. well, good morning to you. welcome to "mornings on 2." i'm dave clark. >> i'm tori campbell. we're following developing news in oakland. there is a police standoff that began at 3:00 this morning. officers have surrounded a home in the area of birkdale avenue and cap street. several nearby streets are core denned off at this hour, including a section of fruitvale avenue. these are live pictures from the scene. you can see some vans there p.m. some police officers heavily armed in vests. as we pan back, you can see quite a collection of officers there on the scene. this was a domestic disturbance that led to this standoff. a man is -- is holed inside a house. police are concerned he might be harmed. there's possible the

possibility of a child -- there's also the possibility of a child inside the home. that's why police are not taking any chances. again, as you can see, the s.w.a.t. team is at the scene, and a negotiator has been talking to the suspect in both english and spanish. again, this is on birkdale and cap. we'll have more information coming up. also, we're on -- we're on storm watch. paul chambers is live at the toll plaza and christien kafton is live as well. let's begin with christie --

christien. >> reporter: good morning. we got here 45 minutes ago driving south from daly city. we could definitely feel the wind rocking our van as we drove. as you watch our live pictures, you can also see the roadways approaching are certainly wet. so there is a concern for anyone driving out here as well. commuters may -- need to be aware that caltrans issued the high wind weather advisory and those wind with the roadways could definitely lead to a messy commute. the chp is advising drivers to slow down and leave more drive time. the john daly onramp to i-280 north into san francisco, there's problems there. that happened at about 2:30 at this moving. they tell me at one point there was about two feet of standing water there. officers cleared the debris.

they called out caltrans crews. those caltrans crews had to do asphalt work. they are telling drivers to watch out for similar damage. >> you see a wet spot, where it looks like there may be a hole or standing water, that's probably what it is. >> reporter: and be safe out there? >> exactly. >> reporter: the weather is afeging the -- affecting the peninsula. my colleague, paul chambers, has more from there. how are things looking out there, paul? >> reporter: good morning. it's pretty baked up here at the toll plaza -- backed up here at the toll plaza. the winter storm is causing problems for people heading out on their morning commute. now, high winds and standing water has been a problem. here's some video of flooding on interstate 880 at the broadway offramp in oakland. the heavy rain we had overnight

into this morning caused the flooding so give yourself extra time in the air craw. ette very likely wet roadways may have play -- may have played a road in this accident. the accident happened just before the university avenue exit off interstate 80. the two vehicles collided and then the truck crashed into the concrete pairier which will need to -- barrier which will need to be repaired. as you head out this morning, you might want to leave this moving and -- leave extra early this morning to give yourself extra time. the roadways are slick and wet. as it gees lighter, you can see the standing water yourself. also know if you can't see it, it is there in certain areas. give yourself some extra times. you might want to slow down -- some people are driving through here like it's a drive roadway.

that you here -- obstruction that you have here with the crash. this traffic is moving along pretty well as you drive past the coliseum. i've also had some conditions on the peninsula. a couple of crashes, the latest one southbound 101. just a lot of standing room t not really good driving give yourself extra time. daly city, some pretty tough conditions and a lot of modern -- wind. let's go to steve. well, for seven weeks, we were wishing for rain. wishing for rain. now we got it. high pressure will start to build -- will start to build in tomorrow. there a really strong little low moving through the delta. on the back side of that, the wind is still cranked up. you can see the signature of

it. wrapped around stretching from about antioch and to core feel -- cordelia. on the back side it's a west wind or north wind. that means the front has gone through. the low has gone through and that's a wind direction or you get west or northwest. plus the barometer is pointing towards high pressure coming in. if you are near that, that's really heavy rain. wrapping around the back side of that, we're getting lesser amounts. this system really intense but it's really flying. possible thundershowers with this system here. some morning rain, and then partly sunny, partly cloudy. we've had gusts to 50 miles an hour for many in the higher el vagues east bay hills. i know the hills, san mateo, gusts to 50. santa rosa, 3 inches. napa, petaluma, san francisco .75. oakland, .75.

in june. this 66-year-old victim who is the victim of the homicide up by the hollywood 0 sign. detectives -- hollywood sign. detectives say they removed several items from his apartment. neighbors say they heard a lot of commotion a few weeks ago. in southern california, rescuers pulled a 19-year-old hiker to safety. sheriff deputies say she was hiking with friends yesterday when she became stuck on a cliff that has a 100-foot drop down to a canyon. deputies were wearing helmet cameras as they hoisted the woman into a helicopter. she was shaken but unharmed. deputies say two other teenagers from the hiking group -- from the hiking group.

a new cancer drug made with marijuana may be available soon to patients. a british company is conducting advanced clinical trials to develop this drug. the drug would come in the form of a mouth spray. it would be used to alleviate pain for cancer treatments. the company is hoping to get approval by the fda by the end of 2013. it would be the world's first drug developed from raw marijuana instead of synthetic equivalence. 7:20. if have you a working car that's not getting much worse, there -- much use. there is a -- worse, there is a way to get around it. there's several car websites that helps car drivers rent out their cars. car owners who use the service get a kit that allows them to

it came to a safe end. >> reporter: we were first on scene here this morning and several hours later now, the man is in custody. that happened about 7:00 a.m. the police are clearing ut scene around fruitdale and brookdale. you can see officers frisks -- frisking the suspect. we also saw a little girl kay rirred out -- carried out by the officers. this all started at 3:00 a.m. when police were prompted to check out a domestic violence situation on cap. police say when the man wouldn't come out, officers started to close off the area. they tried to communicate with the man in english and spanish for several hours and they also shot bean bags at the home. it looks like the area around this intersection and a few blocks up is now reopen to traffic. again, the man has been arrested and is in custody. reporting live in oakland,

"the times harled" reports that 87-year-old margaret key has not been seen since friday night when she left her home mountain browns area of napa. she left in a 2001 white buick le sabre. she has a history of becoming lost and disor renned -- disoriented. police are still looking for the gunman who opened up fire at a sweet 16 party wounding six people. it happened saturday night at a home on willmont court. antioch police say two different groups of people got into an argument leading to the gunfire. five of the victims are teenaged boys, including a 13- year-old. two victims are still in the hospital listed in serious condition. >> it was a chaotic scene. the officers called for aid,

to move off to the eve. we'll have scattered and it will be a blustery day. this is the third around the final front. this will be it and it looks like the pattern goes dry for a couple of days. i know what you are thinking. the 15-day outlook is very we. a little bit break, 7-10 -- seven to ten days. now that system is moving pretty quick we should be on the drier side. pretty decent. .50 to .75 in the east pay. some of the higher elevations picked up over 1.50. 40s and 50s. cooler air to the north and warmer air to the south. our system is moving by.

night. the "times herald" reports someone called police saying a man had a gun at the fast-food restaurant. when police arrived, they found the man in the bath rule and quickly figured out it was a toy. the man toed police he carrys that toy gun for protection e was not arrested -- the man told police he carries a toy gun for protection. he was not arrested. this man is scheduled to be formally charged with three felony counts, including statutory rape. he worked at james logan high school. he was taken into custody earlier this month in hayward where police say he was planning to meet up with that teenaged girl. comedian, tracy morgan, is in the hospital after collapsing at the sun dance film festival in utah. he was being honored at an awards ceremony yesterday when he fainted after giving his

be slowing counsel, the wind advisory has been lifted but there's still a lot of traffic issues to contend with. >> the chp is advising drivers to slow down and leave more for the drive to work. the rain is causing a lot of problems including the john daly onramp into san francisco we were there this morning. chp officers said if they discovered a problem at about 2:30 and tell me there was two feet of water standing at the bottom of that ramp. that officer told me that he cleared out the debris from that storm drain and saw the water had damaged the roadway. he had to crawl out a caltrans crew to replace the asphalt there. basically the weather, people don't pay attention or they think they can drive the

teams surrounded a home on brookdale avenue. lorraine blanco has been on there. i under the area has been lee opened to -- has been reopened to traffic. >> it's reopened, dave. >> reporter: police have just confirmed that the man was arked and they say he was homing his 3-year-old daughter hostage. police arrested the suspect around 7:00 a.m. after p a five-hour standoff. they tell us s.w.a.t. members were able too talk the man out of his hoe. no one jass injiferred, including the little girl carried off pie its officers. it started when -- it told them the suspect was barricaded inside. they said they were worried about his young daughter. >> he kept her inside with him. therefore, we treat that as a hostage situation. he was very upset, there was some type of dispute that had taken place with some other family members. and because of that dispute,
