scene where police are starting to evacuate other apartments. >> reporter: this is where everything is taking place and we were there a second ago police just put this line here where we were able to walk down passed where these police cars are on a to the right and that's where the action is going on. -- police cars are and to the right and that's where the action is going on. somebody who works here complained the and in 514 was armed with a machete. police later found out he was armed with a machete. you can see all the squad cars that are here. i walked into the apartment complex moments ago to find out what i could and i learned police are beginning to evacuate a portion of the apartments and they are getting ready to shut down the area and

apparently that has already started to happen. on the way here we heard the conversations on the scanner and police were reporting what the conversations were with the man held up inside and he was saying bang bang you are dead and he said you guys are already dead this morning. this man scott, a white male is antipolice, antigovernment and that was the description so at least according to what this man said, he has no plans to end this in a peaceful way. they are saying scott, please talk to us, scott come out, it's going to be okay. we will have to see if that will happen and of course we will be here to bring you a full story as it develops. kraig debro channel 2 news.

also, investigators are looking for the car that started the fire near grizzly peak. paul chambers joins us from the scene with what information the fire investigators are giving. >> reporter: good morning pam, there is a crew on stand by just incase there are any hot spots or flare-ups. they got here and let me take a look behind me. you can see the bottom level and crews tell me there was damage from the water and the fire may have started on the second or third level. firefighters got the call at 830 last night, it the fire started sending flames into the sky. the fire was not the only danger crews had to deal with. it is in the berkeley hills so

it is hard to navigate their trucks through the winding hills. a power line which was live may have briefly detained the crews. >> a power line briefly delayed the first engine so we had to get a second engine for fire attack. we treated two firefighters for heat exhaustion... >> reporter: 15 homes are evacuated because of the threat to nearby homes. it is unclear what caused the power line to become unattached and it is unclear on what started the fire and as soon as we find out, we will pass that information on to you. paul chambers ktvu channel 2 news. they are looking to install remote control pipelines. this is in response to the

driving a white mitsubishi she -- mitsubishi endeavor. well the major new development involving a san jose mother accused of tossing her toddler out of a window, prosecutors have decided not to charger with attempted murder. instead the young mother will face felony abuse charges. prosecutors made those determinations after they found out her severe mental situation led to the incident. she tossed her child outside the window and narrowly missed a concrete landing. the legislation -- the legislation has some internet users upset. two are facing felony charges in connection with

jewelry robberies. they arrested the two and investigators say the men targeted older asian people wearing gold jewelry and busy stores like wal-mart. a 65-year-old woman's arm was broken during those robberies. the crimes happened during a four month period and both men are scheduled to be in court next month. >> there have been quite a few problems and some of the traffic is happening in san francisco. that's right, we have had a lot going on this morning but right after you get off the bay bridge, we have a lot of glass shattered on the off ramp so definitely watch out for that. we had some issues on the bay bridge and if you can take a look, this is a picture of the span here. you can see everything looks nice but east of treasure island, some of the lights are out and they are trying to figure out the problem but we found a couple of drivers.

typically, they can't tell it's too dark so it should not be anything of an issue. there is a fog advisory issued for the span so be aware of that. we do have an accident to report 80 eastbound at the 4th street off ramp, not causing any delays at the moment. you can see it is foggy at the bay bridge toll plaza and we have fog advisories for the venetia, richmond san rafael, so make sure you have your low lights on this morning and take it easy across the spans. here is steve. a very good morning. we have low clouds around, coastal and inland fog, 30s to 50s on the lows. we will have low clouds and mostly clear, we will start to see increasing clouds by noon. it looks like mostly cloudy, 58

to 65 on the mild side. it is streaming to the north and it will continue to move throughout the day. it will be with us and this will be some pretty good rain from our reek it to crescent city north. the southern edge will fall apart and the system will buckle and we don't have any support and by that i mean the jetstream. for those of you who have a barometer, it is high so that is a positive sign. there is a few clouds and little in the way of rain. 60 in san francisco, 40s for many due to some of that fog and if you are stuck in the fog it is much warmer conditions. a few 30s but nothing compared to what we had over the last few days. the system will drive us friday. today it is increasing clouds and very hazy after some of that fog. ever 0s for some.

6:30. >> residents have been evacuated from an apartment building. a 40-year-old has barricaded himself inside his home with a machete. they are about to enter their 5th hour, kraig? >> reporter: what we learned is that s.w.a.t. team members are on the scene and at least one of them watched him a second ago go into the apartment complex. this is on the north side of the apartment complex and police are still negotiating with a man inside the building. it all happened this morning and i spoke to the security personnel. i locked on the door and he said this was a daily occurrence. but tonight was different. when police arrived they were

met by a man holding a large machete and they also told me he had been spotted with a large machete. they tell me the man was on the balcony. at one point we mentioned bang, bang you are dead. he thought not to come out and at one point the police were not going to leave the situation alone. at least portions are being evacuated where this guy is located and when we spoke to one of the neighbors, this person known as scott the 44- year-old is known as the crazy guy. >> he would rules talk to you about things he doesn't know and i can't say he has ever

he had been racing at speeds of nearly 100 miles per hour and the driver of the van suffered injuries in the crash. the california supreme court is expected to hand down information today when they eliminated redevelopment agencies. governor brown wants to use it to help with the budget deficit. they used it to promote construction projects and revitalize the areas but recently it has recently benefited private developers. police moved in and why the battle may notten over just yet. a map is recovering after being pulled from a cliff. it happened off the road and a

photographer, chip, its shooting the bus as it is being sewed away. now this happened around 4:15 and apparently the bus driver collided with this semi truck without we are told he is okay and is expected to be okay. they say the truck driver is also expected to be okay but you can see how horrific it looks. the bus was empty so nobody else was affected but if you are driving in this area they don't know how long it will be blocked off so they are not allowing any cars to be blocked off on either side. back to you. a fog advisory has been

thickening up. once it burns off we will have increasing clouds throughout the day. december is usually our rainiest month and this will did down as the second dryest in san francisco. and seattle port lap, you can sow a lot of this will dip south. and after that 40s. 49 in sap fran, and this system will tip and as it does into tomorrow it allows us to go to partly sunny to mostly cloudy. temperatures 50s to mid-60s, cloudy skies, a very weak system on friday and if there is any rain it will be in the north bay but i am not sold on

. a police standoff is underway in san jose and this is a live picture on capital expressway. police say a man is armed with a machete and as you can see a s.w.a.t. team is now on scene. and a v ta transit bus has been involved in a serious crash with a big-rig and you can see that big-rig being towed away. of course we will have a live report coming up at 7:00 a.m.

a fog advisory has been issued on four area bridges, the bay bridge, the venetia and richmond san rafael and the fog is also causing delays at san francisco international. fire crews are on the scene of a fire that caused damage in the berkeley hills. it started near grizzly peek, paul? >> reporter: crews are still out here to monitor any possible hot spots that may develop. they are unclear what caused the fire but firefighters got the call just after 8:30 last night. once on scene they found the fire spread to nearby homes sending flames into the sky. they say it started on the second and third level because the bottom has damage mostly from water.

it took more than two hours to get things under control and the firefighters had to s. >> it was threatening homes from the original fire. >> the fire was not the only danger crews had to deal with. this home is up in the berkeley hills. if that was not enough, you can see there is a power line and that dropped across the first engine. on that first engine, it's on the scene and there is no power to the homes and they are still not clear what caused the fire and what caused the power line to break free. we expect a fire marshall to give us a better handle on what is going on. live in berkeley hills paul

. welcome back to the ktvu channel 2 news, the big board, dow jones industrial average is up 68 points, 12219, talk about unemployment numbers that came in and jobless claims are up but the labor market and trends are improving so maybe there will be positive information coming through. it has been a dangerous year for law enforcement officers. according to the line of duty deaths they jumped 13%. gunfire killed 68 officers up 15% from 2010. the memorial funds says drastic cuts across the country are partly responsible for putting

officers at risk. they can't afford to buy safety equipment and the number of officers has been greatly reduced. officer jim capoot is the most recent officer to be killed. officer jim capoot was shot during a bank robbery suspect and he is one of 10 officers killed in california this year. 2011 could turned out to be the safest ever. there was one traveling in a charter flight this year according to an industry consultant funds. the previous record was 1 for every 6.4 million passengers and there have been no fatal accidents in the u.s. this year. transit officers are making it easier to get around new year's eve. muny cal trans will offer free service into sunday morning.
