his home right here on crestmoore drive says this is to draw support as the trial comes near. pg & e accepted blame. the peligrini do not accept that the statement is a sign of remorse. >> they took something that basically took 15 months and four days. that we all kind of knew. i'm just curious to know the facts we don't know. >> reporter: pg & e said it was responsible for the explosion and says that it'll financially compensate the systems. pg & e is hopeful that today's announcements will allow the

families to get settlements sooner. >> since the day of the the incident, pg & e has tried to cast itself in a better light and that's part of that. >> reporter: i spoke to steven campora and says today east admission was meaningless. >> what pg & e hasn't done is say whether or not they are accepting full responsibility. >> reporter: when asked tonight if the utility is taking sole responsibility, pg & e spokesman bryan swanson said no that he could not speculate on the responsibility of other parties but he did say the utility would not consider holding san bruno and its residents accountable. today's announcement comes ahead of hearing on friday that's when they will lay out the schedule leading up to the trial which right now is scheduled for july. reporting live tonight here in san bruno, i'm healther holmes, ktvu channel 2 news.

at ktvu.com we posted a link to pg & e's full statement today just look for the story on the front page. hundreds of pg & e customers are without power. some 6,200 customers are without electricity. pg & e says there was some sort of equipment failure. they expect to have the power restored between 11 and midnight. governor jerry brown detailed nearly $1 billion in new mid-year cuts to state spending. on the list public schools, money for school busing and higher education. but as ken pretty which práeut which pritchett tells us, the cuts are unavoidable. >> these cuts to schools, to prosecution they are not good. it's not the way we would like

to run california. >> reporter: and school buses in many districts may not run at all in california with the elimination of funding, $208 million for the school bus program. >> that's devastating it's going to hurt low income and rural kids who really have no other means to get to school than that yellow school bus. >> reporter: k-12 education in general will lose $79 million. the university of california system, csu and community colleges will be cut by $100 million each. these are the so called trigger cuts passed by the legislature over the summer that would kick in only if revenues fell short. and they did by more than $2 billion. well, the democrats put those triggers in, it's the one responsible thing in the budget that they did. >> reporter: republicans called the budget a gimmick, but governor brown said california's growing economic softened the blow. >> i think we're fortunate that at least we got half of the

revenue and the trigger cuts are under a billion instead of almost 2.5 billion. these trigger cuts take effect january 1st and just a couple of weeks later the governor will announce his new budget which will he says contain billions more in additional cuts. in sacramento, ken pritchett, ktvu news. budget cuts are taking a toll on security agencies. harris says she has to lay off 22 service members. the new law enforcement unit that is being funded to fight identity theft and internet scams. california's private employee pension funds is under evaluation. it says the short term

shortfalls could reach $500 billion. some 2.6 billion people in all? the port of oakland may be open again but the effects of last night's protest are far from over. the heavy backlog remains tonight. the owner of one trucker company told us it could take two weeks to get back to normal. he explains that the port is a fast moving system and any delay could have a big effect. volunteers tell us the effort is fueled in part by the mayor's handling of occupy oakland and the city's police department. >> this woman has been in here, we voted for her and she's done nothing. nothing at all. >> i don't think the occupy movement is the answer. i don't think recalling the answer quite right now is the answer. >> mayor quan's office did not respond to us today but she has

called the recall effort devisive. vallejo police are working to unravel a deadly shooting tonight. a man was found dead between marin street and sonoma boulevard about 1:00 this afternoon. police identify him as michael webster of vallejo. they said he was involved in some kind of confrontation and then shot. webster managed to run into the alley where he died. webster is the 16th homicide victim in vallejo this year. pinol police say the shooting of a man at an in and out may have been drug related. a 33-year-old man has been shot and wounded and remains in the hospital in serious condition. the injured man met two other men in the parking lot at some point one man shot the victim with a semi automatic handgun. the shooter was described as african american with long dead locks. a teacher at diablo middle school was charged today with 20 sex crimes for allegedly

having sex with an underaged girl. andrew cottrell's bail was increased from $175,000 to $1.1 million. police arrested the 41-year-old on campus last friday and said he confessed to acquisitions involving a minor student. happened about 3:30 this afternoon near the san francisco zoo at skyline boulevard. these pictures from news chopper 2 show the extend of the damage to the two cars. rescuers had to use the jaws of life to free victims from the wreckage. it could become the most expensive bike ride ever built. meetings are underway to discuss the expansion of the

bike lane on the bay bridge. >> reporter: half a billion dollars or more that's what they would estimate it would cost to complete a bike lane from yerba buena to san francisco. the ntsb held a meeting today to show the project. >> it's a huge amount of money particularly when you consider there are no dedicated sources of funding right now. >> reporter: a bike lane is already under construction on the new eastern part of the bridge but that lane will end at yerba buena leaving bikers stranded at the bay. >> it's great exercise. you know why go to the gym when you can just ride to work? >> reporter: tina crawford is a long distance cyclists and says a 13-mile ride from her san francisco home to her job in emeryville would take just as long as public transit. >> i walk to b.a.r.t., take b.a.r.t., i take the emery ground in emeryville so it's

there was a surprising turn in court today. the former penn state assistant coach waived his right to a preliminary hearing paving the way for a trial on sex abuse charges. sandusky's attorneys say the decision was tactical because it would prevent the alleged victims from resiting their claims without being cross examined. >> there are no plea negotiations, there will be no plea negotiations. >> sandusky faces more than 50 counts for allegedly abusing eight boys during a 15 year

period. -- environmentalists are opposed to a pipeline that would stretch from canada down to texas. the white house wants the tax cuts but is now threatening to veto the bill now that it includes the unrelated pipeline plan. a nationwide ban on all cell phone use in cars including texting even talking on hands free devices. that's what the national transportation board is calling for. a bay area father says it's about time. >> reporter: distracted driving, the california office of traffic safety says it's caused the death of more than 100 people in the state last year. one of them was 2-year-old caley murray. she was in a crosswalk with her mother a year ago this month when a teenage driver ran into her. the driver kat eland dunaway

fines for distracted driving, but governor brown vetoed it saying that it would be too expensive for drivers. a woman who was told would never walk again because of a horrible accident has undergone a new treatment. >> i've never broken a bone or fractured a bone in my body. >> but while driving, she reached down to grab something, accidentally veered off the road and crashed. >> i fractured some of my rib cage. >> and fractured her spinal cord. today the 23-year-old cannot feel anything under her chest. last month she underwent a ground breaking treatment. >> they would have gone in basically right through here. >> reporter: she had 2 million stem cells injected into her spine, becoming only the fifth

checking their watches before issuing tickets. the commission approved a five minute grace period for drivers. that's the ones you get tickets then display on your window. san francisco is known as a fairly bike friendly city but one bicyclists is now being charged with vehicle manslaughter. ktvu's david stevenson tells us how the district attorney says this case is a reminder for everyone to obey the rules of the road. >> reporter: it happened here last july. police say 23-year-old randolph ang ran a red light and hit a tourist. >> what i'm hoping for is the district attorney's office will evaluate this case for what it is instead of trying to make a statement that bike riders have

to obey the rules of the road. >> reporter: george gascon says that's exactly the point he hopes this case makes to people on the streets and sidewalks. >> one thing i think people believe whether you're a pedestrian or riding a bike the rules of the road do not apply to you. >> we need to be further educating everyone on the rules of the road and enforcing the rules on the roads. >> reporter: san francisco's municipal transportation agency is considering stiffer penalties for riding bikes on sidewalks which is illegal for san francisco adults. bicycle advocates say it's unclear whether more rules or fines are the answer. >> i haven't really seen whether the county itself would prefer cycling on the sidewalks or people who go through stop signs are going to make a difference. >> reporter: the bicyclists faces up to a year in county jail if convicted. david stevenson, ktvu channel 2

lloyd lacuesta live in santa clara with the offer already being made to niner fans. >> reporter: tonight here at santa clara city hall, touchdown 49ers. the city council has unanimously approved the financing plan to build a $1 billion stadium in the parking lot of great america amusement park for the san francisco 49ers. the vote means after five years of negotiating a stadium will be built with a loan from three banks, 40 million from santa clara's redevelopment agency and the rest from the nfl to build a 68,000 seat stadium. and the team leaves san francisco. >> we say done deal for sure. >> i'm sure we have more work to do to get under construction. we're looking forward to getting that done. >> what to the 49ers say to the people of san francisco is this. >> the people of san francisco,

june primary next year. new at 10:00 a massive donation of stores for the salvation army in san francisco today. in fact, it's the biggest single day donation that organization will get this season. amber lee tells us now the person behind the toy drive is now a successful businessman but it wasn't always that way. >> we're inside the salvation army warehouse where thousands of toys are being kept. tonight we met a man who's helped make this possible. he started a toy drive that focuses on making sure all the children receive age appropriate toys. the sound and spirit of the holiday season was evident tonight inside reed and grena's. toys bought with more than $60,000 worth of donations just this morning filled the bar. donors and volunteers with the nonprofit called dig deep shopped at target and sports authority and purchased 5,000 items to help struggling

families. >> just in this little stack here it's over $2,000 worth of toys. and we just know there's no way these families could afford those toys. >> reporter: dig deep cofounder rick teed said a single mother struggled to raise him and his siblings. >> i really feel for the parents, i remember what it was like to be a kid. >> reporter: teed says he gets donations from coworkers, clients and friends and they focus on buying items for older children and teens who are often overlooked. >> it's tough, you know. >> reporter: this single father an army veteran and son will be among the families receiving donated gifts. >> it's hard for people to come up with the money to do things while our economy is in such bad shape. >> reporter: father and son say they are grateful to dig deep in salvation army which distributes the toys. >> it's one of the times in the year where you can get presents and stuff. >> you really look forward to it? >> yeah. >> reporter: this is the third

year dig deep has held this toy drive. salvation army picked up the items tonight and plans to give them out next wednesday and thursday. the report identifies hundreds of products including toys that contain potentially harmful chemicals. 350 toys made by playmobile made that list. almost all hard plastics contain bpa which has been linked to hormone disruption, early puberty and cancer in lab animals. if you're thinking about getting someone a pet for the holidays, animal welfare groups have one request. think beyond the pet store. they encourage an outright

dr. conrad murray says he is broke and needs the state to pay for an attorney. murray was convicted last month in the state of michael jackson. he says he cannot pay for an attorney so he wants the state to provide one which he says is his right. federal health officials have ordered a fremont man to stop operating an unlicensed one man sperm bank. 36-year-old trent arsenal says he's donated to at least 53

couples. he says he helps people. arsenal has a website with his health history and photos of babies he says he has helped to conceive. arsenal is fighting the saoáut -- suit and says he will continue providing his services in the meantime. -- police say the man had a criminal history that included weapons charges. the attack happened in the city's square. in syria more evidence of violence today. members of the opposition released video of a bombing that set several cars on fire.

the video also shows government soldiers making a sweep through the streets. the death toll was said to be at least 28. the united nations says at least 5,000 have died since the uprising began nine months ago. and in norway, there is a serious shortage of butter. the crisis appears to be the result of a perfect storm. for one thing demand is up for sugary treats. americans were outspending money last night but not quite as much as expected. the commerce department reported today that november sales rose a fraction .02%. a look at the numbers revealed shoppers went in and lower gas prices gave them more money to spend. this was the sixth month in a row when it comes to spending increases. a rally on wall street fizzled in the late afternoon on news from the feds. the nasdaq dropped nearly 33.

the federal reserve said the u.s. economy is improving slightly but is still vulnerable to the european debt crisis. netflix stock was up today on rumors that verizon may be interested in buying it. the idea is that verizon may be looking to get into the streaming business. the deal could be done by easter and be worth $15 million. christies was backed today for what was called the crowned jewels of hollywood. the first 12 items sold for far above their estimates. one piece was valued at two to $3 million and it went for more than $10 million. taylor died earlier this year. she was 79 years old. buzz words you don't want the the put on your resume. plus, fighting suicide one facebook user at a time. the changes being made to that popular website. chief meteorologist bill

facebook today made a major change it hope could save lives from people who might be on the verge of committing suicide. robert handa tell us how this change will work. >> reporter: there are millions communicating through facebook. even at a prominent school many see messages that express thoughts of suicide. mary says the wording often goes like this. >> i don't know what to do anymore that's definitely one. another one might be, i feel like i've done everything and no one is listening to me. >> reporter: facebook, google, and other networks siting already connect with the national suicide prevention hot
