good morning. welcome to mornings on 2. >> it's wednesday, january 18th. we begin with an update on developing news in contra costa county. firefighters are on the scene of a house fire. the fire broke out about an hour ago, on green bay drive in walnut creek. just a few minutes ago, ktvu talked to the homeowner and is everyone okay, claudine? >> reporter: everyone is okay. they all made it out safely, but look at their house behind me. the major part of the damage area is the garage, and you can see inside the garage is what is left of a car still sitting in there. the three cars in the driveway also damaged heavily by this fire. it started about 5:00 this morning. the homeowner i just talked to him, is out safely. he and his family all made it out. he told me it was the sound of the fire that woke him up. >> it was a combo of things, lot of noise, things crackling

and popping. got up and saw the fire coming out of the garage, so got everybody out. >> it was going very good, and they did an excellent job containing it in the garage. >> back live here in front of greenway drive, you can see the damage to the garage area. but what is remarkable, if you look inside the front door of the home, you can see no damage there. firefighters able to contain this just to the garage. they were able to get a hose into the front door and wrap it around the garage and that's how they were able to put the fire out. how this all started is still unclear. the homeowner has no idea. he woke up to the sound of fire and flames in that garage, got his two kids, wife and dogs out. he says they'll worry about the rest later. he's just glad everyone is okay. claudine wong, ktvu channel 2 news. thank you. governor brown will give his state of the state address just three hours from now. he is expected to use the speech to promote his tax increase initiative on the

november ballot. last year he called on lawmakers to put tax hikes on the ballot to close the state budget deficit. but republicans blocked the idea. now he is going straight to voters. >> he's asking the people of california to do something extraordinary, which is in a state that's rapidly anti-tax to temporarily increase taxes on themselves so we can have stronger schools, safer communities and fix the chronic budget problem. >> after the address, the governor will fly to southern california to drum up support for his tax plan. he will speak at los angeles city hall and then meet with teachers in burbank. you can watch today's state of the state here on ktvu. we will be showing it live at 10 a.m., and if you can't get to your tv then, we'll be streaming it on ktvu.com as well. we have new information for bay area travelers if you're heading to the northwest this morning. alaska airlines has cancelled dozens of early morning flights in and out of the seattle and

portland airports. that's because of their worst snowstorm in more than 25 years. and we didn't just check with bay area airports. the northwest storm is already forced the cancellations of at least one flight from sfo to seattle. there could be more in the hours ahead. now, we'll stay on top of it and bring you a live report from west seattle in just a couple minutes. the online encyclopedia wikipedia has shut down its website for the day. it's a 24-more blackout, a protest of anti-piracy legislation and some other big websites are taking part as well. coming up for you at 7:15, we'll go live to our washington, d.c. bureau to get the reaction from the white house to the protests. vice president joe biden is headed to san francisco today for a fund-raising luncheon at 11:30 at the bentley reserve on battery street. it costs between 2500 and $10,000 to attend. money raised from the event

will go to both the obama for america re-election fund and the democratic national committee. the vice president's wife jill biden will also be in the bay area today, visiting the va palo alto rehabilitation center at 12:30 this afternoon, and also attend a technology event in san francisco called app for heroes at 2:45. lot of 49ers fans will be staying very close to computers this morning. tickets for sunday's championship game go on sale in just a couple hours. ktvu's tara moriarity is live in san francisco now. so how expensive are these tickets? >> reporter: well, we just spoke to an official from stub hub, and she says folks shouldn't get sticker shock. the actual most expensive ticket sold was for $2,000. here's stub hub here. so ticketholders wanting to attend will game will only sell with such a steep price.

after last weekend's intense prayoff game against the new orleans saints, 49ers fans are clamoring for tickets. at 10 this morning, season ticketholders will get first dibs on the 66,000 seats at candlestick park. remaining tickets go on sale at 1:00 this afternoon. last week's game had the highest tv ratings in nfl playoff history. fans say it may be tough to match the electricity that was felt that that stadium. >> hard to compare against the last four minutes of that game. but yeah, it will be a good one. >> how much would you pay for a seat to be there in person at the game? >> geeze, i mean, probably not even close to what the market rate is right now. >> how do you think this weekend's game will stack up? >> hopefully the same way. they beat the giants already, so hopefully they take the same

we have pretty much a nice sunrise here. now towards mendocino county and north, there are cloudy skies. but the pressure over us is really, really high. so for us today, today will be that tweener day with cold temperatures in the mornings, 20s, 30s, but mostly sunny to partly cloudy skies. the rain line continues to stay way to the north and it won't get here -- start to work its way over throughout the course of the day, but it's just now getting to shelter cove, and ukiah says cloudy and 36 determination but there could be a few light sprinkles to the north. for most of the bay area today, today we get increasing clouds to the north, and mostly sunny. skies to the south. fog inch is closer to the coast as well but the rain will be really heavy on the north coast for the next couple days. tomorrow looks like a much better day as we get that system to get closer. sonoma 26, lafayette, alamo, palo alto los gatos also at 29. so there are some 20s out there. but yesterday fairfield was 19,

cruz and morgan hill. high clouds will increase and go cloudy, then rain starts to move south tomorrow, then sweep to over the area by thursday night. a stronger system friday night into saturday. sunday looks unsettled, looks very windy at this time. police officers on the job, poising with half dressed women. the modesto police department is launching an investigation after some racy photos surfaced that police say these pictures are looking at, they were taken between 2009 and 2010. one photo shows an officer pretending to hand touch a girl, on top of his squad car. the department officials say the officer left the department in 2010, but wouldn't say why. >> obviously, these photographs there's definitely something we were concerned about, and blemish to us. >> very disturbing. and that's our tax paying money supporting us. >> pictures with another officer who police say is still on the force were also sent to the modesto city council. the police department is

>> he burned money to survive. that's how a stranded snowshoer stayed alive for two nights in the cold up on mount rainier. 66-year-old young kim disappeared saturday and slid down a steep slope on mount rainier in washington state. search crews found him alive monday. he says he survived the freezing temperatures by first burning leaves, then burning his extra socks. when he ran out of those, he started burning dollars. first one dollar, then five dollar bills. he also took cover under a tree during the night. there's an online rebellion going on this morning against legislation in congress that would impose new rules on the internet. thousands of websites including wikipedia have temporarily shut down. ktvu ace allison burns joins us live from washington, d.c. so does the protest seem to be working? >> reporter: that's right, this protest seems to be gaining

steam this morning. let's look at wikipedia's website, the world's largest online encyclopedia has gone black. at the top is says, imagine a world without free knowledge. thousands of other sites are following suit. google is still running but it's black, out the google name. the websites are protesting bills in congress that would make them liable when users post copyrighted content and give the government new power to shut down the sites. the protests are changing minds in washington, and the president has now come out against the anti-piracy legislation. >> it's a serious problem that requires serious legislative responses. but we will not support legislation that reduces freedom of expression, increase cyber security risk or undermines the innovative global internet. >> the movie and music industries support the legislation and this has become an epic battle here pitting silicon valley against

hollywood, northern california members of congress against southern california members of congress. and of course, we are going to wait now to see if the senate moves ahead with a vote planned for next week. allison burns, ktvu channel 2 news. a former homeless teenager from new york has been invited to attend president obama's state of the union speech. 17-year-old samantha garvey grabbed headlines after being named a semifinalist in the prestigious intel science competition. she was living in a homeless shelter with her family when she found out she is up for a $100,000 scholarship. the family has since found a rented home. new york congressman steve israel invited her to the president's january 24th state of the union address, saying she is an inspiration. the u.s. wants to limit the amount of junk in outer space. nasa is working with other countries to develop a set of rules called the international code of conduct for outer space

activities. the u.s. is worried about the growing number of satellites and other space debris. there's a high risk of collisions that could threaten communications here on earth. in 2007, china destroyed a disabled weather satellite, but it caused a huge cloud of debris that some feared could collide with the international space station. a stunning discovery by u.s. customs agent at san francisco airport. they found a half dozen deer skulls like this inside a bag of fruit peels. they were in a mysterious air shipment interest southeast asia, bounds for minnesota. investigators say they were from mouse deer. they have no idea why someone would try to send them here to the u.s. a rat control problem in washington, d.c. has virginia's attorney general very concerned. he says he is worried about a one-year-old law in d.c. that says rodents cannot be killed. pest control officers have to

capture families of rats and then relocate them. he is worried the rats will be relocated across the potomac river and into virginia. d.c. has been dealing with a wild and growing rat infestation, especially near occupy camps. as we've been reporting a powerful snowstorm is pounding the northwest this morning. reporter stacy sakamoto joins us live from west seattle. looks like it's really coming down there! >> reporter: it is, tori. it's been dumping since we've been here just after 3 this morning. this is very unusual for seattle. west seattle in particular is the very dicey neighborhood, when it starts to snow, because there are so many hills and so many commuters are dealing with these treacherous hills this morning. we're on southwest admiral way, the main thoroughfare through the heart of west seattle. we've been seeing buses, we've

been seen snow plus for and a lot of commuters taking on this hill. so far we haven't seen anyone spinning out, but that could happen later. commuters are definitely doing better once the plows came through. now, one thing that we did notice is we were parking our live truck is once we got off the well traveled middle of the street, things really did get dicey. the snow is very slick, very oily. it's not very powdery at all. skiers probably wouldn't like this. this is what we here in the northwest call the cascade concrete kind of snow. it's very heavy. so it makes for very slick driving. back to you. >> all right. snowy west seattle. thank you. and we'll be checking also some flights that have cancelled to both seattle and portland, oregon. so sal will have more on that. the clouds are rolling in

the search for missing people on a capsized cruise ship in italy has been called off indefinitely. that decision was made this morning after the cruise ship shifted slightly. it hit rocks and capsized off the coast of northern italy late friday. at least 11 people are confirmed killed, 28 others still missing. a former cruise boat captain who now teaches at the maritime academy in vallejo worries this will be a black eye for the

cruising industry. >> this is black eye to the industry, and we want to be sure that the people that make the mistakes are held accountable for them. >> those at the academy say they expect what happened in italy may force the international maritime organization to review its safety procedures and the timing of this accident is terrible since this is the prime time when people book cruises for spring break and summer vacations. let's go to sal. a south bay ramps closed? what happened? there's ice. what happened, dave, is on the ramp from eastbound 237 to southbound 101, if you are trying to do this essentially, trying to get on to southbound 101, there's a nearby water pump that apparently was leaking on to the ramp there, and all that ramp is closed because the ice has formed on it. we'll talk to steve in just a moment where temperatures may come up so they can reopen that ramp, as the ice will melt.

successful end to the search for a missing boater. the man left alviso marina in san jose yesterday morning, just a few hours ago a rescue helicopter plucked him from the bone-chilling waters. ktvu's lorraine blanco was there when the boater was taken on to the ambulance. good morning. >> reporter: good morning. you can hear me right now but you can see a few fellow hundreders just got back from retrieving his boat. they went out an hour ago and have it there tugged behind their boat. the hunter is checked for hypothermia this morning, but the afghanistan war vet is expected to be okay. now the 30-year-old hunter hadn't been heard from since yesterday when he left home to go duck hunting. hey helicopter pilot located him about three miles northwest of the marina but very cold. after searching all night long, rescue crews tell us they're relieved. >> absolutely, absolutely this. is -- it's like finding a needle in a haystack sock finding him was pretty amazing.

>> rescuers faced quite a few challenges this morning. besides the cold work to different hop degrees broke down last night, a sheriff's helicopter and a coast guard one. a cal star chopper located the hunter 30 minutes after going up. he is okay, and as you can see, behind mow right there the fellow hunters just a couple minutes ago came in during the intro to our live shot and just retrieved his boat. reporting live, lorain blanco, ktvu channel 2 news. san jose police still searching for two gunmen who robbed a medical marijuana collective and this happened last night at high standards medical collective on vermont street, about 8:00. employee and customers were inside at the time, but no one was hurt. san jose police say the two gunmen escaped with cash and products. if you have any information, call san jose police. ktvu news has obtained court documents that sheds new light on the domestic abuse

allegations against san francisco's new sheriff. they detail a videotape of ross mirkarimi's wife taken by a neighbor on new year's damon the tape ileana lopez is crying, she point to a bruise on her arm where she said her husband grabbed her the day before. publicly, mirkarimi's wife has repeatedly defended her husband. however, some domestic violence experts say they're not surprised. >> let me just make it all go away. it didn't really happen. i'm okay. it wasn't that bad. i mean, that's the cycle of abuse. >> sheriff mirkarimi is scheduled to be arraigned tomorrow on misdemeanor charges of domestic violence, child endangerment and dissuading a witness. he strongly denies the allegations and vows he will stay on the job. budget problems in oakland could mean hundreds of layoff notices for city employees. 1500 city workers could be getting pink slips today.

fewer than 200 of those employees are actually expected to lose their jobs. the city is trying to make up for a loss of $25 million in redevelopment funds that went to pay employee salaries. pg&e failed to reclassify hundreds of miles of its pipelines. in a document filed with state regulators, pg&e says it wrongly classified 300 miles of transmission lines. that's more than first thought. the lines in question used to run through rural areas, but are now in densely populated areas. that means more thorough inspections are required. regulators ordered pg&e to check their lines following the 2010 san bruno pipeline blast. hikers in the santa cruz mountains are being warned to watch out. two mountain lions responded, about 6:00 last night on the trail. that's near the uc santa cruz campus. two women were walking their dogs when they saw two adult

mountain lions. they left the area, no one but hurt. overnewt the chp cancelled a statewide amber alert for a missing central valley teenager. 16-year-old girl was found safe early this morning after her reported kidnapping in the city of salida last night. the chp is expected to give us more information about this later today. san francisco's first homicide victim in 2012 had appeared on a reality tv show. joseph men owesee was found lying near 6th and stevens last thursday morning. he died an hour later at a hospital. he had recently moved to the bay area, hoping to build a better life, after being portrayed as a villain on the a&e show intervention about drug addiction. san francisco police are asking for help to solve the murder of an elderly man two

years ago. in january 2010, 83-year-old juan chen was beaten by a group of young men and died two months later near third avenue in the bayview district. a news conference will be held at the crime scene at 4 p.m. today. a $100,000 reward is offered to help solve this crime. police are asking anyone with information to contact them. police have exhumed the bod of a woman to see if there's a connection to alleged serial killer joseph naso. the body was found in a creek in 1983, and new technology may give new clues. investigators decided to exhume the body after finding a lift in his home. one of entries on the list said girl near hills burg. he was charge with murdering four women in the 1970s and 1990s. a pittsburg man is in critical condition after being stabbed with an ice pick. the man's son-in-law, 24-year- old anthony weaver of antioch, turned himself in last night.

he is held on $30,000 bail. police say weaver got into a fight with his father-in-law on sunday. the father-in-law underwent surgery for the puncture wound to his chest. nine people arrested in an undercover sting after they allegedly disobeyed a judge's order. sf gate.com is reporting police followed 18 offenders who were in court yesterday. they were facing charges ranging from drunk driving to driving with a suspended license. although a judge told them not to drive, afterwards nine people allegedly drove away from the santa rosa courthouse. their cars were impounded for a month. in sonoma county, a fire captain has a serve a one heavy year jail sentence for embezzling more than $60,000. prosecutors say he took the money from his own fire union and used it for personal

expenses, including a trip to disneyland and buying sharks season tickets. he told the judge yesterday he stole the money to pay off debts and that he planned to pay it back. today crews will dig up a commemorative brick walkway at golden gate bridge. this is new video we have taken just within the past hour. you can see personnel walking up to the area. the bridge district put up a fence yesterday to keep people out. the walkway must be removed to make the area accessible for the disabled. this removal is angering the nearly 7500 people who paid up to $75 for the custom bricks. 25 years ago for the bridge's 50th anniversary, some people have tried to take the bricks as keepsakes but the district plans to create a website and build a wall with the names around the bricks. national career fairs is holding a job fair in san francisco today. employers from companies

what is up there now is low level stuff. it's a sign of things to come. it's been so dry for so long. some 20s still. nothing compared to yesterday when -- it was just teens and 20s. lots of record lows. sonoma 26. 28 in yountville. lafayette alamo 29. palo alto, gilroy 29. livermore still in the upper 20s. bethel island 26. napa 28 but fairfield 30. they were 19 yesterday so that's a big difference. 41 in the city of lot of 30s here. 31 at mill valley. san jose at 32. freeze warning is out for the santa clara valley down to salinas valley. all this cloud cover is racing towards the pacific northwest where they might get a foot of rain between now and sunday. we need this to drop south and it will take awhile. i'll show you why. look where it's going. we have extremely high pressure over us. if you follow the barometer, it's around 30, 40.

oakland police arrested this man, you see him there with his hands up, accused of taking them on a high-speed chase. that's where all the yelling and excitement there. ktvu was there yesterday when officers caught the suspect. you can see he ran up the stairs of a home and it appears he surrendered after he had no where else to go. the chase started on interstate 580, the man jumped out of a car in the fruitvale district and continued on foot until he was caught. a 14-year-old oakland boy is in custody this morning accused of sexually assaulting two women. yesterday ktvu talked to the boy's family members right after he turned himself in. the boy is suspected of assaulting and robbing two 28- year-old women earlier this month. the boy's aunt says even though he has spent time in juvenile

is now upped control. ktvu's claudine wong is out there to tell us how the family escaped safely. claudine. >> reporter: they heard the fire, they got out very quickly. called firefighters and firefighters got on scene. the fire damaged contained mostly to this garage area but so hot if you look down at this truck trier, you can see it melted it off the rim there. the damage, though, again right at this garage area. they were four cars affected. that was an acura that used to be in that garage area. homeowners say they and their family were asleep when they heard crackling. he he got up he saw frames coming from the garage and got his family out immediately. he is happy everyone got out safely. >> not sure yet, don't know. not sure. >> just glad you heard it. >> glad everybody is okay. dogs are good, kids are good, wife is good. we're in good shape.

move on. >> the homeowner says firefighters certainly made quick work of it if and he is gritful they were able to contain most of the damage to the garage area. firefighters say they got called just before 5 this morning and had the fire out within about 30 minutes. >> they were able to hit the fire through the front of the garage. they stretched the line, interior of the house and were able to confine it to the garage with minimal damage to the interior of the house. >> back live out here on greenway drive, in walnut creek, as you can see firefighters still inside the garage area, kind of cleaning out. we're talking about a clean-up and an investigation now underway. again, firefighters say they don't know the cause of this fire. they're still looking into it. they said the homeowner was very good about keeping paint and other combustibles out of the garage area in the backyard. but again you got a car packed in there, lot of other things stored in there. they're still trying to chase down the cause of this fire. claudine wong, ktvu channel 2

news. in just two hours from right now, governor jerry brown will deliver a critical speech about the future of california. the governor state of the state address will be delivered before a joint sells of the legislature. he's expected to promote his tax increase initiative on the november ballot. last year republicans blocked his plan to put tax hikes on the ballot to help close the state deficit. now the governor is going straight to the voters. >> he's asking the people of california to do something extraordinary, which is in a state that's rapidly anti-tax, to temporarily increase tax themselves so we can have stronger schools, safer communities and fix this chronic budget problem. >> after this speech, the governor flies to southern california. he'll be speak at los angeles city hall, then he'll meet with teachers in burbank. you can watch today's state of the state speech right here on ktvu channel 2. we'll show it to you live at 10 a.m. and if you can't get to your

workers. 1500 society employees could get pink slips today. however, we're told that less than 200 of those employees are actually expected to lose their jobs. the city of oakland has to give notice to half of its 3,000 worker force to comply with seniority layoff rules. the city's trying to make up for a loss of $25 million in redevelopment money that went to pay employee salaries. there's a report that oakland police and not reforming the department fast enough. that is the conclusion of a new report from court appointed monitors. the report questions the police response to the occupy protests. the re viewers also question what they say was an unusually high number of internal affairs complaints that were ruled unfounded. oakland police plan to address these issues at a hearing next thursday from the 2003 riders police misconduct case.

pg&e failed to reclassify hundreds of miles of its pipelines. in a document filed with state regulators, pg&e says it wrongly classified 300 miles of transmission lines and that's more than first thought. the lines in question used to run through rural areas but are now in densely populated areas. that means more thorough inspections are required. regulators ordered pg&e to check their lines following the 2010 san bruno pipeline blast. a new warning for hikers in the santa cruz mountains after two mountain lions were spotted. the sighting happened around 6:00 last night on a trail near the uc santa cruz campus. two women were walking their dog when they saw two adult mountain lions. they left the area and no one was hurt. overnight the chp cancelled a statewide amber alert for a missing central valley teenager. investigators say the 16-year- old girl was found safe early

you talked to the homeowner about what alerted him to the fire. >> reporter: yes, we're talking with the family taking this all in stride. they've heard this fire before they saw it and look at what it's done to their cars and their garage. this white car you're seeing in fronts of you, that was given to the 17-year-old girl who lives here just about a month ago. her mom's car is in the garage and her dad's car also out in the driveway, all cars including this truck and atv destroyed by the fire. but the family says they are taking this in stride because they're glad everyone got out safely. this all started about 5 this morning. that's when the homeowner say they heard the fire. they were all sound asleep inside, the family of four. mom, dad, two kids. then the homeowner says he heard a noise from the garage that woke him up. >> combo of things, lot of noise, things cracking and popping. and got up and saw the fire coming out of the garage so got everybody out. >> it was going very good. and they did an excellent job

police say the pictures were taken between 2009 and 2010. this photo shows an officer pretend to go handcuff a girl on top of his squad car. officials say the officer in the photos left the department in 2010, but would not say why. >> if they're going to tolerate that on the force, then yeah, it's going to ruin the reputation of the police department. >> obviously, these photographs definitely something that we were concerned about, and blemish to us. >> pictures with another officer who police say is still on the force were also sent to the modesto police council. the police department is conducting internal investigations. so far city councilmembers have not commented. the search for missing people on that capsized cruise ship in italy was called 06 after the cruise ship started shifting in the water. the ship hit rocks and capsized off the coast of italy late

friday at least 11 people were killed, 28 others are still listed as missing. one man who got off the ship is talking about that experience. >> it's hard to think that i'm a survivor. like i haven't heard that term. someone said i'm so lucky. i've never thought of it that way. i just thought how lucky itches to get off and be alive. >> a judge released the captain of the ship there. released him from jail yesterday, placed him under house arrest. he is facing charges of manslaughter and abandoning ship before all passengers were rescued. san francisco police are asking for help to solve the murder of an elderly man two years ago. in january 2010, 83-year-old juan chen was beaten by a group of young men, he died two months later. it happened near third avenue in the bayview district. a news conference will be held at the crime scene at 4 p.m. today. a $100,000 reward is offered to help solve the case.

police are asking anyone with information to contact them. police have exhumed the body of a woman to see if there's any connection to alleged serial killer joseph naso. the body was found in a creek in 1983, and new technology may give new clues. investigators decided to exhume the body after finding a list in his home. one of the entries on the list said, girl near heels burg. he was charged with murdering four women in the 1970s and 1990s. a former homeless teenager from new york has been invited to president obama's state of the union speech. she is 17-year-old samantha garvey, who became famous really after being named a semifinalist in the intel science competition. she was living if a homeless shelter with her family, where she found out she is up for a $100,000 scholarship. her family has since found a rent subsidized home,

congressman steve israel invited her to the president's state of the union speech on january 24th saying she is an inspiration. the united states wants to limit the amount of junk up there in outer space. nasa is working with other countries now to develop a set of rules. it's called the international code of conduct for outer space activities. united states is worried about the growing number of satellites and other space debris out there. it's a real risk of collisions that could threaten communications here on earth. back in 2007, china destroyed a disabled weather satellite and that caused a huge cloud of orbital debris that some worry might even collide with the international space station. fans of edgar allan poe are planning a final vigil for a visitor. for years a man has left three roses and cognac at his gravesite.

oakland police arrested a man accused of leading them on a high-speed chase. a ktvu was there yesterday when officers caught him. he ran up the stairs of a home own humboldt street it. appears he surrendered after he had no where else to go. police say the chase started on interstate 580, the man jumped out of the car in the fruitvale district and then took off on foot. a 14-year-old oakland boy is in custody accused of sexually assaulting two women. yesterday ktvu talked to the unman's family members after he turned himself in. the boy is suspected of assaulting and robbing two 28- year-old women earlier this month. the boy's aunt says even though he spent time in juvenile hall for robbery, she doesn't believe the new charges he's facing now is. >> now they said he might have did a robbery, i might agree with them. but a rape and an assault?
