told to lock their doors. university police searched their buildings, interviewed business and combed through surveillance video. they tracked him to this house just two blocks away from campus. >> i saw the cops chasing some guy. and they threw him on the ground. and then they were all yelling. and they took him, they arrest him. >> reporter: university officials say he will face sexual assault charges. students who live in the dorm were shaken up by the news. >> pretty creepy. we're pretty distraught over it. >> reporter: students were pleased that an arrest was made. >> it's good they found somebody. it sounded like they were making an effort to go through. >> reporter: they plan to have staff meet with students who live in the dorm to find out

what happened and if improvements need to be made. oakland police say a woman escaped a brazen attempted sexual assault that occurred in a busy area in broad daylight. it happened shortly after 11:00 on foothill boulevard. the attacker is described as an african american man in his 30s. about 6'5" tall and weighing 165 pounds. san jose police released a sketch of a hate crime suspect who allegedly beat up an east indian man. the suspect is one of at least three men who assaulted the victim in a grocery store parking lot on south white road on november 21st. the suspect is described as latino in his 20s, about 200 pounds and 5'8" tall. abdul lal had his jaw broken. the men attacked him with a tequila bottle and called him a terrorist. ktvu's jade hernandez is

live in berkeley outside the home that is riddled with bullet holes, jade -- >> reporter: that's right just hours ago police released the victim's name. kenneth warn, he's a father of five between the ages of eight and 15. he's also a barber here at his uncle's shop. he was a man gunned down just feet away as he walked out that front door. i just heard the pop, pop, pop, pop. sounded like maybe a gas power semi automatic, maybe full auto weapon. >> my first instinct, i just shoved my girlfriend to the ground. i didn't know where these shopts were coming from -- these shots were coming from. >> reporter: but the neighbor did see a car with his lights off speeding off. someone targeted the man and shot him. >> the guys who did this have no respect for life. >> reporter: warren's friends were inside the house when gunfire erupted. they showed us bullet holes in the front window, doors and

walls and told us they managed to crawl out safely through the back. today friends began building a memorial for the man gunned down not even 100 feet from the barber shop where he worked. >> he cut my son's hair, he was, he was just a good person in the community. >> reporter: others felt like they lost family. >> i'm four years older than him, i just got my haircut yesterday. he's like my big brother. because we've known each other for like 20 years. >> they took a good human being away from here. uncalled for. >> yeah the plan is going to miss -- yeah this planet is going to miss a good one. but his family is going to have a beautiful angel. >> reporter: we've been told they're working around the clock to find leads which is the first in the city this year. we're live in berkeley in front of the barber shop where kenneth warren worked. his family says they plan to hold a vigil in just about an

hour. reporting live, jade hernandez, ktvu channel 2 news. state utility regulators announced a multi million dollars fine against pg & e today in the wake of the san bruno pipeline disaster. the cpuc says it's fining pg & e $6.8 million for not properly conducting pipeline leak surveys. the finem posed is expected to be the first in several. the utility could face up to $25 -- $250,000 in fines or more. to receive a penalty this extreme for being open, transparent and accountable is disappointing stated pg & e. california air regulators today passed new, tougher car emission standards. they will require one in seven new cars sold in the states to be electric or zero emission vehicles by 2025. the tough new standards also

require a 75% reduction in fog forming pollutants and 34% cuts in greenhouse gas emissions by 2025. the supreme court upheld a redistricting map that could send more democrats to sacramento. state senate maps drawn up last year by a city commission could be used in an upcoming election. if more democrats are effected it could provide the 2/3 vote they need to approve tax increases. b.a.r.t.'s board of directors has approved a new plan to retrofit the transbay 2. the project includes strengthening the tunnel with steel plates to make sure it's safe during an earthquake. the project is set to begin in the spring. the work is part of a larger $1.310 $1.3 billion, 10 year

attorney says the sheriff has undergone counseling since his arrest. rob roth, ktvu channel 2 news. a group of hepatitis c patients took to the streets of oakland today to get the word out on how to prevent the disease. the march was organized by oakland's oasis clinic. the group says hepatitis c has become an epidemic with 4 million people in the u.s. infected and half of them unaware they even have it. >> we're in a position to see people get sick and die of hepatitis and that shouldn't happen. there's a treatment that cures a majority of people and if people know they have it they can access treatment. >> reporter: the oasis clinic offers free anonymous hepatitis c testing tuesdays between noon and 1:00 p.m. a berkeley school board has filed anti bullying policy. the new policy requires principals to implement

fire officials in reno say arching fire lines sparked a

wildfire last november. the reno fire department says the wind and blaze caused $15 million in property damage. another fire near reno last week burned 29 homes. investigators say fireplace ashes that were not properly disposed may have sparked that fire. venecia police are looking for an armed robber who held up a check cashing store. the robbery happened last thursday at the check cashing business on interstate 80. the robber showed two clerks a handgun. got the money and fled on foot. the suspect is described as an 18 to 25-year-old black man with a thin build and medium height. the city of pittsburg is running into community opposition as the city is looking for a site for a homeless shelter. many business owners are calling this a step back ward. >> reporter: people here say

giant chevron blames a global drop in production for the lowest profits in two years. chevron stocks fell about 2.5% today. the worse single loss among the blue chips. the dow dropped 74 points while nasdaq rose 11 points. floods last march badly damaged the pacific cover mobile home park. city officials say the park must be closed down. yesterday the capitola city council narrowly approved a plan to compensate residents who must relocate. california water officials unveiled a new central valley flood management plan today. they say it's the most comprehensive flood plan the state has ever seen. the details were released today in sacramento. the plan connects a series of unrelated floodplains to create a flood protection network. officials say it will help the
