consider him to be armed and dangerous. major cuts are coming to the city of oakland due to a budge crunch. the oakland zoo, and children's fairyland are at risk. ktvu's alex savidge is live where the budget showdown is about to start in half an hour. >> reporter: fans of the two popular oakland attractions are disappointed about the proposed cuts. the city council is set to meet half an hour from now inside city hall, but the mayor told me today her choices were limited as she tries to deal with a giant hole in the city budget. the families who come to see the wild animals at the oakland zoo might have to shell out more money because of city budget cuts. >> if the zoo suffers, people aren't going to come out. i think it's a bad decision.

>> reporter: the zoo director said under a proposed budget plan, they could lose $200,000 annually from the city. >> it will put a greater strain on our ability to maintain the high level of animal care that we provide, and with that, it will impact the visitors themselves. >> reporter: after losing $28 million in state redevelopment funds last month, the mayor and her team went to work trimming and streamlining to makeup that difference. she said she was able to make layoffs less severe with 105 positions being cut. >> in order to reduce the number of people who are cut, we spent the time reorganizing the entire city, literally. four or five departments are gone. >> reporter: police and fire and libraries were untouched in the mayor's plan, but popular places like children's fairyland will likely have to do more with less. >> it's a hit for us. >> reporter: the computative directorred they are forcing a 40% cut in the funding they get from the city, a loss of

traffic is slow on the nimitz freeway where crews were cleaning a 3-vehicle crash this morning. 880 s clos athigh street for crews to make repairs to the pavement. they finished their work about an hour ago. the highway patrol said road rage may have caused a deadly accident on interstate 80 this morning near carlson boulevard before 6:00. a 63-year-old man ended up dying. investigators believe that the victim tried to brake check a pickup behind him to let the driver of the pickup know he was getting too close. officers say that's when the pickup pulled in front of the victim's van and also put on the brakes. >> the driver of the ford van apparently speed up, attempted to catch this v at -- van, and attempted to cut in front of the vehicle and misjudged the distance. >> the van flipped several

respect for the customers now. this has been a rough winter for the ski resorts, and ken prison -- pritchett is in the sierra and tells us which lifts were open. >> reporter: the ski lifts here at donner were running a few hours ago. it took the big weekend storm to finally welcome skiers to the slopes. the lifts were open, but the word wasn't quite out that donner ski ranch is open for the season. those that were here are very happy. >> it's amazing. it's the most fun i've had since last week at the beach. >> reporter: 3 feet of snow fell here at donner for a very late opening day. >> usually, we are open by first week of december. last year, we were spoiled and got thanksgiving in, but we are happy to be open.

something for this week. we got up to 6" of rain in the heavier locations and more than that in the hills above santa cruz, and that's great news but you have to follow it with something. we are dealing with a dry pattern into the bay area weekend. there is the rain forecast model stuff coming up in the middle of next week. and right now, we're dry and talking about a few clouds. valley fog was an, and we did have a dense fog advisory towards vacaville and fairfield, the second morning in a row. it was patchy but not that widespread, and tomorrow morning, a duplicate but more high clouds. you see the rain around eureka, these clouds will head south a bit, and we might see drizzle. go out in the pacific and past hawaii and the dateline, and look at all that subtropical moisture just wanting to rain somewhere, and it's going to. look at where it's going, up

there. this is the stuff that should be hitting us. all this thing would have to do is go south a bit and we're wet. we'll get a bunch of rain, and that's not what is gonna happen this week. so what we're talking about instead of rain is the valley fog. visibilities could get down to a quarter mile range on thursday morning with plenty of fog and the most fog in the inland bay valleys around santa rosa, and clayton and morgan hill and gilroy. today's temperatures did warm up. we have numbers that got in the upper 60s. santa rosa, 67 degrees for the high. tomorrow, the highs will come down a few degrees, low 60s, but still, much, much warmer, and now, we're dealing with mild overnight lows and daytime highs tomorrow, mid-60s, and i'll come back and give you

suspected of sexually assaulting a young foreign tourist yesterday. we have a picture to pass along of 18-year-old christopher dutel who was booked into san francisco county jail after his arrest. he is a southern california transient. officerses say they saw dutel with the girl in pushes about two hours after she went missing. the girl -- disappeared from a group of tourists. state crimes processed more samples last year than the year before, they have limited a back loving cases. that was the word from kamila harris. the average time for processing dna is down to 30 days or less from three to four months. a big clean up job is underway at the base of telegraph nil san francisco after the rock slide on monday. we spoke with a geologist over

the u.s. army plans to cut the combat brigades as part of an effort to trim the fighting force by 80,000 soldiers as part of a $260 billion budget cut. the federal government unveiled a new tool to try and combat crime against members of the military and their families, a new database that will store information about criminal that is target service members and veterans.

former penn state coach joe paterno was laid to rest today. family and friends held a private funeral followed by a burial at a nearby cemetery.

studentsand faculty waited in long lines to pay their respects. paterno coached for 46 years and was fired in november after his assistant coach was arrested for child sexual abuse. we all know that new england patriots' quarterback tom brady grew up in the bay area, but paul chambers learned that two other players also share a common bay area bond even though they are on opposing teams. >> reporter: frank, it's all about hometown pride. and they played football at this junior college. for nearly three decades, he was head football coach, and during his time there, two special men played under his watchful eye. >> it's a proud moment to see that they both went onto college and saw that they kept participating and where they are right now.

north tower and golden gate bridge and sausalito. more clouds. tell shut down outdoor plans and pe classes and concrete pour? i don't think so. up around ukiah, i don't think that will happen, but we will warm up and that's how it will stay. the cloud cover frost, you can see a little rain to the north up here, drizzle. that's at about 8:00 a.m. tomorrow morning, and look at the valley fog. we had a dense fog advisory in the central valley yesterday morning and we will see that around the bay, and the clouds will filter through the area, and the highs will shake out like this, nice but not as warm as today. the 5-day forecast with the bay area weekend in view, dry. it would be nice to get a little rain, and i think we will see some next week, but
