the service. well, conditions are getting better across the bay area in terms of fog. that doesn't mean the fog is gone. well, good morning to you. welcome to "mornings on 2." i'm dave clark. >> i'm tori campbell. it's wednesday, november 30th. topping our news this morning, a community bids farewell to a police officer killed in the line of duty. 4,000 people are expected to attended public memorial. tara mori ar city in vallejo with how the city plans to honor the officer, jim kapoot. tara? >> reporter: well, tori, about

15 minutes ago, the first officers started to arrive here at the vallejo high school, here at the football field, where everything is supposed to happen. if you take a look behind me, you can see this is all where this is supposed to happen at 11:00. in about four hours, students are not being encouraged to attend. classes are still going on. we do know that the girls' basketball team will go there. officer kapoot was their coach. this will be an emotionally charged service for jim kapoot. he was shot and killed during a bank robbery chase. the former marine served with vallejo pd for 19 years. over the past couple of weeks, a huge amount of flowers and messages has grown on the steps of the vallejo police department. now we do have dig ifny taris that will be -- that will be -- dignitaries, that will be attend. kapoot leaves behind his wife

and three daughters. they attended a private service yesterday. at the police department, wives of police officers told bracelets in kapoot's -- kapoot's honor. and the money from that will be donated for his children. there will be road closureses in and around vallejo high school for the motorcade and also to accommodate the large number of officers expected to attend. there will be no funeral precision. but a reception will be held at the fairgrounds, a flyover and a 21-gun salute is planned. back here live if you take a look at the street where we're standing, you can see a bunch of others there. officers will be arriving, probably the color guard will be here. the firefighters will be hoisting two ladder trucks up on the field and they will be putting up a big american flag. definitely a site to see. we'll bring you the live story coming up on the noon news

today. live in vallejo, tara moriarty, ktvu channel 2 news. >> thank you, tara. a critical deadline is one hour away in the occupy san francisco movement. the city has given demonstrators until 8:00 a.m. to decide if they will accept its offer to move from their camp in justin herman plaza to a vacant school lot. there are growing indications police will move in if the demonstrators don't pack up and move out in one hour. paul chambers is live there and we'll have live coverage over the next two hours. police raided occupy los angeles. police in riot gear moved in on the occupy l.a. demonstrators who refused to leave. officers made several arrests but most of the campers packed up and left without a struggle. this morning's raid comes two

days after theland ordered the demonstrators to leave the -- l.a.p.d. ordered the demonstrators to leave. we'll have a live report from los angeles on this situation at 7:30. also, 2 million people are staging a general strike today in the united kingdom. the mass protests affects public services ranging from schools to hospitals. coming up at 7:15, the main sticking points that have led to what is being called the biggest walkout this generation. 7:05. four juveniles have been arrested by vallejo police to their alleged connection to a burglary. reportedly the young suspects broke into the house on monday afternoon. they allegedly got in through an open window. police eventually chased them down to tennessee. three juveniles, ages 17, 13 and 11, were latested and cited -- were arrested and cited.

bridge, the the conditions are getting -- the conditions are getting a lot better in all of those areas. but if you are in high areas you will still see the fog. this is a shot of the benicia bridge. visibility is okay although the fog is still there. that's the good news in terms of getting out on the roads. it was a much different situation this morning when we were driving around. there were accidents, a lot of places where the fog got really thick and visibility was difficult. so at this point, driving around again back live here in be knee shaw, we just made our way down the hill. and as can see -- you can see, the -- we're gonna go closer to the hills near the berkeley

-- 880 southbound. northbound 101, slow traffic. northbound 101 near trimble road. there is a crash there. 7:09. let's go to steve. >> we have a fog advisory that takes us until 9:00. at the surface, you have the dense fog. not too far above that is the wind sector. the wind needs to break through that and it will. carquinez strait, the wind is starting to turn a little her northerly. it's picking up -- a little more northerly. it's picking up a little bit. the high wind warning starts. 9:00 a.m. we'll go from a dense fog to a high bend. that takes us until tomorrow morning. very windy conditions above 1,000 feet. gusts to 70 are possible. we have to deal with that dense fog advisory. it's not as bad tas was a couple of hours ago.

office. they arrived at the office and dumped at least 40 snakes, and two cobras were among them. the office staffupped. officials were able to catch all of the -- jumped. officials were able to catch all of the snakes. lawmakers were told yesterday that the proposal waste billions of dollars and analysts doubt the project will ever receive the federal funding it expects and needs. this could force cuts in social services, education and other transportation projects. the port of oakland is bracing for more protests linked to the occupy movement. back on november 2nd, protesters staged a general strike that shut down the port.

you remember these pictures from that event. now occupy movement protesters plan to -- plan to block parts all along the west coast from seattle to southern california, including oakland. this will happen on december 12th. organizers say the west coast blockade is in response to labor disputes and what any call attacks on occupy camp. the recall petition for jean quan do be on -- could be on the streets next week. they have five months to collect 20,000 signatures needed to qualify for the ballot. organizers say they are confident they can meet that deadline. they face one possible problem. a second recall group with a slightly different agenda is also planning to -- planning to collect petitions. the chances one cal state university may have to make and

sonoma state university has gone over its enrollment limit and the solution to the problem could throw some students off course. a spokesperson says the school may have to limit the number of units students can take. without changes, the school could risk penalties. the csu sets enrollment limits on all 23 campuses to match funding levels. organizers of the maverick surfing competition are pushing back the window for the start of the competition. the window was supposed to open tomorrow but has been pushed

still getting up past 880. 28 is getting slow around -- 280 is getting slow. let's go to steve. we still have the fog advisory out until 9:00. it was tough early. can see some breaks in the fog. the fog is still in the valley but redding and red bluff both report north wind to 16. there was nothing there about an hour ago. there is the sigh, the leading edge is there, already up to 30 at mount diablo, mission creek and fremont. also saw the wind picking up some of the higher el vases and also in the santa cruz mountains. that breeze beginning to show itself. not the system to the left, it's the one driving out of the north. it will be -- right there. that's the one that's going to take care of the fog but it's -- it will give us a lot of sunshine. it is just gonna get windy.

mehserle. jury deliberations are also scheduled to begin in the case brought by ken carruthers. he claims johannes mehserle and four other officers used excessive force when they forced him. he testified that the officers beat him up and he had to be treated for facial injuries. 45-year-old charles hill was shot and killed by -- killed by b.a.r.t. officers in july. officers say he threw a glass bought at them and had knives before he was shot. an attorney for hill's fall said he did not deserve to be shot. it is 7:25. investigators are releasing new information about the deadly officer-involved shooting in sonoma county. it happened on thanksgiving day

in sebastopol. investigators say a veteran officer responding to a domestic dispute call was forced to shoot an enraged man who had pointed a gun at him. they say 25-year-old pablo perez ramirez had been pounding on the door of his ex- girlfriend who called police. a funeral -- funeral this morning for a fallen hero. thousands are getting ready to be at this -- to be at this public memorial. >> reporter: and a deadline for okay fi pie if is coming up. he was critically injured in the mass shooting. see what family members are say right -- are saying right now about the youngest victim of this senseless violence.

there will be a police motorcade from the funeral home to the stadium. 4,000 people are expected to attend the service including governor brown. kapoot was shot to death while chasing a bank robbery suspect two weeks ago. a young marine from danville who died while serving in afghanistan will also be laid to rest today. the remains of 19-year-old josh corral arrived back in the bay area on monday. hundreds calm out to pay their respects. corral was killed on november 18th during his first tour of duty in afghanistan. his funeral service is open to the public. it begins at 12:30 at the east bay fellow ship church in danville. the remains of a san jose soldier killed in afghanistan are due to the prayer today. 21-year-old specialist sean walsh was killed while on patrol two weeks '. his body is expected to arrive at moffet federal field at 2:00 this afternoon. our time now, 7:30.

we're now just 30 minutes away from a very critical deadline in the occupy san francisco protest. paul chambers is at justin herman plaza now, watching the police and the protesters. what's the mood like out there? >> reporter: i tell you what, it's still kind of milling around out here. i did talk to one protester a few minutes ago. there are a couple of officers out here, actually, the gentlemen i talked -- gentleman i talked to is talk to the -- is talking to the officers right now the. the occupiers will decide whether they will stay or go. >> we will stay here and defend -- defend og first amendment rights. >> reporter: last night, dozens of san francisco protesters rejected the city's proposal to move their roughly 150 tent came -- encampment to a fenced- in vacant lot which is -- which is owned by the school district.

the decision about whether to stay or go was causing a huge rift. one man we just spoke with said the city isn't playing fair. >> we received his proposal at 3:00 in the afternoon. he's given us until 8:00 this morning to respond with a yes or a no. that's less than 24 hours that's not a reasonable amount of time for a decision to be made on anything. >> reporter: now, we can come back out here live, there are only four police cruisers out in this area. it doesn't look like there's anything major planned. we're not sure what the city or the police will do at 8:00.

but we'll be right here and bring it to you live to get you -- let you know the latest as it happens. paul chambers, ktvu channel 2 news. 7:32. occupy oakland protesters are banned from camping at frank ogawa plaza during the night. but they are still making their presence known there. yesterday, the protesters put up a teepee, right in front of city hall after the city approved a permit. that teepee is only allowed to be up from 6:00 toton p.m. and no one is allowed to sleep in it. last night, the protesters took down the teepee but it's expected to go back up today. 7:33. time is running out for many occupy protesters in sonoma county. demonstrators in petaluma are asking the city to extend their camping permit which expires at the end of the day. and occupy protesters in santa rosa face a deadline tonight. the city has ordered them to

tear down their tents before midnight or face possible arrests. the camping permits also expire today. in overnight, police raided another camp outside of los angeles city hall. adam housley joins us live from downtown los angeles. what is happening right now, adam? it looks like police activity. >> reporter: yeah, they came in with the police officers and cleared out the entire park. 14 officers strong. we can give you a look now. the encampment was there for a couple of months. we actually saw this build up for a few months and the michael jackson trial was here, so we would walk through each day.

>> when that did -- when they did not leave, they put together a plan. they had the officers staged at dodger stadium which is not from far from here -- not far from here. they came in 14 strong. they came in in full riot gear and they came in and the best that could have happened happened. there were very little incidents. 200 people were arrested. the guy in the tree that refused to come down, they fired beanbag rounds, a non- lethal way of getting him down. here's what's left. just tons and tons of trash. the same officers put on their riot gear to make sure there was nobody hiding inside. once they were sure this entire park was clear of people, they then left and now the city work crews are coming in. they are gonna have to get rid

of all of this garbage and then sterilize everything. sterilize everything and then, of course, have to replace the park. this will be a process that will go on for some time. the mayor has police officers hoar. there will an team to make sure no one tries to come back inside. they have a very big project. no injuries and no major problems and they did suspect that there could be -- the officers were told to be prepared to have cement or 0 he refees thrown at them. >> adam, this is then scene -- this is the scene we've seen here. do we know where these protesters went? did they reconvene to a different place? do you think they might come pack? >> yeah. it's funny, you muntion the bay area in oakland and what happened there in berkeley because los angeles really placed -- really based their plan on what happened there. that's one reason why the mayor and the police chief really had

this plan in place for some time. there's a few across the street there would -- we know them from being in this camp. they are over there yelling at the police. also a number of them took their tents up to the catholic cathedral here, about four blocks away. we're told there's many 10, 20 minutes -- there's 10, 20 tents there. there's a calf tear yay and church -- cafeteria and a church and we're unsure how they will handle that but some did go put their tents upant the catholic cathedral. and stay with us. we're keeping an especially close eye on the 8:00 a.m. deadline at the occupy sf demonstration. we have a reporter there to give us live updates.

demanding that uc santa santa cruz disband their police department but they decided to end their demonstration yesterday saying it was causing an inconvenience to those students. a group is suing uc berkeley. the occupy activists are also demanding that the chancellor should resign. the protesters claim they were viciously attacked by police with batons. that happened after the protesters put up tents near sproul plaza. so far, uc berkeley officials have made no comment on the lawsuit. despite more possible cutbacks and tuition hikes, uc recent gent -- regents approved some raises. two vice chancellors got pay amounts to almost 10%.

we're still following developing news. police are investigating an early-morning bomb threat at chico state university. the threat was made to the students -- student services center just about 90 minutes ago. chico state's emergency notifycation system has sent out an alert to the entire student body. police evacuated the student services building but it's not clear right now if that bomb threat was a hoax. fresh crab has arrived in san francisco and we have new video of crabboats unloading their catch at pier 44. on monday, the boats headed out to sea, just minutes after buyers and fishermen agreed to the price of $2.25 a pound. >> a small contingent of boats decided that was good enough. they went fishing, and that was it. they set the price for the
