p.m. a hit-and-run crash injured one person today. it happened around 10:00 a.m. on northbound 880. the highway patrol says five vehicles were involved in the crash including one that triggered the accident then fled the scene. one person suffered chest pains and two lanes were shut down for more than an hour backing up traffic. the road was cleared and reopened by about 11:00 a.m. san francisco police are investigating the city's third homicide of the year. investigators say a 25-year-old man was found stabbed to death at about 9:00 last night. he was lying on if street south of interstate 280. the medical examiner has not released his name. two burglary suspects are now facing murder charges due to a fatal crash. happened while the two were trying to escape police. watson, and collier have been arranged on charges in the death of robert chaney. they are suspected of stealing

jewelry from a newark home and were fleeing police when their car hit cheney's car. watson also died from injuries sustained in that crash. the jury found 42-year-old wiley not guilty yesterday. he had been charged with battery and filing a false police report. this case came from a 2009 arrest. the police department fired riley but he won his dog back through arbitration. there's been new developments in the case of mirkarimi. >> reporter: this photo of ross mirkarimi and his wife appeared in the chronicle about eight months ago. now the district attorney has

subpoenaed it and other photos as possible evidence in mirkarimi's possible abuse case. this one was taken last may 3rd when mirkarimi announced his candidacy. the picture includes mirkarimi and his wife. a source says the da may be checking the photo for possible scratches or bruises. mirkarimi's attorney says the subpoena was to bolt center a very weak case. >> it's hard, i think it's a very hard situation because there's so many proceedings that are coming forth to be known about that. you have to admit there's has got to be some level of depression. the sheriff has been staying with different friends including former mayor agnos. >> the thing that helps him the

that means one in seven new vehicles must be zero emissions at that time. they are also looking to reduce pollution by 75%. the u.s. debt rating agent cy fit today downgraded the credit rating for five countries who use the euro. that comes with some of the richest nations meet for the world's economic forum. there european nations try to reassure others they are handling their own debt crisis. the pitch downgrade comes two weeks after a similar move by standard and poors. on wall street the dow jones closed lower today for its first losing week of 2012. that came after the government reported this morning that economic growth was less at the end of the year than analysts had expected. the dow lost 74 points. today the nasdaq gained 11. the wall street journal

he spoke to a cheering crowd at the university of michigan in anne arbor. schools that quote jack up tuition every single year should lose taxpayer funding. the president also challenged congress to double the number of work study jobs for college students in the next five years. now the president's plan is going over pretty well with many bay area students. but ktvu's paul chambers live now in berkeley where some people say the plan has a very tough road ahead. >> reporter: here at uc berkeley, many are delighted about president obama's new plan. although some experts say even if congress passes it it's going to be tough to implement. fee hikes respect anything new for bay area students. >> i just started last quarter and it's already gone up a little bit. >> public education is supposed to be accessible. >> reporter: according to college data.com, to make up for budget cuts, the california state university raised their total tuition by an average of

25% in 2011. the university of california rose tuition by 22% in a single year, to match state cuts. >> it's not possible to cut the amount of money that the state has reduced out of the budget. that's why tuition has gone up. it's planned to go up again next year. >> reporter: the president's plan would reward colleges. >> i'm not sure about the methodology the president is contemplating. >> reporter: it may end up that the college's penalized don't actually lose any money or are denied their share of new funds. >> they have to find a better way of redistributing the money. i think with some pressure from the executive branch, that

hopefully we'll see a little bit more legislative change. >> reporter: now most of the president's plan would meet congressional approval which will be tough because it's a republican ran house and this is an election year. paul chambers, ktvu news. the gop blocked efforts to redraw senate maps. the court today ruled the maps can be used in the june and november elections. the maps mean republicans stand to lose seats to democrats giving democrats the 2/3 vote they need to approve tax increases. the court appointed receiver overseeing the medical system at the state prisons says the state must keep its promise to spend $2 billion to upgrade the system or stay under court control. a federal judge imposed a receiver ship six years ago in response to inmate lawsuits.

so far the state has spent 1/three of the 2 billion. last week the judge told officials to begin to prepare to an end to the receiver ship. improvements are coming to the transbay tube to make sure it's safe during an earth quake. b.a.r.t. officials approved a $7.7 million contract for the next  phase of retrofitting the tunnel. contract includes installing steel plating on the inside. work is set to begin in the spring and should finish by 2014. a state appeals court has decided pet food express must pay a fine over a dispute about what fleas are. state pesticide regulators fined $213 for mislabeling a flea prevention product in 2002 and 2003. the first district court of appeals disagreed, there's no

word if pet food express will file another appeal. a proposed dog area at rancho laguna park is facing opposition in court. a lawsuit filed last week seeks to suspend plans for the dog park which has already been approved by the town council. the plan calls for creating a 1 acre fenced area within the park for off leash dogs and their owners. the lawsuit says the area is unsafe for dogs and would require a picnic and children's play areas. the san ramon based company fell to $5.1 billion. that's down from $5.3 billion one year earlier. chevron blames refining losses which undercut gains. there's more trouble for chevron over a leaky oil well in brazil. investigators say chevron acted

in a careless and irresponsible way. almost 2,500-barrels of oil have leaked into the coast of rio de janeiro. a series of minor earthquakes rattled sonoma county last night. a 3.2 earthquake hit at 9:00 p.m. as many as nine smaller quaker shook the same region throughout the night. three people are recovering tonight after being rescued from a capsized boat off the coast of san francisco. as we first showed you on the 10:00 news last night. the small boat capsized off ocean beach throwing three people aboard into the chilly waters. people passing by on the beach helped emergency crews pull the victims to safety. one boater was given cpr at the scene and all three of them were given to ucsf medical center. >> you can't tell by looking outside. but it was a morning of

stubborn fog. caltrans turned on freeway signs to warn drivers to be careful especially those on bridges. incoming flights had to use instrument landing systems to guide the planes down to the runway. >> that fog is long gone. the sun came out. it doesn't look like january out there, bill. >> it doesn't look like january. we had temperatures today that got into the upper 60s. right now san francisco 64 degrees, redwood city in the mid-60s at 64 degrees. it's pretty warm for late january and this time of night. we talked about the fog. e affecting flights, at all three airports. there was valley fog mixed in so that's a bad combination. fog burned off by mid-morning. 73 in santa rosa, 70 in napa, 67 in concord, does not feel like late january. your bay area weekend looks pretty good. saturday is your warmest day and i think you can see numbers

like this for saturday. plenty of sunshine tomorrow. look for, i guess you will go 70 again in napa tomorrow. fog not an issue tomorrow. there's a little more wind, the coastal fog is not able to form because of that wind. the valley fog is not happening. out in the pacific there are weather systems. here's a nice looking one. that's juicy, it has everything you need for rain look where it's going. it's going up the allusia island. you can draw it with your eyeball there. see the big ridge. everything is going up and over. that's a dry pattern for us. that means more of what we've seen. we will see a little more cloud cover come in sunday, and monday there's a weak system trying to get through that ridge but it's not going to do it. we do have rain in the forecast way out as we head into february. right now we are dry for a while. overnight lows tonight, we're going to get to the cool side. that will get you frost in some of these inland valleys. so beprepared for that.

the latest information from cincinnati ohio says about 20 workers were hurt in this construction accident. investigators say a metal beam fell at an unfinished casino. concrete was being poured on a second floor.

that floor buckled causes the workers to fall to the first floor. some of the injurys are serious. but officials say everyone should recover. a new congressional investigation finds the number of women veterans who are homeless is soaring. >> we have a high number of women who are serving today in combat situations who are coming home facing a very tough economy, they have kids with them. they don't want to put them in a dangerous situation. privacy is really important to them. >> the new investigation find the number of female homeless vets has doubled in the past five years. there are now more than 3,300 nationwide. some in shelters others living in the street. debra price served in the army for 11 years she was living in a homeless shelter but recently moved into a veterans administration home for women. >> i don't feel like i'm home. i'm not worrying about where i have to go tomorrow. >> reporter: senator murray says many female vets don't know that help is available. and when they do they find most

housing is geared for men and lack safety. v.a. housing for females are far behind. france today urged nato to speed up its timetable for turning combat operations from afghanistan to afghan forces. the united states has set a goal of withdrawing all troops from afghanistan by the end of 2013. by today the french president said france will pull out its forces by the end of 2013 and says all others should do the same. the law makes it illegal to lie about being a war hero. the case involves a man from colorado who falsely claimed he was wounded as a marine in iraq and that he had received war medals. today the court said the stolen valor act is constitutional but a san francisco federal court ruled the violate free speech. the u.s. supreme court has agreed to take up the issue.

the most popular. a record 37 million iphones were sold in the last quarter. that's just a half a million more than samsung sold in the same time. iphone sales hit a record in 2011 selling nearly a half million cell phones worldwide. a judge today ruled new jersey's largest city must present record related to a pledge to its public schools from facebook founder mark zuckerberg. today's ruling stems from a lawsuit made on behalf of newark school children asking for more transparency of the donation. the pledge was announced back in 2010. lafayette police are looking for a man they say robbed a bank just before noon yesterday. that was at the west america bank at 3515 mount diablo boulevard. the only description of the robber was that he was a black man with a scarf wrapped around his head. police won't say how much money

he got away with. an update now on a story we first brought you last night on the 10:00 news. oakland police say they arrested 11 suspected prostitutes during an undercover campaign against sex trafficking. one of them was only 16 years old. a ktvu crew went along with police as they carried out the operation. the women arrested were introduced to advocates such as bay area women against rape who offered them help. a rancho cardova man accused of killing his former job could face a plea. the victim is the city's park superintendent ebert. he will go back to work february 16. new research on caffeine may have you wondering about your next coffee, tea and soda. tom vacar has the strange effects on women's hormones.

>> reporter: we all know that caffeine gives us a jolt. but researchers now say depending on a woman's race it can also alter her estrogen and that could be a problem. >> reporter: researchers found the amount of caffeine in just two shots of express or one large cofee a day changed estrogen levels. >> i drink probably six to eight cups of coffee a day. >> reporter: the women drank caffeine from tea, soda and coffee. asian women had an increase, black women had an increase as well. >> i'm really worried about that. >> reporter: no short term health effects were found. for caucasian women, caffeine lowered their estrogen. >> i don't know if it would deter me from drinking coffee. >> reporter: researchers say

a federal judge in seattle today sentenced the man known as the barefoot bandit to six- 1/2 years in prison. moore went on a two year international crime spree. often while not wearing shoe, he was captured in the bahamas in 2010. the judge said moore's sentence would be carried out concurrently with his state senate. which means he will spend no additional time behind bars. health regulators are
