petition to get the hospital to quiet its enormous rooftop air- conditioning system. >> it's like a giant leaf blower or something over there. >> reporter: on warm days the low humming sound you just heard becomes unnervingly loud. another neighborhood resident told us the air conditioners sometimes sound like a jet plane idling. >> it's about 10gbs quieter than it is in -- quieter in the front of my house. >> reporter: he and other residents are also annoyed by the barnyard noise from the hospital petting zoo. he's raised this sign to signal his frustration to laguna honda officials who he says haven't fixed the noise problem entirely. >> you run the gammot of we really want to fix it, it's not that bad to you shouldn't have bought a home by a hospital. >> reporter: the hospital today

finally have a man in custody who's been long suspected of killing his girlfriend 12 years ago. pinol police say the break in alice sims murder came on december 19th after vong arrived from a long stay in china. police found in links tieing him to the murder and arrested him on sunday. today the supreme court help for the government's plan to shut down redevelopment agencies to put a dent in the state's budget troubles. ken pritchett live in san francisco, ken obviously not everybody is happy about this. >> reporter: that is true, mission bay where we are right now is an example of a place that has received a lot of redeveloped money over the years. san francisco says the redevelopment projects are responsible for about half of the affordable housing units in this city, so it's end will

impact this city and cities across the bay area and california. it is a project 11 years in the making. an over all investment of $500 million, this is the union city station district project. >> the plan calls for 1,900 units within a quarter mile of the b.a.r.t. station. >> reporter: mark evinof with the city's redevelop agency says it took property with no value and turned it into something new. >> that's what redevelopment is, this is what it's all about. taking blithed properties, fixing them up. generating new taxes, taking that tax increase an reinvesting in other blithed properties to improve them. >> reporter: governor brown's budget plan will shut down all 400 redevelopment agencies to save $1.7 billion. cities, supporters of redevelopment sued. today the state supreme court ruled the governor and the legislature had that right. >> it's a very important win we

believe for k through 12 schoolless. as a result of this k-12 schools will be getting more than a billion dollars this year in revenue they other wise would not have gotten. >> reporter: if contracts have been signed and the work will be completed, but that could jeopardize large projects, phased in over many years. >> we're not going to end up throwing the towel yet. we'll do everything we can to complete the implementation of the station district. >> reporter: some critics have cheered today's rulings saying that redevelopment agencies which have existed since the 1940s have overused over the years imminent domain abuses private property rights. lawmakers did give the redevelopment agencies an out when they voted to end redevelopment in california. they gave them a way to get out. but today the supreme court ruled that out was not constitutional. in san francisco, ken pritchett, ktvu channel 2 news. today's ruling sets up a funding fight for redevelopment

projects in san jose. >> i feel a little bit like a teenager who just had the car keys taken away. >> reporter: city councilman sam ricardo told ktvu news today that affordable housing projects will now be much more difficult to fund. and he added bigger projects like the convention center expansion and proposed baseball stadium will find private financing or be paid through special taxes. san francisco major ed lee issued a statement saying -- mayor ed lee issued a statement saying projects in the mission bay will continue but quote at risk is continued future progress on developing affordable housing, revitalizing blithed neighborhoods and generating the resources to fund urban infill development and infrastructure. invest bay investigators are still working to determine what started a big fire. we first brought you these pictures during the 10:00 news. the fire badly damaged two homes before fire crews were

able to douse the house. firefighters were worried that the fire would spread to other homes because of the dry vegetation. police say 44-year-old scott william mckenna was arrested after he came out of his apartment five hours after the stand off began. authorities were called to the west capital expressway. mckenna barricaded himself in his apartment with a machete. a bus driver was hurt this morning when a santa clara transit bus collide with a semi. no passengers were with the bus when it crashed this morning on south seventh street. the driver is expected to be okay. but as you see there, there's extensive damage to both the bus and the truck. from the latest tech gadgets to the death of steve jobs, 2011 was a year of great ups and downs for silican

officers in east palo alto today geared up for new year's eve. some people celebrate by shooting up in the air, but police say it's a risky and dangerous tradition. other bay area police agencies will also use the shot spotter to enforce the law on new years eve. with just two days left in 2011 a trip to drop off a donation to a charity could pay dividends on tax day next april. tom vacar is at the federal office where the regional headquarters is located and he has some donation ideas for you. >> reporter: should you choose to do it, this year's very last gift could become a gift to

yourself come april. donate that car, motorcycle, boat or plane tomorrow or saturday and you could save a lot of money on your taxes. the salvation army has a program that is a model of how charities can do it right. that includes repairing and reselling many of the best donated cars back to the public. >> we do everything internally which means 100% of the proceeds go right back into the salvation army's adult rehabilitation center. >> reporter: but don't try to inflate your donation's value. >> you're limited in most cases to the amount that the charity sells the car for. in the old days you used to be able to deduct the fair market value. >> reporter: and you will need proof. >> the charity will send you a form. that form will tell you the amount they sold it for. here at is spca though cars are welcome, cash is more common. >> we probably get about 40% of our donations in terms of individual giving at year end between the months of october and end of the year. >> reporter: that money saves countless lives and helps make

cats and dogs family members year round. and says the spca, making a small donation monthly adds up. >> i think it's easier to give $10 a month or $20 a month. at the end of the year you have a couple of hundred dollars that you can use as a tax donation. >> reporter: with any charity, if you walk in with money or merchandise, make sure you walk out with a receipt. >> if you're challenged, you need to be able to substantiate the amount you donated. >> reporter: tom vacar, ktvu news. state officials offered their top new year's resolution to approve california's health in 2012. the department of public health says quitting smoking, getting vaccinating and eating a balanced diet are some of the best ways to stay healthy in

the new year. one of the most important resolutions they say is possibly on a lot of people's list, and that's getting more exercise. >> all you need to do is 10 minutes at a time. so if you do 10 minutes of physical activity at a moderate intensity level during the day, it'll add up quickly to 2.5 hours a week. the department also recommends putting together a safety kit in case of an emergency such as earthquakes and fires. scientists now believe they know what killed a wayward gray whale up in clamut this past summer. they say it was a fungal infection. locals called her mama because she entered the river with her calf three weeks later the calf headed back to the ocean but mama stayed behind. the whale's skin was weakened by her lengthy stay in the fresh water which allowed a fungal infection to get into her water. nevada's police chief told ktvu news that he stood by his

decision not to arrest teenagers caught with drugs. this afternoon police chief told us it would have been a legal and logistical mess to get to the bottom of exactly who the drugs belonged to. he lectured the kids instead. his department is investigating the tour group that organized the event. he could not tell where the students were from. fog is causing a mess at the airport. the chp urged drivers to slow down due to low visibility. right now the lingering cloud cover is causing ground delays at sfo of up to 1:40 for incoming flights. let's talk more about that fog now with mark tamayo. what are we looking at right now. >> we're taking a look out toward the bay. looks like we have clear skies,

we have high clouds with a dense fog kind of out of the picture for right now. that could be changing, in fact, that could be changing later on tonight as we head into early friday morning. i have been tracking rain showers up to our north up along if north coast to eureka. we do have mostly cloudy skies and the fog widening it's way around the bay. that will impact our visibility first thing tomorrow morning across a good portion of the region. as far as overnight lows, most areas back down, sub friezing temperatures. the coolest locations back down into lower 40s out toward fairfield and vallejo. san jose 28, oakland in the upper 40s. finally a few changes out in the pacific but still no significant rainfall in the forecast. for tonight we're going to hold on to that mostly cloudy weather plan and then as we do take this into your friday, there's a very weak system moving into northern california once again. so with that that will rain forest the cloud cover. that will bring in the change of cloud cover.

this is going to be very light, probably just in the form of a few sprinkles or drizzle right around the central portions of the bay and south bay probably just on the dry side. so the highest chance will be up in the north bay, but we're still not expecting much. tomorrow morning at 8:00, the clouds, the fog and some drizzle especially coast side. right around the bay, so once again you can expect a drop off in visibilities first thing tomorrow morning for the commute. into the afternoon hours, at 12:00 we do bring a chance, this is 1:00, a chance of a few sprinkles, few rain showers the main focus will be in the north bay. we could be dodging some drizzle or few sprinkles once again. but once again this is all on the light side. for the sierra, a chance of rain and snow for tomorrow. but snow levels way up there around 7,500 feet. the weekend a sun cloud mix and temperatures on track with afternoon highs to reach the mid- to upper 40s. back here in the bay area for your friday. temperatures warming back up at least by 3:00 around 55 to 60 degrees. so not a big change with
