up road work. it's 4:30 let's go back to pam. a search is under way for a missing boater in the south bay. he went out yesterday morning in the alviso marie know in san jose. he has not been seen sense. lorraine blanco is at the marie know where search grews are heading out with the tide. good morning. >> reporter: good morning. this is a very big marsh out here in allovers sew -- alviso. any minute when the tide is right search and rescue teams will go in and try to locate the missing hunter. we just caught a private citizen another hunter going in to try to help out. it's a cold morning out here. the missing man is in his 30s and he's been out here since tuesday morning. the grandfather called police when he hadn't heard from him

all day. he noticed his grandson's truck is still here. there is a private company helping out. the sheriffs helicopter had mechanical problems and a coast guard copter had issues. >> the coast guard helicopter searched 75% of the area. we're looking at nine square miles. and that helicopter had mechanical difficulties. we're waiting for the third helicopter to come from san francisco. >> reporter: crews out here heard gunshots around midnight. they believe that could be the missing man trying to call for help out here. there is hope that there will be a rescue this morning. of course it's very cold out here and hypothermia is a major concern. reporting live at alive sew marina. that happened at the high

situation. >> he is scheduled to be arraigned tomorrow on demeanor charges of domestic violence, child endangerment, and persuading a witness. overnight the chp canceled a state-wide amber alert. the 16-year-old girl was found safe early this morning following her reported kidnapping in the city of solito last night. they are expected to release more information on the case later today. san francisco police say they need help to solve the murder of an elderly man opinion 83-year-old juan chen was beaten by a group of men. he died two months later. the attack happened near third avenue in the bay view district. a news conference will be hill at the crime scene at 4:00 this afternoon. there is a $100,000 reward being offered in the case. police are asking anyone with information to contact them.

the money raised will go both to obama for america and democratic national committee. governor brown will give his state of the state address. he's expected to use the speech to -- last year he appealed to lawmakers to put tax hikes on the ballot to close the state budget deficit. but republicans blocked the idea. now he's going straight to the voters. some political analysts believe he's making a mistake by holding the speech so early in the morning. >> i'm a little puzzled as to the decision. why he would do it at 10:00 in the morning as opposed to taking unfiltered prime time at 10:00 which other governors have done. >> after the address the governor will fly to southern california to drum up support for his tax plan. he will speak at los angeles city hall and meet with teachers in burbank. you can watch today's state of the state right here on ktvu channel 2. we will show that

plaza at all. the morning commute looks good on northbound 280 right through downtown san jose. speaking of big deals, here is steve paulson. sal, stop it. stop it. thank you, sir. we do have increasing clouds but as advertised last week usually the first system to breakthrough a very strong dry trend arrives later than sooner. that will be the case today. there are clouds and rain on the coast. but for most of our viewing area it's going to be partly cloudy to mostly cloudy to the north and mostly sunny to the south. it's still cold. not as cold. the higher clouds help. also fog returning to the coast. 30s and 40s. there are areas that are under a freeze warning. that is the santa clara valley. that goes until 9:00. lows in the 20s there. higher clouds won't get close down there until tomorrow. that's why the coldest temperatures will be focused there. increasing clouds. fog on the coast will work its way over to the coast.

coast. snow is falling near portland oregon and seattle washington. we are learning school has been canceled in the seattle and some other parts there. the snow is also making driving conditions hazardous on roads that have not been plowed yet. we understand alaska airlines have canceled most of their early morning flights at the portland and seattle airports. we just checked the bay area airports. the storm is not causing any delays here. that could change. pg&e failed to reclassify pipeline. pg&e says it wrongly classified 300 miles of transmission lines. the lines in question used to run through rural areas but now in densely populated areas. regulators ordered pg&e to check their lines following the 2010 san bruno pipeline blast. missing people has been

terrorism. it's part of a man to help -- senior federal counterterrorism officials will present analysis of home grown extremist cases. police in richmond may not help out in future occupy protests. officers from richmond have come to oakland several times in recent months to assist in the occupy raid. but the richmond city council has passed new guidelines involving when and where police officers can respond to trouble in other cities. the guidelines urge richmond police chief to carefully evaluate all mutual aid requests that involve quote civil unrest situations. the secret service says occupy protestors are responsible for security scare at the white house last night. agents say one demonstrator threw a smoke bomb over the fence during an occupy demonstration outside the white house gate. the secret service also gave the all clear a short time

we have breaking news to tell you about right now. search crews have just found that boater that has been missing for nearly a day in the south bay. he went out about 8:30 yesterday morning in the mary no in san jose. a helicopter spotted him a short time ago. he has been taken to the hospital and we understand he's believed to be in good shape. again he went out yesterday morning and his grandfather expected him to return last night. he's a military veteran with a deployment in afghanistan. last night they heard gunfire but could not pinpoint the location. they believe it was the boater firing off a distress signal. we'll update that story throughout the morning as soon as we get more information. oakland police arrested a man accused of taking them on a

high speed chase. ktvu was there yesterday when officers caught the suspect. he ran up on the stairs of a home on humboldt street. it appears the suspect surrounderred after he had nowhere else to go. the chase started on interstate 580. he jumped out of the car in the fruitvale district and continued on foot. the dublin city council is cracking down on back sales. they asked the staff to come up with restrictions that would make it illegal to sell tobacco in most of the city. they are asking for the ban near homes, schools, parks, day care centers, and other places where children are. the ban will be voted on later this year and will be fazed in over three years. >> i know you mentioned this, but i went to google. they have a black thing over

him. it's not going to rain today. unless you are up north. it's going to be mostly cloudy toward the north bay. we'll have to wait for tomorrow before getting rain in here. san jose south will have to wait for thursday afternoon and evening. it will be mostly sunny today. there are 20s. i did see 29 at livermore. i saw 26 at bethel island. east and south there are cold readings. a lot of 30s. higher clouds will take the edge off here. still a freeze warning out from the santa clara valley. some fog is also inching closer to the coast as the system starts to increase. there will be heavy duty tolls. you can look at this as long as i do. that hasn't come anywhere near us. remember last week i said the first system to come through usually just comes in later.
