just beyond the 880 overcrossing at the westbound toll plaza. northbound at westlake, just before warm front lake, there is an injury crash. traffic is slowed in both directions here in daly city. you might want to use mission street or do something else.
