through there. also the morning commute looks good in san jose along northbound 280. now at 6:00 let's go back to the desk. sal, thank you. happening now a boater who had been missing for almost 24 hours is now in the hospital this morning. now he left the alviso marina around 8:30 yesterday morning. a rescue helicopter found him, pulled him out of the water several hours ago this morning. he was very cold. shivering quite a bit. overall he seems to be in good shape. his grandfather expected him to come back last night. when he didn't show up, that is when the search started. the boaters described -- the boater is described as a military veteran. around midnight crews heard gunfire from the water but they couldn't figure out exactly where it was coming from. they believe it was the boater firing off a distress signal. we have new information for bay area travelers heading to the northwest this morning.

alaska airline have canceled dozens of its early morning flights in and out of the seattle and portland airports. that is due to the worst snowstorm in 25 years. we just checked with the bay area airports, the northwest storm has already forced the cancellation of one flight from sfo to seattle. could be more consolations at bay area airports this morning. so as things get busy during the next few hours. be sure to check ahead. 1500 layoff notices go out today in the city of oakland. fewer than 200 people are actually expected to lose their jobs. ktvu claudine wong is joining us live to explain all of this. and why the city is sending out so many notices. what is going on? >> reporter: this comes to -- comes down to deadlines and rules. there is a deadline when you have to notify people they could be on this list. they have to give them ten days. why 1500. there are also rules on sin

yourty. so really almost half the city 3,000 work force will get a notice today. although fewer than 200 people expected to lose their jobs. this is all happening of course because of the states decision to desolve the redevelopment agencies. for the city of oakland that equates to about $30 million. in terms of jobs, that means 159 full-time employees. most of those people are in the city's redevelopment agency. the city of oakland has one of the most activity agent cities in the state. the only people in the city the only departments not getting layoff notices today will be police and firefighters. so what happens next? these notices let people know they could be on the list. they will mattock thatn't the actual cuts and specific positions that will be eliminated. february 1st the funds go away and so do the jobs. in the meantime the city has asked each department head to oppose 5% reduction so they can

prioritize services. this will be a painful couple weeks in what has been called an across the board realignment. live here in oakland claudine wong. the online encyclopedia has shut down its website for the day. the 24 hour block yacht is in protest of antipiracy legislation. all their big websites are also taking part. coming up at 6:13 we will go live to our washington, d.c. bureau to hear how the online protests are working to kill legislation. time 6:03. vice president joe biden comes to san francisco this morning for political fund raise -- fundraising. a luncheon will be held at 11:30. tickets range from $2500 to $10,000. this is raising money for the obama for reelection fund as well as the democratic national committee. the vice president's wife jill biden will be in the bay area.

she will visit the va palo alto trauma center. she will also be at a technology center called apps for heros. besides those tickets the hottest tickets in town actually for the biggest 49ers game in years and they go on sale in a few hours. tara moriarty joins us from san francisco. >> reporter: if you want a chance to have a front row seat to cheer on the red and gold, you will need quite a bit of green on places like stub hub the average price for a ticket more than $600. after last weeks nail biter against the new orleans saints, 49er fans are clambering for tickets. now at 10:00 this morning season ticketholders will get first dibs on seats. 66,000 of them. anything leftover will go on

the costa concordia hit rocks and capsized late friday. at least 11 people were killed. 28 others are still missing this morning. now a former cruise ship boat captain who teaches at the maritime hack in vallejo says he's upset about the decision of the captain to leave the ship with people still on board. >> many of this is a black eye to the industry. we want to make sure the people that make the mistakes are accountable. >> it may force the maritime organization to change its safety procedures. you won't be able to access wikipedia or several other big websites today. they are protesting a bill in congress that some say will kill the internet as we know it. ktvu alison burns joins us from our washington, d.c. newsroom

to explain. alison. >> reporter: with big name websites shutting down this morning, members of congress are certainly having second thoughts about supporting antipiracy legislation. here is a look at wikipedia's website. the largest online encyclopedia has gone black. at the top it says imagine a world without free knowledge. other sites are following suit. while google is still running it's blacking out the google name. the legislation hills websites liable for offering copyrighted content like movies and music. >> we are actually at a point in history where the future of the internet is at stake. if we infringe on freedom and open this, the rest of the world could be worse >> reporter: the legislation is intended to stop the sell of copyrighted the illegal sell of copyrighted material online.

the protests seems to be working. president obama has come out against the legislation and some leaders here in congress who have been working on it are now working to make some big changes. reporting live from washington, d.c. alison burns ktvu channel 2 news. the group raging grannies will hold a protest in front of the apple store on university avenue in palo alto today. they are upset over dire working conditions at apple manufacturing plants in china. the protest comes after an audit by apple found a number of safety violations at several of its suppliers. ktvu news has obtained court documents that sheds new lights on the allegations of domestic abuse against the new sheriff. the documents detail a i have owe tame of miry knee -- mirkarimis wife. on the tape she is crying and

points to a bruise her husband gave her the day before. she is also crying because mirkarimi said he could get custody of their young son because he is very powerful. >> that doesn't mean he caused this situation. >> sheriff mirkarimi is scheduled to be arraigned tomorrow on demeanor charges of domestic violence, child endangerment and persuading a witness. both deny the charges. hikers are being warned to be on alert after two mountain lions were spotted. the sighting happened around 6:00 last night on a trail which is near the uc santa cruz campus. two women were walking their dog when they saw two adult mountain lions. they left the area and no one was hurt. u.s. customs agents made a stunning discovery at the san francisco airport this week. they found a half a dozen deer skulls hidden in a bag of fruit

golden gate bridge as we reveal. looking good. also looking good on doyle drive and in san francisco. 6:25. today crews will be out there digging up commemorative brick walkway at the golden gate bridge. the bridge district put up a fence yesterday to keep people out. the walkway had to be taken out to make it accessible for the disabled. this is angering nearly 7500 people. they paid money for the bricks.

the district plans to create a website. they also plan to build a wall with those names. people who live along the water in the san joaquin delta are worried their water -- shallow waterways are mostly clear. but the state is expected to cut back on the i rat case program this year. san francisco health care workers are worried governor brown's proposed budget could cause more free clinics to close. according to the examiner reimbursement rates for nonprofit health centers could be changed as a plan to save the state $55 million next year. cut backs over the year have already forced community clinics to close or merge and there is concern that some low income patients and the uninsured will have nowhere else to go. 6:26. american idol auditions are under way and the judges

say good morning, to you. thank you for joining us here. ktvu channel 2 morning news. it's already the middle of the week wednesday, january 18th. i'm dave clark. >> and i'm pam cook. >> a successful ending to an overnight search. a hunting that has been missing for almost 24 hours was found in the fridge waters in the south bay. lorraine blanco is live. you talked to another hunter how cold it was out there. >> reporter: yeah, i did, dave. it was quite an operation out here. all night long. no doubt it paid off when they found the missing hunter alive. now investigators are interviewing him to find out what went wrong. the 30-year-old afghanistan war veteran hadn't been heard from yesterday morning. cal state helicopter located him in his boat about three miles northwest of the marina. conscious but very cold. the san jose fire captain on duty told us he was shivering

and wet but no doubt relieved since he was stuck out there all night long. a few other hunters are about to take cough from this dock to help the hunters family retrieve his boat. they say a lot of things can go wrong out there. >> the biggest thing is the titlement. you just need to make sure you look on the computer. look up what the title is going to be for the times you will be fishing or hunting in the area. and if you do get stuck in the mud, the best thing to do is stay in your boat. >> reporter: the fire captain said the hunter has no means of communication. they recommend a cell phone or portable radio and flairs especially if you are hunting alone. he was taken to a local hospital for observation. he is being checked for hypothermia. 6:32. another search continues for two suspects that robbed a medical marijuana collective at gunpoint. it happened at the high

standards medical collective. it's on vermont street. it happened right after 8:00 last night. employees and others were inside at the time of the robbery. there is no word of anyone being hurt. san jose police tell us that ktvu two men got away with cash and products before they escaped. if you have any information contact san jose police. 3.5 hours from now governor brown will give his state of the state address. he's expected to use the speech to promote his tax increase initiative on the november ballot. last year he appealed to lawmakers to put tax hikes on the ballot to close the budget deficit. now he's going straight to the voters. some political analysts say he's making a mistake by holding the speech so early in the morning. >> i'm puzzled as to the decision. why he would do it at 10:00 in the morning as opposed to taking unfiltered prime time at 5:00 which other governors have done. >> after the address the

structure fire. approximately 5:00 in the morning. upon arrival or upon enroute the company noticed smoke enroute. when they arrived they had seen the left side of the house where the garage is three cars on fire in the front and the garage fully involved. all occupants were out upon arrival. crews made an aggressive attack through the garage and front door of the house. they were able to contain the fire to the garage. >> reporter: which is amazing. when you look at the garage it looks like the damage is pretty heavy there. do we have any idea how this could have started? there is still a car in that garage. >> yeah. there is a car gnat -- there is a car in the garage. the fire is under investigation at this point. >> reporter: okay. all right. thank you very much. i appreciate that information. you are taking a live look at the garage portion of the home. there is one car inside. three cars that were outside. firefighters made quick work of it once they got here. the interior of the house is okay. we have seen people standing on

good morning to you. welcome back. here's a quick look at some of the top stories we are following for you right now. a couple hours ago a helicopter crew rescued a stranded boater from the icy waters in san jose. there he is right there. he disappeared after going hunting by himself yesterday morning. rescuers say he was shivering after being located. he's in the hospital now getting treated. the water temperature by the way was 34 degrees. you won't be able to get into the wikipedia website today if you wanted to. it's one of several websites taking part in a 24 hour blackout. protesting antipiracy legislation. the movie industry supports the bill but critics don't like it.

years ago. in january 2010, 83-year-old juan chen was beaten by a group of young men and died two days later. news conference will be held at the crime scene. a $100,000 reward is being offered to solve this case. if you have any information contact san francisco police. hillsburg police have exhumed the body of a woman to see if there is any connection to a serial killer joseph naso. her body was found in a creek in 1983. new technology could give new clues. investigators decided to exhume the body after finding a list inside of naso's home. one of the entries on the list said girl near hillsburg. naso is charged with killing four women in the 1970s and 1990s. overnight the chp canceled a statewide amber alert for a missing central valley teenager. investigators say the 16-year- old girl was found safe early
