good morning. welcome to mornings on 2. it's saturday, december 3rd. still windy this morning, let's get right to rosemary. good morning, rosemary. >> good morning to you! gusting pretty good in the hills and breezy around the area. they'll begin to die down later this morning. but we'll will remain with the wind through most of the afternoon. those gusty winds until about 10:00 this morning. the wind advisory now for the east by hills as well as the diablo range has been allowed to expire for the santa cruz mountains as well as the north bay hills. further north lake county also dealing with that advisory until 10:00 this morning. gusts still really pushing to 50 miles per hour in some cases. because of those winds on the plus side waking up with clear skies and the temperatures not as cold as they would otherwise be. we'll look at your current temperatures and saturday afternoon coming up. we begin with overnight news. santa rosa police are investigating a double shooting. it happened around 1:30 this morning at the mexican restaurant on santa rosa

avenue. it's not clear yet if the shooting happened inside or outside that restaurant. an ambulance did drive both victims to the hospital, and there is no word on their conditions or if anyone is in custody. also overnight in santa a, firefighters knocked down flames that destroyed cars, trailers and even propane tanks. the fire broke out around 1:00 this morning on a three-acre field off todd road and phillips avenue. the cause is not known at this hour. but fire officials say debris littered across the field helped fuel the flames. strong winds also made it difficult for crews there at that scene. no injuries have been reported. and right now firefighters are putting out a grass fire near clayton in contra costa county. it began around 5:15 this morning on marsh creek road and morgan territory road. fire officials say downed power lines appear to be the cause. several acres have burned so far and we're told the fire is near a correctional facility, but authorities won't say if they will have to evacuate it.

a motorcyclist is dead after late night crash in san francisco. it happened on interstate 80 ramp that connects southbound highway 101. the first 911 calls came in around 12:30 this morning. the motorcyclist was rushed to the hospital and pronounced dead. the freeway reopened in 90 minutes. chp is now investigating what caused that crash but says it does not appear other vehicles were involved. a high-speed chase ended with a stolen car crashing near interstate 880 in oakland. early this morning, alameda deputies noticed a car with a broken headlight. when they tried to stop it, the vehicle took off. it was going too fast and couldn't mack a sharp turn on to the 880 onramp. the car skidded down a grassy hill. the 17-year-old female driver was taken to the hospital. a male passenger was not hurt but police arrested him after finding drugs. the teen girl will go to juvenile hall. bicyclists and drivers have

a chance to weigh in on a controversial plan on busy streets in san francisco. the city wants to add bacteria lanes and that could mean a loss of a traffic lane for drivers on that busy strep of roadway. allie rasmus is live in the city with the story. alee. >> reporter: it's part of the agency's plan to get more people in san francisco to use their bikes. we're at oak and in this neighborhood you can tell bikes are pretty popular here. there's a couple dozen bikes on the wall here. with all the traffic going by, this is also a very busy thoroughfare. there are three lanes of traffic, going one direction, and then there's also curbside parking on both sides of the street. the question is, are residents willing to give up a lane of traffic or some of that curbside parking in order to install a new bike lane? that's the issue that's going to be up for discussion with the -- community meeting with later this morning. we have some pictures of some of the proposals on the table.

let's show you the diagrams we've pulled up. you can see one proposal would keep parking on either side of the street, but then take away a lane of traffic in order to install a one-way bike lane on the eastbound side of oak. the same plan applies this the street parallel from here. one proposal keeps all three lanes of traffic and have a two- way bike path on the westbound side. there are five different proposals on the table. some nearby residents say they like the idea of more bike lanes, but worry about more cyclists and drivers sharing the roads. >> i like a life long psych activity so anything we can did to facilitate greener solutions to transportation good, but also bicyclists have to be aware that other people have to use the road as well. >> residents can voice their concerns or support at a meeting later this morning. that meeting will be held at the sf day school at 315

masonic from 10 until 2 in the afternoon. allie rasmus, ktvu channel 2 news. there are new developments in the oakland shooting that wounded seven people, including a baby. the mother of one-year-old hyrum lawrence emerged from children's hospital last night. her child remains in critical condition and he is says the family is at odds with medical staff over how to proceed with his care. >> unfortunately, we have come to a crossroads and we have -- and we are unable to agree on the continuance of care for baby hyrum. as a result, we are seeking support from patients rights attorneys. >> now to the family nor the hospital will discuss what the crossroads entail. meanwhile, oakland city leaders including mayor quan went door to door distributing fliers, asking for witnesses to come forward. >> i believe it was a cowardly and senseless act, and the only

way we're going to stop this is the community says no. the mayor's presence means nothing. she's just walking around kicking up dust. >> police have not been able to identify the shooter seen in this video. but investigators say they have detained five persons of interest on unrelated charges. however, no arrests having been made yet. the oakland police department is getting ready to hire 25 new officers to patrol the city's high crime areas. the city received a $10 million federal grant for the new hires. four of the 25 positions will be filled by bringing back officers laid off earlier this year. authorities in contra costa county spent the night in a marathon standoff at an apartment complex in pittsburg it. started around 10:00 yesterday morning at the belmont apartment homes on power avenue. senators

all residents were vacuated as a precaution. a project began a few months ago. biologists hope to put radio callers on 15 deer in the woodside area. the collars fall off after six months. caltrans is funding the 18 move month study and wants to project the annual population and safeguard drivers. a san jose man died in a crash with a deer just last september. oakland is going to be in a festive mod today for the 12th annual children's holiday parade. we caught up with workers putting the finishing touches on some of the floats yesterday. organizers tell us there will be more than 100 floats, balloons and bands in the parade. this is the only holiday parade in the country that features marching bands from outside the united states. it all gets underway at 2:00 this afternoon at 11th street and broadway. i'm going to be hosting that parade again this year along with our own dave clark.

them in the past four months alone. >> president obama is also pushing republicans to extend payroll tax cut to expire at the end of this month. this agreement remains over how to pay for the cut. republicans want to reduce the federal workforce, democrats are pushing for a surtax on high income earners. we should find out today whether herman cain will remain in the g.o.p. race for president. cain is holding a highly anticipated press conference this afternoon in atlanta to announce the future of his campaign. today's announcement comes after a woman came forward on monday to claim she had a long- term affair with the former ceo. some campaign aides expect cain to exit the race today, but a cain spokesman says no decision has been made. after toying with the idea of running for president, donald trump will moderate a republican debate on december 27th in des moines. >> they asked me to do it, and a always like a challenge, i always like doing something different and certainly this is different. i think i'll be asking questions that are different and maybe a little more to the

officer. the funeral will take place at 1:00 at st. andrew's church on saratoga avenue in saratoga. a driveside service will follow in san jose. the public is invited to attend. the last unit of soldiers with the california national guard has left iraq and are home this morning, just in time for the holidays. the 60 soldiers with the medical company came off their plane yesterday and boarded a bus for the national guard armory from san mateo where they reunited with their loved ones. >> first deployment, there's skype so i got to see her on a regular basis. she would run to the computer when i got on. so -- which is great. >> the company returned home

without a single casualty. this morning the red cross is holding a holiday card signing for troops serving overseas. and you can take part at two locations. the first event starts at 9 a.m. hilltop mall in richmond. getting a letter from the postal service could soon take a few extra days. the postal service will announce proposal on monday to no longer guarantee the delivery of first-class mail between one and three days. the new guarantee would be between two and five days. it's not clear when the postal service wants to change. once that change to take effect. they are on the brink of insolvency and considering several other cost-cutting options. and in petaluma the mail processing center could close because of the financial troubles facing the postal service. the facility is one of 250 under consideration for con some days or closure. the press democrat reports

employees are now sending mailers to customers warning them about the closure. wall street executives won't be receiving as big of a bone thus year. compensation experts predict companies will cut back between 15 to 30%. investment firm goldman sachs already reduced compensation by 24% in the first three-quarters of the year. banks blame volatile global markets and tough new regulations from washington. the l.a.p.d. used undercover detectives to infiltrate an occupy encampment. los angeles police shut down the encampment outside of city hall on wednesday. now a police source tells the los angeles times the department sent a dozen undercover detectives into the encampment to gather information on possible violence and resistance. a source says none of detectives actually slept at the camp. the l.a.p.d. is not commenting on the story. some of the 300 occupy protestors arrested during wednesday's early morning raid are finally free this morning.

by a falling tree in big sur. he worked for a condor recovery program. a forensic examination shows he died from head injuries. 9200 pg&e customers in santa cruz county still dent center power this morning. the high winds top toppled trees which fell on top of power lines and homes. within of the largest trees fell on a house in brookdale on highway 9. it has to be taken apart in sections. witnesses say the falling tree nearly crush the homeowners. >> we're so busy, my crews on couple other jobs now and we get another call on this giant tree on the house. the lady was really lucky. she was laying a foot and a half away from where it hit. >> scott's valley was another harr hit area. crews will spend the weekend trying to restore power and remove all the the falling debris on homes and roadways. strong winds in southern california are beginning to die down. but it's not over yet. as adam housley reports,

another weather system is expected to bring more winds this weekend. >> reporter: a powerful windstorm pounded much of the western u.s. for a second day. the hurricane-force winds toppled many trees and knocked down power lines. tens of thousands of homes and businesses without electricity across the region. >> it actually sounded like the old films from the vietnam, the napalm going off. >> it looked like a war zone. >> this huge tree fell like this on the side. and that's when i heard the noise. >> southern california one of the hardest hit areas after a large system moved into the state. it was the worst windstorm in years, but everyone is safe. >> when you look at the number of trees that have gone down throughout the city and the county, when you realize that the size of these trees -- it -- we're very lucky that nobody was injured or nobody was killed. >> in utah, the news was not so

good morning. welcome back to mornings on 2. time now it is 7:30. and oakland police are investigating two shootings that happened very close to each other. in one of them an 86-year-old woman was injured when a bullet broke the windows in her car and she was hit with flying class in about 7:30 last night at 77th and macarthur. another man was shot and drove himself to the police station and was taken to the hospital. one witness saw more than

bullet casing evidence markers. police say they are still trying to sort out what happened. in the second incident work to people were shot at the:15 last night. one of victims was taken highland hospital. there is no word yet on whether those shootings are related. the number of homicides in california is on the decline. the justice department says the rate of homicides per 100,000 people went down by almost 8% last year. that's compared to 2009. the total number of homicides in 2010 was 18089. down from 1070 in 2009. the state saw 63.8% of its homicides last year. that's the highest since 2001. strong winds fueled the fire that damaged 10 condos in san ramon. firefighters say when they arrived they were up against the flames and 20-mile-per-hour winds. one resident says he escaped the fire by jumping outs of a

second-story window. >> person jumped out of a window. he was alert and oriented when he landed. transported to the hospital. >> he is listed in fair condition. the cause of the fire is still under investigation. protestors with occupy san francisco are planning to spread out across the city today. four demonstrations focusing on foreclosures and tenant evictions are scheduled to take place in by view, castro, mission and tenderloin districts. today's demonstrations come after a march through city streets yesterday, including the temporary occupation of a verizon wireless store. the march also brought out several occupy supporters. >> i'm very angry at what is going on in this country. and the fact that we don't have enough money for education for our next generation. >> friday's march came one day after a brief clash with police

over barricades on thursday night. about two weeks have since oakland police shut down the occupy encampment at frank ogawa plaza and things are slowly getting back to normal. occupy protestors are still meeting regularly at the plaza, but they're now off the grass and do not have any tents. nearby businesses say they are glad that encampment is gone. the oakland chamber of commerce estimates losses at about hundreds of thousands of dollars. >> metropolitan areas have these issues from time to time, and they're now over and done with. and we're moving forward. >> i do think our locals support us tremendously, so those people are definitely out and about like it never happened almost. big picture, with the nation at this point, really bad press for the city. >> occupy protestors say not having an encampment is impacting their message because it lessens their ability to reach the public. a new project is filling empty storefronts and old

oakland. and it's called pop-up hood. this is one of co-founders of the new partnership. he helped negotiate a deal with old oakland landlords that gives six small businesses free rent for six months. the city is also helping out with a $30,000 grant for marketing and business improvements. most of the businesses feature locally made products. >> i kind of almost see us as job creators too in some sense, not only for ourselves, my business partner, but these are all local makeers. >> any time you have these little neighborhoods, it's wonderful shopping. it's just much more interesting than the covered malls with the same kind of stuff. >> the grand opening for all six stores will be next friday, december 9th, from noon until 9 p.m. a vallejo man will spend nearly 18 years in prison for heading up a nationwide marijuana distribution ring. federal officials announced anthony sentenced yesterday. the 46-year-old will spend 220

months in prison followed by five years of supervised release. court documents show he recruited marijuana distributors in cities and on college campuses. investigators estimate the operation generated more than dollars 3 million. the two men accused of a smash and grab robbery in san jose are in a san diego jail this morning. this is at the valley fair mall. one of men can be seen smashing, open the jewelry case and fills a bag with jewelry. san jose police now say the two men in that video are 34-year- old ryan mcknight and 40-year- old robert, both of san diego, suspects in similar smash and grab robberies that occurred in southern california. a gilroy basketball player killed in a car crash in san francisco will be laid to rest today. 19-year-old gaines died a week and a half after the november crash. part of his team minutes was driving the car and faces a

drunk driving charge. gaines' funeral will be held at 11:00 this morning in gilroy. a group against oakland a's move into the south bay is viewing the city of san jose. a coalition stand for san jose accuses the city of failing to conduct a proper environmental review of land proposed for a new ballpark. the 28-page suit also claims the city violated citizens' rights by not holding a public vote on the deal selling the downtown property to the a's at a discount. last month the city council agreed to sell nearly 5 acres of land to the team for just under $7 million, which is with half the estimated value. the ends zone appears in sight for the 49ers airdromes of a new stadium. santa clara leaders have announced they're on the verge every obtaining all the money necessary to build a stadium next to the great america theme park. the city says it just secured $850 million in loan guarantees from bank of america, goad man sacks, and u.s. bank.

the project is expected to cost more than a billion dollars so the rest of the money will be generated by way of the niners, nfl, naming rights, a hotel tax, and redevelopment funds. santa clara will own the stadium which is scheduled to open in 2015. drivers have a chance to weigh in today on a plan to bring changes to two busy san francisco streets. officials want to add new bike lanes on a three-block stretch between baker and scott streets. there are five options on table right now. they include converting one lane of traffic to a bike only lane, and taking away curbside parking and converting that to a bike-only lane. today's meet on the project is held from 10 a.m. to 2 p.m. some local voters plan to stay onshore today to help out needy children. they have bought 150 children's boys else can. this morning volunteers from the maritime group will grab some wrenches and exert a

good morning. welcome to mornings on 2. it's saturday, december 3. we are dealing with another high wind advisory in the bay area. rosemary is joining us now for a lock at how that affects today's temperatures. morning, rosemary. >> good morning to you! temperatures will warm once again, not as warm as yesterday, we are looking at wind to die town for the afternoon. but that wind advisory this morning for the hills, the east bay hills, above a thousand feet. the winds are gusting to 40, even 50 miles per hour in the hills this morning. meanwhile, here at the surface where most of us live, 20 to 30 miles per hour the winds are gusting. so breezy start to the morning. and it is having an impact on our temperatures. we'll show you some of those gusts coming up in just a few moments. a motorcyclist dead after a crash in san francisco overnight. it happened on the interstate 80 ramp that connects the

southbound highway 101. the first 911 calls came at 12:30 this morning. the motorcyclist was rushed to the hospital where he was pronounced dead. that break shut down several lanes near the freeway connector ramp. it did all reopen in about 30 minutes or 90 men, rather. the chp is now investigating what caused the crash but says it doesn't appear that any other vehicles were involved. overnight in santa a, firefighters knocked down flames that destroyed cars, trailers and even propane tanks. the fire break out around 1 this morning on a three-acre field. the cause is not known at this hour but fire officials say debris litter across the field helped fuel the flames. strong winds also made it difficult for crews there at the scene. no injuries are reported. and in the past hour, firefighters extinguished a grass fire near clayton in contra costa county. it began around 5:15 this morning on marsh creek road and morgan territory road. fire officials think the fire may have been sparked by downed power lines.

12 acres burned. there are no injuries and no one was evacuated. santa rosa police are investigating a double shooting around 1:30 this morning at the mention an restaurant on santa rosaans avenue. it's not clear yet if the shooting happened on side or outside the restaurant. an ambulance did drive both victims to the hospital. and there's no word on their conditions or if anyone is in custody. there are developments in the oakland shooting that wounded seven people, including a baby. the mother of one-year-old hyrum lawrence emerged from children's hospital last night. her child remains in critical condition. she says the family is at odds with medical staff over how to proceed with his care. >> unfortunately, we have come to a crossroads and we have -- are unable to agree on the continuing care for baby hyrum. as a result, we are seeking support from patient rights attorneys. >> nearing the family nor the

hospital will discuss what those crossroads entail. meanwhile, oakland city leaders including mayor jean quan went door to door yesterday to distribute fliers asking for witnesses. >> i believe it was a cowardly and senseless act and the only way we'll solve this is if the community says no. >> the mayor's presence means nothing. she's just walking around here kicking up dust. >> police have not been able to identify the shooters seen here but they have detained five persons of interest on unrelated charges. however, no arrests have been made in the case. authorities in contra costa county spent the night in a marathon standoff at a pittsburg apartment complex. it started around 10:00 yesterday morning at the belmont apartment homes on power avenue. pittsburgh police tell ktvu the man they're looking for is an armed parolee at large who ran into the complex during their pursuit. attempts to plush him out with teargas and police dogs did not

work. all residents inside the 16- unit complex were evacuated as a precaution. a group of volunteers is going to spend their saturday morning building bicycles. it's all to help by area children in need. and ktvu's allie rasmus joins us live from san francisco with the effort about to get underway. nothing says christmas like a new bike, huh? >> reporter: exactly. a lot kids will be very happy this morning. hasn't started yet, but once this volunteer effort gets going, it will be taking place all the way at the end of pier 9 at warehouse building. it's bike building, volunteers will be dog this morning. and the volunteers at the san francisco bar pilots association. those are the people who help cargo ships and tugboats, other vessels 1/2 gate the bay with orange and white boats that you see out here by pier 9. they're volunteers, putting together 150 bicycles for kids whose families can't afford them this year. it's part of the san francisco

a funeral will take place today for a soldier from san jose killed in afghanistan. the body of specialist sean walsh arrived at moffette field earlier this week. the military says walsh was killed two weeks ago after getting him by enemy fire in afghanistan. his mother says he joined the national guard to help prepare him to become a canine police officer. today's funeral will take place at 1:00 in saratoga. a graveside social security will follow in san jose. the public is invited to attend. happening right now, crowds are gathering in atlanta ahead of herman cain's planned press conference. you're taking a live look outside the campaign headquarters for herman cain. officially opening the new headquarters, but also expected to make an announcement in about an hour, about whether he is going to stay in the race.

politico reports that sources say he is leaning towards quitting. a high-speed chase ended with a stolen car crashing near interstate 880 in oakland overnight. early this morning, alameda county sheriff's deputies noticed a car with a broken headlight and when from tried to stop, it the vehicle fled. the car could not make the sharp turn from the road to the onramp. so the car skidded down a grassy hill. the 17-year-old female driver was taken to the hospital. the male passenger was not hurt but police arrested him after allegedly finding drugs. the teen girl will be transported to juvenile hall. police are investigating two shootings that happened very close to each other. in one of them an 86-year-old woman was injured, when a bullet broke the windows in her car and she was hit by flying glass last night at 77th and macarthur. another man was shot and drove himself to the police substation. he was taken to the hospital. one witness saw 50 casings.

police are trying to sort out what happened. less than two hours later two other people were shot at 77th and bancroft. one of those victims was taken to the hospital, the other showed up at the police substation. there's no word yet on whether those shootings are related. the oakland police department is getting ready to hire 25 new police officers. the city received a $10 million federal grant for the new hires. four of the 25 positions are going to be filled by bringing back officers who were laid off earlier this year. protestors with occupy san francisco are planning on spreading out across the city today. four demonstrations focusing on foreclosures and tenant evictions are scheduled to take place in the bayview, castro, mission and tenderloin districts. today's demonstrations come after a march through city streets yesterday that included the temporary occupation of a verizon wireless store. the march also brought out

case open before filling his background with jewelry. san jose police say the two men in the video are 34-year-old ryan mcknight and 40-year-old robert. both are from san diego. they are suspects in similar smash and grab robberies that occurred in southern california. the napa valley casino is staying open at least for now. the city threaten to shut down the casino because of a discrepancy with the businesses name on paperwork filed with the city. the times herald reports that conflict is now resolved. the casino's owner told ktvu earlier this week city officials used the paperwork issue as retribution for refusing to pay a new tax. that tax imposes a $2 free on card room visitors. napa valley casino calls the tax a violation of state gaming laws. a new project is called pop up hood. they have negotiated a deal with old oakland landlords that gives six small businesses free

paranoia drove a man to shoot up a crowded bus. investigators say a 34-year-old gunman first killed his girlfriend's teenage son. he then boarded a bus yesterday afternoon and opened fire. and killed one passenger and another in the jaw. the suspect told police he thought passengers who were talking on their cell phones were plotting against him. the doctor sentenced to four years behind pictures with for causing mach's death plans to appeal his conviction. yesterday conrad murray signed a document seeking all records and transcripts from the case. the filing does not indicate what he'll argue to overturn his sentence. he was sentenced tuesday to four years in jail for involuntary manslaughter. former illinois governor rod blagojevich is expected to learn his fate this upcoming week. a judge announced yesterday he will sentence blagojevich on wednesday. a jury found the former governor guilty on 18 corruption related charges and two different trials. one last year, and the other one this past june. prosecutors are asking the

and tonight the annual hometown holiday celebration will start at 5 p.m. tonight. the celebration includes a parade down main street and in preparation for that parade main street will close to traffic at 4 p.m. we're hoping the winds die down a little bit. viewer kristin says the wind is still bad in brentwood this morning. east brentwood 20 to 30 miles an hour there. >> i believe it. the wind advisory still through about 10:00 in the morning for the hills above a thousand feet but notice on the east side of the bay we are seeing winds from 35 to 36 miles per hour. so livermore, brentwood, antioch, fairfield reporting very strong gusts. richmond reporting very strong winds and now oakland reporting 31 miles per hour. these are gusts meaning coming and going. but the steady winds can be just maybe five to 10 mines per hour below that. so a pretty strong wind out there this morning. we will begin to release in the afternoon won't be gone altogether. we do expect wind from 10 to 20 miles per hour through most of the day.
