language barrier between some of the business home here in china town and the mission, city supervisors say the communities need more time. >> reporter: all over china town the plastic bag is the way most pack up items for customers. china town community leaders say most here haven't even heard of the ban and have lots of questions. >> reporter: the supervisor who is sponsoring the law said a lot of the opposition is based on misinformation. >> one person saying -- he based is onto fact that in markets he wouldn't be able to have a bag for live animals or for wet food and that's not true. the law said that for that instance it would be exempt. >> reporter: also for produce, loose bulk items and restaurant doggie bags. restaurants at large pharmacy was banned in 2007. the new law would extend to all

retailers and put a fee for paper bags. the supervisor favors the proposal but wants to give small businesses more time. >> there is been so little outreach done and it's really getting rushed through, lot of people, lot of consumers really aren't ready for this. >> reporter: one organization called savor its plastic bag said if and when a ban passes they will sue the city. >> state law, the retail food code says that you can't make that decision for restaurants, only the state can. >> reporter: now the board meeting not one came out against the ban but they say he have to do more outreach, they will take this up again february 7th of next year. live in san francisco. ktvu channel 2news. >> new developments in the barry bonds case. attorneys are arguing for probation over prison time when bonds is sentenced next week on

friday the 16th. court papers filed by bond's attorneys also site a federal investigation making the same recommendation. he was convicted of obstruction of justice for misleading a grand jury. >> activists taking farther a coordinated day of action. in oakland they are rallying against bank that they say are taking homes away from families across america. rob roth is live outside of foreclosed home no oakland that protesters have taken over. >> reporter: we are in front of a house on 10th street, it's a house that had been abandoned, had been empty but now its been occupied by protesters yes -- take a look inside. people are having a meeting. the group here is called just cause and they took over the house to draw attention to the fact that banks foe closing on

people and they plan on using this house to provide services to the community mostly in the way of how to fight a foreclosurer or get a loan changed. >> the banks are owning empty properties and there are homeless people and it doesn't make sense to be empty properties while these properties can be put to use. >> reporter: >> reporter: earlier today another group of protesters tried to shut down and shout down a -- an auction that was going outside the alameda county courthouse. that's where bank representatives were auctioning off foreclosed properties, most of them developers and speculators. >> we are here to bring attention to the very parasitic role that the auctions play. this is the banks who don't have the nerve to come themselves, they send

representatives to sell their homes and unload the family homes on the market. >> reporter: we are back live at the house, protesters say they don't know how long they will be able to stay inn side the house. there are maybe 20 people inside. we can tell you we aren't seeing any police officers here, about ten minutes ago a patrol car drove by but didn't stop. rob roth. >> in san francisco, occupy protesters gathered in the city's bayview district. one of the hardest hit by the foreclosure crisis. >> banks get away with breaking the laws but millions of us are served evictions. >> reporter: the group said it plans to continue its protest against foreclosures again tomorrow. outside of city hall. san jose councilman marched with occupy san jose protests and the group people acting in community together.

friday at 1:30 they stopped two people with a truck acting suspicious. they let them go but took down their license plate number. >> we are targeting one individual at the moment and then we have a couple of people of interest. i don't know we have established there is any link among them. >> reporter: on sound at ten in the morning a train conductor got a look at the may on the tracks believed to be involved in the thefts. and just before 4:00 a.m. this morning an employee noticed the latest theft. >> it's an example of the type of cabling that's in the bart system. >> reporter: the cable, one inch conducts power up to one thousand volts. it'll cost about $90,000. a burden on taxpayers that could cause major train delays and fire on the tracks. >> there is a lot of power that can hurt or kill a person. i avoid it. >> reporter: the board of

elected officials unable to spend restraint. >> reporter: people against new taxes want voters to decide whether to set a state isn'ting cap. any excess money would go to education, a rainy day account or back to taxpayers. they filed in sacramento today. the measure just a day after the governor announced is he he is seeking a ballot measure to increase the state sales tax for five years. >> many say government workers are getting to much money from the state. a new field poll finds 41% think pension benefits are to high. 35% say pensions are just right, 14% say workers don't get enough. if reforms are made 64% of them say they should affect new and current employees. >> city leaders in san francisco, today announce new locations for two companies being displaced by the

america's cup. the show and the shuttle bus company are leaving the piers. the village and the new terminal will be built there for the yacht race in 2013. the city announce the deal to move to the site of a parking lot at broadway. they are headed for pier50. >> the 49ers say they have reached a long term deal to help bring the team to santa clara. the president of the 49ers announced the agreement today on parking construction with the company that owns the great americaa amusement park. the mayor said he plans to meet with york on thursday in a last ditch effort to try and convince the team to stay. >> i was trying to understand what was happening a couple years ago. why that was being rejected the interest @includeztitleed
