a difficult day for this vallejo police family and for the city of vallejo as they continue to mourn the loss of veteran officer jim capoot opinion where occupy oakland plans to put its next encampment. get ready for cold and rain or both? we have the answer. bart gets an upgrade. the changes that mean more and cleaner commute. channel 2 morning news continues. good morning, thank you for joining us on this friday november 18th i'm pam cook. >> and i'm dave clark. let's check weather and traffic. here is steve. we do have mostly cloudy skies already. there has been light drizzle and light rain. it will pick up tonight. as it does it will keep us cool. a lot of mid 50s to the north.

upper 50s toward san jose. other than that it will billion mostly cloudy and cooler. traffic in san francisco looks pretty good approaching the 80 split. also the morning commute northbound 280 getting up to highway 17 and san jose that is a nice looking drive. 6:00 let's go back to the desk. >> thank you. topping our news at 6:00 a memorial is growing outside of the vallejo police headquarters. 45-year-old james capoot a former u.s. marine had been on the police force for 19 years. he was married with three daughters. ktvu claudine wong is in vallejo right now with details. claudine. >> reporter: dave, one more flower just laid down at this memorial by a woman who says her heart is breaking for the vallejo police department and the family for officer capoot. this will be a difficult day. this is a small department.

there is no one not effected by the loss of officer capoot. yet the work continues. officers on the job, staff here has come to work. we just saw a woman that came in on her day off to do her part for her department that is mourning the man that was topnotch. he was on swats, he was in the motor unit, he was involved as a coach and had multiple awards for courage and facing down armed suspects. investigators are piecing together what happened yesterday in his final act of bravery in the line of duty. we know he chased down a suspected bank robber. cutting the suspect car off. chasing the suspect on foot. it was during that chase that officer capoot lost his life when he was fatally shot. this morning we talked to a woman who's father was the police chaplain and mother lived in the area. >> she always told us that my dad would say if any officer

had problems or something on this street, they can find security in her home and so she was like i wish that i was home. but i said you know, it's a blessing that you weren't because all that commotion you just don't know. >> reporter: she wish she could have helped him. >> yes. >> reporter: that neighborhood was shut down overnight. this morning we went by and it is back open. there is still a lot of questions. we do not know the identity of the one suspect that was taken into custody. there is a possibility there could be more suspects on the run. police won't comment on how many more. it's believed there could be one more person involved. live in vallejo claudine wong. your time now 6:03. the entire city of vallejo is mourning the death of the popular police officer. a lot of students are devastated by the news. he had been the coach of the

girl's varsity basketball team. >> he helped me through a lot. i don't want to say no more. >> he was like kind of like a father figure to some of the girl's that don't have their father there. he was a good coach. >> many vallejo high school students have known officer capoot when they were children. this morning occupy oakland will lay out details of a mass day of action that includes the plan to set up a new camp. ktvu kraig debro joins us now with more on what protestors have in mind. >> reporter: pam, police and alameda county sheriffs deputies have been clearing the plaza clear of all protestors. they may be busy protecting another site by the weekend is over. it's at 19th and telegraph.

it's to take place during the mass day of action scheduled for tomorrow. the park is only three blocks from the plaza and it's proximity to the remember them sculpture. oakland police say they have a strategy to prevent the mover taking over any other property. we will see if we can get ahold of whoever owns that property to talk to them about the feelings for the plans for occupy oakland. reporting live in oakland kraig debro. city officials in san francisco are ordering occupy protestors to remove tents on the sidewalk along market street. the city issued the order yesterday saying the tents are in violation of city code. mayor ed lee says the tents need to be taken down immediately but has not said whether police will step in if the tents remain. as for the main camp, mayor lee calls it unsustainable. >> in the long-term you cannot

sustain a living quarters overnight for any length of time without seeing everything from flees to dog diseases. >> now as the encampment grows, some of the business owners the retailers, the restaurants say they are worried how the protests will effect the upcoming holiday shopping season. less than a week to go before the budget cutting deadline the congressional supercommittee hasn't reached a deal on how to cut the federal deficit. coming up at 6:15 we will bring you a live report from washington, d.c. about what they want president obama to do. bart is working on a proposal to have a bus service run in early morning hours. some bart officials say a couple issues still need to be addressed including how to pay for that bart service. bart passengers you can look far to next year and riding on

those. new seats. the bart board of directors approved replacing the wool fabric seats with vinyl. it's scheduled for next spring. it will cost about $2 million. 6:06 is the time right now. sal has been covering a couple things this morning. what is going on? >> we just found out about something that is really bad news. 880 southbound and union city. there is emergency road work that is going to be blocking two lanes they say until 8:00. let me see if i can move my maps up here. right here. there we go. so you see the red there. there is the emergency road work in union city right about here. or so. right. i'm just going to do this on the air. right about there. so they say that the traffic will be effected by this because two lanes are closed. they will be closed until 8:00.

that is another two hours of the freeway to be closed in this spot until this pavement dries. well, it's just going to be a terrible commute on 880. you need to do is get on the road early or get on the freeway after union city and we will be all over this. this is a big traffic problem. this is a look at the bay bridge toll plaza. you can see traffic here westbound is going to be a little bit slow. they turned the metering lights on at 6:15. if you are driving in southbound, northbound 101, that traffic looks good getting up to the 80 split. let's go to steve. mostly cloudy already out there. a little bit of rain will increase. our second serge of cooler air is working its way in. as it does, it will pick up the rain rates. this is not a big system. the third system which will arife on sunday looks like -- will arrive on sunday looks

time now 6:13. it was scheduled to happen today but now fremont based solyndra will delay an auction of its assets because they didn't like the bids that came in. people are interested in buying the company's assets but they need time to evaluate the business. the new deadline is january

17th. the auction is set for two days later. solyndra filed for bankruptcy in september. a congressional investigation is under way into the $500 million federal loan guarantee the company received. peninsula congresswoman wants big changes on how they handle sex abuse changes. jack key spears says the pentagon has failed miserable in investigating these crimes. he she wants to set up an investigative office. however, only 3,000 were reported. with just days to go for the congressional supercommittee to reach a deal on cutting the deficit, republicans are calling on president obama to get involved. but as ktvu alison burns reports from our washington, d.c. newsroom that is likely -- unlikely to happen >> reporter: one republican senator is going so far to say

there won't be a deal unless president obama steps in. but democrats say that will not happen. republicans are just looking for someone to blame instead of working toward an agreement. president obama is in indonesia and republicans that want his job are taking aim. >> supercommittee is a great example of lack of leadership we have in washington. president is awl as far as i'm concerned. >> reporter: they are still miles apart over how to balance cuts to federal benefit programs with higher taxes. >> the democrats are in complete agreement. we have met their offer on revenue but we have said that it has to be fair to the american people. >> reporter: now the supercommittee has until wednesday to reach a deal or across the board spending cuts including big defense cuts kick in automatically next year. reporting live from washington, d.c. alison burns. the federal government

avoided another shutdown with the passage of a temporary spending bill. the senate approved the bill in a 70-30 vote yesterday shortly after it was passed in the house. it will keep the government of operating through december 13th. time now 6:15. san mateo's county gang task force is going after the gangs in the county. the task force tells ktvu news it's pulling over gang members, searching their home in a proactive stretch to reduce violence. >> most of the people we come in contact with are gang members that have a history of violent crime and the types that will use these weapons. >> so far this year deputies have seized 35 guns. that is one more than all of this year and more than double since 2009. that police sweep runs through

saturday night. new concerns over pg&e pipeline running through a palo alto neighborhood. the daily news reports pg&e has no plans to perform a safety test on the line 109 pipeline that runs through part of the city. that is sparking concern with the palo alto city council. however, pg&e says money is better spent on replacing the pipeline in 2013. the city council is set to meet with pg&e to discuss this issue. homeless man is in the hospital this morning with life threatening injuries after being hit by a car in santa rosa. the collision happened last night at 6:00 right near russell avenue. the driver that is cooperating with police said she did not see the man until the last minute. there is no crosswalk in the area and the street light was out. investigators say the man that was hit may have been drinking.

accused serial killer joseph naso is due in court today. he is accused of seven women between 1977 to 1994. his preliminary hearing is set for january. the city of palo alto is trying to attract holiday shoppers with longer parking at its garage. visitors you can park in thedowntown and california avenue garages for up to four hours instead of the two hours through new years day. be warned this only applies to garages not the surface lots or at the yellow and green painted curbs. they still strictly enforce the permitted marketing areas. >> fortunately people getting ready to head out the door. hopefully they are not heading to 880 that is having the big problem. >> that is right. southbound 880 they have two

right lanes. what happened here some of the paving didn't dry on time. it may have been because of the cold temperatures. they cannot have cars driving over it or else all their work will be lost. southbound 880 the two right lanes are closed. this is causing a big traffic jam. it's backed up from highway 92 heading southbound. if you are driving in this area, you need to give yourself extra time. perhaps you get on the freeway after union city and this is going to cause a big delay. 880 here in oakland looks good in both directions. obviously it's not having an effect that far up the road. if you are driving south from oakland to union city just be ware. at the bay bridge toll plaza we do have a backup. mostly cloudy skies. temperatures are going up if the cloud cover comes in. light rain starting to pick up a little bit. i would plan on cold and breezy.

it's not going to be very warm i can tell you that. our system is inching closer now. the rain will pick up later on. should be gone by most of saturday. flirting with san hah lee that. this is not a very wet system. the next system on sunday looks like it wants to stay offshore. but i will go with it. mostly cloudy cooler some light rain. low to mid 50s to the north. upper 50s a few very low 60s. cloudy rain this evening. cool breezy saturday. clearing monday and tuesday do look dry and warmer. struggling local retailer is joining forces with other

local businesses. banana republic is under the gap. this year they are opening a store within a store in hopes for a more profitable holiday. local chocolate, cards, and other gift items will offer something to go along with the clothing. strong sales is giving macies a chance to celebrate. they are looking for 250,000 square feet of office space. five downtown landlords are quoting them. the macy's spokeswoman say there is is no timetable when the decision will be made. they are looking to hire 125 more workers by 2013. good news. 6:21. the humane society is calling this an unbelievable case of animal cruelty. you won't believe where they were called to pick up these puppies. and look at that.

good morning. things are getting more crowded as you approach the toll plaza. it's not full. but right now there is at least a ten minute delay. look at this. workers rush to cap off the broken water main. this is right near union square in san francisco. a viewer one of you guys sent us these pictures. a construction crew that was working on the project accidentally hit a water main about 5:00. the crew was eventually able to shut off the water. motorized golf carts may be banned from a golf course owned by the city of san francisco. at 9:00 this morning u.s. district judge will hear a case

centered on the sharp park golf course. they want the judge to issue a preliminary injunction banning the golf carts along with lawn mowers. it threatens the red legged frog and the san francisco gardener snake. this morning dozens of people will gather at an oakland cemetery to mark the 33rd anniversary of the jonestown tragedy. 900 people took their lives in jonestown in november, 1978. many were from right here in the bay area. now this will be the first jonestown service since a new memorial was unvailed earlier this year. and it includes the name of the reverend jim jones the founder of the children's temple. many are outraged that the memorial honors the man responsible for the tragedy. six australia shepard mix puppies are recovering after

being abandoned at a recycling facility. they found the puppies on wednesday. they were hungry, dehydrated, and infested with flees. they are now offering a $5,000 reward in the case. the agency suspects someone tossed them over the fence. a nicer story. a holiday tradition is coming back to the macy's store for the 25th year san francisco fspa will showcase them. dogs and little cats the stores window. every single one of them including that one can be adopted. last year about 300 dogs and cats featured in the holiday windows found a new home. i will speak softer i'm sorry. $70,000 in donations were raised. embarcadero will be a lot

they are happy. they are going public today. ipo at $10 a share. we will say good morning, to you. thank you for joining us on ktvu channel 2 morning news it is friday, november 18th i'm dave clark. >> good morning, i'm pam cook. time now 6:30. want to go right with sal about some ongoing road work on 880 and union city. it's causing big problems. sal. >> absolutely right. southbound 880. these are live pictures from news chopper 2. we have two right lanes closed here on 880 south coming up to the niles exit. what happened the paving or the pavement did not dry and they cannot let cars drive over it until that happens. maybe having to do with the colder temperatures. this paving spot is not ready for cars to drive over. two lanes are closed here. traffic is backed up southbound as you approach from hayward. it will be there for awhile.

if you drive 880 and going to the south bay. this morning might be the morning to use the san mateo bridge instead of the dumbarton bridge. because as you can see, this backup is getting bigger and heavier by the hour. we advise you not to be on this freeway. so again, 880 southbound two right lanes closed. we have a huge backup developing. let's go back to the desk. in the news right now the city of vallejo is mourning the tragic loss of a veteran police officer. james capoot was on the police department for 19 years. he was married with three daughters. ktvu claudine wong is at the vallejo police department this morning and a memorial is growing. claudine. >> that memorial sits at the top of the stairs. every note, every flower there represents one person who was just trying to come to terms with what happened. just trying to express their

grief. this tragedy is hitting everyone we talk to this morning a little differently. we saw a woman heading inside to work at the department an hour ago. her husband just retired from here. she came in on her day off to help. he was a leader, a man dedicated not just to the department but to the community. he was an officer recognized for repeated acts of bravery. he was also a father and husband and about 30 minutes ago champagne cam here with a single rose. she came here because she feels so much pain to her family. she lost her 12-year-old son last week in a tragic accident with a garage truck. as she prepares to go to his funeral her heartbreaks with his family. >> i knew him. i met him a couple times. he has kids. when you have -- his wife and

his kids imagine how to live every day without him. that is what i'm going through now. it's sad. >> reporter: as the morning continues, so does the investigation. officer capoot died while chasing down a suspected bank robber. at this point we know one person is in custody. the search is on for any possible more suspects. there could be one maybe two more on the run. police have not released suspects identity and as we said the investigation is continuing. live here in vallejo claudine wong. an 18-year-old girl is dead after an overnight crash on highway 24. the chp says she got into an accident just east of pleasant hill road around 3:30 this morning. when she got out of her car, she was then hit and killed by another car. the chp says that driver stopped at the scene and investigators say it does not appear that drugs or alcohol were involved in the crash.

also overnight a small earthquake hit north of santa rosa. the 3.2 magnitude quake struck three miles northwest of the geysers. it hit just before 3:00 this morning. no reports of any injuries or damage. occupy oakland is regrouping. a mass day of action is planned for tomorrow. we are told it includes them taking over a new location. coming up for awe at -- up for you at 6:45 we will let you know how the city is responding. occupy santa rosa protestors are putting out a call for more to join them this morning. that is after police officers handed out eviction notices this morning. people without permits warn they would be arrested. that prompted some to take down their tents but some will stay. they are citing health and safety concerns. permits that were already issued they will expire november 30th.

in san jose more than 100 people turned out for this rally outside city hall there. protestors say they have no plans to leave the plaza. in fact, they want to set up more tents. right now about 20-25 people have been camping out. including sean okelly. he's the man perched atop a 36 high ledge. he will stay on that wall for 99 days. republican presidential hopeful herman cain is under the protection of the secret service. his campaign requested the extra security after receiving threats. secret service protection is given to each party's presidential nominee and it can be provided earlier if approved by homeland security. today while in indonesia president obama announced # the secretary of state hillary clinton will travel to myanmar next month. >> we want to seize a historic opportunity for proguess--

progress. if they continue to travel down the road of democratic reform they can forge a new relationship with the united states of america. >> the president -- this will be the first visit by the u.s. secretary of state in 50 years. president obama says there have has been flickers of progress in myanmar since new civilian leadership took power in march after decades of military control. the president says he called the nobel peace prize winner from air force one before making the decision. she says she will meet with clinton during her visit. 6:37. back here at home the holiday travel season officially under way and sfo says today will be one of the busiest days.

more than 140,000 passengers expected to pass through sfo today. nationwide air travel is predicted to be down. but not at sfo. they are expecting a 4.5% increase compared to this time last year. on the flip side, manetta san jose topped the least crowded airport. >> the roads also get busy at thanksgiving. sal will be here to help us with that next week. today there are problems. >> there are problems. one of them the biggest one is this traffic trouble spot we have in union city news chopper two showing it here. southbound 880 as you approach the niles area. there was late night road work. they were paving this section. the pavement did not dry in time. now they have two lanes closed. it continues to cause a huge

backup. if you drive on 880 let's say you come in on 580 and take 880 south and driving from oakland to san jose 880 is just not the way. you can see slow traffic extending far back into hayward and pretty soon this traffic jamb will extend into san leandro. what you need to do is get on the road after union city somehow. think of an alternate route or just go ahead and rearrange your schedule. some people can do that working from home that kind of thing. if you need to get out and get on the road, just get out there with plenty of patience. let's go out to some other live pictures. westbound bay bridge backed up for a 50 minute wait. this morning if you are driving in antioch a little bit of slow -- a little bit of slow traffic as usual. pittsburgh bay traffic does look good. 6:39 let's go to steve.

thank you, sal. thank you kindly. very good morning. we have mostly cloudy skies on this friday, yeah friday, friday. rain will begin to develop. it will start to pick up as the colder air moves in. 45-50. mostly cloudy here in the morning and we will go cloudy and cooler. there could be light rain for the north bay. 50-55 that is it. i'm leaning on light rain later on this afternoon into this evening. these are not very strong systems rain wise. everybody gets rain but they don't get a lot of rain. everybody will get in on the cooler air. that started yesterday. we had mid 60s. a rot loath of -- a lot of mid 60s. now some of that cold air slowly working its way in. it will come in tonight and tomorrow morning. this is not a strong system. it's really ramping up the low

cloud deck. not much yet. a little bit in marin county up toward napa county. that is probably just very light and drizzle. 40s temperatures are going up, up. 40s and 50s as we get the south breeze. also some of that cloud cover beginning to move in. this system will be with us today and tonight. i would plan on cold and breezy for the stanford cal game. keep rain gear handy. we do have winter weather advisory. there won't be a lot of snow. i above 7,000 they could get a foot. they could get a feet up there. you know what i mean. cold air right here for us. stories we are following for you. there is a growing memorial. it's right outside the vallejo police headquarters after the fatal shooting of a police officer. 45-year-old jim capoot was killed after chasing a suspected bank robber. all of the lanes of eastbound 24 are open again after a deadly crash early this morning. the chp says an 18-year-old woman was in an accident about 3:00 a.m.. she got out of her car and was hit and killed by another car. the city of san francisco now ordering occupy protestors to remove the tents on the sidewalk in front of the federal reserve building. the city handed down that building yesterday. they say those tents are in violation of city code. occupy oakland is planning a reoccupation. kraig debro joins us from frank plaza as to how they plan to

take over a new location this weekend. >> reporter: it was only monday that the cops came in and took down the tents here. i want to show you something here. see off in the distance hereby. i was told by a worker out here that they have reseeded the grassy area and the grass is starting to come back. police are keeping people away. at least from camping here. but they could be busy protecting another site before the weekend is done. at a general assembly yesterday occupy oakland called for members to occupy this site. it's at 19th and telegraph. the occupation is to take place during the mass day of ashton called for tomorrow. occupy oakland lists a number of reasons for liking this site. the park is only three blocks from the plaza and 14th and broadway. occupy oakland also says it likes the site because the neighborhood has a lot of foot traffic. a lot of opportunities to interact with people. oakland police say they have a
