conveyer belt. the problem is that toxic materials are ending up in the bay. >> reporter: today we found workers in protective gear using vacuums and cleaning up after the epa ordered the company stop releasing pollutants into the bay. >> it's not just that we found nasty toxic materials in san francisco bay it's that we found them at levels that really were alarming for us. >> reporter: the epa says it's march and august inspections found five times the safe levels of lead, 110 times the acceptable level of mercury and 10,000 times of safe levelses for pce. the problem could date back to 1991. >> the goal is to make sure they don't continue and to

court today, no pictures since joseph nasso's arrest last april. he's now 78 years old. but prosecutors say he was much different in the late 70s and early 90s when they say he killed four northern california women. some of them allegedly prostitutes. >> we had to monitor and see you know what goes on. we want the court to take the violence against women seriously. >> reporter: the first was an agent who supervised nasso. during an unassigned search of nasso's house, he found pictures of women in unnatural poses, some unnatural. and a handwritten list of women in locations in california. here is the that list. the agents said nasso said it was a list of his old girlfriend.

investigators say four of the locations match the locations they found bodies of victims. including young mother roxene rogash. >> i'm not sure what happened. >> reporter: when joseph naso came into court today, his hands were shackled at his waist acting as his own attorney he told the judge he needed his hands free to be able to defend himself. the judge agreed, the deputies unlocked his handcuffs and gave him a pen and pencil and paper so that he can defend himself. this hearing will continue here for about two weeks. reporting live in san rafael. rita williams. power has now been restored to residents in one south bay neighborhood following a car crash last night. witnesses say that a car plowed into a high voltage utility poll at about 8:00. the force of that impact sheered the pole in half ending

tomorrow night you won't be burning wood if that's not your only source of heat. we've had a will the of them this year. that's been this high pressure keeping us dry. keeping us cool overnight and putting a lid on the atmosphere. when you cap the atmosphere, you just all the particulate that goes up, is the smoke. that's what it's mostly about. it's a tight inversion, the atmosphere is narrower and the smoke goes up and stays in the boundary layer within the layer that we breathe most of it. in the summertime it's an ozone thing. it's ground level ozone. this time of year it's mostly about the wood smoke that gets trapped. you can see here the north bay and south bay area. it will be the most unhealthy air for sensitive groups. then moderate in the other areas. it's not the most stagnant night i can remember, it's on a scale of one to 10 this is probably a five in terms of severity. but still, again you know the rules. if you don't have other source of heating you can burn wood. but if you have a regular gas

two men are under arrest tonight accused of trespassing at the san francisco zoo. zoo officials tell ktvu the men jumped a back fence to get in. this comes less than two weeks after a squirrel monkey banana sam was taken. that monkey has since been returned. police and merchants have launched a partnership to help give children a safe haven. >> read a book when you're on the bus versus playing with your electronic devices. we do not have a lot of people who go around stealing books. >> san francisco police chief greg suhr gave students some tips on staying safe on the streets. chief suhr cautions students to pay attention to that you are surroundings and keep their

in the spring. the project may be completed in 2013. thousands of people show up at air shows but many now question if it's safe enough. as ktvu scott mcfa rland reports, federal officials are now investigating what's behind those crashes and deaths. >> reporter: this is why the government is getting involved. this crash at the reno nevada air race killed 11 people last fall for the first time in a half century of u.s. air show, spectators included. >> performers are assuming a certain level of risk. we understand that, but when spectators come to an event they are coming to be entertained. >> reporter: and the nevada crash was not the only one. five other performers died in

u.s. air shows in 2011. strict training for pilot, testing of equipment, and air show flights are no longer allowed to fly over the crowd. the manager of that nevada event told us they will consider making their own voluntary changes to the set up for next year's show. >> it's a tragedy that we all have had to deal with. it's a burden we don't carry lightly. >> reporter: air shows are a huge business, 300 of them each year in this country and pilot doug slocum says they are great promotion for the military and national guard. >> air shows are part of our culture. the air shows not only showcase what they want to showcase but that they're done safely and in the right way. >> reporter: perhaps expanding that no fly zone around spectators. and raising the requirements, qualifications for so called air bosses. the on sight managers at air shows all year.

oakland may soon be getting a brand new fire truck with the help of a big grant from fema. barbara lee said today oakland has been selected to receive a grant worth nearly $8 million. the money is from the federal emergency agency assistance to firefighters grant program. the grant announcement is timely because the fire department has seen its budget reduced by 15-1/2% over the past four years. on travel destinations in the country, would oakland make the cut? the new york times says yes,

and mayor quan agrees. the new york times has named oakland number 45 on the top 45 places to visit in 2012. no other american city even made the top 10. oakland gets a lot of attention even nationally at times for it's struggle with violent crime. but tension from the occupy protest have cooled and says quote the city's revitalized night life scene has continued to smolder. >> i think often we get pictured in a very negative light compared to san francisco but here in oakland we have fabulous music right here under the hog theater. we have great food here. >> i've was born and raised oakland. i know everything about oakland. it is amazing out here. >> i think it's cool the diversity, the food, the culture. it has everything people want in terms of a lifestyle. >> in particular the new york times praised oakland's renovated jack london scale. upscale restaurants and cocktail bars and historic fox theater. so here are the new york times
