changes in service now and perhaps changes in some bay area facilities later. that's the news today from the u.s. postal service. good afternoon. i'm tori campbell. this morning, the u.s. postal service says it has to cut $3 billion from the budget to avoid bankruptcy. allie rasmus joins us live in oakland. what will this mean for local postal deliveries and workers,

allie? >> reporter: it will mean changes in the amount of time it takes to send and receive bills. magazines, catalogs, bills, statements, basically anything that requires a first-class postage stamp will be affected. right now, the most first class mail arrives one to three days after it's sent. come spring time, it's going to take longer. we talked to a spokesperson at the office about how delivery will be affected here. >> what will happen is any mail that would normally be delivered overnight for one of the possible facilities that are gonna close, there's only about two in sacramento and then there's two in the san francisco area. so if there were overnight service standards for those facilities, then, of course, it will now become two to three- day service. >> reporter: now, part of the reason for this is because the postal service is going to make some cuts. they announced plans to shut

down about half of their mail processing facilities or 250 of them across the country next year. the postal service is prozwrectsing a $14 billion -- projecting a $14 billion loss. some customers say they are disappointed by the changes. >> i think that they've been slowing down anyway because i notice my mail at work and at home takes a lot longer. >> i send e-mails and i back it up with a letter now and now i get a better response for people. so i cherish the u.s. postal service. and when i was in the military, mail was the most important thing -- >> reporter: with fewer processing facilities, mail is gonna take locker to get to this its -- longer to get to its destination. this facility is not on that possible closure list but a similar processing center in petaluma is. so if that processing center in petaluma is sorted there, it will be diverted to oakland. allie rasmus, ktvu channel 2 news.

>> thank you. police believe a double shooting in redwood city resulted in a robbery gone wrong. the attack happened around 7:00 last night near a bur ger king -- burger king restaurant. two men were driving when they crashed in a bush. one person was shot in the car, the other while he was -- the other while he was out of the vehicle. the more serious victim went inside the restaurant for help. he underwent emergency surgery last night and at last word was alsod in -- was listed in critical condition. no arrests have been made in the attack. san jose police are investigating two shootings that injured three people. the shootings happened today within minutes of each other. the first shooting happened on store reroad -- story road. two men were shot in the parking lot of a business and taken to a hospital. a few minutes later, a man walked in a hospital and told police he was shot at a vietnam

-- vietnamese cafe. police don't believe the shootings are related. and another shooting. this victim is in serious condition after getting shot in his family's home. investigators say the shooting may have begun with a robbery attempt. the city of oakland will soon be welcoming new officers to its police force. new at noon, ktvu's tara moriarty joins us live from oakland to explain what those will mean for the department that's been severely understaffed. >> reporter: well, thanks to a $10 million grat, 25 more jobs will be created here at o.p.d. and it's the first class the academy has had since last summer. >> i want to thank you for your dedication, support and patience. you chose to be here. you chose to stay here and we're very thankful you did that because we need your help. >> reporter: we met ten trainees who were supposed to become officers before the

layoffs happened. mayor jean quan admitted that oakland has had a rough couple weeks. but the new officers' jobs will be to get to know the kids and make sure they get to school safely. >> i just -- i just thought i can make a difference. you know, the police that are in the city that are -- they are good people who work hard. >> reporter: the police officers association worries -- police officers' association worries that because they are assigned through the middle schools it won't solve a lot of the crime issues. >> if it will also solve some of the crime issues, of course, that will drop service calls. but it doesn't really mean it's gonna attack some of the hot spots of the city. >> reporter: now, congresswoman barbara lee pushed for the grant and made sure oakland was at the top of the list of

cities that needed more police officers. in addition to those ten trainees four former police officers will be reinstated. the remaining 11 are yet to be hired and so far the department has received 60 applications. tara moriarty, ktvu channel 2 news. >> thank you. the mercury news reports that some san jose police officers are apparently coming down with the so-called blue flew. the newspaper says there's about -- blue flu. the newspaper says there's about a 40% increase among the sick days than last year. they've been reportedly forced to dispatch shorter patrols or extend shifts. it's suggested that some officers use their sick time to find other jobs whale veteran -- while veteran officers could be bushing their days because they could lose them if they don't. within the last hour, president obama, once again, urged congress to pass the

legislation to extend the payroll tax. >> it will help families bay their -- a pay -- pay their bills. it will spur spending and hiring and it's the right thing to do. that's why my job -- >> the president is also asking congress to expanded tax cuts to $1500 to working families. senate majority leader, harry reid, is expected to introduce a new plan later today. democrats say the cost of the plan may be offset by the savings from the winding down wars in iraq and afghanistan. republicans in congress, though, want to pay for the tax cuts with cuts from federal programs. the port of oakland is making a public ply to occupy protesters -- plea to occupy protesters. they took out a full ad in the paper asking them to keep the busy port during the -- open during the holidays. demonstrators were able to bring the port to a standstill

last month as part of the november 2nd day of action. the occupy wall street protesters have sit-ins scheduled tomorrow for the foreclosures around the property. a similar protest took place in oakland last month. organizers say too many people have lost their homes because of corporate greed and wall street corruption. meanwhile, several large mortgage lenders have agreed to suspend foreclosures over -- over the holidays. fannie mae and freddie mac will not force families out of their home between december 19th and january 2nd. chase, wells fargo and bank of america have also announced a temporary suspension of evictions around the holidays. >> all right! cars were seriously damaged yesterday as luckry -- luxury car owners were driving down the highway and police say the driver of a ferrari tried to change lanes and mit the -- hit the median. that caused a chain-reaction crash including seven other ferraris, mercedes and a lamb gore guinea. no one was hurt but the damage is stilted at $3 million. san francisco police are investigating an accident regarding a speeding car and neighborhood car. it -- bar. it happened last night. police say the driver clipped another car and smashed into the high tide bar the geary an jones -- and jones street. both occupants of the vehicle were rushed to the hospital no word on their condition. fortunately, nobody inside the bar was hurt. >> precycleing may soon be mandatory in alameda county. the oakland tribune reports the county's waste management

authorities wants mandatory recycling to start in two phases beginning with businesses and apartments. the county would charge fines up to $1,000 for people who don't follow the new rules. the idea is already receiving some skepticism. the cities of dublin, fremont, hayward, livermore, and pleasanton have come forward to say they are worried the plan is too expensive. bad news for people who love red voins -- red vines candy. workers at the plant where the licorice are made are now walking the pick ket line -- picket line. kraig debro has more. >> reporter: work irbs at the american -- workers at the american licorice county began walking the picket line at 1:00 a.m. >> the company knew that we voted for strike but they didn't know when we were gonna do it. >> reporter: they say this plant is the only one making red vine licorice.

rights were violated. the appellate ruled he was given a reason to arrest him but they can -- but he could still sue him -- sue them. investigators say an oakland man ran out of the nordstrom with $10,000 worth of purses. he's also reported to have used pepper spray on those who tried to attack him. they are looking for him and his female accomplice, a getaway driver. women received a big surprise this morning that will help them expand their program working with at-risk women. >> all right! p.u.c. says it is okay to drink. repairs should be completed in a month. good afternoon. mostly blue skies. what a beautiful shot we have over the bay. we still have a breeze out there. in some cases, the gusts are still blowing pretty well. right now, sfo reporting an easterly breeze 20 miles an hour. we're looking at around 14-mile- per-hour winds around fairfield. concord, 10. livermore, 15. oakland reporting anywhere from 15 to 20 and the gusts anywhere from 5 to 10 miles above this. 20 to 25 is what we're typically seeing around the bay area and we're seeing gusts near 30 miles an hour. napa reporting a 17-mile-per- hour wind just a light breeze at this hour in areas right around santa rosa. we saw a spike in our temperatures because of those winds this morning. we're still continuing with that. 65 degrees. 64 for napa. mid- to upper 50s for most of the bay area. 55 concord, 55 liar, 57 san jose, mid- to upper 50s right

include soccer, baseball fields, a dog park. pede mann scaled back the original plant in the hopes of -- piedmont scaled back the original plan in hopes of addressing concerns. supervisors are considering a proposal to turn over the sharp park golf course to the national park service. san francisco owns the 417 -- 417-parcel of land. they say it protects the red legged frog. a federal judge last week requested their request to limit golf operations. opponents say they can protect the environment while still maintaining the interest of golfers. if the committee approves the plan, it will go before the board tomorrow. ahead -- a theme park based

the dow was up as much as 167 points this morning, optimism to the solutions to the eurozone crisis. but stocks have given up a lot of gains following a report that germany and five other european nations could risk having their credit ratings

downgraded. the dow is currently up 28, nasdaq is up 18, s&p is up 7. universal studios could announce it will open a west coast harry potter theme park. fans of the eight movies might have to wait a few years since it could take three years to build a new wizard world at the southern california universal attraction. guests would walk through the hog warts castle and take a ride on a hope pe -- hippo. details are still being worked out. the 49ers are going to the playoffs for the first time since 2002. san francisco clinched the nfc west crown with a 26-0 victory over the st. louis rams yesterday. frank gore made 9er history becoming san francisco's all- time career rushing leader. 9ers currently have ten wins and two losses. the raiders are tied with the denver broncos for first in the
