chief police and here's what he said about the barricades being put up and then removed. we were in the thick of it when 40 officers swept in and began setting up barricades around the occupy camp. that prompted confrontations with protesters. deputy chief kevin cashman told me 10 minutes ago that it wasn't police intention to raid but to create a safety zone. he sited two fires earlier in the day in the camp we saw as a reason to set up the barricades. and they said the reaction from occupiers is what prompted them to remove the barricades. we have other video here too, let's take a look at it right now. it appears to show a young woman, a member of the camp who says she was injured by police in the aftermath of the

confrontation. now another police commander on the scene said they were prepared for clean up. this comes after the director of public works yesterday told the camp they had until 2:00 to remove tents. meanwhile the mayor said time is running out for this camp and that the plaza needs to be reopened for everyone to use. earlier today, some camp members said they are willing to take a deal with the city and move to a site across town in an abandoned school district site where they would be able to do the camping there. other members say they want to remain on justin herman plaza. clearly by what happened earlier this evening a lot of people are fired up and more intent than ever to stay here. meantime the barricades are up on one sides of the plaza. police say they will maintain a presence here during the night to make sure those barricades stay up. for now reporting live in san francisco, david stevenson, ktvu news. a group of occupy santa

firefighters. ktvu has obtained a cal-osha report and sites two fires that killed firefighters. one of the violations is what's being called the general violation. found the department had an ineffective illness prevention program. the second is more specific. it says firefighters did not keep communication with those inside fighting the flames. another violation was for the batallion chief for not keeping contact with those inside. toppled trees, damaged cars, even a boating accident today and it's all due to the high wind. >> the winds caused a boat to

capsize. a good samaritan near by rushed to help the young people out of the water. >> i ran over and put my walkie talkie down so it would not get wet and helped them out. >> none of the kids needed any medical attention. and crews were picking up downed trees. and in san leandro you cow hear the metal panels in this carport creeking under the pressure of all the wind. this fence came tumbling down at a near by construction site. we have team coverage with bill martin who has been tracking the winds all day long, bill. >> reporter: we felt it last night, usually they last 12 hour, this event is lasting 2/4 -- 24 to 36 hours. we go outside, the wind gusts

from last night were strong. not as windy as it is now. or as it was last night. right now san francisco the wind are 25, 30 miles per hour out on the bay at that live camera shot. now we look at some of the wind gusts from last night. mount diablo with the big number. uc berkeley at 50 miles per hour. los gatos coming up at 50 miles per hour. definitely a windy night out there throughout the bay area. as you look out here you're going to see the wind advisory is going to be extending. here's the wind advisory that will be extending through tomorrow morning. gusts up to 50 miles per hour. so the winds are going to still blow out there with elevation. robert handa, he's been up in the santa cruz mountains where the wind took out power to dozens of homes and many businesses. >> reporter: the strong wind gusting through the santa cruz mountains is causing a lot of problems for business it can mine losses that can't be made up.

john nokley owner of the áf this automotive shop watched the wind blow through and knock out power. >> well we're selling different things because of the wind, no but not more. >> reporter: what are people coming in for today? >> mostly batteries and lighting. >> reporter: by this afternoon, pg & e says 21,000 santa cruz customers were without power. mainly from trees and power lines. >> can you believe this is caused just by wind alone. >> that's amazing. i thought wind and rain would do it but just wind is incredible. >> look at that, power. >> by 5:00 p.m. more than 6,000 people had power restored. and for np automotive it was time to resume work. >> most of it requires

plan. as for his new tax proposal, he stayed on message. >> i claim that 60 california pension system -- >> you know what happened? >> you come around soon and we'll talk about that other thing. >> reporter: soon could be tomorrow when his plan will likely be officially unveiled. it would raise the income tax by 1% for taxpayers making more than $250,000. an additional 1-1/2% for those making $300,000. and 2% for those with incomes over $500,000. the taxes together would raise $7 million and would be temporary. >> with this economy what we need to do is put people back to work in the private-sector. that's how we grow our base. we do not need to be taxing people when they're having a hard time putting food on the table. >> reporter: now brown's

initiative could join at least five other proposed tax increases on the 2012 ballot. >> you get that many competing tax measures on the ballot, voters are going to have voter fatigue and voters are going to say no. jerry brown knows that's a very difficult thing for him. >> reporter: some of the tax measures that are on the works will be consolidated or dropped all together. once the governor's office drops the paper work, signatures must be gathered which likely will not be much of a challenge. ken pritchett, ktvu channel 2 news. new reports suggest the california dream act will cost millions more than initially estimated. the dream act grants aid to

illegal immigrants attending public universities. police found a car believed to have hit an officer. officers believe it was used to run down seasonal firefighter and iraq war veteran albert bartal. a 22-year-old man had been arrested now in connection with that hit-and-run. a judge issued a gag order today for the attorney's involved in the case of slain police officer jim kapoot. the officer was killed while chasing a suspected bank robber. the district attorney requested the gag order which bars any public discussion of the case. smith of fairfield is now facing murder charges for the killing. a federal jury cleared mehserle of using excessive force in an incident in 2008. >> i'm very disappointed. i'm very disappointed. >> that was kenneth karruthers reaction outside of the

courtroom with his attorneys. he accused mehserle of beating him. mehserle broke down in tears when the verdict was read. mehserle faces another civil rights case connected to the oscar grant shooting in 2010 a jury convicted him of murder for a shooting on the b.a.r.t. station. the final environment impact report for the america's impact report was released today. the report was released but still needs to be approved. buildings along san francisco's waterfront -- building along san francisco's waterfront cannot begin until that certification is complete.

a body found in yosemite may belong to one of the people who were swept over a waterfall there, a huge waterfall last summer. a yosemite police member found the body. three people died after their climbed over a guardrail at that waterfall. one victim's body was found about a month later. oakland police say they need better cooperation from witnesses who saw lawrence jr. and others were who shot on

monday night. lawrence's father told ktvu news tonight his 1-year-old son is showing some signs of improvement but is still fighting for his life. lawrence also made this plea outside of children's medical center today. >> just let it out. how would you feel if it was your baby. you have to go let that out. >> reporter: the surveillance video shows the shooting. six others were would bed in west oakland including two people. six investigators and federal agents are working the case. two people were injured, six critically. the fire started about 4:30 this morning at 24th street near the mission district. residents say a faulty water heater may have started the fire but an official cause hasn't yet been released. today is world aids day. a day set aside to remember those lost to the virus and

poll shows california voters are concerned about the failure of the congressional super committee on the federal debt. 75% called it a very serious problem. 18% said the failure was some what serious and 6% said it was not serious. when asked what party was responsible, 32% said republicans, 14% said democrats and 51% said both parties. trains along the fremont tracks were stopped so they could clean the line. take a look at this, surfers took to the lake at lake tahoe this afternoon. this is a photo taken along the west shore of lake tahoe. chief meteorologist bill martin join us now to tell us how long these winds will last. >> the high winds are going to continue in the hills of the northeast bay overnight. not as strong as last night. we experienced the strong

winds. but the advisory has been extended to tomorrow morning. gusts still possible 49 miles per hour there. the gusts gusting to 25 miles per hour. over here by tiburon we have gusts to 21. it's breezy but the winds are not howling as they were last night. everyone has a story about the winds last night. some areas like san francisco wasn't that windy. but you talk to the folks in san mateo and san jose and they'll say it was real windy. one of the windier nights i can remember consistently all night. not just in the hills but down at the sea level areas as well. dry weather pattern as we go through the bay area weekend and a little bit into next week. with the winds dying down. the fog is not coming back but we are looking at very cool overnight lows. tomorrow morning chilly, saturday morning really cold. maybe a frost advisory. and sunday morning we could see some freeze concerns in the north bay. in the meantime today it was windy. the low pressure moves off but snow to vegas brought wind to us. as that low backs up. high pressure just kind of
