good morning. i'm dave clark. welcome to "mornings on 2". >> i'm tori campbell. the big protest is underway. ocpryers in oakland -- ocpirs are trying to -- occupiers are trying to shut down the port. tara moriarty is out there. how many people are out there? >> reporter: well, a few hundred. protesters are not cooperating

with police. they are blocking the entrance from berth 30 to 31. they've been chanting and this is the second time in less than two months occupiers have shut down the port. there are big rigs ready to do deliveries. but right now they are gridlocked by people. >> what do you want them to do? >> i would like them to go. but if they can move to the side. >> i can probably get them to back up. >> that would be great. >> reporter: many truck drivers complained last time that they didn't get paid because they couldn't do their job. so the first time, the protesters had the support of the union, the longshoremen, but not this time around. the mayor says will -- the port

after a former navy tugboat started sinking off point richmond. around 5:30 this morning, this is how the boat locked. a large -- locked. a large -- looked. it's believed 300 gallons of fuel have spilled out. we have a drum skimmer. it slowly rotates and we pump it up to tanks on the dock. >> now, this sinking tugboat is no longer home by the u.s. navy. it's knocked next to the decollisioned tugboat. stanley hall on the cal campus is expected to reopen in about 30 minutes which is just in time for this week's finals. it was shut down over the weekend because of a diesel fuel spill. a tank for an emergency generator overflowed on

saturday. some of the fuel flowed into nearby strawberry creek and other campus waterways. fuel also ended up in the bay. this closed them to close off an air jaw near the marie -- area near the marina. the e.p.a. is involved in the cleanup. police are looking for suspects in an overnight shooting. it happened shortly before 11:00 last night at 16th and east 12th. witnesses say the victim was shot in the leg and the shoulder. at this point, there's no word on his condition. police say the gunfire erupted during a robbery attack. sal, newschopper2, very busy watching the port protests and everything else. >> that's right. we're gonna first go to chopper 2 to show us what's going on here. you can see the protesters are still there near 50 and 56.

and other port areas have been blocked. the area at the port is like a big horseshoe. so they split off and went off on 7th and middleharbor. they've succeeded to a point. the oakland police have been there trying to prevent the protesters from marching further into the port. our reporters are there gathering information. we'll have more on this coming up. now, the port protest has not affected the major freeways, any of the freeways. southbound 101 near the 80 split there was an earlier crash here. a couple of them. the roads are wet. so be careful. highway 4 antioch, you can see stop-and-go traffic. if you are driving on 80 in west contra costa county, pinole and richmond traffic is moderate. we're looking at the commute in

san jose. the busiest freeway appears to be the 101. okay. philadelphia picked up another 2 1/4. the wettest ever. 2011 goes down as the wettest. philadelphia's records go down to 18 to -- 1820. only new bed forward, massachusetts and -- bedford, massachusetts have beaten that. we're getting a little bit. you can see some of that coming up wrapping around the low. what's interesting is all of the lows in disease have gone into the sierra nevada and dived into southern california. we get wind. this one is tracking parallel to the coast which is why we go over water. we could use a lot more. some of our forecast models out around christmas eve, christmas

day, slaps us with pretty good rain. >> 40 to 50s on the lows. then cloudy to mostly cloudy. the rain should be winding down. clouds, cool, 52 to 56. you can see my little system there as it rotates around the coast and it's picked up a lot of moisture in southern california. 42 fairfield. 45 livermore. 46 redwood city, san rafael is at 44. here comes the system. look at that, though. it happened into moisture in southern cal. they are gonna get oust of this more than we are. and to the north what do we see? nothing but clearing. that system will give us .010. mostly cloudy, light rain, mainly in the morning. highs will be in the 50s. 55 livermore, antioch. also san rafael. everyone is really close here. 54 to 56 should cover it. fog will be forming tuesday

into wednesday. another system could give us very light rain on thursday and then the weekend looks dry but there will be night and morning fog. for the holidays, this is officially the busiest shipping day of the year. allie rasmus is at fed-ex, where workers expect more packages to come through today than their entire 40-year history. >> reporter: we're standing in the fed-ex. you can see they -- you can see this giant conveyer belt. you can see right nowsome of the workers scanning each package that comes across. 17million shipments fed-ex is attracting around the world. shipments are up 12% from a year ago and in order to process all of those extra packages fed-ex hired an extra

amount of workers. more shipments this year than last year. >> i think the economy is starting to take a burn for -- turn for the better. and with that people are seeing that and going out and shopping. >> reporter: now, right now -- right now live you can see some of the 75 couriers that they have at the house and the couriers are the peel who knock on your door and make deliveries. they are loading up the back of your troubles. they have 40 trucks. they are doing a lot of work here and making sure that they have everything to make their delivery today. how do they know which package to pick up and put in the back of their truck? it all has too to do with the colors. they took for the package with that number, they get it and load it on the truck. they are gonna be busy. they will be too doing ships

this afternoon. 7:14. we do have breaking news for you right now. the united states supreme court will take up arizona's politically explosive immigration law. the high court wants to allow arizona to begin enforcing measures that have been blocked by lower courts. that includes a requirement that really brought about an uproar. they want arizona to be able to check an individual's immigration status. and just a little while ago, the high court said they could do that. the "right now border crossing," the new proposal for these, there would be kiosks in west texas. allowing peel to scan their -- people to scan theirismmy

the captain was fishing illegally. south korea is calling on china to clamp down on illegal fishing. and in sir reya, they fear the government is prefor a massive assault by bringing in tanks and setting up check points. the government denies they are doing this. 7:1. we're expected to find out this week whether the state will have to make more cuts to public education. on thursday, governor brown will announce how much california is short of the $4 billion in new revenue that new lawmakers predicted california would have early this year. if the shortfall is at least $1 billion, it will probably be cuts to education, including universities and k-12 schools. the man who took over pg&e one year after the deadly san

bruno pipeline explosion will talk about his first 90 days on the job. anthony errlly will be speaking at the pg&e offices in san francisco this afternoon. he took over pg&e in september as pg&e worked to rebuild its image after last year's deadly explosion. today he will talk about his long-term -- today mr. earlley will talk about his goals. it's reported that they didn't know the pipeline but the segments were certified as safe safe line safety, one scratched out a stress level.

pg&e is working to validate pipeline records. a plan to allow pesticides in lake tahoe is being criticized. last week, the board lifted a ban on the use of pesticides. now the decision goes to the water resources board. critics say this could be harmful to visitors residents and wild life. supporters say they would only be used under the strictest circumstances. we want to show you live pictures once again from the port of oakland. the big demonstration is now underway. these are live pictures from newschopper2 right now. we've seen these demonstrators walking in kind of an oval shape. and police lined up in front of them. now, yock pi demonstrators in -- occupy demonstrators are trying to shut down the port of oakland, one of the busiest in the u.s. the number of protesters is grow by the minute. the last estimate we had was

300 or several hundred there. it looks like a truck is trying to get through. the folks who work at the port and truckers who go in and out are strongly against this protest because they said it's gonna hurt them and their business. so there is at potential for a clash here but police are monsterring the scene and no major clashes have been reported so far. we have two reporters on the scene. stay with us two live team coverage. tara moriarty is down there at the port. kraig debro is on the move with protesters. he will have a live report at 7:30. we should also mention in southern california as many as 400 demonstrators are gathered in a park and they plan to march on the port of long beach and we'll have coverage of that event as well. so certainly quite a bit going on this morning up and down california. 7:21. speaking out. what the family of a accused of gunning down a virginia tech

being held today. let's go right back to sal. you have newschopper2 over the port. >> we're looking at and we're keeping track of these pretesters -- protesters. this is 50, 56 -- i'm sorry. that's 30, 32. that's our newschopper telling us that on the air. thank you, newschopper2. as you can see, the protesters are there. they've blocked the entrance to pier 30, 32 and also 50, 56. so the truckers are in a line there. our reporter is there keeping track on what's going on. so far there's been no major confrontation but the port operations have been delayed. bay bridge looks pretty typical as you drive up to the toll plaza. about a 15 to 20-minute wait. san jose, santa clara valley, we have slow traffic north of bird avenue. 85 is slow at 17. 101 is slow from mckee as you

drive up to trimble road. as we get to 101, no major problems. but it's wet out there. steve will tell you more about that right now. a little bit, sal. at least we have something coming through for the month. we've had a couple of .010s. our low is prark -- tracking parallel to the coast. you can see some of the wraparound coming from south to north. everything is in the green. i mean this is really light stuff. it's not going to do much. we'll take every drop. 40s on your temperatures and i think that will be in the forecast tonighted a tomorrow. today, though, some morning light rain, look at that in southern california, things are lighting up pretty good down there from santa barbara to l.a. and san francisco.

topping our news -- the big demonstration officially began two hours ago. we've been covering it nonstop. once again, occupy protesters are try tog shut down the -- trying to shut down the port. kraig debro son the move with the demonstrators and -- is on the move with the demonstrators and joins us live. >> reporter: good morning. there's lot of activity.

watch these trucks. they are going westbound. that movement started to happen in the last few minutes. i asked people why they were going down there, were they being led inside the port. the woman said she was going there and i got a text from one of the organizers. she says they have about 250 people at berths 55 and 56. look at the right there. the longshoremen workers' union. they are out here trying to decide if they are gonna cross the picket line. that will be the tale tell sign. if so, the trucks go in, the longshoremen will go in. but if the longshoremen don't cross, nothing gets on the trucks. this all began at the b.a.r.t. station. that's where hundreds of people met in order it march.

the idea among the occupies is to shut down all west coast ports, including oakland and long beach, long beach being the number two busiest and oakland being the fifth busiest in the country. i did speak to a couple of truckers. a lot of people are saying, well, you are hurting the 99%. those are the people waiting to get in. i talked to a trucker. he said he had mixed feeling the about that -- feelings about that. >> it's like one of those things maybe we could have -- [ inaudible ] >> reporter: you are afraid they wouldn't give you work? >> yeah, probably. that's -- that's what happens, you know. >> reporter: a very interesting thing happened.

that last person you heard from, he told me he felt pressure -- he told me he felt pressure from a dispatcher of the company that called him this morning, either come to work or we don't call you for the next few days. not only do you miss out today but you miss out the rest of the week. so there's a lot of pressure on both sides going on. we have movement behind me. i have to check into that. the longshoremen are deciding whether they should cross the occupy protesters. that will be the key as to whether the block at the port will work or not. kraig debro, ktvu channel 2 news. >> obviously we'll be checking in with kraig with more updates in the next half-hour. meanwhile, just moments ago, oakland mayor jean quan held a news conference and outlined how the city is responding to the port protest. >> we're working hard to keep

the port operations going with minimum disruption. we urge the demonstrators who are coming to the port to respect the rights of the 9% who are -- 99% who are trying to work today and keep everything peaceful. >> the mayor says shutting down the ports sends the wrong message to everybody who works there. last week occupy protesters took over some homes in foreclosure homes. as of sunday night, they still occupied the duplex owned by fannie mae. but a local contract -- they are actually in a contract to

buy it and escrow was set to close this week. the couple who was going to take over the home said their research did not show this duplex was in escrow. early yesterday morning, 55 occupy demonstrators were arrested for sleeping on the sidewalk. right outside of san francisco's federal reserve building. the group gathered there after the main occupy camp was broken up. the group was given ample warning that they would be subject to arrest. police say some of the officers were sped upon and one was pushed by protesters. no one was hurt. the red cross is helping 14 people find temporary shelter after a san francisco fire.

it started early saturday night at an apartment building on ellis street. residents say the hallways an stairwells quickly smelled with smoke. most of them never heard any building areform. >> and no alarm went off on our floor at all. if we would have been asleep, we would have been is dead. >> they are now rechecking all of the alarms and interviewing residents to see who heard the alarms. this is still being investigated by firefighters who say this fire does appear to be suspicious. and this fire started just before 10:00 saturday night at a building on 24 and utah streets. firefighters had the fire under control in about an hour. no one was hurt.

7:36. in santa cruz county. sheriff deputies are searching for the person responsible for a double shooting that killed a 14-year-old boy. two 14-year-olds were found with gunshot wounds near watsonville about 8:15 saturday night. one of those teenagers later died at the hospital. the second one was treated and released. detectives believe the shoot was was gang manufacture related and they are pretty -- gang-related and they are pretty confident an arrest will be made. authorities say anthony statem was killed by his cellmate. he was found injured in his cell early saturday morning and was pronounced dead at the hospital. 7:37. starting today, the golden gate ferry will reduce its service for the winter. the larkspur ferry will operate

hurting the markets, intel cutting itsth quarter outlook on supply shortages. right now, the dow is down 160. the nasdaq is down 46. s&p is down 20. there's some good news this morning for retailers, online shoppers spent 15% more last week than they did during the same time period last year. consumers spent a total of 5.9 billion online. early december is traditionally a lull in the holiday shopping frenzy followed by a big increase during the middle of the month. but this year, retail analysts say online shopping is not likely to drop off until after the first of the year. san francisco will make history on january 1st when this becomes the first city in the country with a minimum

[ laughter ] >> the iowa caucus is on january 3rd. 7:48. a republican political group will start airing tv ads targeting president obama for his support of the company solyndra. the group sponsoring the ads, crossroads gps, says solyndra's $500 million loan and the bankruptcy that followed shows what's wrong with big government. a campaign spokesman for president obama says prups want to wipe out investments and clean injury to keep america dependent on fossil fuels.

at a campaign event yesterday in iowa, first perry stumbled over the company's name he mispronounced that and then he daaled it a -- comed it a country -- called it a country, instead of a company. bob decastro is live in long beach where protesters are also demonstrating there and he joins us now. bob, if you can hear us -- it looks like that's a -- there's quite a bit of activity there. >> reporter: yeah, we're on the move. this is a group -- this is a group of 200 people. they went to one of the entrances here, to one of the shipping companies and tried to block the access. it does not look like they were able to disrupt the operation of the port here. there are many other entrances here for the employee to go in and out and it didn't really

a trial is scheduled to begin in the case of a korean family who is suing the u.s. government after a jet crashed into their home. in december of 2008, a military jet crashed into a san francisco neighborhood.

the marine corps says the mechanical failure and a series of bad decisions by the pilots lead to the -- led to the crash. a mother, her children were all killed in the crash. that woman's husband and her father are suing the government for an undisclosed amount. dozens of airline passengers are safely in los angeles after their plane had to make an emergency landing with just one engine. the flight was on its way from denver to los angeles yesterday afternoon but it had to make the emergency landing in grand junction, colorado when the engine shut down. >> all of a sudden, there was a runway we were on, and there were emergency vehicles, fire trucks and so on there, too. so we were -- we clapped when we got there. >> the cause of the engine shut down is still under investigation. united says all of its planes are able to fly with one engine and the crews are trined for that situation. pres and crew were put on another plane for los angeles.

two leading republicans in congress will agree to extend the payroll sales tax. senate majority leader mitch mcconnell says a new republican plan will get bipartisan support. that leads the way to an oil pipeline and democrats say they will never agree to that. lindsey graham says they believe an agreement can be reached without including that pipeline. we want to check in with sal. any problems out there? >> nothing major, tori and dave. the commute seems to be pretty typical. the toll plaza is backed up at the toll plaza for about 20 minutes once you get on the bridge, it looks good. 880 northbound and southbound. if you are driving into hayward, you can see stop and

good morning. welcome back to "mornings on 2." i'm tori campbell. >> good morning. i'm dave clark. it is monday, december 12th. well, the big protest at the port of oakland is picking up steam. occupy drasters in oakland -- demonstrators in oakland trying to shut down one of the busiest ports in the united states. all of this start at 5:00 this morning. but there were some major developments in the past half- hour. tara moriarty is back with us. what are you seeing? how many demonstrators are out there, tara? >> reporter: hundreds.

we're at berth 30 and 32. a lot of the protesters seem to have trickled out of this area. we don't know if they are going to other births in the area. we're on 7th and there is actually a police blockade here. and then there big rigs. they are backed up -- they are circling as far as the eye can see. they are supposed to be making deliveries. we spoke to one truck driver in the green truck. he's from iowa. he's supposed to make a delivery at 7:00. he's sitting in his truck waiting because he does not get paid until he makes the delivery. the mayor said the port would remain open today but, again, rigs are not able to get in. people are chanting, walking in circles. trucks are at a standstill. the unions are notfully supporting this -- are not

fully supporting this movement. we spoke to one long moreman -- >> if you want change, there has to be some inconvenience. dr. king did that. you can't have it both ways and i think history will determine who is right today. >> we watched longshoremen today and they said they would not go to work today because they would not cross a picket line. people have jobs and have taken the day off. they felt it was important to be here. there will be a march at 3:00. it will be interesting to see how many folks join in that

the protesters are out here as a day of action. they want to block all of the ports. oakland is the fifth largest report. long beach, the second the we understand there is that news report going on there. what we are seeing now is no trucks getting in. no port activity as we are right now. we did talk to some longshoremen and they said if there was a picket line here they would not cross it. none of the leadership of the international or the local longshoremen workers have endorsed the protests here but some of the rank and file union leaders we spoke to said they will not cross if there is a picket line here. i will be back at 8:30 with an update on the situation. reporting live at the port of oakland, kraig debro, ktvu channel 2 news. >> thank you, kraig. >> and this is new video just in, showing protesters at the port and some of them are actually carrying a tent -- there it is.

parts of the ferris wheel nell down below. this event features, 20 carnival-like rides. last night, visitors reported seeing large parts of the ferris wheel coming off. they say it start when a live vot attached to the box on the ferris wheel came loose. it swung into the ferris and knocked a large piece of fiberglass loose. nobody was injured. the problem has been fixed. this is how this boat looked around 5:30 this morning. you can see a large part of the vessel is submerged into the water. the tugboat started sinking yesterday. it's believed 300 gallons of fuel have spilled out.

a california county is taking a new approach 0 to help bring down soaring jail costs. it's now charging inmates for their stay. riverside county started the pay to stay plan. that's the state program shifting inmates from state prisons to county jail. riverside county now estimates it will collect $6 million a year by charging inmates for their jail stay. although the county says inmates usually don't have assets and they won't have to pay. this is video of a tattoo removal program san jose participated in a few years ago. now, hayward's kaiser permanente is removing tattoos from former inmates. the free and often painful service is for people who have

hundred of demonstrators now at the port of oakland determined to shut it down. this is the situation that keeps changing every minute. ktvu's kraig debro is out there right now with the very latest on what's going on. kraig? >> reporter: good morning, dave. berths 55/56 is where we are right now. if you look, you can see the circular moving picket line. for all intents and purposes, these berths are shut down. i talked to several longshoremen. they said they will honor the picket lines. any further blocts will be done by -- blocks will be done by alameda county sheriff deputies. this is a day-long action here. it's blocking ports, including

the top five, long beach is number two. long beach is effectively -- there are a lot of protesters there. i don't want to go out on a limb and say it's shut down. the reason behind the blockade is economic. the protesters here feel the 1% at thetop, many of the companies that own the ports are in the 1% that they are not trickling down the money to the people that work here enough where those people have enough money to make a decent living on. they are trying to shut down the sports to make a point that the 99% can make a difference. i talked to truckers earlier about this. they have to pay for their own gas and health insurance. and the truckers right now are basically split about how they feel about the protest. >> it's the kind of situation where somebody has to get -- has to get out and do something. unfortunately, it meatses frsh -- it messes up a lot of hard- working guys like myself just
