a young biogson in golden gate park has been killed. we have new details on what happened. that's one of the top stories. good afternoon. i'm tori campbell. we begin with developing news in san francisco. about 7,000 pg&e customers lost power this morning when a construction crew hit underground power equipment. the outage started around 10:00 a.m. when the crew accidentally pulled up an underground cable.

it affected the lower heights and the western addition neighborhoods. this is new video we just got back from the city. pg&e says the workers were digging in the 1200 block of mccallister street. pg&e says it hopes to have the power back on in the area sometime this afternoon. we have new details about what caused the death of a baby bison in san francisco's golden gate park. claudine wong is live with new information from a witness and what we're learning from officials. >> reporter: good afternoon. we're at the bison paddock. you can see the adult bison that are in this enclosure. next to it up on the hill, that's where the baby bison are being kept. you can see them up there now. yesterday morning a dog somehow got into that enclosure and yesterday night the smallest in a herd of seven baby bison was dead. this man heard the commotion

near the buffalo paddock, a woman with several dogs calling to one dog who had made it inside. >> she was calling the dog trying to get him back. he was over there barking. i didn't see him until he had jumped over the hill. he was coming back this way. >> reporter: the baby bison were huddled together as the dog chased them over a hill. >> i just saw them. they ran over the hill there. the lady was sitting there and kept calling. there was no response. >> reporter: this morning park and regulation ration and zoo officials confirm add small dog got into that paddock and injured a baby bison. >> it's very disturbing. we're very concerned about it. we're doing everything possible to maintain the safety bison in the park. >> reporter: the owner of that dog was cited for not having a leash. the dog may have gotten in through a hole like this one. the mystery at this hour is what led to the bison's death.

the bison was treated after the dog incident for a cut and three broken ribs. all seemed fine when the bison was released back into the herd. then last night that bison was found dead. back live here at the bison paddock, park fishes are work to be make sure this does not happen again. the zoo will try to determine the cause of death for this baby bison. claudine wong, back to you. president barack obama is laying out his plans to cut the military budget. he promises the u.s. will maintain its military superiority with fighting forces ready for any threat. he unveiled the military strategy during a rare visit to the pentagon this morning along with the defense secretary and the joint chiefs of staff. the president's new budget proposal is expected to include

$489 billion in defense cuts over the coming ten years. >> so, yes, our military will be leaner, but the world must know the united states is going to maintain our military superiority with armed forces that are agile, flexible, and ready for the full range of contingencies and threats. >> mr. obama is set to submit the budget to congress next month. a burglary suspect who had been hiding on a steep san francisco hillside has slipped away under the cover of darkness. police have been watching the hillside since tuesday after the suspect broke into an apartment on concerny street. he jumped over a wall leading to the 200 foot cliff on telegraph avenue. last night around 10:00 a neighbor reported seeing the man slide down the hill to escape. >> the neighbor observes a male, then peer out the fence, and then subsequently walk out the fence in an unknown

direction. >> police gave us that update in the past hour. investigators are check fingerprints found inside the apartment to identify the suspect. the family of a 5-year-old boy gunned down last week in oakland is holding a public wake for him today. people began arriving around 8:00 for the wake for gabriel martinez jr. it's being held at cooper's mortuary on fruitvale avenue in oakland. a gunman shot and killed the boy as he stood next to the family's taco truck on friday. police don't think he was the target. oakland please are flfting the city's first homicide of the year. it happened at an apartment complex on the 1800 block of east 25th street about 8:30 last night. paramedics rushed the victim to a hospital but he was pronounced dead. investigators will only say the victim was an oakland resident. one neighbor told us that she

heard three shots. police told us that no arrests have been made. we're getting a better idea of how many shots were fired into the air on new year's eve from two peninsula cities. just before new year's redwood city police gave us a look at their shot spotter system. it uses strategically placed microphones to pin point the location of gunfire. police there and in east palo alto told the daily news that their systems picked up 177 gunshots. police have not made any arrests. high waves are heading to the coast. they can also cause problems. kraig debro joins us live from san francisco. >> reporter: good afternoon. we're at ocean beach at vote. you can kind of see the the water. just about 20 minutes ago we had miles of visibility which does not now exist.

that's an indication of how quickly weather conditions and the potential for dangers associated with them can change. you could not see anything a few minutes ago. they're filling up sandbags here and placing them in front of an exposed sewer line ahead of the coming swells. being in the water is like being in a washing machine right now. >> it's foamy today. it's really difficult to paddle out. all the waves, there's too much foam going on. maybe tomorrow. >> these breaking waves a mile offshore are a good indication that bigger swells are on the way. because the mavericks surf contest window is open, some are hoping the contest will be

held soon. the national weather service is warning beach goers about these swells. they could reach 15 feet this afternoon and 20 feet by tomorrow. firefighters were here this morning. all of the fire engine companies near ocean beach and near the water are surf rescue certified. that means that anytime there is a surf rescue that needs to be done, they're prepared with all the equipment. they came here to look at the water because they know that tomorrow or even later today they might have their hands full. kraig debro, back to you. i have been watching the swell conditions pick up over the past few hours. here's a look at the half moon bay buoy. the latest report of the wave height is 12 feet. swells will continue to pick up over the next few hours and into the evening hours. we do have a high surf advisory from 6:00 p.m. this evening until 12:00 p.m. tomorrow. this because increasing swell coming in out of the west to northwest. that high surf is in place. yesterday the waves backed off

a bit. already that trend continues peaking into friday morning. with that the highest wave faces could be approaching 15 to 20 feet. a prominent marine biologist from monterey has been indicted on charges she violated the federal marine mammals act. nancy black is an expert on orcas like these. she's accused of breaking the law by feeding killer whales on two occasions while conducting research on them in monterey bay. black denies the charges. workers stepped up their strike this morning at the american licorice company in union city. members of the bakers union have been picketing the company since they walked off the job december 5. today they began blocking the driveway. they say the company won't talk to them. >> so far right now we haven't got no response from the

company when to go back to the bargaining table. >> we tried to call the company but could not reach anyone. management issued a statement saying they were providing full family health benefits and a competitive salary. employees are upset about a plan to add a deductible to their health plan. chinese new year's events are weeks away. you will hear why there was so much activity this morning related to the celebration. we'll let you know if the warm winter temperatures will continue. occupy oakland protesters face off with police overnight. the symbolic structure that brought police to frank ogawa plaza.

investigators have arrested an alabama man in connection with this fire early sunday morning. it happened at an abortion clinic in pensacola, florida. bobbie jo rogers is charged with setting the fire which gutted the clinic. no one was injured. oakland firefighters are crediting a smoke detector for waking up neighbors when a nearby vacant apartment caught fire. the fire started in the kiffin of a downstairs unit that was being remodeled. the neighbors called 9-1-1. the

fire appears to have been started by a heater. once again occupy oakland protesters faced off with police overnight. there were a number of arrests. the dispute over a tepee that prompted the police action. >> in a tense showdown, officers in riot gear pushed back occupy oakland protesters at frank ogawa plaza. they moved in around 11:30 last night on a small group of demonstrators. at least a dozen people were arrested in what many protesters call an unjustified raid. >> there is a paddy wagon. they were shoving people into it. people were saying they were claiming they had drugs on them when they didn't. >> this police action was prompted by a dispute over a tepee that had been set up on the plaza for the last month or so. after officers cleared ourpour pore, work crews took down that

tepee and hauled it away. early in the week the city pulled the permit for the structure. >> they were fed up with the fact that we were trying to claim public space and be here and be present. we practicedded our civil rights. i think they had enough of it. ok. the kid show's over. >> the city says protesters violated the conditions of their permit by not taking the tepee down during overnight hours. city claims there was camping going on. >> no one was sleeping in the tepee. people were -- a lot of people were sitting up napping. >> a symbol of the occupation, the tepee has now come down. protesters are promising to maintain a presence at the plaza. protesters tell me they're planning to stage some kind of a sit-in here at city hall at 2:00 this afternoon. back to you. another occupy oakland camp

is being cleared out today. this one was in mosswood park at broadway and west macarthur boulevard. the city public works crew was busy cleaning up after the occupiers. the protesters had been living in the trees but were ordered to leave. we're following some developing news in a south bay where right now san jose police are at the scene of an armed bank robbery. the wells fargo bank on bernall road and santa theresa boulevard was held up by two men armed with handguns. police got the call around 10:30 this morning. the robbers burst in, told everyone to get down on the floor, then demanded money from two tellers. a frightened bank customer told us what she saw and heard. >> one goes straight to the counter. the other one just stayed near the door to look out. he kept reminding other guy, hurry, go, go, hurry. in the meantime, he's telling

everybody, face down on the floor, do not move. >> so far police only describe the robbers as men wearing dark hood ease. cleanup of an old crude oil spill is causing a stink in concord. an underground pipeline burst two months ago at the old concord naval weapons station. the contra costa county health department says the area began to smell again this week once cleanup crews got back to work after the holidays. san francisco is getting ready and sprucing up for this year's chinese new year celebrations. cleanup crews were out early this morning cleaning the iconic entrance to chinatown. they did some painting, removed graffiti and picked up litter. it's to help beautify the area for the chinese new year

festivities which take place february eleven. the clean you effort is set to continue over the next couple of weeks. in a few minutes the east palo alto city council is scheduled to discuss a possible lawsuit against facebook. many people in east palo at owe are worried facebook's new corporate home in menlo park will lead to huge traffic jams and other problems. last month facebook completed its move from palo alto to the former campus of sun microsystems. facebook wants to increase the space and number of workers at its new headquarters. fewer tickets are being handed out in san francisco neighborhoods that are taking part in a pilot parking program according to the chronicle. parking citations were down 35% compared to a 21% decrease at

the old meters. the new meters accept credit and debit cards. drivers can also pay by phone. there are reports today that general motors will ask about 8,000 chevy volt owners to bring in their cars for repairs. that's after three batteries caught fire after side impact crash tests performed by federal safety regulators. the fears occurred days after the tests. repairs will include strengthening the encasing around batteries in the electric cars. despite our dry winter so far, san francisco water managers say they're not worried about water levels at the reservoir. the san francisco public utilities commission says the reservoir is at 85% of its capacity thanks to last year's

rains. reservoirs on the peninsula and in alimmediate awed have a combined 79% capacity. the bait area still locked in this dry weather pattern. there is some haze especially coastside. still sunshine across a good portion of the region. temperatures are beginning to recover after a pretty cold morning. i have been watching some fog develop especially toward the coastline, south of the golden gate bridge, ocean beach, pacific arks half moon bay, we have some patchy fog. that will be a factor for the first half of the afternoon. forecast headlines for today, we do have this across the region, partly to mostly sunny skies. friday morning cloud cover, partly sunny. the weekend will be dry but wents could crank up a bit especially into saturday. current numbers, already some lower 60s out toward santa

rosa, fairfield and concord. san jose 62. san francisco downtown around 61 degrees. the bigger perspective again, high pressure keeping us dry. there is a weather system out here but it's basically falling apart. it will generate a few high clouds. dry weather pattern will continue into the weekend. for the second half of january, there is the possibility we could have a change more toward a wet weather pattern. we'll be watching that. for this afternoon, 3:00, maybe some patchy fog near parts of san mateo county coast and parts the bay area shoreline. a few high clouds. friday some low clouds developing in the morning around the bay and around the delta. this could be that locally dense fog that regroups up toward fairfield and antioch. then partly cloudy skies expected for friday afternoon.

for this afternoon, temperatures at 3:00 in the upper 50s to mid-60s. still mild out there. by 5:00 patchy fog and pretty much the same deal by 7:00. fog will increase into the evening hours. afternoon highs from the upper 50s in pacifica, santa rosa at 64, san jose 65. tomorrow we'll cool off a bit. the warmest locations in the upper 50s to lower 60s. we warm up over the weekend. we'll be watching some breezy conditions for saturday, possibly into sunday. partly cloudy on monday. maybe for the second half of january we could be looking at more of a wet weather pattern. that's a possibility. ahead, why this will be a big day for san francisco's district attorney.

stocks are gaining ground after falling sharply at the open today. investors weighed renewed concern about europe against the latest encouraging report about the u.s. job market. the dow is down slightly, down about 3 1/2 points. for the first time in five weeks the number of people filing for first time unemployment benefits fell. there were 372,000 claims.

that's down 15,000 from the week before. the december unemployment numbers come out tomorrow. bloomingdale's is making changes at the stanford shopping center. the company will open a new and smaller store there in 2014. it will replace the larger store that's there now. the company says there are no plans to cut any jobs. an outlet will open at the paragon outlet mall in livermore this fall. it's inauguration day for george gascone. he will be sworn in as sphsm's first elected hispanic attorney. he was appointed to the post a year ago. he easily was elected to a four- year term in november. he will celebrate with a ceremony this evening at san francisco's mission high school. we told you earlier about the massive cuts on the horizon for the u.s. military.
