exactly one hour ago. we can see flames here pouring from the car. at this point there are no reports of anyone having been injured in this fire. a florida woman testified today that suspected serial killer joseph naso choked her during their relationship so he could have sex with her while she was unconscious. this system came during the fourth day of a preliminary hearing in marin county superior court. the woman 80-year-old betty mathison says she told reno police but doesn't remember when it happened. she says she broke up with naso because she was afraid of him. naso is serving as his own attorney. during his questioning, he asked matheson about their good times together. she said, you still look good betty after all these years, you still look good to me. ktvu's allie rasmusen is

here and tells us one of the victims just happened to be in the wrong place at the wrong time. >> reporter: investigators spept the entire afternoon at the home where that attack happened. that is a restaurant owned by one of the victims families. workers at the ice house restaurant spent the morning scrubbing blood from the floors and tables. >> this was a robbery that went bad. >> reporter: the robbery happened at the corner of the restaurant at the home of rose chung. >> somebody came into her residence and robbed her. a second victim was delivering food to the residence and she became a victim also. >> reporter: family members say they've been doing business here for more than 30 years and have never been experienced a crime like this. the robber used a hammer to

attack the two women. they were rush to the hospital and family members say both women are still in intensive care tonight. >> everybody has been worried about them. >> we know the family is in a lot of pain we wish they will the very best. >> reporter: police aren't sure whether the money from chung business made them a target for money. but neighbors have their suspicions. >> i think some people know she had a restaurant over there. and they only take cash. >> everybody here knows that she is well off. owning many restaurants but she lives in this modest house. and somebody must have known that fact. >> reporter: and police are still looking for the suspect. he's described as an asian male who spoke cantaneese.

he is said to have driven off the season in a sedan with triangle shaped head lights. a 32-year-old san francisco man pleaded not guilty this morning in connection with a series of sexual assaults in the noe valley and mission neighborhoods. fredrick dosier faces several charges. his court appointmented attorney says he needs more time to prepare. >> there's a lot of information that i need to receive still from the d. a. i basically have nothing. >> dosier is being held without bail and is set to return back to court next month. he faces life in prison if convicted of all the charges against him. some of the big tech companies are joining forces in creating something called sf city. ktvu's mike mibach tells us the group has big plans. >> reporter: tech companies all splashing into san francisco

politics. >> we represent the new economy in san francisco. >> reporter: his name is ron conway. a republican and silican valley investor who alongside ed lee introduced what is called sf city. an interest group that says is built to give advice and lend tech expertise to city government. from budget issues to unemployment. >> we're not weaving around in san francisco. we're going to create our own culture, create our own obligations. create and support an industry that wants to support us. >> we're all about connecting people with great local businesses. it's really easy decision for us to get involved. >> reporter: some folks inside questioned whether or not the tech in industry in the city is getting too powerful. the chairman of sf city says why not. >> the tech city in san francisco is a massive voting block. what's wrong with us uniting like everybody else? >> reporter: sf city says

there's at least 1,500 tech companies employing more than 30,000 people in san francisco. conway says having an organized tech force will entize more companies to move or start companies in san francisco. >> jeff, the process of getting a business license in san francisco is a nightmare. if we can go in and look at that problem and somehow help figure a way to automat the process so you don't have to go to city hall to get a business license. that would be a huge boom. >> reporter: conway emphasizes sf city exists not for a political agenda but for an economic one. major ed lee says the goal to make san francisco the invasion capital of the world. mike mibach, ktvu channel 2 news. state lawmakers today introduce add bipartisan measure to keep community redevelopment agencies from closure. the measure would extend the closure date to april 15th. the agency gets a chance to

figure ou -- out how to work with the state. they used their funds for local services. redevelopment agencies supporters say that will cut off money that's vital for affordable housing and local construction. target is accepting applications and hiring people ahead of the planned opening of a new store in the east bay. >> we are taking 15 members from the current new park mall over to the fremont location. we are looking for 300 additional team members to bring on board. this was day two of a day job fair. almost 600 people turned up yesterday. and organizers expect more today. the fair wraps up tomorrow in newark. the new store is expected to open at the pacific center. the dow broke its three day

a fire has shut down all lanes in san jose just south of

the monohue expressway. you can see essentially a long string of taillights taillights. the fire happened at about 4:30, and here we are an hour after it happened and traffic is still very bad. traffic is just fine if you're heading southbound into the south bay. but again, northbound 880 is the real problem here. and there are a lot of vehicles exiting just before that fire happened near the monigue expressway. if you have a choice you may want to skip 880 and try to get up. this is snarling traffic for the past hour and looks like it is still bad. okay let's talk about the 49ers now and their huge game tomorrow against the saints. we sent john sasaki to san francisco to send us a flavor of the 49er fever and john tells us he didn't have to look too far to find it, john. >> reporter: just imagine in 19

having a sexual relationship one of her students. van der sloot was arraigned for the murder of a woman in peru. >> he is sentenced to 26 years of incarceration. >> reporter: he told the judge he beat and strangled her in their hotel room in lima after he found her looking at his computer and reading about alabama teenager natalie holloway. you may recall that van der sloot is a prime suspect in holloway's disappearance six years ago. down lines started a brush fire last night. flames were so high some neighbors thought they were coming from microsoft. no buildings were actually damaged though, the flames were contained to the brush in the area under the power lines. almost 400pg & e customers were

without power for hours. most of the electricity was back on by 8:00 p.m. when you talk about transmission lines, there's definitely high voltage so it's boing to take a lot of assessment, a lot of safety procedures and a lot of work to make sure that our equipment is restored and safe. no firefighters were injured but one person living at a near by mobile home park was taken to the hospital suffering from smoke inhalation. tomorrow is yet another spare the air day for the bay area. that means it is illegal for bay area residents to burn wood or manufactured logs from midnight tonight until midnight saturday. during the winter, soot from wood smoke is the primary source of air pollution. the only exceptions are for folks who rely on fire as their main source of heat. this is the 15th spare the air alert so far this season. >> for more on this bay area weather and these conditions that we're dealing with, let's go to bill martin standing by. >> it is friday out there. we have the spare the air night

coming up as we go into tomorrow night with the air quality being not that great. late night early morning, these were the highs from today. highs tomorrow above average. very similar from yesterday. quite warm, it was quite cold this morning as well. as we move through the next few days things are going to start to change. rain in the forecast. with that rain possible we're looking for things to begin to change a little bit. it was more clouds we're looking at the chance for some potential showers as we go into wednesday next week, thursday and friday. so a chilly start tomorrow morning. we're going to continue with the low we've had the next few days because the inland bay valleys have been doing upper 30s. plenty of frost, chilly as you head out tomorrow morning. sunday morning not as cold because we're going to see more cloud cover. with that in mind, your saturday is going to be the warmest day on the week. these are the forecasts overnight lows for tomorrow morning. 28 in santa rosa, 29 in napa, 32 in vallejo.

it's frosty out there and it will continue to be frosty for your saturday morning. not as cold as we head into sunday. as we head into the bay area weekend. saturday is the warmest day. sunday the clouds get in here. on the five day forecast i actually have rain drops. scientists at the university of rochester say they may have found a twin to the planet saturn but in a whole different light system. they saw a light fluctuation from a far away sun. that is a sign that there's a planet passing in front of that star. but they said this one was different in a way to suggest that it was made out of gas and had rings similar to saturns. we're going to be bold but we're not going to be stupid. what governor brown says the new plans are going to be for high speed rail.

governor brown wentt on the offensive today. the governor says the

resignation that the project is losing support. >> we're going to be bold but we're not going to be stupid. we'll listen to the critics and we'll fix things and we'll do the right thing. and we're not going to go overboard. we're going to be very careful and build incrementally as we go. >> reporter: the governor has installed one of his advisors dan richard as the new chairman of the high speed rail. the president wants new presidential powers to downsize the government. >> we still got a government organized for the 20th century. our economy has fundamentally changed. as has the world, but our government, our agencies have not. >> reporter: president obama says shrinking the government would save money and improve efficiency. he wants to consolidate six major departments.

the commerce department would be -- eliminated in that scenario. >> we can consolidate them to one department, one phone number, one mission. helping americans succeed. >> reporter: the president is asking congress to reinstate their authority that u.s. presidents once held. while he wants to drop some departments, the president said he is elevating the small business administration to a cabinet level agency. he does not need special powers to do that. now an aide to house speaker john boehner said, america small business are more concerned about this administrations policies than from which building in washington they originate. congress would have to approve any consolidation. but lawmakers would have to take an up or down vehicle code within 90 days. walter johnson has died. he was the long time head of the san francisco labor council. he died as a result of a heart attack he suffered last week.

within the last 45 minutes. it was announced that the san francisco sheriff will be facing several charges. we're learning more about those charges. alex savidge is live with what those charges mean. >> reporter: the district attorney's office says they did a review. three misdemeanor charges that's what is being charged against the sitting sheriff. we'll give you a break down, tkphráesic violence, battery, child endangerment and dissuading a witness -- domestic violence. we also learned that a judge has signed a restrain order keeping him away from his wife and son. a short time ago district attorney george gascon came out and spoke and he talked about the decision to charge. >> no one is above the law.

whether this was the elected sheriff or any other san francisco resident, this type of behavior is inexcusable, criminal and will be prosecuted. >> i don't want to -- [audio difficulties. >> reporter: if mirkirimi is charges he could face three years in jail and three years of probation. there's an arrest warrant that has been signed by a judge according to the district attorney but in speaking a short time ago with members of the san francisco police department they cannot confirm at this point whether that arrest warrant has been executed in fact, by san francisco police and or whether or not the sheriff is in fact, in custody. we are waiting here at the hall of justice in san francisco where the sheriff is expected to be booked at some point later tonight. we're live tonight in san francisco, alex savidge, ktvu channel 2 news. a deadly strain of tb that's untreatable has emerged in india and there's a chance it could make it to the united states. and that's caught the attention

across the country all week over the tenth year anniversary of the opening of the military detention facility at guantanamo bay cuba. andy worthington and jason lee talked about what they see as injustices at guantanamo bay prisons. >> it's about the torture and abuse that was in guantanamo. the creation of a sort of house of cards of evidence built out of nothing. >> reporter: the government is said to be holding 170 detainees there in guantanamo. the u.s. marines named three star general thomas waldhouser to oversee the case. the naval criminal investigative service says it

has identified all four of the men in the video and interviewed two of them. so far they have not been arrested and their names have not been released. republican candidate rick santorum took aim at mitt romney on the campaign trail in south carolina today. the presidential candidate held a town hall. he told supporters, mitt romney is not a true conservative. >> while he was a success businessman, he is a moderate who has changed his mind on just about everything. newt gingrich campaigned in florida today. he told voters not to write him off. >> i think all of it depends on winning in south carolina. and i think that stops all of romney's momentum then you will

see a very substantial change here. >> polls place gingrich in second place behind romney. a federal judge today revealed that former u.s. senator john edwards has a life threatening heart condition. that news came in edwards corruption trial. his trial has been delayed until late march so he can have surgery next month. edwards is facing charges over allegations that he used campaign funds to hide his pregnant mistress from his public during the 2008 presidential campaign. mountain view police have arrested a 46-year-old woman after reporting she pinched two small children on the cheek at a bookstore yesterday afternoon. polly deltramo has not been formally charged but could face charges. initial reports says she bit the children but police now say they don't believe that was actually the case and that the only witness is a toddler, she's alleged to have pinched.

this is video of a chaotic scene at an apple store in beijing. the crowds had waited overnight in frigid temps to get iphones. when the store did not open, the crowd started throwing eggs. apple is allowing more monitoring of the work conditions at the factories that make many of its devices over seas. the cupertino company relies on their factories in asian. the company also joined an organization that seeks to improve factory conditions and protect workers rights. apple has come under fire in the past for labor conditions of factories in china. home depot says it plans to add 70,000 seasonal workers nationwide. a thousand of those temporary jobs could be right here in the

bay area. they'll be for the spring season which is home depot's busiest time of the year. last year people hired for seasonal jobs end upd with full time -- ended up with full time positions. lowe's is looking for 40,000 seasonal workers, it will begin hiring first in areas of the country where the weather is warmer. kangaroo's have australians fuming. the company british american tobacco is being asked to stop using an imagine used on australian road signs. australia says it won't comment on the kangaroo packages. are you bored at work. british scientists talked to

the hottest ticket in town right now is a seat at the san francisco 49ers. tickets are all sold out but plenty are available on the online resale. stub hub tells us that most fans are buying tickets in the range of 200 to $250 each. speaking of the 49ers, there are obviously a lot of die-hard 49er fans out there. you're about to meet one of
