good morning. a traffic trouble spot on one of the busiest highways you can see. highway 17 is at a standstill here heading down the hill. we'll tell you what the problem is and how long it will take to have it cleared up. >> reporter: a freeze warning in the north bay. where it is exactly and how it will be with us. violence against protesters is not okay. that's what students here at uc berkeley told thus morning -- told us here this morning. we'll tell you about a hearing this morning. and a battle within the occupy movement. what's causing a split among the protesters? >> 17 northbound right after the summit, there is some sort of a problem here. it looks like a three or four- car crash that briefly just now had the lanes blocked, all of them, until the chp is trying to figure out what happened. this is the second -- dash perhaps the third of several accidents. it looks like a six-car crash. live pish from newschopper2 showing that traffic is backed up. looks like emergency vehicles are there. some people, you can see, were out of their cars and now they are kind of running back to their cars. they are trying to get back to the side. this is a crazy situation here on 17. it's one of those days if you drive -- if you drive in this area, it will be busy. again, northbound 17, the second of many crashes here.

degrees fahrenheit but right now it's 26 degrees fahrenheit. you you visibility is a lot higher -- visibility is a lot higher than it was a half-hour ago. this will last until 9:00 a.m. we've been up here since 4:30, 5:00 this morning and the most visible you will see is the frost buildup on the cars. sometimes you can -- you can look up in the air you can see some of the mist in the air and that's -- we talked to a man who is working in this weather. he says he needs to be careful, despite the fact that this is his profession. bridges are the likeliest to frees up faster -- freeze up faster and stay cold.

o. pnk dnktion has been contact -- o.p.d. has been contacted. >> reporter: investigators say no one was near the building when crews arrived. firefighters, it took them about 30 minutes to put -- to put out the flames. state lawmakers want to know if crowd control went too far. lorraine blanco is at uc berkeley right now to tell us about some of the allegations against campus police. lori? >> reporter: good morning. a student sent us an apology letter regarding this incident. e-mail was sent because of what you see here. campus police hitting protesters with police batons. state lawmakers called for the

"time" magazine has identified its person of the year. it's someone whose influence is reaching around the world. 7:07. well, you drivers who stay too long at the oakland parking meters, you are now bebe given a five-minute grace period. there's a new policy that takes effect today. it gives drivers an extra five minutes from the time the meter expires on the receipt. a city councilwoman said it will give you a break if you come back to your car in that five-minute time and there's a parking meter officer writing you a ticket. some extra steps are being taken to make sure holiday shoppers who ride b.a.r.t. get to your car safer. b.a.r.t. police officers and oakland police officers will work with the citizens police academy to escort shoppers to their cars.

ahead and give yourself extra time. as tori mentioned, there are not a lot of great alternates here unless you have to go out of your way to bypass 17. that's why a crash here is so serious. if it's blocking lanes, as you can see it was, it's really causing slow traffic. the good news is they completely got that out to the pullout. now the traffic is only slow because of rubberneckers. let's take a look at the 237 drive across the valley. you can see traffic is busy getting to 8 0. and if you are driving to the bay bridge toll plaza, no major problems on bridge itself. let's go to steve. very good morning. low clouds around. that really helps bring up some of the temperatures. san diego, you know san diego, .80 for rain for the month. eureka, zero.

>> reporter: this is the senate floor. the senate came into session about 45 minutes ago. as time runs out for congress to extend a payroll tax cut that expires in two weeks. senate democrats today are expected to reject the republican bill that passed last -- that -- that passed the house last night. this with keep about $1,000 for most families but that's linked to the controversial pipeline that would bring oil from canada to the u.s. prups say the presh -- republicans say the pressure is on to pass it. >> if senator reid wants to hold on the jobs bill, then he will go on santa's naughty list. >> reporter: the fight over the payroll tax cut is raising new fears of a government shutdown. senate democrats say they their

police evacuated the station after a suspicious backpack was found on one -- on one of the trains. investigators say concern was heightened because the word "bang" was written on the backpack. but today's "la times" reports an innocent explanation -- the owner of the bap was nicknamed bang-bang. new numbers show 2.5 million more adults now have health insurance since the healthcare over haul law took effect. under the law children can stay on their parents' medical plan until they are 26.

time is now 7:19. a woman in wisconsin who had just given birth is demanding answers this morning after taking care of the wrong baby for three hours at the hospital. she says after she gave birth to her son, henry, he was taken away from her to be cleaned up but when he was returned, she had a feeling something was wrong. she said the hospital didn't check henry's arm band and he was placed in another baby's crib. a different baby was then brought to her, a baby that she breast-fed and even changed. >> i didn't believe them at first. i didn't believe them. i think they had to tell me

three times. >> well, she says she had a dna test performed on her baby after bringing him home from the hospital to make sure he was the right baby. the hospital paid for the test. they haven't commented on the situation. she's hoping to fine the woman who -- find the woman who was taking care of her baby during the switch. she says that woman is the only one who can relate to that situation. a rescue crew came toot aid of two men who were trapped in a tree by rushing floodwaters. this is video on the south island of new zealand. heavy rain has been hitting that area, creating dangerous floods. the two men got trap when a riverbank gave way. they spentant hour out there before rescuers finally got to them. we have new video of the entire thing that happened thissing. a couple of crashes one of the most serious was the south one. we had a northbound one that caused several -- as you can see, traffic is at a standstill. you can see traffic is going to be pretty busy. it turned out to be, like, a six or seven-car crash. at one point people got out of their cars and were saying what

the heck is going on? things are improving now. but the crash has been moved to the right shoulder. you can see traffic here is moving along relatively well past the coliseum. this traffic doesn't start to slow down until later and at the bay bridge taupe, it's slow. the westbound bay bridge backed up for a 20, 25-minute delay. i do see some flashing lights as well. it looks like we're having a thick morning at the toll plaza. let's go to steve. i know it was cold yesterday. yesterday was -- the low clouds are kind of a leading edge to the system. that will give us some rain. not a lot. a little bit. it will increase clouds in the afternoon. just mainly low clouds. the higher clouds are still aways away. there won't be much out of this system but it will give us a different pattern compared to

do you thiferm should happen to candlestick park? that's the question we've been asking viewers on facebook this morning. police in petaluma are searching for thieves who robbed a tire store. last week a man and a woman walked into the tire store while the woman distracted the store clerk, the man allegedly escaped with a portable generator costing about $1200. a santa rosa woman's in jail after getting three traffic tickets in 24 hours. now, on monday, aubrey martin was pulled offer, told police she had a suspended license. she had just been given a

ticket the night before. while searching for her i.d., police say they found two more traffic tickets including one from earlier that same day. the officer then gave ms. martin another ticket for driving without a witness plate. we're told now the total for ms. martin, she's racked up ten traffic cry tases in the last 18 months. 7:34. pg&e is formally taking responsibility for the san bruno pipeline disaster. the utility admits it's legally liable for the explosion and fire that killed eight people and destroyed dozens of homes. pg&e's admission is in response to pressure from the judge handling a barrage of civil lawsuits. the judge demanded to know whether the utility would take responsibility or seek to deflect the blame. >> just know that these residents have suffered for the last 15, 16 months terribly, financially and that's just part

stocks are trading slightly lower. down below $1.30 and rising italian bond yield. energy companies are falling hard as oils drop over 3%. it's down to 96 4 a barrel. the dow is currently down 77. nasdaq is down 33. s&p down 9. san jose is the top-ranked california sit fors abouts according to a new study by marketwatch.com. it's still not clear the top of the list. san jose comes out 25th of all u.s. cities with a population of 500,000 for more. san francisco comes in at 31st nationally. and california has more cities on the bottom half of the list. five of the six of the worst cities are in modesto. sacramento ranks 99th and fresno is number 100. riverside in southern california is 101st and

stockton is in last place, at 102. cities were ranked on housing, unemployment and personal income and 12 other economic factors. attorneys for facebook are preparing to ask a judge to throw out the lawsuit of a man who claims he should own half of the company. they say paul seglia had a contract with facebook founder mark zuckerberg but attorneys say that's fake. seglia say they signed a deal in 2003 and that he was given money to start up the social networking site. but facebook attorneys say the ink on the contract is less than two years old. klm royal dutch airlines wants people to be able to talk to the person who sits next to them on long flights. so next year, they are launching what they call meet and seat service. travelers will be able to link facebook and linked-in profiles

accident did knock out power for several hours. the california lottery is searching for a man suspected in lotto thefts from stores in the silicon valley. the 29-year-old is -- is accused of stealing lottery tickets from 18 stores in october. investigators say he usually casss the winning tickets after stealing them. he's known to frequent coffee shops around little saigon and homeless areas. google is donating $11.5 million to organizations that fight slavery and human trafficking. this reportedly is the largest corporate grant ever devoted to fight slavery. it's a chriss that card that has animal activists in an uproar -- christmas card that

it happened late yesterday afternoon on brucester avenue. police are looking for two other men spotted leaving the scene. don't expect to see ice cream trucks near novato schools in the future. last night the city council unanimously approved an ordinance that will keep ice cream and other mobile food vendors 15 feet from the schools. the ban was originally proposed to help encourage p healthy eating han yits -- encourage healthy -- healthy eating habits. an internationally known artist wants to install 25,000 light bulbs on the western span of the bridge. the lights would be controlled by a software program and would flicker in sequences just like
