hours between blossom hill and mother teresa. we have the inside story about the man who wasn't afraid to get involved. >> reporter: this bank of america is where police say a man walked in at about 1:30 claiming to have an explosive device. he took some cash then ran off with another man, they fled in a blue honda. the get away car crash into a mini van near by on northbound 285. >> the suspect ran into the highway, running full bore running and dressed in black. steve brown president of a san jose security company jumped out of his jeep and gave chase after one man. >> he and i got into a wrestling match and i threw him to the ground. placed him in an arm bar and placed him under citizen's arrest and i made a phone call to 911. >> reporter: the other suspect ran on to the campus of near by anderson high and the school was placed on lock down.

arraigned for sexually assaulting one of her former students. livermore police say she began having sex with a boy who was 14 years old at the time and that it continued for six months. investigators say the relationship started with a game word with friends and then developed through text messages and facebook. oakland police are hoping someone will recognize new sketches of two homicide victims who killed a father right in front of his son. the gunman is said to be 17 to 20 years old with a dark complexion and had dread locks at the time. his accomplice is about the same age and had short hair. police say they killed 39-year- old jose esparza on august 28th at his 6-year-old son watched. the california public utilities commission set the stage today for what could be a monumental penalty against pg & e for that deadly san bruno explosion. pg & e violations of pipeline

safety regulations led to the blast that killed eight people and injured many more. the violation also opened up a penalty investigation. pg & e president chris johns issued a statement today saying we have admitted these shortcomings and have raised pipeline safety to new higher standards. the count down is on tonight. a charter plane carrying the saints landed at sfo in the past hour. patti lee witnessed the saints bus. >> reporter: they arrived just 40 minutes ago on a fleet of chartered buses complete with motorcycle escorts, tonight the entire team is settling in

new at 10:00, a special delivery thank you to san jose. we're live in san jose between a long distance link between a local teenager and an army captain. >> reporter: two people that had never met and became pen pals and partners of sorts getting thousands of these cards to soldiers. they are a mutual admiration society. 18-year-old ruth corbie and army captain william williams brought together by the cards she's made for two years. late at night after her home work is done. >> till 2:00 to 3:00 in the morning and i would use that time to work on cards. >> reporter: she had sends some 30,000 cards over seas. but this christmas, the organization doing the mailing

came from his ohio home to meet cornie in person and thank her. safe to say the friendship and the cards will continue to flourish. we're live in san jose, debra villalon. richmond police are looking for witnesses in a deadly stabbing. it was the city's first homicide of the year just before 6:00 last night on mcdonald avenue. police found 57-year-old jim my tu lai on the ground with several stab wounds: he was brought to the hospital where he was pronounced dead. >> we don't know what the motive was. we don't know if there was an argument before and we're definitely looking for that information. >> reporter: lai was a maintenance worker. there's a $10,000 reward for information leading to the capture of the person or persons responsible for his death. solyndra of fremont has declared for bankruptcy but still wants to award some workers. solyndra says the bonuses are

for 20 workers needing to help with their organization. the city of oakland is poised to send off lay off notices to hundreds of its employees. sal castaneda tells us the city says this is a result of a controversial ruling from the state's supreme court. >> reporter: the state supreme court has ruled in favor of the state shut down of local redevelopment agencies. this means oakland stands to lose between 25 to $30 million of redevelopment funds. >> we're working with legislators to extend the deadline to february 1st. other wise we'll be sending out lay off notices as early as next week. >> reporter: more than 200 people could be laid off and all city departments will be affected. >> this is probably the biggest cut since prop 13. >> reporter: mayor quan was quick to point out how redevelopment funds helped fix up downtown oakland. >> we used redevelopment money to bond so that we could fix the fog so we could retrofit

all of these builds down here that were empty and crippled. >> reporter: oakland businessman skipper says this couldn't have come at a worse time. >> the times named us number five of 45 places to visit. even in the midst of all that has been going on here. to lose that momentum is a little disheartening. >> i don't think the money has been very well spent by the redevelopment agencies. >> reporter: ktvu spoke to a union official he told me the union will be watching very closely as to how the city of oakland will handled lay offs. those lay off notices could go out as early as next wednesday. in oakland, sal castaneda, ktvu channel 2 news. home depot is about to go on a hiring spree. the company plans to hire 70,000 temporary workers for the busy spring season and last year when it hired temporary workers half those jobs became full time positions.

while the home improvement market is still weak, home depot's business has been slowly improving. air fares are going up. delta raised fares this week $10 each way on longer domestic flights. today southwest and frontier also matched those fares. stocks moved higher despite a slow down and a higher than expected spike on weakly unemployment claims. the nasdaq picked up 13. san francisco city leaders went to china town today with a message to be safe for the upcoming chinese new year. mayor ed lee and george gascon visited neighborhoods. those types of incidents have dropped dramatically and the mayor wants no such crimes this year. >> no one is going to take advantage of a senior or of a kid who's got a red envelope or

looks like cooper thieves have turned off the lights. >> reporter: a sunny valle public works crew came out to start making repairs on moores avenue. cooper thieves disguised as utility workers stole the wiring connects street lights making off with 15,000 feet of cooper wire and making it more hazardous for bikers and pedestrians at night. >> everyone depends on

streetlights. >> reporter: in all thiefs have taken about 16,000 feet of cooper wire from street lights valued at around $21,000. police say in some cases the thieves wore vests and safety equipment and drove up in an official looking vehicle working fast and recklessly. >> they are pretty bold, pretty brazen and they're not very safe because these are all hot wires. >> reporter: police say with so many new methods cooper thieves use, it will become more dangerous. >> maybe i should call somebody, okay. because you don't know now who's real and who's not. >> exactly. >> reporter: public works safety has increased patrol and plans to look out for anyone no matter how official they look especially if they're in an area that's dark where there's usually light. robert handa, ktvu channel 2

news. an alabama judge declared natalie holloway dead six years after she vanished in aruba. the 18-year-old vanished as she was on vacation. holloway was last seen in aruba with a dutchman van der sloot. he was questioned but never charged. this week van der sloot pled guilty to killing another young woman in peru. she was born with no hands but that hasn't stopped him. he's now the new head football coach in atherton. speckman went to menlo college before finishing his degree at azzuza pacific. he played lineman at both schools. at azzuza pacific he earned all american honor. >> i went to carlmont high

new at 10:00, an east bay community is getting a new supermarket but it's taking the place of a store that has been there for decades. shoppers are less than thrilled about the change. amber-- >> reporter: julie, the lucky supermarket behind me here along mcarthur boulevard has been a neighborhood fixture for years. but in march a new discount supermarket will replace it, shoppers say new won't be better. >> reporter: lucky is owned by save mart supermarket, a modesto based company. the store is now in the process of converting into a discount store called max value foods. an employee told us instead of carrying 28,000 items the new store will have a limited selection of 5,000. >> cross the farm, general foods, they wouldn't have that. >> reporter: charles nelson told us he won't shop here if he can't buy brand name products. >> you just wouldn't get the quality you can from luckies. >> reporter: the company's president said in a written

relationships with customers. they say that too soon will be gone. reporting live in oakland, amber lee, ktvu channel 2 news. the two top executives of california's high speed rail authority are out. in a shake up of the increasingly troubled project. ceo vanark says he will be leaving in a month. and umberg says he will be leaving at the end of the month. b.a.r.t. is expected to spend a million dollars this year to buy new cars. the chronicle is reporting the agency plans to buy 260 new cars in may. they'll have a sleek modern look, cleaner seats and air- conditioning. if b.a.r.t. likes the new cars they are expected to buy another 515 for about $2 billion. b.a.r.t.'s current fleet is the oldest in the country. we have developing news from san francisco now to tell you about. at this hour police are

searching in the sunset district for a man who attacked two women with a hammer. it happened at about 9:30 tonight. we are told one of the women was delivering food from the i.c.e. house restaurant on noriega street. she went around the corner to a home and got caught up some sort of dispute involving a man and a woman. both women were hit with a hammer and the attacker fled on foot. the severity of their injuries is still unclear. advocates are calling for the sheriff to step down. the group held a rally on the steps of city hall. they said steps aside would be the right thing to do during the investigation of allegations that merkareeni abused his wife.

acceptance notices in march. the university of california announced plans today to kick the habit banning smoking and chewing tobacco at all 10uc campuses. john sasaki tells us the restrictions don't stop there. >> reporter: the university of california is marching to the beat of a familiar drum. it's set to ban cigarette smoking at all of its schools. >> it's really the right public health move to make environment smoke free. >> reporter: in 2014 all campuses will be smoke free both indoors and out. that includes parking lots, private residential space and medical centers. the sale will also be prohibited. >> there's fewer people that smoke today and those who do will help them stop smoking. >> reporter: less than 10% of those al cal stat smoke, but those -- less than 10% of those

people are receiving six month sentences in labor camps. those who participated but didn't shed regular tears are being sent to reeducation camps. north korea calls these reports a lie and part of the smear campaign. that haiti, the work to the rebuild is on the way. some home have been built, but a half million haitians still live in tents. progress is slow in part because haiti's government has been in turmoil. the city of oakland also remembered that terrible day in haiti two years ago. major jean quan joined a small memorial for the victims. one woman who raised money grew up in haiti and learned about the ceremony just last night. >> it means everything to me. i mean last night i was in tears just because when i realized this is something that the mayor says, i want to do.

the precidio is transforming a 500-year-old historic building into a 22 room inn. while it has not opened yet it already has bookings. not everyone is happy about having a hotel on the old army base. >> reporter: the crews are still refurbishing the quarters not far from the main post. they will be the rooms at the

inn in the precidio. the plan is to preserve the look and feel but add modern amenities with landmark views. >> we really want to experience this park overnight, they don't have the means to do that unless they camp outside. >> reporter: many have already started booking reservations, many for weddings parties. >> our weekends are full in may and july and august, even going into october. >> reporter: the room rates range from $250 a night to $350. >> the national park one would think should really target the bulk of the average visitors which i would think would have rates below that. >> reporter: the hotel costs $11 million to build on its own by the precidio trust. >> we're feeling pretty good about it at this point. >> reporter: the precidio is

helping build a much larger hotel. >> they should be preserving the history and ambience rather than building new buildings to compete with the history. >> reporter: at the precidio, rob roth, ktvu news. san francisco's very first streetcar is about to hit the streets again. ktvu got an exclusive look at the 1912 double ender streetcar. it'll run on the f line between the castro and fisherman's wharf. a car sustained water damage. it underwent a two year overhaul in pennsylvania. if california were its own country it would rank among the top 10 economies in the world. the palo alto based center for continuing study of the california economy says california ranks ninth just behind brazil in gross domestic

product. the recession has taken a toll. the u.s. and china are number one and two. residents in the north bay are taking security meshes after a spike in burglaries. the marin county sheriff's office told ktvu the number of homes being broken into has gone up in the past month. burglaries have been reported in san rafael, millvalely, kenfield and just last week a man shot a suspected burglary in green brae. we found two homeowners as they updated their security system. >> we decided to beef up our security system and really make it more full forced because of what happened. >> reporter: one victim said burglars took jewelry, laptop computers and cash during a break-in there. hundreds of volunteers took part in a day of service today inspired by the work of civil

oakland's running festival is on the move this year. organizers announced today that the event will be held at lake merrit instead of downtown oakland due to recent issues associated with occupy oakland. the marathon, 5k and five person relay are set for march 26. for the past two years the race has started and finished at mark ogawa plaza. not a good night for the warriors but a good night for everybody else. >> four out of five. timing is everything. seems like it's always off for the warriors just as they get word that 7-footer brown will miss the rest of the season. they have to deal with the most formittable center of the
