did. well, good morning to you. i'm dave clark. >> i'm tori campbell. it's monday, december 19th. the world is watching after the death of long-time ruler of south korea kim jong-il. the dictator died on saturday after a heart attack. he was 69 years old. he was the ruler of north korea. i misspoke there, north korea, not south korea. a funeral is plan for wednesday. mr. kim ruled north korea for 17 years and most viewed him as cruel and reclusive. he took power from his late father in 1994. in an effort to continue a family dynasty, kim jong-il has named his young e son, kim jung un, his successor last year. not much is known about him. he's estimated to be about 27. it's not known if he's married.

word of kim jong-il's death comes on the same day north korea conducted a missile test. south korea said it occurred off the coast. it's not known if this is part of death of kim jong-il. the military is on high alert while the situation in north korea remains uncertain. the white house says president obama is monitoring the situation in north korea follow the death of kim jong- il. coming up at 7:15, we'll have a live report from our washington, d.c. newsroom. and this news has dragged asian markets down overnight. there are worries there could be new instability in the

region. south korea's kospi dropped 4%. marks in other currents well this morning. but the u.s. markets are up right now. 7:02. back here at home, repair crews in san pablo have already started work to fix two ruptured water maynes. some streets and homes were flooded over the weekend. and now there's another worry. allie rasmus is out there in san pablo to tell us what's underneath several of those homes that they are worried about. >> reporter: well, dave, running parallel to that water line that broke over the weekend is another water line owned by conocophillips. both of those lines run side by side. now, as we pan over to the left here, this road, as you can see, is right next door to a

house be section. many people who live out here didn't realize there was a gapline running through the area. this is el portal drive you are looking at. it now has a gaping hole in the ground where repair work is being done. that pretty much spans almost the entire width of the street. that water line that broke is about 5 feet fid in diameter -- wide in diameter. conocophillips owns that gas line. the spokesperson explains how this all started on saturday. >> the waterline eroded the soil and caused some of the concrete to fall into the hole. >> reporter: now, the gasoline line was not damaged when the waterline broke but the water did gush into the street and that caused flooding problems in some of the homes. there's a bit of a detour here.

there's been a lot of people trying to circumvent the area and try to get back on the freeway. we're still waiting to hear back from east bay m.u.d. to hear about how long this street will remain closed. allie rasmus, ktvu channel 2 news. 7:04. now information about a fire on a small plane overnight in hayward. it happened just before 11:00 at hayward's executive airport. now, we took this video less than an hour ago. you can see there's fire retardant foam on the ground. crew members thanged -- managed to push the plane out of the way. nobody was hurt. we're told there's damage to the plane and smoke damage to several nearby helicopters. a new study finds one in three americans will be arrested by the time they are

23 years old. researchers for the journal pediatrics found that more than 30% of 23-year-olds say they've been arrested. that's higher than the 22% from the study in 1965. experts attribute the higher arrest rates to several decades of tough crime policies. alameda county has a counterproposal for governor brown. last week governor brown announced that because of state budget trigger cuts, counties now need to pay $125,000 for each youth offender housed in state youth facilities. that's up from just $500 per offender. and the state says it actually costs $200 for each youth offender. alameda county wants to take over the care and maintenance of this youth offenders and it wants the stay to pay $150,000 to the cow county for each -- to the county for each

offender. women are closing up the gender gap when it comes to college applicants. about 6 out of every 10 graduates from last spring were last women. that's a reversal over the past few decades. some students say with the economy the way it is, they need a college educatioto help take care of themselves and their home. cal state east bay held a special one-day male initiative conference for young minority men. today is another spare the air day. the sixth one so far, after having all of now last weekend. experts say this pollution and haze will hold in fine, particulate matter. they don't want you to use fireplace, wood stove, and pellet doeferns and -- stoves and outdoor is banned.

here's steve. a little system just wrapping back around on its way to southern california. did produce a few sprinkles. most of it is gone. a lot of low clouds around, mostly sunny, though, no rain expected. no measurable rain. we get a little sprinkle here and there. we could use some. very, very dry as i mentioned. about an hour and a half ago, i -- reno, nvd has yet to have -- nevada has yet to have any rain. if this continues it will be the driest season since 1987. just saying. things are not only dry here but northern shasta. even pars of oregon -- parts of oregon. that line down towards morgan hill, not much there.

they took them down late last night to avoid a done frontation with the police. the group wants to raise awareness about an 9-year-old veteran and his -- 89-year-old veteran and his wife who didn't know they signed a variable loan and are on the verge of losing their home. >> these are part of the people that these foreclosures are affecting. my father is a world war ii vet. he's try to live the american dream and is now living the american nightmare. >> last night, supporters held a posada, a mexican tradition, of mary and joseph asking for shelter. "the chronicle" reports police evertime is up to $500,000. the public works department has spent $47,000 clean up justin herman plaza. the parks department has spent $50,000 to prepare damage left

behind. this is from the occupy protests. well, when san francisco mayor ed lee anowptsed last week the -- announced last week the city would match a private donation of $1.5 million to house homeless family, homeless families were happy and confused. but according to "the chronicle" they've never heard of this. the paper says more than $800,000 has been sitting in that fund unused for years. as we mentioned, we're following the missil test -- missile test by south korea. we will have reaction from the white house and new concern about the stability in that part of the world. and the payroll extension bill, it's in jeopardy.

you can bet one of the top items on the agenda is from a south korean news agent sha north korea fired a missile off the coast on the same day the country announced the death of kim jong-il. south korean officials are trying to confirm that account. in the meantime, it's on high alert. around midnight eastern time, president obama spoke with south korea's president. part of the concerns is very little is known about the son, kim jong-un, and he's believed to be in his 27. >> the majority are betting this will be fairly smooth. it's not gonna happen overnight and there could be unexpected events that push things in a different direction. >> reporter: north koreans are mourning the death of their

underground. >> reporter: well, good morning. neighbors found out there is a 6-inch line running through the area. it runs parallel to a much larger five-foot wide waterline owned by east bay mud that ruptured over the weekend. when that waterline broke, it sent floods of water just gushing out in the street. that happened on saturday. but you can still see some of the evidence of the flooding. if i drag my foot here, you can see the mud is still wet. it did cause problems with some of the homes in this area. this is 4 hours after all of this flooding happened. let's show you an overhead view of the repair work that's going on for this water main break. when work crews opened up the ground to fix that water line that's when they discovered -- discovered there was also that

6-inch gasoline pipe. conocophillips owns that pipe line. >> once we find out there was a waterline break and it was near a pipeline, we shut the pipeline down as a precaution and we drained it. so there's no gasoline running through the line at the moment. >> and the conocophillips spokeswoman said there's no hazard. the gas line was not damaged when the waterline broke. but it did cause damage to the yards at the nearby homes. east bay m.u.d. is in charge of the cleanup because it's their pipe line that work. but they are working alongside crews with conoco phillips. in the meantime, el portal drive, you can see there are work crews out here, this intersection is completely closed to traffic. interstate 80 is on the other
