laid the groundwork for layoffs. the debate was drowned out at times but the voices of those critics. >> reporter: they have been grappling with the loss of $28 million in redevelopment funds, as a result, the city plans to cut jobs, and that is angering city workers and residents. a huge crowd packed into the city council chamber and filled the gallery. they'll have to wait until february 1 before they find out who is really losing their jobs. >> we're asking you to support us. no changes without input, no changes without community input. no changes without employee input. >> on february 6, who will be here and who will be gone?

>> more people -- >> more people -- >> willautomatically be laid off. >> reporter: the protesters did eventually quiet down. no one was arrested. mayor jean quan was escorted out. she did not return. amber lee, ktvu, channel 2 news. tonight, the city council is hearing public input. councilmembers are also discussing changes that need to be made to the budget. they plan to vote an an amended budget next tuesday. the workers laid off will likely learn their fate on the following day, february 1. the oakland zoo says it could lose up to $200,000 annually, and the zoo's director says they could force them to raise the price of admission.

and children's fairyland is facing cuts. a homeless man killed by bart police has filed a wrongful death suit. charles hill was shot to death in july after bart police say he threatened officers with a knife. security video showed two officers getting off the train and drawing their guns. at one appointment, a knife can be seen sliding off the platform. the jury said the wrongful death suit was filed on behalf of his brother. there are new developments tonight in the domestic abuse case involving san francisco sheriff ross mirkarimi. ktvu has confirmed mirkarimi has a new attorney. robert wagginer is out.

the sheriff is due back in court tomorrow to try to get permission to see his family. the sole surviver of a rampage pointed to the defend as the man who killed his father and two brothers. >> reporter: inside this high security courtroom that has a metal detector and bull proof glass, andrew broke down in tears. fearful of any gang retaliation, we're not showing his face. he pointed to edwin ramos. choking back tears, he testified, quote, i didn't know what was going on, it was like a movie. he shot my family like that, it doesn't make sense. as he spoke, his mother, began

sobbing. she issue a statement through a friend. >> testifying, such an emotional situation, just shows courage, and strength to fight for justice for his family. >> reporter: the prosecution maintains, ramos is a member of the ms-13 gang and mistook the family for others. the defense contains he didn't see ramos had a passenger. >> mr. ramos was the driver of the vehicle. >> reporter: ramos is charged with murdering anthony balognia and his two sons. >> our civic duty to even under the most difficult circumstances to still step up. >> reporter: if convicted he

could face life in prison without the possibility of parole. oakland police are asking for the public's help tonight locating a suspect in the shooting death of a 19-year-old man earlier this month. 36-year-old ramon mcdaniel is described as 5'9", and weighs about 140 pounds. he should be considered armed and dangerous. he is accused of gunning down isaac white on january 4. white died at the hospital. investigators say the suspect has a lengthy criminal record, and is believed to be hiding out somewhere in northern california. >> at this point, we feel pretty confident it was not a mutual combat. it was more of a cold blooded act. >> crimestoppers has issued a $20,000 reward for information leading to an arrest in the case. the trustees have heard the complaints and today the board put a cap on the salaries of

the council president. students have seen fees and tuition hiked. at a meeting today in long beach, the trustees capped the salaries of newly hired campus president at $325,000 a year, or 10% more than the outgoing president. a group of students has occupied a vacant being on the campus of uc davis. the students entered the two story building following a rally yesterday, and they've been there ever since. the building used to house the university's cross cultural center. the group plans to use it as a center of operations for the occupy movement on campus. occupy oakland announced its own plans today to take over a vacant building and use it as the movement's new home. a spokesman would not did disclose the location, except to say it is somewhere in oakland. he says protesters plan to

into their yellow tagged homes yesterday, though they're actually advising residents not to sleep there just yet because the hill is so unstable. two projects are set to begin later this year, thanks to $85 million in state funding. the california transportation committee allocated the money to widen part of highway 4 and the highway 4 bypass. the highway would expand to six lanes. the bypass would become a four lane freeway between san creek and laurel roads. it comes from a pool of $447 million, funding four projects across the state. california voters could have a chance to vote again on the high speed rail project. today, the secretary of state gave the project's opponents the go ahead to start gathering signatures to put a measure on the november ballot. the nearly $100 billion project would link northern and southern california. the ballot measure would eliminate the rail authority,

more high clouds. you're going to have some fog in the morning, but overhead clouds are going to start to thicken up. that's going to trend temperatures down a bit. today, mid-60s and even upper 60s, will be met tomorrow with mid-60s and lower 60s. not a big change, but more cloud cover. and plenty of fog tomorrow morning in the inland bays valleys when you wake up. we're going to look districtly at the five-day forecast, look at the weekend in view, and try to find rain in the five-day forecast, back in a bit. san francisco international airport is getting ready to begin a massive construction project. new at 10:00 tonight, ken wayne live at sfo tells us the reason for the construction and how the airlines can help ease the congestion. >> reporter: frank, sfo already has one of the worst on time records in the country. now there's the possibility of even longer delays. on bad weather days flight

delays are a common occurrence here. several united flights experienced delays of an hour or more. >> if it starts early in the morning, it's just a dome any effect. so yeah, it could get bad. >> reporter: the latest domino is construction, set to begin here in march, to extend safety zones at the end of sfo's four runways. >> that's a rollout area at the end of the runway. it's a safety zone not required of airports. >> reporter: the faa wants to prevent something like this from happening here. in 2005, a southwest flight rolled off the end of a runway at chicago's midway airport. five years later, a similar incident in burbank, with the jet nearly hit as gas station. but safety work will come at a price. >> the runway may be closed at different times, so we would have one less to operate. >> reporter: the faa is encouraging airlines to trim their schedules to avoid

delays. >> we don't have everyone arriving at 8:00 a.m., and departing at 10 am. >> reporter: this couple already had their flight canceled. >> we were on a full plane, and the hotels in the area were somewhat full. it took a long time at 4:00 a.m. this morning, to get somewhere. we didn't get much sleep. >> reporter: those are the times when travelers want to fly. it's not clear if the airlines will want to adjust their schedules and potentially lose cust mowers to try to relieve congestion here. more details now. another interesting change at sfo is going to provide a whole new feature for passengers. as of tomorrow, sfo opens its new yoga room in terminal 2. it's meant for passengers who might want to stretch out and take a few deep breaths before taking flight. passengers can enter the room free of charge, and yoga mats

are also available for free. the state regulators are ready to prepare for sweeping new rules tomorrow that could reshape the auto industry. expected to require that at least 15% of new cars sold in the state produce, little or no smog by the year 2025. the new rules are aimed at reducing greenhouse gas emissions by 75%. shares of netflix soared almost 15% after the company released its fourth quarter earnings report. after the closing bell, the dvd, rental, and video streaming service announced it has regained about 75% of the estimated 800,000 customers it lost, following a decision to double subscription fees last summer. apple hitting a new all- time high of $446.66 per share. the cupertino company reported

develop news news, we have the scene of a 2 alarm fire in berkely. it started next to a high rise apartment building. there were early reports of smoke and flames pouring out of kitchen vents. some 200 residents rushed out of their apartments and onto the street. one firefighter said the fire appears to have started in a large flue in the kitchen.

san francisco police released a photo today of a man accused of sexually assaulting a young foreign tourist yesterday near fisherman's wharf. police say he is a southern california transient. officers say they saw him with the teenage victim in some bushes on north point street early yesterday morning. the district attorney's office is waiting for forensics before filing charges. michelle obama and television chef rachael ray ate with students at a school to unveil new regulations regarding school lunches. the new rules will require whole grains, low fat milk, and double the amount of fruits and vegetables. in brazil, two buildings collapsed in the center of rio de janeiro this morning. one building was 20 stories high. the other 10. one news service is reporting

at least two fatalities. four people were rescued, and 11 more may be trapped. witnesses say they heard an explosion, and smelled gas, but it's still not clear what caused those buildings to collapse. on a south pacific nation of fiji, the governor declared a natural disaster. at least eight people have lost their lives, including a family of four, buried in a landslide. a popular tourist area is experiencing flooding as well, and heavy rains are in the forecast for the days ahead. in slovakia, hockey practice turned frightening for a youth team. players immediately skated to the side of the rink, which had just opened, when the roof began to give way. after several moments it fell onto the ice. no one was hurt. the weight of the snow on the roof appearancely caused it to collapse. a woman from concord is under arrest, accused of suffocating her boyfriend last

new at 10:00, paying to park at home. a new plan to add thousands of

parking meters to the streets of san francisco is fueling anger among city residents. heather holmes talked with transportation officials tonight who tell her they now want a little more time to think this through. >> reporter: i have learned that the vote scheduled for next month has now been delayed, and probably because of the backlash. here's what's under consideration, bringing in new meters where it doesn't cost a dime. artists living and working in that building are among the opposition. >> time is running out on free street parking. moving closer to bring in thousands of parking meters. tonight, we met artists who live and work in a converted warehouse at the corner of mariposa and alabama street. >> i just don't think they're going to help. i really feel their going to hurt us. >> reporter: under this plan,

these residents would have to pay to park outside their own homes. >> what would you do, if suddenly, where you park your car, there was meters? >> reporter: they say installing more meters in mission bay, and the northeast mission district is necessary to improve parking in those neighborhoods. >> people use the area to park there all day, every day. what we want to do is make sure park something available for everyone. >> reporter: and at 21 cents an hour, he says it would be among the cheapest in the city. still, the idea has stirred up opposition. >> i'm worried about some of the businesses here that have people working for minimum wage. they can't afford these meters. they won't know what to do with this. and we can't afford the tickets this would generate. we're very afraid. >> reporter: the artists say they're not opposed to paying for parking. they just believe this plan is unfair. i've been told that a meeting

is planned for monday, with several of the residents and some san francisco supervisors to voice their concerns. heather holmes, ktvu, channel 2 news. three high school seniors from the bay area have been named finalists in the intel science talent search contest. the 40 finalists were selected from more than 1800 applicants, attending 500 high schools. contests winters will be announced at an award ceremony in washington, d.c. in march. the city of san francisco is trying to get more school children to drink more water while helping the environment. a campaign today to encourage students to drink tap water. the agency handed out 2500 reusable bottles. city officials say they're trying to expand the campaign

to more schools. it was a warm day out there today. you probably noticed it. for your wednesday, 67 in santa rosa. 64 in napa. these highs warmer than they have been certainly. tomorrow's daytime highs will be cooler by a couple degrees. you'll notice clouds tomorrow, filtered sunshine and valley fog when you wake up. where is the rain? not in the five-day forecast. you will see something toward the middle of next week. a potential for light drizzle tomorrow on the coast. they may be driven off towards guerneville on the coast. tomorrow, morning clouds. in the bay area, weekend dry, or a cool dray weather pattern. the weather patterns to the north. this is what could trigger the showers. those drop a little further south as we go into tomorrow. now in the pacific, where is all the storms?

there they are. lots going on. this is very productive, potent activity here. but it's all going too far north. the jet stream, the ridge is shooting everything here. you saw the pictures, all the snow they're getting fvment this were to drop down a few miles, we would be wet as all get out. as we go into the next week, we're pretty much dry. this little system tweaks through tonight and tomorrow. that basically, might bring us a little drizzle. the main impact will be more clouds, and a little cooler daytime highs. fog in the morning. as you get into friday, high pressure, boom, it really locks itself down. the winds come up, and we could see north-northeast winds. up in the mountains, blowing hard as well. this sort of confirms and establishes even more firmly, the dry pattern. here's what the computer model sees for tomorrow morning.

was crushed. >> reporter: dozens of young people created the mural on a fence often covered with graffiti. >> we're all teens that were at risk at one point, and we changed. we're trying to help out the community. >> reporter: what was the message you're trying to get out with this. >> achieve your goals, shoot for the stars. >> reporter: over the night, someone shot them down with red paint. this is one of seven murals the kids painted. all of them carry inspirational messages, and this was the only one vandalized. offering a $1,000 reward to catch the perpetrator. >> we don't know if it's somebody targeting the message per se. it could be theoretically it could be a gang member. it could be a disgruntle neighbor who doesn't like the mural. >> reporter: some neighbors don't like it, saying it hurts their property values. but other residents passing by

expressed their support for the teens. the teens told me there will soon be a neighborhood meeting to decide whether to re-create this mural or just paint over it. road rage may have led to a deadly crash on interstate 80 in richmond this morning. the driver of a minivan died at the scene. the chp says he apparently cut in front of a pickup truck, and in doing so, clipped the pickup, and rolled over several times. two people in the truck were not injured. some young folks in the east bay, interested in law enforcement careers are getting a chance to test the waters. the berkely police department's play kicked off tonight. play stands for police and life academy for youth. 15 high school students from the berkely school district were selected to take part in the program. >> really trying to get the high school youth involved in what goes on in the police department. what career opportunities we

have here. how they can interact and be more responsible in the community. >> reporter: participants learn about the criminal justice system, and even complete a self-defense class. the former head football coach in pittsburgh has a connection to not one, but two super bowl players. van busketty was the head coach for 15 years. he played for the school in the 1999 and 2000 seasons, while moore played in 2007. both men now are headed to the super bowl. >> it's sort of a proud moment to see that they both went onto college and kept participating. and then where they are right now. >> he says he can't say which player he's rooting for in the super bowl. he says no matter what, in his
