a new video and new concern. it just came in from bay area health authorities concerning teenagers in the alarming rise of the use of an illegal drug.

gv -- gv. i'm tori campbell. new at noon, we've just learned more about the situation and how the county of santa clara plans to respond. allie rasmus joins us live. >> reporter: well, santa clara health officials are calling this a public health emergency. they did a survey of about 2500 students over the last year and found that one out of four reported having tried the drug ecstasy. >> take it five times. but there might be that sixthth time that you take the -- six time that you take the wrong one. >> reporter: since 2009, seven santa clara county residents under the age of 25 had died because of ecstasy because of overdoses, car accidents. in this video, family members of some of the people arent viewed. their -- of the people who are

interviewed. a teenager died at the palace raid. >> more people have died in this short period of a time than ever before. kids are reporting long-term problems as a result of this problem. >> reporter: some of those long- term problems include memory loss and long-term brain damage. this video is going to be be shown at every -- going to be shown at every middle school and high school. allie rasmus, ktvu channel 2 news. >> thank you, allie. new at noon, a 14-year-old rape suspect has just turned himself in. the teen is accused of sexually assaulting and robbing two women in oakland earlier this month. the police issued an alert about the teen last week and this morning we're told he turned himself in to a juvenile hall facility. temperatures have warmed up a bit since this morning but

expect another cold night. >> people in the oakland hills had to pull out their ice scrapers this morning. it is an unusual occurrence that reminded one man of his youth. >> it reminds me of home. i used to have to come out as a teenager. that was my due diligence, to sit in the car for 20 minutes, 30 minutes. >> a freeze warning was in effect until 8:00 a.m. another round of cold weather is expected tonight and this morning someone kent ktvu this photo of an unusual site at san francisco's ocean beach. it was sent via twitter. it showed frost and ice in a sand dune. we go to meteorologist rosemary orozco. >> finally thawing out. we saw some cold weather, painfully cold, checking in the

low 20s. even teens. i've highlighted the areas that have new record. the national weather service has confirmed these three but we may see a few more record pop up by the end of the day in the north bay as well. we're not going to be as cold tomorrow morning. we do have rain on the way. we'll talk about that coming up. all right. thank you, rosemary. smoke detectors with brand- new batteries help save the lives of a martinez family this morning. the fire broke out on a home in walnut street at 3:55 a.m. homeowner joe brock says he just replaced the smeck alarm batteries last night -- smoke detector alarm batteries last night. he did get out. but he was very emotional about the loss of his home. >> to sit here and watch it burn to the ground like that, it's just devastating. it's taking a toll on me. we don't know what we're gonna

do. we lost everything. >> the house is known as an extravagant display of lights. it attracts people from all over. san francisco's new sheriff is scheduled to be arraigned thursday on criminal charges stemming from accusations he physically abused his wife. ross mirkarimi received a warm welcome from supporters at a martin luther king day breakfast held in his old supervisor's district. last friday, prosecutors charged the sheriff with misdemeanor, child endangerment, domestic violence, and asueding a witness -- dissuading a witness. this allegedly happened on new year's eve. both the sheriff and his wife deny the charges. seven richmond police officers accuse police chief chris magnus and the former deputy chief of racial

discrimination and harp. the lawsuit was filed back in 2007 but has opinion delayed until now. the trial is expected to last until april. lanes have just reopened in the past 20 minutes following a major traffic accident on northbound interstate 880 in oakland. the california highway patrol issued a sig-alert because of an injury crash involving an suv and a motorcycle. it happened about 10:40 this morning near the 66th avenue exit. you could see it there on the right side of your screen. traffic was down to two lanes at 11:00 a.m. but again all lanes have now reopened. the upper deck of the bay bridge will be closed down for three days over the president's day weekend next month. new at noon, we've just learned new details about the closure plans. tara moriarty joins us live to explain what's being done to ease the strain. good afternoon. >> reporter: good afternoon, tori. what they are gonna be doing if we look to the middle section thr where there are no parts,

that's where the new lanes will be after president's day. that will be paved. here's some animation provided by caltrans to provide you a visual of how they will visit everything around. you will not be able to cross the bridge into san francisco starting friday, february 17th at 8:00 at night until tuesday morning at 5:00 on -- on february 21st because of that construction. >> after it reopens tuesday morning, they will be jogging a little bit to the south. but speeds are slow in this area it's not a real safety risk. one of the things that we have to have people stay tuned on is the weather. this work is -- we are gonna be doing a lot of striping and asphalt work. we'll be going back to the public if we have to delay. >> by implementing all of these

details now, it will actually allow the span to be completed six months than earlier -- earlier than mon -- planned. for president's day, you won't be able to use this but b.a.r.t. will be available. ac transit will not. tara moriarty, ktvu channel 2 news. officials are the golden gate bridge district are dealing with a lot of angry people over the destruction of a sidewalk. the district must upgrade a path made of commemorative bricks to comply with the american disabilities act. official says they cannot salvage the bricks because they will crumble. so they are offering alternatives to people who purchased the bicks -- brings in 1987, inscribed with the names of loved ones -- bricks in 1987, inscribed with the names of loved ones. >> there will be a new memorial with all of the names of the

a union pacific train smashed into a car early this morning in oakland. it happened just after midnight on 29th avenue. a young woman was the only one in the car and she was not hurt. there are no crossing guards or flashing lights because this is not a track that carry as lot of train traffic. union pacific workers were reportedly signaling motorists by hand but this driver apparently missed the warning and kept driving through. we have new video of pg&e

crews working on a fallen live wire in san francisco. officials say the wire came down around 9:30 this morning at 28th and diamond street. more than 5,000 customers lost power. but crews are working on repairs and they had restored electricity to most of those people by shortly after 10:00 a.m. one woman told ktvu she ran over the live wire with her car and saw a lot of sparks but she was not harmed. a shocking new audio recording reveals the captain of that i tanyon cruise ship seemed to refuse orders to return to the ship and oversee the liner's evacuation. about ten minutes ago, there was record that the -- word that the captain will be released. he's accused of causing the shipwreck off the tuscan coast and abandoning the ship before all of the passengers were

evacuated. italian coast guard expresses anger when they realize the ship's captain is not on board the damaged cruise liner. the captain is on a live boat with the second in command coordinating efforts from the sea, he claims. [indiscernible conversation] >> italian prosecutors say instead getting back on board, the captain took a cab home. five more bodies were discovered today. 24 people are still missing. the total dead are 11. these are infrared images of the capsized ship from the italian coast guard. the little dots are passengers. they describe the evacuation as chaotic with some saying it seemed like no one was in charge. we also have new video showing the damage left to the costa concord yaw under water.

the video comes from the i tamian coast guard. a sal vig firm said it would take two to four weeks to remove the fuel from the ship. it has to be done very carefully because the ship is in a marine sanctuary. a couple from the central valley, they were on the ship and averted the dater -- the disaster when they decided to return earlier. they were celebrating their 41st last night on the costa concord -- concordia. they decided to des embark in rome -- disembark in rome. >> the captain was sitting next to us at the dinner seating and my first impression -- i even told my wife, that captain there doesn't care about anybody but himself. >> they saw some of the people they met on the crude at a hotel. they -- cruise at a hotel. some people survived with just

the clothes on their back and the stories they had to tell was unblifernable. a shelter in place was lifted in the pacific heights neighborhood. it was put in place at 10:00 last night when the police and pg&e were called to pacific avenue near lion tree. there had been reports of a possible natural gas problem. police immediately sealed off several streets and told residents to stay indoors. investigators later learned it was an electrical problem involving and underground vault. that caused a brief power outage that investigators say the public was not m danger -- in danger. some welcomed changes are here for shelters. muni is planning to remove shelters that have become a hotbed for criminal activity in recent years. passengers have complained many shelters are a hangout for drug dealers. the problem shelters have also been tied to violent crimes involving san francisco's homeless population. muni is expected to vote on the

plan later this week. students at city college in san francisco are returning to campus for a new semester and they are being ed about computer viruses. as we told you last week, school officials say viruses had been detected in a campus computer lab and student data has been traced to websites in foreign countries. now the school is urging students to change passwords they use at school as a precaution. students are urged to avoid using school computers for banking and other personal uses. wikipedia is shutting down operations tomorrow. but only temporarily. wikipedia founder jimmy wales says the english lank version will go dark for 24 to 48 hours. the online encyclopedia is one of the websites protesting anti- piracy law. supporters of this will crack

down by not -- crack down on this. occupy protesters gave congress a rowdy and contentious welcome in the nation's capitol today. [ cheers ] >> a few hundred protestifiers were onhand. the occupiers clashed with the police. one person was arrested for allegedly assaulting an officer. the protesters say they are angry about the influence of corporate money on politics. tickets for sunday's nfc championship game at candlestick park go on sale tomorrow. but you have a chance today to get four tickets for free. team owner jed yorks says -- for those paying for tickets, season ticketholders get the first shot tomorrow morning at 10:00. tickets open to the general public three hours later.

good afternoon to you. another good-looking day, despite the sunshine out there, you will need a jacket. it's a cool one out there. our temperatures are recovering nicely at this hour. just a few days ago we were i hadding -- sitting in the 50s and low 60s. here we are still in the mid- 40s. areas around san rafael and santa rosa, mountain view, 46, in the city with very calm conditions. a look at the satellite radar. still waiting on the wayne. we'll -- rain. we'll see it by the second half of the week. but another dry afternoon. it looks like a little bit of rain will be over the northwest of california. that will be about it. but we see a transition. while we sleep we'll see an increase in the clouds. by tomorrow morning, we'll notice the difference and the changes are coming. let's start it up here right about thursday morning of we've been tracking this earlier in the week. it looks like we may have to scale that back a little bit

stocks went sharply higher today. the dow is on track for its highest close since july before the european debt crisis set up months of wretching volatility. right now the dow is up 55, at 12,477. nasdaq is up 13. s&p is up 3. google is launching an ad campaign focused on the importance of protecting personal information. the ads will start appearing in dozens of u.s. newspapers as well as "time magazine." google will address some of the
