breaking news. police are raiding the occupy oakland camp. hundreds of officers in riot gear have torn down all of the tents and are maying arrests. we have team coverage. kraig debro was watching them tear down tent city. we begin with allie rasmus where police are lined up and having a -- having a clash with protests. >> reporter: well, here behind us is where police have been holding the line for the last several hours. there was a line of san francisco police officers, but a short time ago, the san francisco police officers turn around and left and were replaced by san jose police officers. the santa clara county officers are in the green. they are standing about ten feet apart from this long line of supporters that are on the other side of the metal barricade. some of the protesters have

been shouting, saying things to the police officers. but we've not seen anyone get violent, we haven't seen seen police reacting violently. in all it's been a relatively peaceful morning with two groups standing across from one another. now you are looking at a police officer going up to talk to one of the police officers. we're not sure what caught his attention. but it obviously garnered some reaction from the protester. they are now -- protesters. they are now booing at the police. they are chanting now. we haven't heard them chanting in unison for much of the worning. but behind this -- morning. but behind this is the frank frank oga plaza.

earl yell -- frank ogawa plaza. earlier, we saw the police taking down those tents. before that, i watched about 23 people being led away from the frank ogawa plaza. they had been arrested and they were not resisting arrest. they were escorted away by police peacefully. not sure why any were arrested -- why they were arrested. overall, things have been peaceful. we were here october 25th, the first time the police opened up the encampment and we did see tear gas in that. we haven't seen any of that

here. we haven't seen anybody throwing anything. so overall, things have been tense, there's been some strong bords from the -- words from the protesters. but no reaction from either side. live in downtown oakland, allie rasmus, ktvu channel 2 news. >> reporter: okay. good morning, from frank ogawa plaza. a lot is going on here in the last couple of minutes. you're looking at a live picture of chief howard jordan. he's just arrived at what was the encampment at frank ogawa plaza. in addition to the new police chief. >> mayor quan is here. she's -- chief, mayor quan is here. she's catty-cornered. i just talked to police and they are saying this is a crime

scene. i said why? there's a -- people have been here for about a month. and also because there's a lot of property here and they want to make sure they document everything of police moved in probably 45 minutes to an hour ago, began ripping down the campsite. here's the video that we recorded. police basically surrounded the frank ogawa plaza on all sides. they first checked to see if anyone was in a tent, in an encampment. once they found out nobody was in there, they would move it. there was one person in a tent. when i spoke to him, i asked him why he stayed even though he knew he was gonna be forced out. >> to hold down my home. to hold down my house. i've been there about a month. it's my house. >> reporter: there were dozens

of arrests. dozens, that's a little bit of a liberal estimate. we saw ourselves at least four. at 14th and broadway, there were many, many mare -- many, many more. when i spoke with the public information officer with opd she couldn't tell me how many arrests there have been. one thing we did not see is any violence associated with other demonstrations. no broken windows or reports of broken windows. no reports of injuries. we were prepared. we had our own gas masks. we didn't need to use those. we didn't see any police -- at that vantage point fire any tear cass canny sters. but ben i'm over here at the north side of the plaza. i'm gonna go town that the --

i'm -- i'm greene go try to talk to the -- i'm gonna go and try that town to the mayor -- to talk to the mayor. police protesters ignored several orders to voluntarily leave, they are heading in. we're hearing there's another small encampment at snow summit set up. we want to go live to christian kafton who has been live there. what's the latest? >> reporter: it's not clear if the protesters will be making their way through. as a matter of fact, somebody came up to me to ask if i knew what was happening. so clearly, not a lot of

communication. we've been monitoring activity here. this is 19th. now, frank ogawa plaza is just over half a mile down that direction. if the protesters come from frank ogawa plaza, we are anticipating this is the route they with p -- they would take to snow park. this is snow park. you can see it's a very quiet scene. some of the occupiers are just starting to wake up. although, earlier we spoke were a woman who left. she left about an hour and a half ago to go over the big protests at -- at frank ogawa plaza. >> now when the police come in and they use brutal force and tear gas, you can say we're

justified because you had fair warning. >> reporter: we were here predawn. it was very quiet here at snow park. this is where a lot of the protesters headed on october 25th. police swept protesters out of the plaza. that's one of the reasons we're closely monitoring what's going on here just in case they do the same thing this time. now, going back earlier in the morning, we have video from where our photographers were. we were over by the plaza. there was no secret about what was going on. we did see some people tweeting or texting what was going on at the oakland coliseum to presumably let the folks know what was going on. we were kent to monitor the

had advanced warning that police were taking action thanks to avid -- avid tweeters. you can see from these pictures that, indeed, was the case. after seeing hundreds of police officer, the pair parked outside of the coliseum parking lot. >> i think this plays a huge part to let people what's going on. >> they say they do not agree with the evacuation of occupy oakland from frank ogawa plaza. we're now hearing from the iraq war veteran hit with tear gas last month. scott olsen suffered a skull fracture during a clash with police. he was released from the hospital last week. yesterday, he posted a photo on his google plus account along with his first public statement since being injured.

and train medical workers. it's part of the series of executive orders from president obama after his jobs bill stalled in congress. grants are to be used for experimenting different ways to expand the work force. there will be a short an of doctors beginning in 2015. the congressional super committee only has ten days left to figure out how to cut from the defendant sit. despite two concession, the two sides remain divided over the same issues that thwarted earlier efforts earlier. american eagle airlines is being fined $900,000 for lengthy tarmac delays. the fine is the first penalty

he a -- it began to fail. he was pronounced dead at the scene. we want to check in with sal for an update on commute. we mentioned earlier, 12th street b.a.r.t. station still closed. >> it is still closed. it looks like it will be closed for the duration of the commute unless something changes. police don't want you coming up to that location. other parts of the bay area have problems. we have a new injury crash east 80. such a serious crash that a medical helicopter is going to land to take sob away. east 80 at willow. west 0 is slow into richmond as a result. we're looking at slow traffic from bay point all the way out to 680. southbound 680 on the way to walnut creek. westbound looks pretty good with slowing at the b.a.r.t. station. and the peninsula, grand

can see what happened. probably about an hour, hour and a half go, police gave several warnings that they would have to leave and if they did not, they would be arrested. here's what it looked like at that time. the sun was just coming up. police moved in from the two sides that i saw. they asked people if there was anybody inside. once they found out there was nobody inside, then they would rip down the tent. there was somebody inside. you will hear from that person later. mayor jean quan and howard jordan were both here and both ned what's happened here. i tried to get an interview with -- with both of them. neither of them would. they said they would talk to the media at about 8:15, 445 -- about 45 minutes from now. again, when i spoke to people at the encampment earlier this

there's speck -- there's speculation that occupy oakland could be going to a new location. christian kafton has more. >> reporter: well, there's not a whole lot of activity here. we're waiting to see if they will be coming here or if the police will be coming to this occupy site to try to dismantle this site as well. we have jarou, you were down at the other side at the -- at the protest site at frank ogawa plaza. you said -- what why your on surveys? >> for move par, -- what why your observations? >> for the most part, it was

peaceful. in contrast to the last raid, they used the device to give bull orders in the park but since it wasn't a barry kidded -- barricaded park this time, they came in, gave in orders, they quadenned off the -- cordoned off the park. i made sure i wasn't arrested. >> reporter: it sounds like there is a not -- there was not a real marked difference between this time and the last time when the police took down the encampment. this encampment here is just starting to wake up. some of the occupiers are dismantling their tens or making -- or taking care of it.

shooting that left one man dead and one officer wounded. it began during a routine traffic stop on highway 9. police say the driver of the car opened fire hit the chp officer in the wrist and hip. he called for backup as the car started to drive away just as the suspect's car swished and -- just as the suspect's car served. when -- when the suspect refused to show police his hands, they fired two shots in the car. the injured individual when through surgery. he's expected to recover. the neighborhood's safety council is launching an effort. coming up, ex-- the extra eye people are putting on their

we've been bringing you live team coverage on the oakland occupy encampment. pictures from earlier this morning as police tore down the tents. that was in frank ogawa plaza. those tents are gone. oakland mayor jean quan has arrived. and the office of emergency services has scheduled a news conference at:15 this morning to give us details on raid. we will carry that news conference live right here on ktvu. meantime, a very similar situation took place on the streets of portland -- streets of portland, oregon on the streets of this city. police in i -- police in riot gear forced protest es out of their camps in two city parks. officers made at least 50 arrests other -- over the

topping our news at 8:00, breaking news on the occupy oakland protests. police have now cleared frank ogawa plaza plaza outside oakland city hall of the raid began about two and a half hours ago. hundreds of officers from all over the bay area in riot gear have torn down nearly all of the tents and are making arrests. a news conference -- a news conference is set to begin. we have team coverage. kraig debro has been watching officers tear down the tent city. we begin at 14th and broadway where traffic has been shut down because of the protests. >> reporter: traffic has been shut down. it remains shut down. but i can tell you, the situation out here has defused quite a bit. earlier about an hour ago, there was a row of about 80 to 100 police officers on the other side of the metal barricade. now you can see there's about half of that number. there were about 200 protesters

lined up against the barricades. now you can see a lot of those have left. off in the distance behind protesters, behind the police line is frank ogawa plaza. you can see a lot of torn down and flattened tents. police went in around 6:00 to break everything down. but altogether out here right now, it's a much different seen from what this whole area of this intersection looked like at 4:30 this morning. occupy oakland protesters said they were aware and they expected police to come and break up the encampment so they said they got prepared. some people decided to take dune their tents ahead of time and move their stuff out of the encampment. we also heard they decided a as group to leave the camp and come out in the street. there were no -- there was no violence but some arrests.

some who didn't leave were arrested. >> i think they were standing outside of the tent with candles. and they were calmlicying and waiting -- calmly sitting and waiting. >> how many of them were arrested? >> about 15. >> reporter: we counted about 20, 25 people led away from frank ogawa plaza with their hands behind their backs in zip ties. some included the clergy members but we didn't see anyone resitting arrest. right now we haven't seen any protesters flowing anything at the police. right now it appears the situation is defusing. things have been relatively calm and peaceful at 14th and broadway near frank ogawa plaza. but my colleague kristin kafton

is -- christian kafton has more. >> reporter: alley is juff about a half-mile down 19th street there and to the left is where frank ogawa plaza is. we have been monitoring 19th to see if any of the protesters from frank ogawa have made their way up. so far we've only seen a handful of people. again, relatively small, about a half-hour ago, we talked with one man who was there at frank ogawa plaza and did make his way up here to snow park. he says that allie just told you that the police raid this time are different from the last round. >> for the most part, the police kept their tempers a lot of people drumming,

looking at. a press conference is scheduled for:15. the other thing that was interesting, ken, that you noted about the raid today, this morning, was the number of police officers from all over the bay area. we heard san francisco police, san jose police, richmond police and that's fairly unusual to have the police from so men different cities to help out with the event today. i've never seen the police go to san jose and oakland in those numbers. now, when they declare mutual aid, which happens fairly often in these large-scale events where police are involved, generally they come from the same county. they are doing a mic check.

hurt. the encampment has also been a tremendous strain on our city. we had 1 public safety calls to 9/11 that didn't get answered because we were downstairs. i'm sorry. let me say that again i'm so tired. during one of our recent demonstrations, we had 17 public service calls on our 911 line that didn't get answered because police were down -- were downtown monitoring a situation. we've had -- in addition to the violence that the city cannot afford, we had many of our is, many of our restaurants, even our hotels lose hundreds of patrons and potentially lose hundreds of jobs. for weeks we've been trying to meet with the organizers in a recent phone call about the

>> you know that we got bun of the largest grants to buy up the foreclosed homes and you return them to the community. we're also looking at -- we have a foreclosure rental ster. we've been working very close toy with the banks to get loans regauche ad -- renegotiated. and we're looking at new policies. we're asking small banks, if they are willing to take small deposits about 250,000. we don't have a lot of resos -- reserves. we're opening our winter shelter early for the homeless. oakland is really proud -- proud of our transitional housing. we were only one of a handful of cities. we're willing to work -- we're willing to work with anybody to help us help the homeless and work on many of these issues.

and kind of taking a break. there's just a small group of protesters now sitting in the circle in the middle of the intersection here. it was a much different story from what this intersection looked like at 4:30 this morning. occupy oakland protesters told us that yesterday night they decided to leave the camp as a group and come out into the streets so when we arrived at 1:00 a.m., there were hundreds of people out in the middle of 14 theal -- of 14th and broadway. they said they knew of and were aware that police were going to break up the encampment later this morning. when the breakup happened, there was no violence -- violence. but some resistancele we didn't see anything -- we didn't see officers use any sort of crowd- control methods. we just learned about an hour

nine of the people arrested were from oakland. police hope to have frank ogawa plaza open by this evening. there will be protesters allowed at the city hall but no camping out. there will be another update at 1:00 p.m. two highway patrols officers are under administrative leave after a shoot that left a man dead an an -- and an officer wounded. it happened in sacramento. police say driver of the vehicle opened fire hitting the police officer in the hip. he retrieved fire and called for backup. araujos arrived as the suspect's car swerved and flipped over in the ditch. police asked the suspect to show his hands, when he he didn't, they shot -- when he didn't, they shot. the suspect was pronounced dead
