a penality phase investigation, guaranteeing pg&e will pay a huge fine. the president said we are committed to raising the level of safety to new higher standards. pg&e agreed to pay $300 for the death of one. on the number of deaths alone pg&e could be looking at a fine in excess of a quarter billion dollars. >> have the opportunity to tell pg&e that they have to take half a billion dollars off the top from share holder money that was under spent. they already received for pipeline maintenance, never spent it or they overcollected. the actual amount of the fine will be assessed by the

the verge of laying off hundreds of workers. ktvu's sal castaneda tells us who is being laid off and why now. >> reporter: you don't have to look far to find where funds fixed up downtown oakland. these buildings, a lot have been fixed up with the funds and the funds are set to dry up as of february 1. >> reporter: the court ruled in favor of the state's shut down of local redevelopment agencies. this means oakland stands to lose $30 million of redevelopment funds. >> we are working to extend the deadlines otherwise we will be sending off layoff notices next week. >> reporter: more than 200 people could be laid off. >> this is the biggest cut since proper 13. >> reporter: she pointed out how funds helped to fix up

>> watch ktvu for all the excitement saturday, 11:30 a.m., our pre-game special, return to glory and after the game point after live from candlestick park. rescuers spent the day trying to save a seagull that has a fishing lure stuck in its beak. today volunteers tried to catch the gull so it could be treated. they helped out by loaning them a boat but they have been unsuccessful. the bird is very weak because of what happened. it wasn't open its beak and leak. they were able to rescue a sick and injured goose from the same area. it also had a bone injury that caused its wing to droop. it is being cared for. snow fall is nothing unusual for alaska but this

year is bringing lot of snow. even for the frozen north. a storm that came in could drop 16 inches of new snow today. that comes on top of 14 feet of snow already this season. the national guard moved in this week to provide relief. people say it is getting overwhelming. >> still haven't cleaned up everything from the last fall. so got more to do. >> usually it snows and rains and snows and rains, but this winter it just snowed and snowed and snowed. >> they are using snow melting machines that liquefy the snow. >> incredible. snow melting machines up there. in the sierra they are using snow making machines. >> you think about alaska, what is going on up there, the jet stream is focused in to the pacific northwest and alaska.

a judge in alabama declared natalee holloway legally dead. a judge signed the papers that request of natalee holloway's father. she disappeared ip2005 -- in 2005 in aruba. the main suspect, joran van der sloot pleaded guilty yesterday to murdering a woman in peru. thieves are taking copper from street lights and ktvu's robert handa tell us they are doing it with a clever disguise. >> reporter: right now we can show you the wiring. when they stole the wiring they turned out the street lights. >> reporter: a crew came out today to make repairs. police say copper thieves disguised as utility workers stole the wires, making out with 1500 feet of copper wire
