they're heading back down. they're putting up the barricades. this all comes in a day that a number of occupy sf members indicated they are willing to take the officer to move down to a market street location in an abandoned school. some of whom felt the city trying to divide the movement. that's what brought the action against so very unexpected heading in within the last 20 pháeups they came in. they set up barricades. they dealt with a lot of push back from the occupy members. and within the last few minutes they removed those barricades and moved back down. we've been trying to talk to police officers, we'll bring you details a little later on in the hour.

for now reporting live in san francisco, david stevenson. our top story, strong winds blowing through the bay area toppling trees and causing power outages. many were caused by downed trees. in san francisco a tree fell in webster. this one here and another fell on top of a volkswagen. in san leandro overnight, winds sparked this fire in a vacant building. firefighters were able to knock down the blaze and pg & e had the power restored before the sun came up. we have live coverage with robert handa where thousands of people are still in the dark. but let's begin with our chief meteorologist bill martin with just how strong the winds were today. >> the winds out there are really blowing. here's a demonstration on how strong the winds are. this one we've extended the

wind advisory. the peak wind gusts have only gusted from mount diablo 77. 47 in los gatos. you see there in fairfield 41 miles per hour. beautiful clear skies out there right now. you get the wind, you get the air quality and visibility. you head out to san francisco's ocean beach and you see the lines. 40 in the livermore area. 41 in san jose. as we look at the wind advisory which has been extended till 10:00 a.m. tomorrow morning in the north and east bay hills. it was windy out there. some folks today. out toward san ramon and alamo will tell you it was blowing hard this morning. and again as we mentioned a moment ago the strong winds caused major power outages the south bay. robert handa is in the santa cruz mountains and tells us about the damage there and what happened to a family living in

ben lomen. >> reporter: the strong gusty wince in the santa cruz mountains are causing a lot of anxiety. the lopez family left their home this morning believing they had escaped the worse of the wind but at noontime the wind tore a 50-foot limb off a tree. damaged power lines and smashed a fence. >> it's a big surprise. i've never had this happen from all the time i've lived here. >> how scary is this. >> it's very scary. it went on the street rather than in the house. >> reporter: the limit fell toward the neighbor's house. and she did not stick around to see what was going to happen next. >> it's probably going to fall toward our house, and my son's bedroom is the exact line of where it would probably fall. >> reporter: firefighters said the concern is justified just a short distance away, glen arbor road was closed because of another large tree that fell on power lines. the number of santa cruz

customers dealing with power outages by this afternoon was 31,000 homes and counting. >> it's been a mess, it took me i live two minutes from here it took me 20 minutes to get to work. >> reporter: many people here told me today's damage is not only a little nerve wracking but they're also concerned about their home and winter. high winds toppled trees this one crashed down on to a gas station. one worker there narrowly escaped injury. power outages even caused school closures. the wind storm last night knocked out power to several

homes including the international airport. the winds impact was felt all across the bay area today. coming up at 5:30 our team coverage continues with a look at the damage in the east bay. oakland police are still searching for a wanted man who led officers on a chase today. it started late this afternoon on the 3,100 block of high street. officers spotted a man who was wanted on burglary and weapons warrants. they say that the man then drove off, officers went after him. the chase ended up back on high street not far from interstate 580 where the man jumped out and escaped. the suspect's car exploded and there was a gun inside. three people are in critical condition after a fire tore through an apartment building in san francisco. flames broke out just before 4:30 this morning on a building on 24th street near bartlet. four people were taken to the hospital, two in critical

condition with severe burns. >> a girl coming down from upstairs was covered in soot. couldn't breathe. the red cross estimates the fire has left about 27 people homeless. residents say a faulty water heater may have started that fire but so far authorities haven't released an exact cause. a victory for former b.a.r.t. police officer mehserle. he and a handful of other officers were cleared today to a charge unrelated to the oscar grant trial. that b.a.r.t. rider who lost his case spoke out today. >> reporter: he's practically in tears of disappointment. and mehserle broke down in court with tears of relief. >> i guess he let his emotions go and this trial concluded. >> reporter: b.a.r.t.'s attorney says this trial is a hardship for mehserle. he and four others are accused

of beating up carrethers after he ranted at them about car thefts. carrethers has been seeking a million dollars damages. >> i hope people are going to fight the way that i did. >> reporter: carrethers believe if video had existed in the shooting death of oscar grant the outcome in his case would have been different. >> get out your video cameras, get out your cell phones and hold these police accountable so that they can be held accountable in court. because other wise, they get a free walk. >> reporter: as a result of this suit, b.a.r.t. now requires officers to request video from station cameras whenever an arrest is made. while this case drew nothing close to the notoriety of the grant case. grant's relatives sympathize with carrethers. >> i didn't think that he would

get justice because i have never seen a black man get justice when it comes to police. >> reporter: he would like to move on with his life but he knows he has things he has to deal with that were created on the night of the tragedy. >> it ain't over. >> carrethers is planning to become a community advocate against police officers. we're live in san francisco, debra villalon. b.a.r.t. today approved the new policy allowing police to turn off cell phone service in train stations but only under certain circumstances. the b.a. r.t. board allows the shut off of

cell phone service only when -- wall street took a break today after yesterday's surge in trading. stocks ended three days of gains. let's take a look at the numbers the dow slipped 25 points to close at 12,020. the nasdaq rose five points. mortgage rates are up slightly but still continue to hover up record lows. the rate on a 30 year fixed mortgage rose slightly to 4% from 3.98% the week before. eight weeks ago it dropped to a record low of 3.9%. the average rate on a 15 year mortgage was unchanged. rates have been below 5% most of this year. ford is reporting strong

suv sales are boosting it's over all sales figures. the auto maker announced suv sales and truck sales up about 25% compared to the previous year. however car sales were down. so over all sales for ford are up by 13%. ford says it expects the momentum to push to next year. we speak one on one to the father of that little boy who was shot and critically injured earlier this week in oakland. that emotional interview and what police are saying tonight about the investigation. and today marks aids day. what president obama is pressing today in the fight against aids. in santa cruz dozens of protesters have taken over a vacant bank building. so far police haven't tried to force them out but ktvu's lorane blanco tell us police did take some action there late

this afternoon. >> reporter: police stopped by here a little earlier, these fliers are telling protesters that they are breaking the law by staying inside this once vacant building. that was the last action by santa cruz police but some near by business owners say that's not enough. >> you guys understand that you're violating 602.0 for trespassing. >> i know. >> that's what's happening and people need to leave immediately. >> reporter: but according to protesters this santa cruz building is no longer for lease. >> there's a lot of people out here who have nowhere to go, nowhere to live. there's no jobs so yeah of course people are going to start doing things that we would not normally do. >> reporter: coming and going through a roof vent and climbing through a barricaded door, some near by business owners like pierce cook says this time protesters have gone too far. >> this is someone's private property. so now all the other business owners in santa cruz have to ask themselves if their private property is invaded can they count on the city to show up

and to do something. >> reporter: police passed by every few minutes. but since protesters claimed the spot, officers have not tried to force them out. >> what they've shown in the last 24 hours that maybe dialogue is not in their interest and they want police action. we don't want to be goated into that. that's ta last resort action for -- that's a last resort action for us. >> reporter: protesters say they are staying. >> as long as it's necessary as long as it takes this sort of do maximize what the space can do for santa cruz. now the property owner declined to comment. we're told the city manager is on his way over here to talk to protesters. protesters say they are at least willing to listen. of course the situation out here is very fluid. we're reporting live in santa cruz, lorraine blanco. now to oakland where occupy

protesters moved on after their time -- now to santa rosa where occupy protesters moved on after their time to camp out expired. a member of the hell's angel pleaded not guilty today to second degree murder chargeless. cesar villagrana of gilroy is accused of shooting a gun at a melee. the brawl left hell's angel leader jeffrey pettigrew dead. villagrana is accused of

injuring two other members as well. 32-year-old father ojeda is being held at the sacramento county jail. he is facing two charges. the victim was 14 years old at the time of the alleged abuse. the catholic diocese announced the arrest today. we now know an electrical problem sparked a massive fire in berkeley that destroyed a building and forced dozens from their home. the november 18th fire started after elevator machinery failed. the building housed 39 apartments and two popular restaurants. with the biggest fire in berkeley since 1991 and it took hours to get under control. 70 people were displaced, no one was hurt. a children's toy will cost you a dime starting today at some san francisco fast food restaurants. we've been talking about the crack down for a while now but today it's official. a new city law now bans free toys with children's meals that are high in fat, sugar and

salt. mcdonalds and burger king are now charging a dime each for those toys. mcdonalds is donating the money to its charity the ronald mcdonald house. no word on what burger king is going to do with its dime. today is world's aid day. and in san francisco some of the pioneers gathered to mark the occasion. hundreds of people went to the national aids memorial grove in golden gate park. san francisco mayor ed lee promised to continue to support hiv aids work. president oe what today pledged millions of the dollars to help battle hiv -- president obama today pledged millions of dollars to help battle hiv- aids. >> we're going to win this fight. but the fight is not over, not

but a long shot. >> at a world's aids day event is washington today the president announced several new initiatives they include more funds for hiv clinics and state drug assistance program. aids medication for pregnant women who are hiv positive and more than a million condoms to distribute. coming up at 5:45, health and science editor john fowler takes a look at a push to abolish a ban that stops hiv patients from becoming organ donors. the california public utilities commission today moved the state closer to achieving it's renewable energy goal. the commission accomplished new procurement amounts for the state's utilities. it's renewing the standard goal from 20% to 33% by the end of 2020. industry experts say this decision sets a clear path way

toward a goal of ensuring that 1/3 of california's energy is renewable energy. take a look now at the bottom center of the screen. the managers of the west shore cafe sent ktvu this picture of people surfing right near their restaurant. by the way the water temperature there, 45 degrees. let's talk more about our weather now. bill you're a surfer. is it unusual to be surfing up there. >> no they'll get wind flow on both side of the lake. that was most likely down toward the south shore with those northeast winds last night. it's unusual to see but it happens a couple of times a year when you can surf those waves out there. the winds is blowing. winds sustained to 17 miles per hour. we have winds sustained to 21 miles per hour here in

antioch. the winds have died down. the wind advisory has been extended for the north and east bay hills through tomorrow morning. what set this is wind event apart from others. it's lasting twice as long if not longer than usual. usually these wind events are 12 hour deals. it's business as usual the next day. not today. the winds have continued to blow. the national weather service has been forced to extend that wind advisory in the hills for another 12 hours. so, as we move through tonight, more winds in the hills. just not as gusty as they were last night. you talk to people around the bay area. some people didn't notice it but the majority of people noticed it. people like hayward where they had 50 miles per hour. fremont the winds were howling. the winds died down today. overnight lows get down to the cool side. 35 in santa rosa, 35 in napa. fog is not going to form

tonight. the air is so dry. the humidities are so low that the dewpoint temperature is probably going -- i haven't checked the dewpoint in the north bay but it's probably down in the 20s some where. so the chances of fog forming is nonexistent. overnight lows the next couple of nights are going to be cold. as we head into saturday morning, you're going to see freezing temperatures and perhaps a frost advisory for that region. the satellite loop just shows clear skies because the high pressure is in charge, the main weather goes north. high pressure keep it is clouds from forming. we have a nice weather pattern going up. we have your weekend in view, tomorrow is friday and we'll look for that next shot of rain in the bay area, see you back here. the san francisco sin symphony is marking it's 100 birthday this week with a series of free concerts. today about 2,000 children atented two concerts. the symphony will play eight free shows leading up to its

we're following developing news happening in san francisco. we're giving you a live look from the ground at the occupy encampment there at the foot of mark. this camp has been here for about two months here and protesters fear their days, perhaps minutes are numbered. our david stevenson showed us how police moveed in just before 5:00 and set up barricades that within 20 minutes they had taken them down. that's a live picture we showed you at 5:00 showed officers retreating after moving into this camp for just about 20 minutes or so. yesterday here at 5:00 we show you how the public works director told the camp in no uncertain terms they had until noon today to clear out. clearly from this picture that has not happened. one proposal being discussed but not agreed to is moving to

a site on mission. we have been hearing from the mayor and police chief over a number of weeks they have been cagy if you will about any movement. but we've seen the clearest sign yet that this camp's time is short because we saw officers move in with barricades and retreat within 20 minutes. what we're doing right now is tkpwáeting in touch with day -- is getting in touch with david stevenson. we'll have that for you coming up. meanwhile a massive and deadly chain reaction crash in tennessee this morning. we'll show you pictures, it was actually 45 cars trapped in this pile up near nashville. you can tell from these pictures here there was a lot of fog in the area and roads were slick at the time of the pile up. one person was killed, several others were hurt. members of congress today turned the spotlight on themselves after accusations that some of their colleagues are involved in insider

trading. >> the american people need to know that their elected leaders play by the exact same rules that they play by. >> today the senate homeland security committee looked at new rules to make money in the stock market. one measure would close a loophole allowing legislators to trade on insider information. >> we must not absolutely not betray the public's trust. >> today's hearing was sparked by a recent 60 minutes about insider trading in congress. that report targeted nancy pelosi and house speaker john boehner. today pelosi said she would support new insider trading rules. john boehner said there are already federal guidelines in place that restrict insider trading by lawmakers. the state's attorney general filed the lawsuit

strong winds causing problems throughout the bay area. our team coverage continues but we'll get to that story in just a moment. first though, we have more on the developing news for that occupy sf camp site where within the past hour police set up barricades and just as quickly took them down. david stevenson just spoke with san francisco police about the situation. david what are they telling you? >> well, frank it happened about at 4:40, i saw about a dozen police sweep in, place barricades. they're the ones that still remain. this was a sudden action that surprised many here at justin herman plaza. let's take a look at the video we shot at the time in which

those barricades were brought in. that prompted a confrontation between occupy sf members. i spoke to a spokeswoman for the mayor. she told me that police came in to place the barricades as she put it to define the camp area and keep it from expanding beyond the plaza area. now a police commander on the scene that i spoke to just a little while ago told me the barricades were set up in part to prepare for when the occupiers leave. he said the site is a health hazard and placing the barricades is a way of prepping the area for clean up. this all comes as the director of public works told them that they had until 12:00 to leave the camp. the plaza needs to be open soon for everyone to use. in the meantime a number of occupy sf members this morning said they would be willing to take a deal with the city that would place the protest in the mission district in an abandoned school site. a number of other occupy sf

members said they want to stay here. police are just beyond the scene where across the park on stewart street, there are still barricades placed. we'll have more on the situation as it develops coming up in the six:00 hour. for now reporting live in san francisco, david stevenson, ktvu channel 2 news. the beginning of this newscast we told you how people all across the bay have been caught in these strong winds which are bringing lots of problems. >> reporter: gasia, a lot of people are still nervous because there are trees everywhere in the east bay. and people have been watching they make sure those limbs don't cause more damage. >> in san leandro the high winds brought down power lines causing this fire in an abandoned building overnight. the winds also brought down fences and rolled over

christmas trees. many said they watched nervously as wind damaged almost everything that wasn't bolted down. >> i looked out here and my cable was down. >> reporter: the high winds brought down a tree branch on the b.a.r.t. tracks between the hayward and south hayward stations. all train service was stopped for more than an hour before the tree was removed. >> they were saying there was a branch or something off a tree that fell. so i guess that's what happened. it fell on the track and they were saying it was going to be a delay for 10 minutes but it was way longer than that. train service was eventually restored just after noon but a lot of people were delayed. today's wind whistled through the marina. many came down to watch and admire clear views it left behind. carl sandimire says today was much windier than usual. >> it's coming up in gusts so it'll be, i don't know silent for five minutes and for two or three minutes it'll be taken up and blowing things all over the place. now compared to what we

were feeling earlier today the winds have definitely died down. that's just really okay with a lot of people in this neighborhood who have been nervously looking at trees and power lines to make sure that they don't come down. live in berkeley, sal castaneda, ktvu news. speaking of power lines we have an update on the power outages around the bay area. in the south bay more than 1,000 customers are without power. there are 370 without power on the peninsula, 360 in the east bay. 170 in the north bay and none in san francisco. and in santa cruz county, a total of 25,550 homes and businesses have lost power. our coverage will continue online at ktvu.com. just scroll down to the hot topic section and click on the weather radar tab. a child abduction now turns out to be a hoax. an 11-year-old girl first claimed that someone tried to

kidnap her. the girl told twin cities police, the man approached a group of six children and grabbed her by the arm. but today the girl admitted to police she told the story to get attention. a 1-year-old boy who was shot in the head the still fighting for his life. but in the last hours, their family says he's showing signs of life. >> reporter: we spoke to the oakland police chief, he says the community has yet to step up to pro -- has got to step up and provide more information. oakland police chief howard jordon says six investigators and federal agents looking at the leads. but he's shocked that since there's a 1-year-old involved, they haven't gotten more

information. >> i'm shocked, it's very surprising and disappointing to me as a police chief. >> reporter: the gun battle in west oakland left seven people injured. among them 1-year-old lawrence. seen here in the arms of his father before being shot. today we spoke to his father. >> his brain is still functions to where he moves and responds to certain things. i just hope everything will be all right. >> reporter: lawrence told us the evening of the shooting he was on his way to meet a car that was going to take them to see his cousin the rapper kafani. >> i don't know nothing, i just seen hoodies and guns. i just followed my baby and covered up my baby. >> reporter: lawrence says while his focus on his son's battle is asking for witnesses to come forward. >> if you know something, let it out. how would you feel if that was your baby. you have to let it out. >> it's a culture of stop snitching. but this is beyond that. this is about a young life that

a live look once again at the occupy san francisco encamp. there have been interest developments there. about 4:45 police moved in and started setting up barricades. and just about 20 minutes later, they came back and started removing barricades. these occupiers were furious when they started to set up

these barricades. there seems to be some sort of a split developing among the protesters here. some say they are willing to move to a city sponsored location not far away on school owned property in the mission. others say they want to remain at this camp site at justin herman plaza. the bottom line here, it appears time may be running out for these campers. ktvu's david stevenson is on the scene gathering information. she will have late developments for us coming up at ktvu channel 2 at 6:00. on world aids day. john fowler looks at how the medical community is rethinking basic assumptions about transplants for hiv patients. >> reporter: this is kidney transplant surgery, a gift of life.

san francisco police are moving in closer to occupy protesters in justin herman plaza. we are live where police and protesters are going back and forthright now. it's not just trees and power lines having problems with the wind. new at 6:00 a sailboat in trouble tonight. good evening everyone i'm frank somerville. >> and i'm julie haener. things are changing right now at occupy san francisco. we watched as police moved in to justin herman plaza with barricades and they moved out just as quickly. david stevenson is live with the latest. >> reporter: take a look behind me. you can see some of the activity. this is a site where police swarmed in, placed a number of barricades then removed them.
