fisherman's wharf. the 15-year-old female victim was first reported as a missing person. we're live with specifics on what happened. >> reporter: this was a brazen assault just blocks from fisherman's wharf in the middle of a bunch of popular hotels. police caught the suspect attacking a young female victim in these bushes. we were first on scene this morning near fisherman's wharf as paramedic took away an assault suspect in an ambulance. san francisco police say the suspect attacked a female juvenile in these bushes in front of the union building. >> it does not make any sense that someone would try something like this at this particular area. not too far from where a lot of tourists are here 24 hours a day all over the world. >> reporter: some employees at this 7-eleven two blocks away say the teen age bought a few things here with a group of people early this morning when the group lost track of her. police won't confirm that but do say they got a call a girl

was missing around 2:30 a.m. that's when they launched extra patrols. just before 4:00 a.m. one police unit saw something going on in the bushes at 400 northpointe, rescued the young woman and arrested the male suspect. she was part of a group visiting from another country. tourists at fisherman's wharf say it's a scary situation but an isolated incident that won't stop them from enjoying the city. >> i definitely would come back. i think it's a great city. >> reporter: the suspect was transported because he told paramedic he was feeling ill. the young victim was also transported to the hospital. i got off the phone with the public information officer from the san francisco police department. he told us that she was transported with non-life threatening injuries and that this is still an active police investigation. back to you. >> thank you. this morning san francisco

mayor ed lee responded to word of the attack on the teen and arrest of a suspect. >> this is something we get on very quickly. i don't care where it happened. it's something i'm very concerned about. i read about it and we're paying full attention to it. >> the mayor said he is particularly concerned about the age of the victim and would ask the police chief to focus on that aspect of the case. we know the name of the college student who was shot and killed on his way to class in richmond last night. the contra costa county coroner identified the victim as 22- year-old edwin arnold martinez. he was in a parked car with his sister around 7:00 p.m. when gunfire broke out. police say a man running after a car and shooting at it that had just sped past the area gave up that chase and then shot at the car with martinez and his sister inside. the sister did not get hurt. the victim's uncle told us the victim was not affiliated with any gangs. >> he was so full of life.

he went to school. he was good. he wasn't a bad kid. he didn't get in trouble. he wasn't that type of kid. >> he says that martinez was well known as a soccer player from high school and was now attending college. he was also about to begin a modeling job at hilltop mall. sheriff's deputies in sacramento are investigating the shooting death of a park employee. 59-year-old steve ebert of shot to death yesterday morning just as he arrived for work. he worked at the park as a maintenance supervisor. investigators are trying to figure out if his death was random or intentional. authorities are looking at one possible motive. they say he was part of an administrative group recently laying off a dozen park employees. fire investigators are trying to determine the cause of an early morning house fire in oakland. the first call came in just before 5:00 a.m. at a home on 90th avenue.

flames caused major damage to the roof and an upstairs bedroom. no one was injured. the fire department tells us the home was vacant. public health officials in marin county have quarantined a preschool and two residential senior centers because of a suspected noro virus out break. more than 70 people have gotten sick at two senior centers. at least 16 children and adults had become ill at a preschool which has not been named. health officials are still investigating. the virus causes flu-like symptoms. it poses the greatest risk to the elderly and the very young. continuing coverage now of that rock slide on san francisco's telegraph hill that's forced evacuations at one apartment building. engineers are expected to

return to the scene today. paul chambers is there live to tell us what they may be looking for. >> reporter: good afternoon. engineers have been here on and off throughout this morning checking the hillside from the top and bottom to see if they can stabilize it. this sign says it all. it's pretty basic. falling rocks. that's what happened yesterday. when those rocks fell, it hit this. you can see that car. that car was crushed and buried under the boulders yesterday. beyond that you can see boulders of all sizes still remain behind this building. public works says those rocks can help keep other debris from falling down. they don't want to move them until they're sure that hillside is stable. about an hour ago the city dispatched geotechnical engineers to survey the area. they're trying to determine how much of the hillside was compromised. >> i think yesterday we were scared that it's going to continue crumbling. they were talking about evacuating us. i think they did evacuate people from the first and fourth floors. >> reporter: the reason they

were evacuated were for safety reasons. yesterday the city yellow- tagged three units which means residents can only have limited and restricted access in the daytime. two residents say they first thought it was an earthquake when they looked out the window and saw nothing but ash. they're worried more of the hillside will give away. >> if it rains another five days straight, this thing could come down. you look at the building really close to the edge, it looks scary. >> reporter: last night crews put up fencing to keep debris from falling into the condo area. this is the same building that sued the city in 2001. as part of the settlement the complex received money from the city. the money was used for protective fencing. paul chambers, back to you.

top vote better among people 30 and younger. as promised, gop presidential candidate mitt romney released his federal income tax return for 2010. mitt romney reported income of $21.7 million in 2010, most of it from investments. he paid $3 million in federal income tax. he also gave nearly $3 million to charitable causes and the mormon church. that reduced his tax rate to 13.9% which is lower than what most middle class americans pay. president barack obama is about to deliver his last state of the union address before he's up for re-election. members of the gop are gearing up for a response. the house speaker is already offering an opinion. >> president barack obama takes the spotlight tonight when he delivers the state of the union address. it's a chance to steal some thund frertd republican white house hopefuls and to make an impact on congress and the nation. >> he knows what he's about and he knows how he wanteds to

from a brain injury she suffered when she was shot last year. greg black, back to you. the co-founder of a san francisco start-up company has received a personal invitation to attend the state of the union address. the obama re-election campaign has been utilizing the photo sharing website instagram and the white house invited one of its co-founders to attend the speech tonight. we'll carry the state of the union address live tonight. it starts at 6:00 p.m. tonight concord city council is set to discuss the effects of losing its redevelopment agency because of state funding. the governor's move to terminate redevelopment agencies in concord and throughout california is expected to have an impact beyond urban infrastructure and social programs. in concord the disbanding of the agency is also expected to hit concerts and other popular events.

san francisco police called in a bomb squad this morning to check out a suspicious briefcase in the tenderloin district discovered outside the federal building on turk street around 5:30 a.m. police closed down streets in the area while they checked out the briefcase. they issued an all clear about two hours later. the briefcase was harmless. it appears the group anonymous may be planning to try to bring down facebook. a mysterious voice posted online late yesterday. the narrator claims to represent the notorious hacker group anonymous. the voice asks people to

download a special program and for everyone to launch the attack at a specified time this weekend. it's believed the attack is tied to the battle over internet rights. it's unclear why facebook is the target. the 2012 oscar nominees are in. for the first name decades the academy awards big prize could go to a silent black and white film. >> nine films are in the running for best picture. the academy says the category could have held anywhere from five to ten nominees. the black and white film "the artist" is one of the favorites to win. it picked up nine other nominations including acting nods for its two stars. it's expected to be in a close race with "the descendants" which earned five nominations. martin scorsese's "hugo" earned the most nominations, eleven. it's up for best picture.

some surprises in the best picture category included "extremely loud and incredibly close," and "the tree of life." "bridesmaids" had been generating best picture buzz but was left out of the category. it did pick up two nominations for original screenplay and best supporting actress. michelle williams and meryl streep are expected to face off for best actress a category that also includes viola davis and glenn close. george clooney is considered to be a next a close race against brad pitt for best actor. the oscars will be handed out february 26. >> you can go to ktvu.com to

view the oscar nominations announcement. san francisco film society executive director bigham ray has died at the able of 57. the film society said he passed away yesterday after suffering two strokes while attending the sundance film festival in utah. he is survived by his wife and their three children. thousands are expected to attend a public viewing at penn state to remember the university's coach who for almost a half century was the face of that school. mourners have been leaving behind flowers and other mementos at the foot of joe paterno's statue at beaver stadium. a closed casket public viewing is being held on campus today and tomorrow. it will be followed by a memorial service on thursday. happening now environmental protection agency and department of transportation

are holding a public hearing in san francisco on proposed new fuel standards for cars. president barack obama has proposed doubling the current average fuel economy to 54 1/2 miles per gallon by 2025. the goal is to reduce greenhouse gas emissions and u.s. dependence on foreign oil. the hearing started at 10:00 at fisherman's wharf. any changes will impact cars starting in the model year 2017. a minor earthquake rattled parts of lake county early this morning. the 3.8 magnitude quake struck just after 4:00 a.m. it was centered four miles southwest of clear lake oaks. the lake county sheriff's office says there have been no reports of damage. good afternoon to you. live look outside our doors, we have partly sunny skies overhead, high clouds in the forecast for the afternoon. no rain, that's going to stay to the north. look at the storm tracker.
