elementary. the victim was a student at the school and the assault happened on campus? >> reporter: good afternoon, tory. that's right. when i confronted the district officials with this information, they say they were surprised not to hear that but they were surprised that police had released that information about the victim after telling the district to keep that part quiet. the school district says it will provide any information it can to parents about the charges but, right now, that's not much. >> the teacher as part of the district protocol has been placed on administrative leave, pending the outcome of these investigations. >> craig chandler is being held in the santa clara county jail without bail. chandler is charged with aggravated assault on a child. late this morning, san jose police said that the child is a student at the school and that the crime happened on campus between august of last year and october. >> i'm in a lot of shock right now. >> that reaction was universal. jenny led has a stepdaughter.

>> he is a friendly man, friendly teacher. he is good with the kids and with the parents as well >> reporter: this young man is in middle school now but used to be in chandler's class. >> it's shocking, actually. he was a great teacher. >> reporter: and a parent. several people tell us that chandler is married and the father of two children. neighbors say that the shockwave is being felt throughout the neighborhood. >> it's a very sad situation of the parents having to go through this devastation, let alone the kids, what they have got through the trauma. >> reporter: police interviewed kids in chandler's class and wrote a note saying that chandler had been under investigation and has been suspended from working. the district says that they are working on another statement. reporting live in san jose, kraig debro, ktvu channel 2 news. >> thank you, kraig. a five-year-old girl sleeping in the back of a stolen car in richmond is back home safe and sound.

police say the family had just returned home about 6:30 last night. they turned their backs for just a minute when the car was stolen from fleetwood drive. the mother was parentally trying to run back out and get the girl when the car disapeempletd but police say that the car turned up about a half hour later, not far from the family's home. the girl was still sleeping and unharmed in the back seat. some sort of dispute outside of a san jose karaoke bar led to a shooting and stabbing. it happened just before 2:00 a.m. in the parking lot of a bar and grill. the incident happened just before the bar closed >> it's not clear if the people involved had been inside the bar. witnesses say they heard a lot of commotion during the confrontation. >> what i heard is that a lot of shots and screaming from a lot of people. >> someone flogged down the officer but the patrol was

already on the way. the people injured were taken to the hospital by friends. it appears their injuries were not life threatening. there is no word on any motive for the fight. the map charged with three rapes in the mission district of san francisco is about to go before a judge. district attorney george gascon made that announcement in the last hour. noelle joins us with what is about to happen. >> reporter: na conference wrapped up. we now know there are 26 felony charges filed against the accused mission district rapist. some of the charges include sexual assault, robbery. frederick dozier faces a few of those charges. and the d.a. has made this a priority. surveillance video and tips and

community policing came together to give them a big break. the attack started on june 17th on the mission district's 24th street corridor. the assaults became increasingly violent. there were three of them in all. the last one, police say, was very bloody scene. d.a. gasconne has called this case a model for how police and the community should work together. >> this has brought a community together. while it's really good that the community came together, the community and police should be together every day. we should be helping one another on a regular basis. we should not waiting for a tragic event for the community to come together the way it has >> i want to reach again out to the community and say that if there were other victims that may have been victim advertised by this person, please call forward, call the special victims unit. let us know. we are here to help you. >> reporter: now, in addition to thanking the people who helped this case come together

and giving each other pats on the back. d.a. gascon says that there was another reason he wanted to reiterate. and that's reiterating some truths. always be aware of your surroundings, especially at night also, women in particular who are out walking alone in the early morning hours or overnight hours should let somebody know what time to expect them and, lastly, if you see something, say something. he says it makes police work much easier if they get there earlier. worst case scenario, they find out there is nothing to report. best case, they may help solve a crime much quicker. the backers hope to collect the 800,000 petitions signatures needed to put on the

delegates. in manchester, new hampshire, jennifer davis, fox news. jobs and taxes are the focus in washington, d.c. where president obama is holding a summit at this hour urging businesses to bring jobs back. he says that rising u.s. productivity and competitive costs means it could be profitable for u.s. companies to in-source jobs from abroad. in a round table forum, the president told business leaders he wants to reward companies with new tax breaks and other incentive it is they invest in america and eliminate tax breaks for the companies that don't. the u.s. supreme court heard arguments today over how the federal family and medical leave act applies to state workers. the act provides workers a right to unpaid time off for medical reasons. a maryland man says he was fired from his state job for trying to take such a leave. he says he should be able to sue for damages. but the state argues it is protected from such lawsuits.

workers at the american licorice company have voted to end their strike. they were joined by members of occupy oakland earlier this week. workers and the company had been at odds over health benefits, pension and wages. they came to an agreement yesterday. the new contract includes a new health care plan and a 30-cent hourly wage increase. employees return back to work on monday. a surprising court hearing by a killer whose case is watched around the world. in this particular case, you have two young men who decided they saw something that was terribly wrong and wanted to make a difference. >> a grateful community and a survivor honors two heroes. you will hear the story just ahead.

carrying en iranian scientist. it is the fourth attack on iranian scientists working on the nuclear plant. iran blames israel backed by america johan van der sloot pleaded guilty. >> i am truly regretful for what i have done. i feel very bad. >> van der sloot made the plea in a lima, courtroom in the homes of receiving a reduced sentence. prosecutors want 30 years. his defense attorney wants five. the death of stephanie flores came five years to the day after the disappearance of american natalee holloway on the island of aruba where van der sloot grew up. he is still considered the main

suspect in the disappearance. and drug sniffing drugs may be brought in to keep drugs off campus. at foothill high, there has been a 40% increase in drug and alcohol-related suspensions this last year. this morning, one parents told ktvu she's okay with the use of police dogs. >> i don't have a problem with that at all, because i know that there are kids on campus who use. so if it gives them what they deserve, then that's fine with me. >> police dogs would be used discretely while the kids are in class to check things like cars and lockers. trustees could approve the plan when they meet on the 24th. dogs are already being used in schools in livermore and castro valley. a fire is now under investigation. just before 1:00 a.m., fire crews rushed to the scene on deer creek road in palo alto.

the building's sprinkler system quickly put out the fire. the factory is part of teesla factory. a $15,000 reward is now being offered to catch whoever has been setting fires in novato. at least 56 fires have been set between saturday and monday. investigators think that the fires are connected but no suspect has been identified. more than a half dozen local, state and federal agencies are helping officials in the investigation. the alameda county fire chief recognized the bravery of two young men this morning. chief sheldon gilbert presented certificates of commendation to kevin rick and jonathan baldwin. they helped 82-year-old kevin hailey seen here in the blue baseball cap and his wife escape their burning home. >> in this particular case, you had two young men who decided that they saw something that

was terribly wrong and wanted to make a difference. >> these young gentlemen opened the gate, made sure that he was all right, took her next door and just really, really helped. >> rick and baldwin say they were glad to help and they are happy everyone got out safely. plans to expand sonoma county's new airport are taking off. the $84 million project was approved. it would allow the charles schultz airport to accommodate more commercial daily flights. right now, there are only about four or six a day. tomorrow, the golden gate district could raise fares for ferris. the one-way fare between san francisco and sausalito would be $5. and the round between san

francisco and lausberg would be $2 each direction. the district is considering a plan that would dwairnt tee commuters a parking spot at the larskburg parking spot for $65 a month. most riders say they are not surprised by fare hikes but would like something else in exchange. >> when they increase cost and they increase fares and they increase our cost as commuters, they should provide a better service and take care of the boats better. >> ful board approvals the fare hikes, they would go into effect july 1st. there is no word if that's when the parking fee would also start. toi is another spare the air day, 139th this winter. it's illegal to burn woods indoors or outdoors. the bay area air quality management district says that wood smoke is the leading cause of air pollution. first time violators will receive a warning notice. the second time, you will receive a $400 fine.

and no major change to our forecast for today. in fact, plenty of sunshine out there. a little bit of some haze but still shaping up to be a nice afternoon if you like sunshine and mild temperatures. i know we could use the rain and could have some changes developing later in the month but at least in the short term, no big changes right now. fur looking for the fog, you can see the latest on the satellite. the fog just out of the west of point reyes. the wind is moving from land to sea keeping the fog offshore and keeping us mostly sunny this afternoon. current numbers updated, some 60s already. friend in santa rosa reporting 57 degrees and mostly clear skies. you can see on the satellite here, the big weather picture in the pacific. high pressure in command of the weather. with that for today, tomorrow and friday, even into the weekend, we'll have some chilly mornings out there. partly to mostly sunny skies but i didn't mention the

changes developing for next week. possibly a week from tomorrow, into friday and saturday, this is a 7 to 10 days out but we could have some significant rain at least some of the forecast models finally beginning to show that weather pattern develop. just a few how clouds to contend with. taking this into thursday, not much of a rainfall. main moisture heading way out to our north. we'll be watching that storm track as we head out about a week from now. 60 to 65 degrees by 3:00. by 5:00, mostly clear, 55 to right around 60. definitely want to bundle up again as the temperatures are dropping off rapidly this evening. by 7:00, those readings back into the 40s. after a mild afternoon, look at san francisco in the lower 60s. san jose tops out at 64 degrees and half moon bay in the lower

60s. here is a look ahead at your extended forecast with the weekend always in view. we'll hold on to that pattern. a few high clouds for the weekend. 49ers game looks dry. tory, some of the forecast models finally consistent in showing some moderate to heavy rainfall heading towards the pay area about 8 to ten days. still a little ways out but still some hope. >> a proposal to help track cattle may put the wild west. officials want to stop branding and have electronic ear tags. some ranchers say that brand are easier to see and that ear tags could be rubbed off on fences or trees. we now have new limits being put on dog walkers in san francisco and a heart warming

for a funguside not allowed in thiscountry the low levels do not make the current juices a concern but officials say they don't want the contamination level to grow we now know how many dogs a professional dog walker have have at one time in a san francisco park. the board of supervisors voted to limit the number of dogs being walked to eight. dog walkers will be required to obtain a paid permit and complete training in areas such as park etiquette and dog first aid. a kayaker came across an injured cog named barney swimming half a mile from the florida shore. the man pulled the dog on to his kayak and took him back to shore. turns out barney's owner was killed in a drunk driving crash earlier that day ant dog apparently got spooked after the accident and jumped into the water. barney is now back with his owner's family. we told you earlier about
