entered the bridge, and there are signs warning people that there is heavy fog along here. so we're going to keep driving here and give you a look but first we've been to four counties, four bridges, and show you a look at what we've been finding. this is the richmond-san rafael bridge. we were there at 5:00 this morning, when things were pretty socked in. it would get clear, then fog would -- got foggy. then interstate 80 at carquinez bridge, and the drive up 80 was very clear. once you got close to the bridge, signs again warning with fog. it was foggy conditions. then to the benicia bridge. usually it could be very socked in by fog on mornings like this. but talk about all this wind come through here punish it looks like it cleared that up pretty quickly here. the last bridge we found that was going to be a problem was the san mateo bridge, that's why we headed back here to the san mateo bridge. heavy fog, signs warning people

as they approach the bridge that will would be fog. you can see in the distance, you can see that it is hazy and as people making their way across the span, it does get a little soupy out there as we like to call it. but as you can see, clear right now, this is just something to keep in mind that yes, things can be very clear, depending on where you are. but you could hit a wall of fog pretty easily. so we haven't checked out the golden gate bridge or the bay bridge, but that's okay because sal is watching that for us. sal, how are things looking there? >> not bad, claudine. and you saw -- what she said about the san mateo bridge. we saw the golden gate bridge a little more foggy, as you head down to the toll plaza. but steve says that fog may be clearing. we'll hear from him in just a bit here. let's move along at the bay bridge. we began the morning, we couldn't see a lot here and now we can see much more at the bay bridge. you can see the hills now, westbound bay bridge traffic

does move well and the traffic on the span is not all that bad when it comes to visibility anymore. i want to mention that some of the airport delays are still -- the fog is still affecting the san francisco international airport. we just checked in with the airport. there are at least 30-minute delays at the airport. let's go back to the desk. a search continues now this morning for whoever killed a man in berkeley. the man' body was found about 7:00 last night need shaddock avenue. noelle walker is back now with a closeup look at a house that became part of this crime scene. noel. >> reporter: dave, this victim was on his way over to his friend's house to watch a basketball game. he was knocking on the door of that top floor apartment across the street from me, when the suspects unloaded a hail of bullets. the friends the victim was going do see allowed us inside their home to see what they lived through. it is quite frankly

unbelievable. bullet holes everywhere you look. it is hard to believe that anyone inside that building survived. the couple says they crawled on to the floor and then out the backdoor, bullets flying over them in order to escape. they could not help their friend, though, who appears to have been the intended target. >> patrol officers got here quickly, and community members pointed out a male victim who had suffered several gunshot wounds. >> and she was pronounced dead at the hospital. those 911 calls flooded in at 7:00 last night. police say the suspects were long gone when they got there, and they're still looking for them right now. police are asking for the public's help. then say it was very helpful to get all those 911 calls but if anyone knows anything, they want you to say something, even if it seems insignificant,

because something small could lead to a big break in the case. reporting live, noelle walker, ktvu channel 2 news. just two hours ago, san jose state sent out an alert to students, faculty and staff warning about a man who groped a student inside her dorm. it happened at 5:00 this morning on the third floor of joe west hall. the university says an alert went out minutes later to subscribers of the automated alert system. students in the residence hall were told lock their doors, as police went out searching the building. ktvu's lorain blanco is following the story and will have a live updated for us coming up at 7:30. meantime, oakland city officials are about to unveil their revised budget cutting plan today. the new plan would reportedly spare more city jobs and also give more advanced notice for those who will get laid off next month. the original plan called for cutting $28 million from the city budget to offset losses in

state redevelopment funds. however, the city just learned it's eligible to get an extra dollars 7.5 million from the state. happening right now, president obama is laying out his plan to keep college affordable. the president is speaking at the university of michigan. you see a lot of navy blue in yellow behind him. he is revealing details of the plan he talked about it the state of the union speech. coming up at 7:15, the in sueability imp the president is offering colleges to rein in skyrocket tuition costs. hillary clinton has hinted for a while she won't stay on in her position if president obama is re-elected. now she said she is ready for a break after 20 years on the highwire of american politics. her husband was elected president in 1992, then she was senator for new york, and also ran for president four years ago. but she did not rule out a

return to politics in the future. if you're an oakland a's fan, you'll have avery sneak opportunity at the fanfest. the managing general partner lew wolff will sit down for a one on one talk. wolfe and the rest of the a's front office have made a number of changes in the off season, including trading all-star pitchers, geogonzalez, andrew bailey and been pushing to move the a's to san jose. the a's fanfest is sunday at 10:00. all right. want to economic in with sal, gets an update on the foggy commute. sal. >> and some areas are foggy, others are not. let's go outside and look at some of these live pictures. earlier we couldn't see 880, and now we can although we can see it's still a little foggy, but the fog has lifted quite a bit in this area. and if you're driving at the bay bridge toll plaza, the fog has lifted there as well. certainly still cloudy, but the visibility is much better than it was when we began the morning commute.

in san jose, northbound 101, 280 if 85 still off to a good start. let's go to steve. >> thank you. yes, you can see some of that fog down there, and boy, if you're in it, it's really thick. some of the north wind is starting to push it around. so he'll be clear skies, bill in vallejo said fog 10 minutes ago, now it's clear. so the fog continues to dance around but within that fog it is awful visibility. our system will continue to work its way south as it does, the north winds already up to 30, 50 miles an hour in some. visions. but thick fog for some, and then it should get wiped out. the low or system responsible digging to the south as it does the high building into the north. that gives us a north-northeast wind, clearing skies after morning fog. but there have been gusts already to 50. 40s to 50s although there are some upper 30s as well. but santa rosa was 41.

then the north wind kicked in, up to 45. so there's a north wind there, also out of fairfield, vacaville, out in the valley, things are picking up. this will take care of some of that fog but it's still there for another couple hours. after that, high pressure builds in the next system has no chance so the weekend will be sunny and warmer, but the mornings will be really chilly here in the next couple days. morning fog, sunny and breezy, thick fog for some. wind picked up so low 60s, mid- 60s, north bay east bay, peninsula along the coast, south bay, everybody will be close. santa cruz warmest. gilroy in there. lot of mid-60s today, including fremont at 64. sunny, nice on the weekend but it will be colder in the morning. we'll lose a lot of that fog, but rebound well. cooldown on monday and tuesday. we're still following developing news coming in from cincinnati, ohio this morning. look at these pictures. at least 11 people were just hurt at this casino construction site, where a building there partially collapsed. we have very few details. we can only tell you the casino

security officials are not commenting on this incident. snow damage is reported this morning after several small earthquakes rattled the north bay. a 3.4 magnitude quake hit before 9:30 last night, about 26 miles north of santa rosa near the geysers power plant. five small quakes followed, including a 2.3 quake. two years have passed since a 7 quick hit haiti, devastating the country. now a new study from the usgs says more powerful earthquakes could strike that area. four earthquakes with a magnitude of 6.6 or higher rocked haiti during the 1700s. and a study says haiti could be entering a similar period of earthquake activity. we're getting reports out of pakistan this morning of an attack on a military academy near the compound where osama bin laden was killed last year. officials at the military

academy say nine rockets were fired from a hilltop overlooking the town. the town was the center of attention last may, as the scene of the raid that killed bin laden. in the attack this morning, three rockets hit the wall of the pakistan military academy, which is pakistan's equivalent of west point. there are no reports every injuries and no group has claimed responsibility. time is 7:16. this morning police in morgan hill searching for a man blamed nor a one-man burglary spree. they're searching for 21-year- old jose torres, described as having a new york accent and tattoos on his arms and hands. police issued a $50,000 warrant for his arrest. he is wanted for at least seven home burglaries in the past month, and police think he may still be hiding in a morgan hill neighborhood. time is 7:17. a memorial walk will be held tomorrow, raising money for the family of jim capoot, who was shot and killed last november

as he chased a bank robbery suspect. that suspect, henry smith, jr., is due in court next week. tomorrow's memorial walk begins at 8 a.m. at the home depot on admiral callahan lane in vallejo. participants will be walking 29 miles to vacaville, where capoot lived with his wife and daughter. registration for the walk is $30. the state senate approved legislation to restrict protests at military funerals. the bill would prohibit picketing within 500 feet of a burial or memorial site within one hour of the service. it's aimed at preventing demonstrations by the west borough church, who frequently target military funerals, claiming the death of god's punishment for the nation's acceptance of home sexualities. the bill now goes to the state assembly. retiring congressman bernie frank says he will marry his longtime partner.

the 71-year-old democratic congressman was one of the first lawmakers to come out of the closet. frank and his partner have been together since 2007. they will marry in massachusetts, where same-sex marriage is legal. frank announced in november he would retire at the end of his current term, his 16th in congress. and brad pitt and angelina jolie are apparently having a change of heart about getting heard. the couple of seven years previously declared they would not get married until gay marriage is legalized. but in a recent interview, pitt says he doesn't think they'll be able to hold out. couple is six children, the kids often ask him and jolie when they plan to get married. and pitt adds, the commitment means a lot to him. of course, he's been married once been, jennifer aniston, and jolie married twice before. >> all right. we drove through the fog this morning. it's out there. it's blanketing parts of the bay area this morning. as we look outside, this is what you'll see. that's our -- still a pretty picture. steve paulsen will tell you when you can expect to see more

67:28. we're following overnight numbs just hours ago police issued a campus alert at san jose state university. ktvu's lorain blanco joins us live to tell us the warnings involved a groper inside a dorm. good morning, lorain. >> reporter: good morning. the school started sending out alerts starting at 5 a.m., and we've been following their tweets since then. they're warning students especially here in the park, san jose state, to look -- lock their doors. there are officers inside the

hall now and across campus looking for the suspect. we shot video of two females being escorted out of the building and put into police cars. we're unsure how they're related to the incident. since then we've seen a few more females taken away in squad cars. the representative told us the incident happened about 3:30 this morning, on the third floor of joe west. the female victim called police right away. students who live in the hall tell us it's frightening. >> i didn't really wake up during t but i woke up just afterwards and walked down the hall and there were police out there. couple cops walking around, asking different people questions. i didn't really hear any of it. but i mean, it was definitely alarming. >> surveillance cameras monitor activity in all the residence halls, and right now investigators are reviewing that video. school tells us police are looking for a male suspect in his 20s, wearing dark clothing. not a very specific description right now, especially on a

college campus. we'll keep you posted with any new information throughout the morning. reporting live, lorain blanco, ktvu channel 2 news. in overnight news, the coast guard has found the man who went missing after a late night boating trip. police say the man launchnd his boat from the suisun launch ramp at 2 this morning and never returned. in a friend called police to report him missing. the coast guard then sent a boat to search for the man. visibility at the time was less than one mile due to the fog. crews found the man about an hour ago, on dry land, near the launch ramp, and he was apparently sleeping. three people in the hospital this morning after a dramatic rescue in san francisco's ocean beach. a small boat capsized last night, several people on the beach rushed to help the boaters who were out there fighting for their lives and in rough and chilly waters. and there was dense fog too.

one good samaritan was on his nightly jog when he spotted all the commotion and then raced to pull one of the men out of the surf. >> took his clothes off, took my clothes off and wrapped them up and just kind of held them and started rubbing his body, get the circulation going. >> the three boaters thought to be in their 30s or 40s, all three treated at uc medical center this morning. one of the boaters reportedly is in critical condition. high surf in the bay area has fueled speculation the mavericks invitational surf competition may happen soon. organizers were out yesterday but they say the fog made the condition too dangerous. it's too soon so day when the competition might begin. there's a three-month window for the mavericks contest, open through march 31st. once they determine conditions are right, surfers will have 24 hours to get to the bay area. we're expected to learn more today about a body found

near stanford hospital. a man's body was found yesterday morning at a construction site off cory road next to hoover pavillion. he was dead for some time. police don't suspect foul play. a court hearing this morning for a man convicted of killing a renture. paul garcia was convicted in 2008 for the shooting death of mark akilee. garcia was supposed to be sentenced last month in the murder-for-hire case. but his current attorney is seeking a new trial, alleging garcia's former attorney failed to call a key witness. the mercury news reports the former attorney will be allowed to defend himself and that will further postpone the sentencing. time is 7:32. an investigation continues into a string of break-ins at businesses on one vallejo street. more than a half dozen businesses were robbed on sonoma boulevard. police say it happened sometime

between 9:00 tuesday night and 8:00 wednesday morning. police say the only thing that was taken were some coins from a check cashing business, and a chinese restaurant. more police officers can soon be patrolling downtown walnut creek. we told you earlier about a fight, this one involving about 15 people outside the she row lawn and lounge. now the police chief is asking city council to add two new police officers to the force. if approved, those officers will be placed on the downtown beat. a final decision is expected in a couple months. nightclub-goers in san francisco are being warned to take precautions after an increase in thefts. an inspector with the city's entertainment commission says thefts are common but appear to have increased dramatically in the past six months. police are encouraging club- goers to keep their belongings with them and in a secured location, or to use the coat

check service if available. the bay area battle against second-hand schmoke is now shifting to palo alto. city leaders are considering a tough new ordinance that would ban smoking in all public as. that would include sidewalks, parking lots, garages, streets, and city parks. the proposed palo alto ordinance would also require a 20-foot no-smoking buffer around all areas where smoking is banned. mountain view adopted a similar ordinance earlier this week. residents at san leandro's marina are facing an uncertain future, with the cost of maintaining the harbor strange the city. a new vision for the space is under consideration. coming up at 7:45, we'll have reaction from longtime boat residents about the challenges ahead. now there are two groups collecting signatures to recall oakland mayor jean quan. yesterday an organization calling itself recall jean quan now received the go-ahead to

administration has filed for bankruptcy. the company called enter one makes rechargeable batteries. the filing comes just a year after vice president joe biden stopped by for a visit at its plant in indiana. the company received a $118 million grant from the energy department. fremont solyndra and beacon also declared bankruptcy after getting help from the government. caltrain is considering asking voters to approve a sales tax increase to cut down its deficit. increased ridership gave caltrain a 25% increase in revenues but the agency still faces an operating deficit. caltrain will conduct surveys in the coming months to see if voters in san mateo county would approve a sales tax increase. another idea on the table is for a sales tax increase in all three counties, served by caltrain, that would be santa clara, san mateo, and san

francisco. there are still a lot of apple enthusiasts in san francisco. today is the second day of the macworld iworld expo. it's usually just called macworld, but organizers have rebranded the event to give attention to the ipad and iphone devices. the event runs through tomorrow. facebook is warning its use berlusconi a new type of spam on their time lines. it's called like jacking. and investigators say it draws a facebook user to the popular like feature, then entices them to click on websites that can lead to identity and credit card theft. facebook says it's developing a fix, but admits it's difficult to stay ahead of scammers. tonight a muni track improvement project will begin in san francisco, and there will be detours over the weekend. the municipal transportation agency will start replacing tracks at market and church

traffic, but 85 northbound, that traffic is getting thicker on the way up from los gatos to saratoga and cupertino. and moving the maps now, showing slow traffic on interstate 880 from hayward to union society, down to highway 84. there's a small problem westbound 84 near the radio towers on the right shoulder. let's go to steve. >> happy friday! and look at the blanket of fog. all the bridges tunnel, seven bay area bridges, had a fog advisory at one time. some areas cleared out already. it can be really tough visibility. up above it's already sunny in some locations, in the higher elevations getting a pretty good breeze out of the north- northeast. so it is a sign of things to come. eventually it will take care of this fog, diving down to southern california and into the four corners with high pressure building to north. difference in the pressure gradient. the high doesn't like the low so it fills it with some winds. so morning fog, then sunny and

breezy. news for the weekend looks great but the mornings will be much cooler. we'll lose most of the fog if not all of it and so we'll have some 30s and then end up with sunny and warmer days, little system on northern california monday might bring song rain to the north but i think it brings clouds and cooler conditions for us. today it's fog. some visibility next to nothing to about a quarter mile. but it continues to move around. some locations vallejo and antioch already cleared on that fog. so clearing skies after the morning fog. northerly wind and some of the higher peaks, 20, 40 to even 50 miles per hour. not that strong at the surface but already a north wind. 40s, upper 30s, and 39 in novato. some foggy conditions, so if you're stuck in that, really cold. other locations, especially after the valley. northwest by 15 to 20 miles per hour. north at fairfield and vacaville, santa a. westerly to northwesterly. other areas showing a breeze. but san jose was clear, then the fog came in. high pressure eventually with the north wind will take care of it and then it will be sunny

stocks and lower in the early going due to a new report. also, europe's troubled economy continues to be a drag on global markets. there's word spain's jobless rate soared to 23% in the fourth quarter of last year. the dow currently down 72. the nasdaq is up one. and s&p is down 4, but still above that 1300 mark. new government figures released just this morning show the u.s. economy grew at a 2.8% annual rate in the final three months of last year. that's the fastest growth in all of 2011. but overall, the economy expanded just 1.7% for the whole year. that's half the growth of 2010, and the worst since the recession. some san francisco hotels are making changes to attract more people to their restaurants. according to the san francisco business times, makeovers include changing the decor and changing the names.

at the four seasons, restaurant is now a contemporary steakhouse. the hotel says business is up since the change, and more renovations are on the way. it is mother nature versus the homeowner. but in this case as pam cook tells us, it's not your typical homeowner. right, pam? >> reporter: that's right, the homeowner is definitely not typical. but what is typical about life on the bay is tides and water coming back in in reclaim land. this is a live picture right now of the marina in san leandro, where about 40 people live off the boats. those are the homeowners we're talking about. the problem is mother nature is slowly taking back the area as tides rush layers of thick mud under those boats. it's estimated that the boat owners have about two to three years before they have to move. and san leandro can't afford to dredge the marina to allow them to stay. >> i think the city of san leandro was paying the bill, and the city gets hit the hardest. so the city does not want to

spend the millions of dollars to keep the area dredged for such little revenue. >> the city is facing losing its star attraction, the marina. we have people from all over, i've been all over the bay, various marinas, and to be honest with you, this is a beautiful marina. >> a lot of people live on their boats around the bay area, and the marina in san leandro has been dredged a few times so since it was created back in 1963. but city leaders say since hurricane katrina, federal funding is scarce, and usually reserved for keeping the public safe. the contra costa times reports that the fate of the boat harbor is actually tied it a developers plan to turn the area no a larger marina, with a 200 room hotel off the -- retail shops, 188 residential units, two new restaurants, a library and a community center, when is not mentioned is

to enter countries with strict censorship rules. a house file in hayward led to the discovery a marijuana growing operation. the fire started on beckham way yesterday afternoon. as many as 800 marijuana plants were confiscated from the house. investigators say the growers had rewired the electrical system to avoid paying high pg&e bills. and that caused the fire. >> looks like it started in the garage, it looks like it was directly related to the pg&e being bypassed in the garage, which is common in these marijuana grows, where they'll cut into the pg&e before it hits the meter. >> the fire caused $225,000 in damages. authorities are now looking for a couple who had rented the house for the past year. a shipment containing 16 kilos of cocaine was seized last week at the united nation mail intake center in new york. police say the cocaine was in a white bag with a fake u.n. logo

on it. it was made to look like a diplomatic pouch. diplomatic pouches are not supposed to be inspected. it was no name or address on the shipment that was sent from mexico city. u.n. officials say it doesn't appear that anyone at the u.n. had anything to do with that package. four people were killed, 22 others may still be trapped in the rubble of three collapsed buildings in rio de janeiro, brazil. rescue crews are still digging through tons of brick and twisted metal, hoping to find people still alive. authorities still investigating the cause of the collapse. but there's speculation now illegal construction work caused a building to crumble on wednesday, and then took down two nearby office building with it. the operator of that cruise ship involved in the disaster in italy is now offering $14,000 to each passenger on the concordia. the money is to compensate for lost baggage as well as

psychological trauma. but it's only for those who would were not seriously hurt when the ship capsized. those that do take the offer have to agree not to take any legal action against the company in the future. 4200 people were aboard the concordia, 16 people including a couple from minnesota are still listed as missing. the california state assembly passed a bill today in response to florida's casey anthony case. the legislation would make it a misdemeanor if parents or guardians do not report within 24 hours the disappearance of a child under the age of 14. the bill is named caylee's law, after casey anthony's daughter. the woman waited a month to report that her two-year-old girl was missing. caylee's body was found five months later, the bill now moves to the state senate. state senate leaders shot down a bill to delay the elimination of california's redevelopment agency. the state supreme court

recently ruled that lawmakers can eliminate the state's 400 community redevelopment agencies. the gill had proposed extending the deadline for doing that until april 15th. but top lawmakers say the bill does not have enough support to pass. mountain view may become the latest bay area city to ban single-use plastic bags. the city council voted tuesday to draft a work plan on an ordinance that would ban single use, carrying-out plastic bags and add a 10 or 15-cent charge to paper bags. if mountain view adopts that ban, it would join other cities in santa clara county, including palo alto, sunnyvale and san jose. a driver survivors after her car plunges into a canal. the explanation the driver gave police. and the reason macy's in san francisco union square could be forced to break apart its store.

travelers are experiencing. >> reporter: good morning, dave. we're where the main runways unsocket here, if you look that way you can see the fog that is still blanketing the runways here. beyond that fog is the terminal. we can't see it now. and that's the possible for pilots as they try take off this morning joining when now is spokesperson mike mccarron. tell me what they have to see to make sure that they can get out. >> well, they have to get out -- taking off in the fog because there's nothing above you. the main thing is everything is on instruments right now. they're flying on instruments, and it can guide them down to the deck down to the ground. but it has to -- we have to space the aircraft out further to do it. slower approach, delays right now. >> we can hear an airplane leaving now, landing here. and if we -- look up, i want to pan up -- i want to show you how blue the sky is right here.

really, this is just sitting on the ground but could cause problems until 11 this morning. >> that's what the weather forecast is now. the faa put a ground delay program for us until 11. may burn offer quicker. seeing patches all morning long. so just a matter when the fog burns out of here. >> and this is the typical sfo stuff. >> unusual this time of year. usually summertime program than january. >> okay. thank you. again, it is causing problems here. you can see the fog actually beginning to break over in the far side. we can see a little bit of the terminal there. but they do need -- a thousand -- how many mimes? >> three miles. >> three miles and where are they now? >> haven't got the last -- last i heard about a thousand feet. >> so three miles of what they need to see visibility. on the freeways, all we need is -- you know, a little distance in front of us but it's going to cause problems so if you're headed to sfo you might see small delays because of fog but

it's beginnings to burn off. >> and i'm going to take it from you. >> let's go to sal. >> talk about some bridges that are foggy, because it's going to be a tough commute on the golden gate bridge. the fog is is -- has not become any better here at the toll plaza. also at bay bridge toll plaza it's thicker. it lifted for a bit, then it became a lot thicker. so please give yourself extra time if you're driving in to san francisco. coming up in a few we'll be back with complete traffic and weather. let's go back to the deserves. berkeley police are searching for whoever shot and killed a man last night. the city's first homicide of the year happened at shattuck avenue after 7 p.m. nicole walker is there live and went inside the house that became part of the crime scene. noel. >> reporter: berkeley's first homicide left the couple in that second floor apartment in

the building behind me shaken to the core. they allowed us inside their home and told us how they crawled to the floor to safety, while a hail of bullets flew over their heads piercing windows, doors and walls. police say it appears the couple's friend who works in this neighborhood was the intended target. he was coming over to watch a basketball game when the gunfire broke out. now this all happened at 7:00 last night. that's when police received a flood of 911 calls to report the gunshots. evidence tags filled the street here at earlier son and shattuck. the victim a pronounced dead at the hospital. the suspects are still on the loose. >> more encouraging anyone that may have seen or heard something, we had a lot of participation of callers, but sometimes the smaller things can be the thing that gets to the truth in a crime like this. we would love to hear from you. >> this is not something that people in berkeley are used to.

the couple over there i talked to them, they have no children but they do have children's toys and a stroller out on their balcony and that didn't seem to matter to the suspects who were just firing bullets at their house and through their house. they are quite frankly afraid as you can understand, and extremely shaken by this. again, if you know anything, police really want to hear from you. they say even the least bit of information might lead to a break in the case. reporting live, noelle walker, ktvu channel 2 news. oakland city leaders are set to unveil their rebut cutting proposal today. the new plan could spare more city jobs and give more advanced notice for those who will get laid off next month. the original proposal caused calls for cutting $gate million from the budget to offset losses in state redevelopment funds. but the city just learned it's eligible for an extra $7.5

million from the state. this morning president obama is laying out his plan to make sure a college education remains affordable. >> how can we make sure that everybody is getting the kind of education they need to personally succeed but also to build up this nation? >> coming up at 8:15, we'll have a live report with the incentives the president wants to offer universities to keep their tuition costs down. our time is 8:06. dozens of fugitives off the street following a city-wide police sweep in san francisco. san francisco police chief says 70 fugitives were rounded up in 10 hours, wednesday, without incident. most of the arrests were made in the tenderloin and most were for felonies. the chief says there are 30 fugitives they have not tracked down just yet. he says there will be more operations like this one in the future. in oakland last night police carried out an undercover campaign against sex

trafficking. our news cue went along during the crackdown. police arrested 11 prostitutes during the operation, one of them just 16 years old. police say oakland has been identified by the fbi as a hub for human trafficking. >> we also have to focus our efforts on the internet trafficking as well. you have girls whose photos are being posted and then they're coming in to hotels in oakland and other bay area cities exploited as well. so the scope of the problem is large. >> police say the undercover busts help rescue the girls and also improves the quality of life in oakland neighborhoods. after making the arrests, police introduce the prostitutes to advocates who try to get them some help. we're expecting to learn more next week about a potential compromise between the city of san jose and marijuana dispensaries. late last year, a group of dispensaries collected enough signatures to place a ballot on

the june ballot to challenge the rule only allowing 10 dispensaries in the city. since thence, season has been considering different compromises including increasing the number of dispensaries allowed to operate in the city. the mercury news reports more information is expected to be released on tuesday. today pet petaluma police are clarking down on bicyclists to don't obey traffic laws. the city still ranks number 8 on the list of the worst places for bicyclists in the state. officers will be out looking for violators through 5 this afternoon. express toll lanes are due to open in the south bay in one month. those lanes will be along highway 237 in the 880 corridor between dick on landing road and first street. transportation officials tell the mercury news they're trying to avoid problems that plague the opening of lanes on 680. lanes have already been restriped, metering lights are up and running.

the new expression lanes open february 27th. check in with sal. see how things are moving and some areas kinds of fog, some areas still fairly clear. >> that's right. we have had changing conditions as the fog is been thick and some places it became lighter and then became foggy again. look at this nice picture of the richmond bridge above the fog here. the traffic on the span if you can see looks good, both directions of the span. lower deck and upper deck getting into and out of marin county, and you should have a pretty nice drive into the county there if you're going there soon. also the morning commute looks slow, and the fog at the toll plaza is thick. the fog is getting thicker and leon is getting larger! right, steve? and northbound 85 as you pass highway 17, some slow traffic here. this is a steady commute, almost every day. we have slow traffic up into saratoga. fog is not really a big issue

in the south bay. let's go to steve. >> don't get me started on quoting airplane. don't go there! we do center interesting, our observer in loss some hill said sunny here, yet down sun san jose looks very foggy. and joe in oakmont says clear and 34. so for some few high clouds. they're clearing out fast. the fog is either sunny, mostly sunny, or if you have fog, it's justfall visibility. but there's enough of a breeze that it should take care of things, although the breeze has tailed off. morning fog, then sunny and presidentee. windy in the higher elevations. the weekend looks good but mornings will be colder, days warmer. weak system on monday, could be some rain up towards mendocino county, probably won't mack it but i'll mention it. areas of fog visibility, zero to quarter mile. some of that is really right

down on the deck. the low that is responsible for for the wind is diving south and the high is building into the north so that had louse the north wind to kick up. more of a northwesterly breeze towards the valley. there's gusts of 33 miles an hour in sacramento. 51 fairfield but wind tailing off. santa rosa 44. 42 san rafael. napa because of breezes at 51 degrees. lot of 40s and 50s. west san jose fog in downtown san jose, fairfield now north at 10 not long ago. so there was a good breeze, now locations are saying calm but it will pick up later on. you can see the system, aligned north to south in trouble. a big mound of high pressure is moving over us for the weekend. thick fog for another couple of hours but not lasting like yesterday. highs today in the 60s. maybe a few upper 50s but a lot of row to mid-60s. doesn't matter what part of the bay area you're in. warmer towards santa cruz, but

first it was the tornadoes in alabama. now they have a new issue and that's flooding, storm drains backed up and heavy rains sending debris down the street. flood warning through sunday morning. at least 10 twisters swept and swept through alabama on monday, killing two people. >> thank you. new this hour, president obama is now headed back to washington, d.c. he wrapped. a five-state swing in michigan this morning. as allison burns reports live, the outlined a new plan for keeping college costs under control. allison. >> reporter: the bottom line is that president obama wants schools that keep tuition down to get more federal money. here's a look at his arrival at the university of michigan, about an hour and a half ago. some students that camped out overtime to get tickets to see him. he used his speech to put colleges and universities on notice that federal loans and grants could be cut if they

i am. >> however, secretary clinton did not rule out returning to politics in the future. no damage reported yet after several small earthquakes rattled the north bay. a 3.4 quake hit just before 9:30 last night, about 26 miles north of santa rosa near the geyser's power plant. at least five small quakes followed, including a magnitude 2.3 quake. it's been two years since that magnitude 7 quake hit haiti, just devastating haiti. now a new study from the usgs says more powerful earthquakes could hit that area. four earthquakes with the magnitude of 6.6 or higher rocked haiti during the 1700s. this new study says haiti could be entering a similar period of quake activity. the only privately owned island in the san francisco bay is still up for sale. red rock island is now listed at just $9 million.

the island was once listed at dallas 22 million. it straddled three counties. the current owner is a retired businessman. he says if anyone comes up with the money, he will sell it. otherwise, he'll leave it to his sons. and inn marin county i action of the dip ty trail will reopen today. a landslide cut off part of the trail through a state park. this picture shows an 85- footboard walk built by conservation corps north bay. the non-profit says grant money and volunteers made the work possible. it will be a ribbon-cutting ceremony this afternoon to celebrate the trail reopening. some indiana nuns have in their hands two of the hottest tickets in america. tickets to the super bowl! >> going to the game, we never, ever thought of. that and we never thought this would happen to us either.

there's controversy over aircraft noise near san francisco international airport. some people who live in brisbane are complaining about planes heading to los angeles, las vegas and phoenix. an faa map shows the planes are supposed to fly north for four miles, before turning left over

can. stick park and heading south. but critics say pilots are cutting the route short and causing extra noise over parts of brisbane. a spokesman says if air traffic controllers tell pilots to change their routes, they are required to do so. >> the biggest thing for us is oakland airport across the bay. only 7 miles across, but the aircraft required to have three miles airspace around them. so we have very little margin for error. >> the routes are up to the faa, which trumps state and local governments. let's go to sal now, get you to where you need to go this morning. how are we looking? >> we're looking better now. some of the fog is finally beginning to lift. but driving in fog is a problem for some. this is a look at 80 westbound, a minor crash on the shoulder in the richmond -- el cerrito area, more like richmond pinole area, west 80, and then slow

traffic in el cerrito over towards berkeley. out to some live pictures now. bay bridge pretty slow. and the fog is thick here, at the toll plaza. no major problems on the bridge. upper or lower deck. and if you're driving into the south bay on 680 that, looks good. when you get there, still plenty of fog. 237, 880, 280 in the middle of san jose. let's go to steve. >> thank you. it's either mostly sunny, sunny, few high clouds or fog, but most of the higher clouds are out of here. you can see there are a lot this morning but now they've blown off towards the south and southeast with high pressure building in. still we had a lot of fog out there. so bay and inland fog, most around the bay now and it's pushing south. visibility terrible for another -- i don't know, half hour, 45 minutes. then it will lose out. there's more clearing or sunshine than higher -- areas of fog. but it was really thick for a while. the low will stay in southern california, the high to the north. that will give us windy conditions, higher elevations, loss on the coast and breezy at the surface.

welcome back. time is 8:30. we're following overnight news. just hours ago, a campus alert was issued at san jose and san jose state university. lorain blanco is there to tell us this warning involves a groper inside a dorm. >> reporter: and we just got new information from the public affairs representative here at san jose state. she now tells us that there were actually four victims that were groped in their dorm rooms, sometime early this morning. you can see actually police just walked into the building there.

they're going to be interviewing more witnesses. let's listen to what she said about how the suspect got n. >> the investigation is underway. we will continue to encourage our students to lock their bedroom doors when they go to bed at night. but our understanding is the suspect was walking down the hall, trying doors. >> officers got the call about 3:30 this morning from a female student who said she was groped in her room on the third floor of joe west hall. we saw several female students being escorted out of the building and put into police cars. we're not sure how they're related to the incident. we just talked with the student who lives there and says it was unnerve to go see police running up and down the stairs early this morning. >> i was just sleeping and then got the text message, and i was nervous and they told me to lock my doors. so -- that was already done. >> surveillance cameras monitoring all activity in the residence halls.

and they do believe that they may have some pictures or video of the suspect from early this morning. they're reviewing that now and as i said we saw some police going up the stairs there, just a couple minutes ago. it's possible that they're going in there and showing pictures and that video to the students in that hall because we were just told from the public affairs representative that that is what they had planned to do to try to nab this suspect. the description right now is very vague. it's a male in his 20s, hispanic male in his 20s, wearing dark clothing. lorain blanco, ktvu channel 2 news. three people are in the hospital this morning following a dramatic rescue at ocean beach. a small boat capsized last night. several people on the beach rushed to help the boaters who were fighting for their lives. this may have saved the lives

of the boaters. >> time is an issue when they're in the water, it's just a statement they made. but obviously they were in the water long enough to have hypothermia. >> the three boaters are thought to be in their 30s or 40s. all three are at uc medical center, one boater is in critical condition. we're expecting to find out more today about a bod that was found near stanford hospital. a man's body was found yesterday morning at a construction site off quarry road near hoover. he apparently had been dead for some time. police say they do not suspect foul play. a court hearing is set to get underway this morning for a man convicted of killing a los gatos restauranteur. paul garcia was convicted in 2008 of the shooting death of mark akilee. he was supposed to be sentenced last month in the murder-for- hire case. but his current lawyer wants a new trial claiming garcia's former attorney failed to call

a key witness. the mercury news reports the former attorney will be allowed to defend himself and that will further postpone the sentencing. an investigation continues into a string of break-ins of business on one vallejo street. more than a half dozen businesses were robbed on sonoma boulevard between 9:00 tuesday night and 8:00 wednesday morning. police say the only thing that was taken were some coins from a check cashing business, and a chinese restaurant. more police officers could soon be patrolling downtown walnut creek. earlier this month we reported that one fight involving 15 people outside the restaurant in and lounge. now the contra costa times reports walnut creek's police chief is asking the city council to add two new officers to the force. if approved, those officers would be placed on the downtown beat. a final decision is expected in

a few months. nightclub-goers in san francisco, you're warned, take precautions because of an increase in thefts. they have increased dramatically in the past six months. police are advising club-goers, keep your belongings with you and in a safe and secure location. or use the coat check service if available. the bay area battle against second alejandro smoking is now shifting to palo alto. city officials are considering a tough new ordinance that would ban smoking in all public areas, including sidewalks, parking lots, garages, streets and city parks. the proposed palo alto ordinance would also require a 20-foot no-smoking buffer around all areas where smoking is banned. mountain view adopted a similar ordinance earlier this week. a's fans will have a unique opportunity at this weekend's fanfest. managing general partner lew wolff will sit down for one on

one talks with fans. wolfe and the rest of the a's front office made a number of changes in the off season, including trading all-star pitchers geo gonzalez and trevor cahill. wolfe is also pushing to move the a's to san jose. the a's fanfest is sunday at 10:00. this morning police in morgan hill are looking for a man believed responsible for a burglary spree. there are searching for this man, 21-year-old jose torres. he is a young man with a thick new york accent and tattoos all over his hands and arms. police have issued a $50,000 warrant force for his arrest. he's wanted for at least seven home burglaries during the past month. police believe he may still be hiding in one morgan hill neighborhood. a memorial walk will be held tomorrow to raise money for the family of fallen police officer james capoot. the veteran officer was shot and killed last november as he chased a bank robbery suspect.

the suspect, henry smith, jr., is due in court next week. tomorrow's memorial walk starts at 8 a.m. at the home depot in vallejo. participants will walk 29 miles to vacaville, where capoot lived with his wife and daughters. registration for the walk is $30. time is 8:36. let's go back to sal. is the fog clearing up any better for drivers now? >> a little bit, dave. right now the fog is clearing up in some areas and still very thick in others. let's go outside. i want to show you the golden gate bridge not only foggy but it's also a little dirty on the lens from some of the condensation in the dirt there. southbound 101 traffic looks okay. if you're driving to the toll plaza there's still a big backup and for a while the fog cleared up but now it's low again and could be a problem on the bridge. west 80 a crash at el portal, removed. traffic is much better on the eastshore freeway. and on 880 southbound, slow

traffic from 92 on down to fremont. let's go to steve. just looking at the web camera from san jose state meteorology department. some fog now beginning to burn off. some blue sky there, so i don't think it will last too much longer and some locations already crystal clear. with wonderful visibility here but a few areas still socked in with some fog. but looks like it's losing out. there's about 70%, 80% sun and not much left of the fog. but what is there is really thick. higher clouds also getting out of the picture fast. so we do have a sunny, breezy day and more north wind, strongers gusts in the higher elevations. already 30 to 50. sunny, breezy and a cold morning on the weekend. but warmer days. should be crystal clear. i don't think we'll see any fog in low clouds or high clouds. high pressure comes in. it will break down on monday as the weak system drops in northern california. might bring some rain up there. but i don't think it will make it here. still areas of fog with visibility just really tough. 40s, 50s, did have a couple upper 30s as well. and novato 39 for a while.

but most locations now say clear and if you don't center that fog, then temperatures will start to warm up quick. but you can see it the system -- align themselves north to south. it has absolutely no place to go except up and over. big old ridge of high pressure. and that is what is moving to over us starting today and taking us into the weekend. morning fog, then sunny, breezy to windy. and again, the winds tailing off but more of a northeast wind to the valley as well. low 60s, mid-60s, almost for everybody here. doesn't matter where you are today. and that fog is beginning to lose ground so mid-60s. mountain view, sunnyvale, over to pleasanton, dublin, little warmer towards santa cruz, 68. cold mornings, warm days for the weekend. them a system cools us down on monday into tuesday. our time is 8:39. san francisco sheriff ross mirkarimi will not be staying with his wife and son any time soon. yesterday a judge refused to

lift the court order that bars mirkarimi from having any contact with his wife and two- year-old son while he awaits trial on domestic violence charges. the judge told mirkarimi he will not get special treatment just because he is the sheriff. mirkarimi talked outside the courtroom shortly after that ruling. >> it's been enormously crushing, the fact that i haven't been able to see my family, be with my wife or my son. >> prosecutors oppose lifting the stay, citing an e-mail they say mirkarimi's wife wrote to one of her neighbors ivory, back in october. lopez wrote she found her child wet and hungry and sick after leaving her child in mirkarimi's care for just two hours. and at one time, the child was left alone in a car. mirkarimi's new lawyer lydia stiglich says an earlier investigation found those allegations were not true.

collapsed at a casino construction site. an investigation is underway into how that collapse occurred. this morning president obama is explaining his plan to control the cost of a college education. the president wants to offer more federal aid to those colleges and universities that control tuition costs. and police in berkeley investigating that city's first homicide of 2012. a man who was shot several times was found near shaddock and emerson street. noelle walker is there at the scene where investigators have been all night looking for clues. >> reporter: the victim was going over to a 14's house to watch a basketball game after work. he was knocking on the second floor apartment door of the building behind me, when the suspects unloaded a hail of bullets. the friends of the victim were going to see a -- to see what they lived through. there are bullet holes everywhere you look.

it is quite frankly hard to believer anyone inside that apartment was not killed. the couple says they crawled on to the floor, the bullets flying over them to escape occupant the backdoor. they could not help their friend, though, who appears to have been the intended target. >> homicide detectives will do a walk-through. but what the evidence suggests very preliminarily is that this victim was certainly the focus of someone's intention. was not a random shooting. we don't believe that the public is at risk, the suspects are long gone. >> the 911 calls flooded the police station at 7:00 last night. police say the suspects were gone by the time they arrived. but they are asking for the public's help. they say the phone calls initially were very helpful but they need more information. if anybody knows anything, even if it seems small and

ship in the disaster in italy is offering $14,000 apiece to each passenger on the concordia. the money is so compensate for lost baggage and psychological trauma. it's only for those who were not seriously hurt when the cruise ship capsized. those who take that offer have to agree not to take any legal action against the company in the future. 4200 people were aboard the concordia, 16 people including a couple from minnesota are still missing. a shipment feigning 16 kilos of cocaine was seized les week amount the united nations mail intake center in new york. police say the cocaine was in a white bag with a fake u.n. logo on it that was made to look like a diplomatic pouch. diplomatic pouches are not supposed to be inspected. there was no name or address on the shipment, but it was sent from mexico city. u.n. officials say it does not

appear that anyone at the u.n. had anything to do with the package. four people were killed and 22 may still be trapped inside the rubble of three collapsed buildings in rio de janeiro brazil. rescue crews continue to dig through tons of brick and twisted metal in the hopes of finding survivors. authorities are still investigating the cause of the collapse, but there's speculation illegal construction work caused it to crumble on wednesday, taking down two nearby office buildings with it. the california state senate approved legislation that would restrict protests at military funerals. the bill would prohibit picketing within 500 feet of a burial or memorial site within one hour of the service. this is aimed at preventing demonstrations by the west borough baptist church, which frequently targets military funerals claiming the deaths of soldiers are god's punishment for america's acceptance of

homosexuality. that bill now goes to the california state assembly. retiring congressman barney frank says he is going to marry his longtime partner. the 71-year-old democrat, congressman and his partner have been together since 2007. he'll get married in frank's home state of massachusetts, where same-sex marriage is legal. he announced in november he is retiring at the ends of his current term. his 16th term in congress. actor brad pitt and angelina jolie are apparently changing their minds about getting married. they've been together seven years. and in the past they've declared they would not get married in. gay marriage is legalized. but in the recent interview, brad pitt says he doesn't think they'll be able to hold out. they have six children, and brad pitt says the kids often ask him and angelina when are you going to get married? today have lie hoe high school will create a last be

welcome back. residents of san leandro marina are facing an uncertain future. about 40 people live on their boats but nature is slowly taking back the area. the tides are washing layers of thick mud under the boats. the city of san leandro can't afford to dredge the marineee, saying federal funding is scarce. it's estimated boat owners have two to three years before three have to move. >> that's what i keep telling the mayor and the city councilmembers, you're creating a homeless situation for several of your residents of san leandro punish this is a major issue. this is more important than building more restaurants when we have restaurants here. >> the contra costa times reports that the fate of the boat harbor is tied to a developer's plan to turn the
